THE NORTHEAST COUNTERDRUG TRAINING CENTER INSTRUCTOR BIOGRAPHIES Gary Aschenbach Mr. Aschenbach is a retired Detective Sergeant with 25 years of service with the Maryland State Police. He currently holds a Bachelor of Science degree from the University of Maryland with a 3.28 GPA. He owns his own business, Law-Tech Consultants LLC, which specializes in Training, Consulting & Private Investigations. He is also the author of Vision of Courage . Mr. Aschenbach teaches Forensic Statement Analysis and Interview & Interrogation at NCTC. Lisa Boynton Ms. Boynton is the Program Manager for EPA’s Meth Lab Training Program. With over 25 years of experience in emergency response regulations, policy, and programs, Ms. Boynton has been involved in the training program since its inception. In 1997, she wrote a proposal to the White House’s Office of National Drug Control Policy (ONDCP); as a result EPA received a $1M grant to start the program. Since then, Ms. Boynton has trained thousands of first responders in more than 20 states and two U.S. territories. Ms. Boynton also led the development of the U.S. EPA’s Voluntary Guidelines for Methamphetamine Laboratory Cleanup. The Guidelines document provides technical guidance for state and local personnel responsible for meth lab cleanup.

INSTRUCTOR BIOGRAPHIES Keith Charles

Mr. Charles offers an outstanding record of growth and

contribution in positions that have provided a solid law

enforcement and leadership background, including specialized

expertise in tactical training, risk assessment and defensive

tactics. A skilled organized and resourceful problem solver; able

to adapt to change, make sound decisions and bring out the best

in others. Background includes contribution in investigative

roles and effective execution of routine and high pressure law

enforcement functions, including involvement in numerous drug

investigations and arrests, as well as achievement in high

security and supervisory roles during military service. Mr.

Charles teaches Basic Tactics for Warrants at NCTC.

Charles Cohen Mr. Cohen’s formal education includes a Masters in Business

Administration from Indiana Wesleyan University, and an

undergraduate degree from Indiana University with a double major in

Criminal Justice and Psychology. He is a Lieutenant serving the

Indiana State Police, where he has been employed for fourteen years.

He is currently the Commander of the Special Investigations and

Criminal Intelligence Sections. In this capacity, Lt. Cohen is

responsible for the cyber crime, white collar crime, vehicle crime, and

crimes against children units along with overseeing the department’s

overt and covert criminal intelligence function. He is cross-designated

as a Special Deputy United States Marshal sponsored by the Internal Revenue Service Criminal

Investigation Division. Mr. Cohen is the Indiana Internet Crimes Against Children (ICAC) Task

Force Commander. He speaks throughout the United States on topics including the

implications of online social networks in criminal investigations and criminal intelligence

gathering, cyber crime, online fraud, money laundering, corruption investigations, and

the investigation of skilled criminal offenders. He is an Adjunct Instructor at Indiana

University Bloomington, where he teaches Foundations of Criminal Investigation. Mr.

Cohen teaches Social Networking at NCTC.

INSTRUCTOR BIOGRAPHIES Elmer Criswell

Mr. Criswell graduated from Linsly Military Institute in 1965

and from West Liberty State College (WV) in 1971 with a

bachelor of arts degree in education. He graduated with

“Highest Honors” from the Zonn Institute of Polygraph (GA) in

1972, and he earned his master’s degree in criminal justice in

1979 from Eastern Kentucky University. He worked in private

security and public law enforcement from 1965 until 1975 with

the Clearview (WV) Police Department. He is currently a

Senior Professor of Criminal Justice at Harrisburg Area

Community College (PA), where he has been employed since

1975, and is an Adjunct Professor at the Wilmington University

Graduate School (DE) since 2004, where he teaches Forensic

Behavior Analysis. He has been the Director and Primary

Instructor at the Northeast Counterdrug Training Center

Polygraph Institute since 2001. He has completed an excess of

15,000 polygraph examinations and conducted and supervised

thousands of criminal interviews. He is on the Board of Directors

of both the American Association of Police Polygraphists and the

American Polygraph Association, as well as a member of the

National Polygraph Association. Mr. Criswell teaches Domestic

Polygraph and Foreign Polygraph at NCTC.

Mr. David, a retired veteran of The California Highway Patrol

(2003), and developer of the Desert Snow training program, (1989)

is considered one of the most recognized national experts in the

area of highway criminal interdiction. Throughout his career he

was involved in over 600 major narcotics arrests, including just

over fifty commercial vehicles, seizing tons of illegal substances

and arresting hundreds of major criminals. During his career with

The California Highway Patrol, Officer David received over 100

awards from various associations, including the “California

Governors Lifetime Achievement Award” (for the development of

the Desert Snow Training Programs), The United States

Commercial Vehicle “Officer of The Year Award”, numerous

Drug Enforcement Administration awards, and a host of other

much appreciated awards. He was also the first officer in the

history of the California Highway Patrol to be nominated and

selected as the Region 7 California Narcotics Officer of the Year

Award. While with the California Highway Patrol, Officer David

was a canine handler for almost ten years and has often been

credited with the development and expansion of the California

Highway Patrol’s current canine program simply because of his

success. Mr. David teaches Asset Forfeiture-DESERT SNOW and

Advanced Vehicle Interdiction (DESERT SNOW) at NCTC.

INSTRUCTOR BIOGRAPHIES Jim Dill

Mr. Dill possesses 30 years (13 supervisory) of experience in

operations and program management in the Electronic/Video

Surveillance, Security, Intelligence and Communications fields.

He has served at all levels of management and is currently

Director of Technology for the PA Legal Aid Network. Mr. Dill

teaches Basic Narcotics Investigators, Photo Surveillance

Techniques (Digital), Technologies Against Police and

Prosecutors and Video Equipment Training at NCTC.

James Eagleson

In 2005 Mr. Eagleson developed The 4:20 Group, criminal

interdiction training where he holds the title as the Chief

Operations Officer. He worked as a full time interdiction K-9

Officer on the I-95 corridor for The South Carolina Department

of Public Safety. He also was a certified instructor at the South

Carolina Criminal Justice Academy, as well as an associate

instructor with Drug Interdiction Assistance Program / El Paso

Intelligence Center. James worked as an associate instructor

with Desert Snow Advanced Highway Drug Interdiction.

Currently he teaches commercial vehicle investigations at the

Drug Enforcement Administration Training Academy in

Quantico, VA. The class is taught to senior Drug Enforcement Agents in the Advance

Agent in-service Training. The 4:20 Group teaches 4:20 Vehicle Interdiction-Passenger

and 4:20 Vehicle Interdiction-Commercial at NCTC.

Thomas Ferguson

Mr. Ferguson is retired from the Indiana State Police. He was

promoted to undercover detective and was assigned to work in

the Indianapolis area. He has investigated street level crimes

involving drugs, prostitution, and murder for hire. Mr.

Ferguson spent 12 years working undercover then was

promoted to Sergeant. After 6 years as squad Sergeant he was

promoted to First Sergeant serving as the assistant commander

of the Drug Enforcement Section. He is currently assigned to the Area II criminal investigation division, as the Area II covert commander; he is working currently with the Federal Bureau of Investigation Safe Streets Task Force. Mr. Ferguson has over 21 years of experience working narcotics investigations.

INSTRUCTOR BIOGRAPHIES Hugh Ferrill

Mr. Ferrill graduated from the University of Delaware with a

B.S. in Criminal Justice and a minor in Psychology in 1988. He

worked as a Police Officer for the New Castle County Police

Department from 1989-2009 in various units before retiring and

taking a job with the University of Delaware Police Department.

During his career he was involved in over 100 tactical search

warrant executions, has authored over 100 search warrants,

interviewed and validated over 300 gang members (New Castle

County), and conducted training for over 1000 professionals in a

tri-state region. He received and still holds a Secret Clearance through the FBI. Mr.

Ferrill is a certified Master Police Instructor and has been conducting training for over 16

years. Mr. Ferrill has received numerous awards in the course of his career, including the

Commendation of Merit, Sons of the American Revolution Award, Northern Alliance

Award and the Distinguished Unit Citation. Mr. Ferrill currently teaches Street Gangs at

NCTC.

Richard Ficken

Mr. Ficken was born in New York. He served with the New

York City Police Department for 20 years and retired as a

Detective. He is currently the co-owner and Vice President of

the Nighthawk Tactical Group Inc. He also graduated from the

New York State Police Academy Class of 1985. He was a

member of the NY/NJ HIDTA Training Staff. He has also

trained with several U.S. Army AND Navy Special Operations

Units. Mr. Ficken also held the following certifications: New

York State and NYPD Firearms Instructor, New York State and

NYPD General Topics Instructor, Armor Holdings Ballistic

Shield Instructor, ASP Baton Instructor, ODV, INC. Master

Drug Tester. Mr. Ficken has been training students at the

Northeast Counterdrug Training Center since 2001.

INSTRUCTOR BIOGRAPHIES

Pete Francisco

Mr. Francisco is a native of Cuba and raised in New York City.

His linguistic skills led him into a career with the St. Petersburg

Police Department (FL) in 1975. During his initial assignment

in the patrol division, he served as both a translator, helping to

bridge the gap with the Latino community, and as a linguist in

multiple Spanish-language court authorized wire intercepts and

undercover investigations of major Latino criminal

organizations. Thereafter, he was promoted to the Criminal

Intelligence Unit where he specialized as a tactical intelligence

officer for the remainder of his career. His Police/Asian

community outreach programs are today's models for crime

prevention programs nationwide. These endeavors ultimately

led him into the classroom in the early 1990’s to share his

experience and insight. While in retirement from his 32 year police career, he remains in

the classroom, providing criminal justice training as an adjunct instructor with Ken Sanz

& Associates on a variety of criminal intelligence topics, Asian culture & criminality and

a variety of Latino/Hispanic crime and cultural issues. Mr. Francisco is also a co-author

of one of the few books on Asian criminality, Distorted Mirror… Southeast Asian

criminality in the US.

Kathleen Garvey

Ms. Garvey is a senior consultant and Principal at SRA

International. She has more than 18 years of professional

experience and for the past 15 years, has supported the United

States Environmental Protection Agency’s (EPA) Office of

Emergency Management (OEM) by providing strategic planning,

program evaluation, training, communication and outreach, and facilitation support. Ms. Garvey supports critical emergency response planning and preparedness functions for EPA. She has been involved with EPA’s Methamphetamine Laboratory Training Program since 1998. She was instrumental in the development of the course and has provided the training to thousands of first responders across the country (including Guam and Puerto Rico). Ms. Garvey developed the updated training curriculum including student manual, instructor guide, train-the-trainer component, table-top and field exercises, handouts, examination, and evaluation. She also was one of the lead writers of the U.S. EPA’s Voluntary Guidelines for Methamphetamine Laboratory Cleanup.

INSTRUCTOR BIOGRAPHIES

John Goshert

Mr. Goshert served 29 years with the Harrisburg Bureau of

Police in Harrisburg, Pennsylvania. For 24 of those years, he

was assigned to the Organized Crime and Vice Control Unit,

which is the drug enforcement component of the police

department, where he worked as a Detective, Sergeant and

Lieutenant. After his retirement, Mr. Goshert was appointed as

the Chief of the Dauphin County Criminal Investigation

Division in Dauphin County and his duties include the

supervision of the Dauphin County Drug Task Force. He has an

associate's degree in police administration from Harrisburg Area

Community College and a bachelor's degree in social science

from Pennsylvania State University.

Greg Harlin

Mr. Harlin has over 36 years of leadership experience in support

of public safety, law enforcement and community values. He

worked as a Detective/Patrolman for the City of Beacon, NY

from 1973-1978, followed by the positions of Trainer and Senior

Investigator/Trooper for the New York State Police from 1978-

2000. Mr. Harlin was a Law Enforcement Coordinator for

MAGLOCLEN, DOJ North East US and Canada from 2000-

2009 and is currently the President of MURLIN Consultants. His

consulting group has a focus on training initiatives geared

toward law enforcement, military, private and corporate homeland security issues. Mr.

Harlin currently teaches Courtroom Testimony at NCTC.

James Hart

Mr. Hart served with the New York Police Department for 20

years and retired as a Sergeant. He currently holds an associate's

degree from the Suffolk Community College/New York State

Police Academy. He is the co-owner and President of the

Nighthawk Tactical Group Inc. Mr. Hart has been involved as

INSTRUCTOR BIOGRAPHIES instructor since 1996 with a combined 25 years of service and training he has numerous

citations and certifications received during tenure with NYPD. He has trained thousands

of police and military units and has been a lead instructor for the Northeast Counterdrug

Training Center Basic Tactics for Warrants course since 2001.

Bill (William) D. Healy

Mr. Healy was a career law enforcement officer and member of

the law enforcement community for over 29 years. He was a

member of the Ohio State Highway Patrol and served as a Staff

Lieutenant in command of the Highway Patrol’s highly

successful Traffic and Drug Interdiction Teams (TDIT). He has

served as an instructor for the Southern Police Institute, Ohio

Attorney General’s Office, Northwestern University Traffic

Institute, Midwest Gang Investigators Association, Ohio

NARCO, Drug Enforcement Administration (DEA), Drug

Interdiction Assistance Program (DIAP) and for the nationwide

National Drug Enforcement Officers Association (NDEOA). In

addition, he served as an associate professor on constitutional

law at the Chillicothe campus of Ohio University. Mr. Healy is a life-time certified

instructor with the Ohio Peace Officer Training Council. He has a bachelor's degree from

Ohio University and a master’s degree from Central Michigan University.

Les Kjemhus

Mr. Kjemhus is a 30 year veteran of the Royal Canadian

Mounted Police (RCMP). He is a recognized expert in North

America in the field of indoor cannabis cultivation

investigations. He has conducted hundreds of indoor marijuana

grow investigations in Canada and has testified as an expert in

this field in both Canada and the US. Mr. Kjemhus has taught

this subject on over 350 occasions for the RCMP, Drug

Enforcement Administration (DEA), US Department of Justice,

Midwest Counterdrug Training Center (MCTC), Western

Regional Counterdrug Training Center (WRCT), Northeast

Counterdrug Training Center (NCTC) and Mid Atlantic

Narcotic Training Academy (MANTA), as well as numerous

State and local agencies. Inspector Kjemhus helped develop the

DEA’s Marijuana Cultivation Investigator’s Handbook and

wrote and published a book entitled Two Way Street - Parents, Kids and Drugs. He is a

founding member of the Law Enforcement Thermographer’s Association (LETA). On

March 5th, 2004, he retired from his position as the Commander, Calgary Urban Region,

INSTRUCTOR BIOGRAPHIES RCMP, Calgary, Alberta, Canada. He is the President of L. Kjemhus Law Enforcement

Seminars and Consulting Inc and travels extensively in Canada and the US, teaching law

enforcement classes and consulting.

Michael Loughnane

Mr. Loughnane is a senior instructor for the Counter

Threat Finance Team with the Joint Military Intelligence

Training Center at the Defense Intelligence Agency. He is

a Lead Associate with Booz Allen Hamilton, joining the

Firm in 2007 following a 27 year career in federal law

enforcement specializing in complex fraud investigations,

employee integrity and computer forensics and

cybercrime investigations. Mike has also worked in the

areas of IT security and Information Assurance, and

electronic discovery processes used in courts. Prior to

joining Booz Allen, Mike was Director of the Special

Operations Directorate within the U.S. Environmental

Protection Agency (USEPA), Office of Inspector General (OIG), Office of Investigations.

He began his federal career as a Special Agent Intern for the U.S. Department of

Transportation OIG in 1980, becoming a Special Agent in 1981. Mike holds a B.S. in

Criminal Justice from Northeastern University. He is a Certified Fraud Examiner,

Certified Information Systems Security Professional and a certified Project Management

Professional.

Mike Lewis

Sheriff Lewis was born in Salisbury, Wicomico County,

Maryland, and was elected Sheriff in his hometown in

November 2006, after serving 22 years with the Maryland State

Police. Retiring as the leading Criminal Interdiction Expert for

the Maryland State Police, he remains a Certified Instructor

through the Maryland Police Training Commission, and a

Certified Master Instructor through the National Highway

Traffic Safety Administration. He’s made many nationally

recognized seizures of crack cocaine, powder cocaine and heroin

from electronically controlled hidden compartments. During the

past 14 years, Sheriff Lewis has trained tens of thousands of law enforcement officers

extensively throughout the US and Canada as well as other parts of the world: Australia,

London, Germany, Russia & the West Indies. Sheriff Lewis has been judicially

recognized by the federal & state courts of this country as an expert in the areas of

Highway Interdiction, Hidden Compartments & Drug Valuation and was elected Sheriff

of Wicomico County, Maryland on November 7th 2006. Sheriff Lewis teaches

Conducting Complete Traffic Stops class at the Northeast Counter Drug Training Center.

INSTRUCTOR BIOGRAPHIES

George Lutz Mr. Lutz is an associate instructor for NES. He is a certified fire

fighter and Hazardous Materials Technician who also holds

certification in Hazardous Materials Operations and Vehicle

Extraction Technician. He served in the United States Coast

Guard for twenty-one years where he developed courses as a

lead instructor. Mr. Lutz has experience as a fire fighter,

incident safety officer and health and safety officer, where he

developed programs for self contained breathing apparatus

standards and use, along with procedures for lock-out/tag-out.

Recently leaving the Michigan State Police to instruct for NES, Mr. Lutz served on the

Methamphetamine Interdiction Unit as a methamphetamine responder and Site Safety

Officer. Additionally, as a member of the Special Investigation Division of the state

police, he administered the statewide fire investigation training and clandestine

laboratory training programs.

Tracy MacDonald

Ms. MacDonald has more than fifteen years of professional

experience in the financial services industry, serving key roles in

Counter-terrorism, Federal Fraud Investigations, and Bankcard

Risk Management. She is currently the Program Lead for the

Counter Threat Finance Team with the Joint Military Intelligence

Training Center at the Defense Intelligence Agency. Prior to

joining Booz Allen Hamilton in 2008 as an associate, Tracy served

as the Director of London Potomac, a global consulting

organization, specializing in Anti-Money Laundering Compliance

and Counter-terrorism financing. Tracy has also served as a Special Agent for the U.S.

Secret Service, where she conducted financial crimes and money-laundering

investigations, and worked counterfeit and child pornography cases. Tracy holds a B.A.

in Sociology from Wesleyan College and is certified as an 18-11 Federal Criminal

Investigator. She has lived and worked overseas, and brings an international perspective

to solutions in the financial risk sector.

Michael McCampbell

Over the past 18 years, Mr. McCampbell has conducted

clandestine drug lab training in 30 states and three U.S.

territories. He began his drug enforcement training career after

retiring as a Lieutenant from the Arlington County (VA) Police

Department with 23 years of service. During his career there, he

served in numerous command capacities, including Executive

Director of the Northern Virginia Criminal Justice Academy. He

INSTRUCTOR BIOGRAPHIES also received a Visiting Fellowship with the National Institute of Justice (NIJ), U.S.

Department of Justice. As a Visiting Fellow at NIJ, Mr. McCampbell authored the

monograph, Field Training for Police Officers: The State of the Art, which contains

recommendations for implementing a Field Training Officer Program (FTO) that has

been used as a model by numerous law enforcement agencies across the country.

Craig Michaels

Mr. Michaels retired from full-time law enforcement in April,

2006, after a 26 year career. During that time, he spent over 20

years working undercover narcotics investigations and 15 years

teaching informant and narcotic related classes throughout the

United States. He is currently on the staff of Sierra College,

American River College, the California Department of Justice

Advanced Training Center, the Midwest Counter Drug Training

Center, The Blackwater Training Center and the Regional

Counter Drug Training Academy in Meridian, Mississippi. Mr.

Michaels also currently provides training for the Department of Defense and has done

presentations for the Federal Bureau of Investigation, the Drug Enforcement

Administration, the California Narcotics Officers Association and the Federal Law

Enforcement Training Center. His training videos and satellite television presentations

are used to train officers throughout the country. Mr. Michaels is President of Heads Up

Seminars and C. Michaels Investigations.

Jeff Norwitz

Thirty-seven years career emphasis in Law Enforcement,

Criminal Justice, Police Science, Complex Criminal

Investigations, Counterintelligence, Counterterrorism, and

Executive Education in National Security and Organizational

Leadership. Mr. Norwitz has a Master of Arts in National Security and Strategic Studies from the United States Naval War College in Newport, RI; 2001. He also has a Bachelor of Science in Criminal Justice from Eastern Kentucky University in Richmond, KY, with a minor in Military Science. He is the Director for SARK securities. Mr. Norwitz develop and present training symposium courses to broaden the attendees’ understanding of the ever-changing nature of terrorism. The course is focused on the role of state & local authorities in the "global terror war” with an emphasis on implementing counterterrorism strategies. Throughout the course, students gain an appreciation for the operational reality that “all terrorism is local.”

INSTRUCTOR BIOGRAPHIES

Brian Onieal

Mr. Onieal is currently developing and facilitating training

programs for the New Jersey Office of Homeland Security. As part

of his duties, he writes grants for the maritime security of the Port

of New York, provides leadership in the Area Maritime Security

Committees, and builds partnerships with the public, private, and

military communities. Mr. Onieal currently holds a bachelor's

degree in business and a master's degree in criminal justice.

John Porter

Mr. Porter earned an Associates Degree in Criminal Justice from

Grand Rapids Junior College in 1980. In 1981 he attended the

Emergency Medical Technician Program-Basic at Grand Valley State

College, and in 1982 was licensed as a Specialist from the same

program at Davenport College. He attended the FBI National Academy

in 2001. Mr. Porter is currently a Detective First Lieutenant with the

Michigan State Police. H has previously taught Clandestine Laboratory

Entry Tactics, Patrol, and Raid Planning with the Michigan State

Police. He currently teaches Clandestine Methamphetamine Lab Safety

and Tactical Entry to Meth Labs at NCTC.

INSTRUCTOR BIOGRAPHIES Mr. Sanz, a native of Tampa, Florida, attended the University

of South Florida seeking a duo major in political science and

criminal justice. His law enforcement career began in 1973

with the Tampa Police Department, where he held

assignments in the Patrol Division, the Vice Control Bureau

and the Organized Crime Squad. In this latter position, he

began his specialization in racketeering organizations and

ethnic crime. As a result of this work, criminal intelligence

assessments, white papers and articles relating to a variety of

strategic intelligence matters were produced by Mr. Sanz and

widely distributed throughout the criminal justice community.

He is also a co-author of one the few books published on Asian criminality, Distorted

Mirror… Southeast Asian Criminality in the US. In 1998, he formed a training

consortium, Ken Sanz & Associates, composed of nationally recognized subject matter

experts in order to develop and deliver training programs designed for police personnel

seeking greater knowledge of the criminal intelligence field. Today, he provides a

number of specialized courses relating to ethnic crime, organized crime and criminal

intelligence.

Lou Savelli

Mr. Savelli was born, raised and still lives in Brooklyn, New

York. He attended John Jay College of Criminal Justice and

State University of New York. He is currently working on a

bachelor’s degree in sociology. He is the co-founder and current

Deputy Director of the East Coast Gang Investigator’s

Association and Training Director of the New York Gang

Investigator’s Association. Mr. Savelli is the author of several

books and articles relating to the field of gangs, terrorism and

criminal investigation. He is the President of Homefront

Protective Group Inc., a law enforcement training and consulting

company specializing in street interdiction and criminal

investigation training courses. He spent 25 years in Law

Enforcement and recently retired from New York Police

Department (NYPD) after 21 years as the Detective Squad

Commander of the Terrorist Interdiction Unit, where he and his

unit investigated the attacks of the World Trade Center (9-11-01) and interdicted planned

terrorist attacks. He created the NYPD’s first city gang unit called CAGE (Citywide Anti

Gang Enforcement) which was awarded the National Gang Crime Research Center’s

Award for the Most Effective Gang Unit in the US. Mr. Savelli has performed duties

Denise Schlegel

Mrs. Schlegel is a native Pennsylvanian, raised just outside of

Southwest Philadelphia area. She currently lives on a wildlife

conservation farm in Schuylkill County. She graduated from the

University of Delaware with a Bachelor of Arts and science

degree in psychology and attended George Washington

University where she received a certification in rehabilitation

engineering. Mrs. Schlegel also attended Penn State

University’s Economic Development Institute and obtained a

certificate in economic development. She is the author of Grant

Writing: Show Me the Money, a training curriculum in the art of

grant writing. For over 25 years, she has been a published

freelance writer for trade journals, magazines, newsletters, news

papers and other media in the areas of: management, leadership,

non-profit development, partnerships, rehabilitation, strategic

thinking and fund development.

Sam Slick, Ph.D. Dr. Slick was born in Oelwein, Iowa. He received a Bachelor of

Arts and Master of Arts in Spanish from Illinois State

University. He holds a Ph.D. in Spanish and Portuguese from

the University of Iowa. He also holds diplomas from the

University of Madrid in Spain, and the Universidad

Iberoamericana in Puebla, Mexico. He is a graduate of the

National Language Defense program at Knox College. He has

published numerous scholarly books and articles on many topics

ranging from Latin American literature and history to language

pedagogy. In the field of criminal justice, he has authored

Survival Spanish for Law Enforcement, Spanish for Narcotics

Officers, Survival Spanish for Highway Drug Interdiction,

Spanish for Jail Facilities, Spanish for Correctional Officers, and

Spanish for Probation Officers. Mr. Slick is President and CEO of Command SpanishÆ,

Inc., the country’s oldest and largest provider of occupational Spanish language

programs. Mr. Slick has worked with such diverse groups as the Border Patrol, DEA, US

Wildlife and Fisheries, St. Louis PD, Houston PD, Dallas PD and Omaha PD, to name a

few. He has worked with large county sheriffs’ departments, and numerous state police

agencies in West Virginia, Iowa, Colorado, Mississippi, Louisiana, Washington, Texas,

Florida, Illinois and many others.

Dale Sollars

Mr. Sollars attended the University of Maryland and holds a

Bachelor of Science degree in criminal justice. He is a retired

detective sergeant with 21 years service with the Washington,

D.C. Metropolitan Police Department. Much of his career was

spent as a criminal investigator assigned to the Department’s

Public Integrity Branch, which is responsible for investigating

allegations of misconduct within the District of Columbia

Government. He also served as the Department’s Ethics Officer

while at that unit. While assigned to the Metropolitan Police

Academy, he served as a Program Development Specialist. He is

also on the staff of Penn State University Justice and Safety

Institute and St. Petersburg University, teaching Leadership and Motivation Management

skills. Mr. Sollars is a certified Educational Presenter in the District of Columbia,

Maryland, Pennsylvania and New Hampshire.

Aaron Stein

D/Sgt. Stein joined the ranks of the MSP with his graduation

from the academy in December of 1990. He was assigned as a

road patrol trooper to a criminal and traffic installation on

Maryland’s Eastern Shore. . In 2001, he was promoted to

Corporal and transferred to another criminal and traffic

installation where he served until 2002 In 2002, he was

transferred to the Criminal Intelligence Division, as a covert

operative specializing in Outlaw Motorcycle Gangs and their

associates. During his tour he was a part of the investigative

team responsible for the identification, arrest, and ultimately the closing of Maryland’s

first Hells Angel Chapter in North Beach, Maryland. He has conducted or assisted in

hundreds of OMG investigations on the Federal, State and Local levels and has traveled

the Country assisting allied agency’s with OMG related investigations. In addition to his

case work, D/Sgt. Stein has provided OMG related training on the State, Local and

Federal level and is a member of the International Outlaw Motorcycle Gang Investigators

Association.

Kim Stokley

Ms. Stokley was born in Meridian, Mississippi. She is a certified

Spanish and cross-cultural training instructor working with

Command SpanishÆ, Inc., a Mississippi based firm specializing

in occupational Spanish language training. Ms. Stokley’s

INSTRUCTOR BIOGRAPHIES experience and expertise is attributed in part to obtaining a bachelor of arts degree in

foreign languages from Mississippi State University, living and working in South

America for six years, consultation with Dr. Sam Slick and immersion into the training

activities of Command SpanishÆ, Inc. She has taught a variety of Spanish language and

cross-cultural courses to diverse audiences which include law enforcement, military and

civilian professionals.

Steve Todoric

Mr. Todoric had served in the US Marine Corps and had

received a bachelor’s degree in finance and accounting from St.

Vincent College. During his 30 year career he worked in

Regional Strike Force Offices in Region IV, V, and VI.

Throughout his tenure in Region VI, regional personnel created

seven county wide drug task forces, employing 350 municipal

police officers. Investigations and arrests during that period

increased by 400 percent. He was responsible for developing

and coordinating basic recruit training and annual in-service training for criminal

investigators and supervisors. From 1993 through 2002, Mr. Todoric worked as an

adjunct instructor for Indiana University and the Municipal Police Education and

Training Commission. This was the result of police training curriculums he had

developed for Penn State University. Mr. Todoric continues as a consultant with Penn

State University on law enforcement curriculum and annually addresses the Pennsylvania

Commission on Crime and Delinquency, representing Penn State University. During his

career, he has received two commendations from the Pennsylvania Senate, one each from

the Pennsylvania House of Representatives and the Pennsylvania State Attorney General.

At NCTC, Mr. Todoric teaches Undercover Risk Analysis and Undercover Management.

Serrell Ulrich

Mr. Ulrich earned a B.A. in Criminology/Pre-Law from Indiana

University of Pennsylvania in 1990, completed two Foreign

Studies at Harrisburh Arrea Community College (British

Criminal Justice System in England, 1990 and Canadian

Criminal Justice System in Canada, 1991), and earned an M.S.

in Human Organization Science/Administration of Justice from

Villanova University in 1993. He has served over 17 years in the

Criminal Justice profession as a Parole Officer and State

Trooper. Mr. Ulrich has attended numerous training

opportunities and has many accomplishments and certifications. He has an FBI “TOP

SECRET” clearance and is Class “A” Wiretap certified. Mr. Ulrich teaches Narco-

Terrorism Intelligence Gathering at NCTC.

Rebecca Weissman

Rebecca Weissman has 12 years of experience in local

emergency management and field level emergency and first

response operations. Ms. Weissman worked for five year as a

Nationally Registered Paramedic-Supervisor and firefighter in

New York State prior to completing her Masters Degree in

Emergency Management. At SRA International, she has worked

to support projects within all realms of the emergency

management field including comprehensive planning,

emergency response, and remediation. Ms. Weissman’s training

and exercise experience includes the development of full-scale, functional and tabletop

exercises focused on emergency response and operations ranging from security and

terrorism events to natural disasters and catastrophic oil spills. She has been involved

with EPA’s Office of Emergency Management’s Methamphetamine Laboratory Training

Program since 2009 assisting in the training curriculum development and presentation of

course materials. She also was one of the writers of the U.S. EPA’s Voluntary Guidelines

for Methamphetamine Laboratory Cleanup.

Bill (William) Westfall

Mr. Westfall is currently President of the Gallagher - Westfall

Group of Indiana where he manages, develops and provides a

wide range of leadership, supervision and management services

to the public sector. He has provided liability, leadership and

supervisory training to thousands of police officers and public

sector personnel in nearly every state in the United States, as

well as having been featured as a guest speaker on the Law

Enforcement Television Network (LETN), the Fire Emergency

Television Network (FETN), The University of Portsmouth,

England, General Session Speaker for the 1997 ASLET

Conference and the 2006 ILEETA conference. He is well known for practical but powerful motivational and inspirational learning experiences. He began his career in law enforcement with the Alaska State Troopers where he served in a variety of functions during a four year tenure. Mr. Westfall served a four year term in the United States Marine Corps, including a tour in Vietnam. He received his bachelor's degree in criminology cum laude from Florida State University and has completed course work toward a graduate degree in public administration. He is also a graduate of the well respected FBI National Academy where he was selected as class spokesman for the 141st Session.
