Increase in Norfolk Island Health Service Charges

The Hon Robin Adams, Minister for Cultural Heritage and Community Services, advised today that the Norfolk Island Hospital Enterprise (NIHE) will need to increase its health service charges commencing 1 February 2014. This decision has been taken in consultation with the NIHE Advisory Board

“I indicated on radio last week, Tuesday, 7 January 2014 that the Norfolk Island Government has no alternative but to increase the health service charges at the Norfolk Island Hospital”, the Minister said.

Under the Norfolk Island Hospital Act 1985 health services provided by the Norfolk Island Hospital Enterprise are to be provided at the true economic cost of the services. There has been some reluctance to increase the fees having regard to the economic circumstances of the community and an increase in the fees and charges has been deferred for some three years, the last increase being in May 2011.

Ms Adams advised that “In order for the Norfolk Island Hospital to continue to provide the services the community now expects, an increase in the fees is necessary. Nesting ‘Whale Birds” Sterna fuscata also known as ‘Sooty’ terns and ‘Wide Awakes’ arrive back in the Norfolk region in October in their hundreds, their arrival being an event of the season after their long flight. However a sad nesting season awaited them, with predators awaiting their arrival.

specifying the fees is published in the Norfolk Island Government Gazette of 17 January 2014.

“On 12 November 2013 I wrote a joint letter to the Hon Jamie Briggs, MP, Assistant Minister for Infrastructure and Regional Development and the Minister for Health, the Hon Peter Dutton, MP and followed this up again on 3 January 2014 through the Office of the Administrator seeking an urgent meeting to discuss, amongst other things, the undertaking by the Commonwealth in the September 2011 Funding Agreement in relation to the ‘implementation plan for access to Commonwealth benefits schemes, including Social Security and Medicare by the Commonwealth’ and access to the Pharmaceutical Benefits Scheme. I am yet to receive a response but I will continue to press the Commonwealth Government, through the Office of the Administrator, for a positive response”, the Minister said.

Steps on Norfolk Island towards the prevention of violence against

womenWhite Ribbon’s existence in Australia and in

Norfolk Island relies on the support and generosity of individuals, corporate and community partners, government and the community at large.

On the 25th November last year, members of the Norfolk Island community purchased a white ribbon and swore an oath to eliminate violence against women.

In addition to swearing the oath other community members made a commitment to lead by example and break the silence about violence. Their assistance to promote this event and its aims was invaluable.

Money raised from the event in Norfolk Island ($465.55) will be used to purchase support material and preventative initiatives that will assist in changing attitudes and behaviours that result in violence against women.

Thank you for your support and it is planned that White Ribbon Day 2014 will have an even larger profile.

water on the island. The progress and end results of the predator has been carefully monitored and photographed in action. I have written X number of reports and ongoing pleas to cull the Swamp Hens and protect the threatened species which include the “Whale Bird” (Sooty Tern) and also three highly endangered species of rare nesting Petrels. Their victims also include large chicks of Gannets and Boobies.

The research and monitoring of the situation has continued to show very clear evidence of the decline of the sea birds and the rising population status of the Swamp Hens, which also breed in the swamp land in Kingston and fly across to the islands. The Swamp Hen also visit Nepean Island. I have photos where nine birds were killed on Nepean. I have also sighted them on the Northern Inlets.

On Philip Island the recovery of the flora, after the elimination of the Rabbits was truly delightful, rare herbs and plants began to thrive and the recovery was very successful, however weeds, both woody and soft began to thrive also and introduced grasses began to spread, at an alarming rate.

Neglect of control of these weeds and grasses has become a mayhem of weed and grass, turning recovery into a tangled mass of green, but not the green of native and endemic plants. Habitat neglect became a problem for the sea birds, but new predators thrived and the Swamp Hens took over control and sea bird chicks and loss of eggs became the accepted habit, while sea birds died, and continued to die. The closure of the East End area, this time 1/3 of the area of Philip to exclude humans from this area, has proceeded for 3 years each summer season, this closure in a vital sea bird habitat was beneficial to the Swamp Hens and brought about a ‘no success nesting area’ for the ‘Whale Birds’. In 2012-2013 season recorded nil chicks reared, in the 2013-2014 season saw this ‘no breeding success area to become the current situation for the breeding failure of the nesting Sterna fuscata the whole island for the Sterna fuscata due to uncontrolled predators and habitat neglect.

This situation could have been prevented and threatened sea birds could have been saved.

to pass. This will create a huge population gap later down the track as sea birds return to where they were born or hatched for their nesting therefore a ‘wipe out’ of eggs will cause nil population in that area when the present population of breeding birds die out.

Today from the shores of Norfolk people say ‘look at Philip, how green now far from the red soil of yesteryear’. Yes it is green, with a rampant Paspalum grass and out of control weeds while rare species disappear under the green mass of rampant under growth (noxious weeds).

Many to become extinct, lost forever. Philip Island is an icon of ecology and scenic views dies quietly before our eyes along with its fantastic sea bird population, a living monument to mismanagement from the convict ara to the present day.

This is not a pretty sight or a credit to the Norfolk region.

YOUth LEADing the World CongressLast week the inaugural

OzGreen, YOUth LEADing the World Congress was conducted in Norfolk Island. The week was facilitated by Liat Baddock, Pacific Social Work Solutions in partnership with EcoNorfolk Foundation.

The youngsters identified a number of environmental issues and developed structures to prevent or reduce the impact.

The outcome has been the setting of a Mission Statement by those youth who attended as follows:

Create a sustainable community by educating and motivating individuals to care for their environment.

In order for them to achieve this goal we must aim to use renewable energy resources such as wind, solar and hydrology.

It starts with the individual but as a community we can achieve this goal.

In doing this we can protect all native species and help rejuvenate existing stocks of marine life and native flora and fauna.

Don’t forget: Many hands make light workDuring the congress, the participants wrote an

action plan to turn their vision into reality. “It’s about

invoking positive change,” Liat Baddock of Pacific Social Work Solutions said. “They [the participants] look at what they would want their community to look like, then how they can achieve it.”

Youth Leading the World Norfolk Island Community Action Plan - Reduce and ultimately eliminate the need and use for plastic bags on Norfolk Island.

Community groups were invited to the final day to dialogue with the outcomes from the group.

They wondered what the research will reveal?

The picture of the third group of contented visitors was taken outside the Kingston Cemetery as they wondered what was underneath the wooden pegs that had been placed in ‘Murderer’s Mound’ last Saturday, 11th January, 2014.

What would be revealed? Is it actually the grave of some 13 convicts who were hanged and then buried in the then unhallowed ground outside the ‘burying ground’ for taking part in a mutiny back in 1834? Would further research put to rest, once and for all, the mystery that has surrounded the ‘mound’.

These questions may be answered when further research is carried out on the underground features that were located and marked with wooden pegs, in the Ground Penetrating Radar Survey of the area carried out by one of the world’s leading scientists, Richard Yelf.

Where did this mysterious itemdrift from?

The remains of what looks like part of a marine walkway (?) was moved by the Administration from Cemetery beach on Thursday morning, 16th January 2014.

Happy family groups help boost Norfolk visitor numbers

During the week I have had the pleasure of meeting three groups of happy visitors who will be leaving Norfolk Island with nothing but praise for this beautiful place we all call home.

Although I can’t call most of one group ‘first time’ visitors because as you will see, many of them are members of my Cousin, Marion Lyons’ family, we were pleased to meet up once again with those in the above photograph - from l. to r. Brooke Lyons, David Thomlinson, Emilia Kapczuk, Brad Lyons, Jay Lyons, Kerrie Lyons, Wayne Lyons together with their very good family friends Barry and Merle English.

It is seven years since Wayne and his wife Kerrie and their family last visited the Island, but as you can see, the children of yesteryear are now the young adults of today. During their stay they were guests at ‘Heritage Hill’ which they all loved.

However, apart from Wayne Lyons and his family and friends, Marion has her Nursing Director daughter Dianne Day staying with her at the moment. Just prior to Dianne’s visit, her daughter Allysa and her friend Kye Miller spent a week on Norfolk and I understand they did not want to return to Brisbane!

With two young daughters, we asked Sophie and Hollie what are some of things that impressed them most. Here are a few of their observations - the number of Norfolk Island Pines, the crystal clear waters of Emily Bay, how good it was to go shopping, and enjoying horse riding with Silky Oaks. Both Mum and Dad were over the moon with the accommodation at Shiralee and both had great delight in discovering that Norfolk Island was an ideal place for a ‘get away from it all’ holiday.

This Week at Norfolk Island MuseumFarewell and Thank You

Helen and SueTwo people who have contributed more to the

museum than words can express are leaving us. How we will fill their very big shoes I have no idea!

We have finally allowed Helen Sampson to retire - seeing as she’s close to celebrating her 80th birthday! Helen has of course been the mainstay of the former Archaeological Museum and current Commissariat Store. As an archaeologist she undertook the cataloguing of many thousands of the objects that were recovered from digs in KAVHA during the 1980’s and either displayed or stored in the museum. Prior to joining the museum she had been a member of the late 1990’s Polynesian digs in the area behind Emily Bay conducted by the ANU, and therefore was our ‘resident expert’ on all things Polynesian.

Over the years Helen conducted many Tag-A-Long and group tours through the museum, leaving hundreds of visitors with a far deeper appreciation for our islands history and stories. It wouldn’t matter what quarter questions would be fired at her from – with a deep knowledge in addition to her professional training that includes the islands geology, fauna and flora, and her experiences as an MLA – there were few questions she couldn’t answer. She has written books on the HMS Sirius, the Polynesian Settlement and the Geology of Norfolk and many dozens of papers on the archaeology of KAVHA and aspects of the penal settlements history. In short, you can’t buy or replace what is in her head! We will miss you down town Helen and sincerely thank you for the great contribution you have made to the Norfolk Island Museum.

In particular for Janelle and I, it is a little too hard to comprehend what it is going to be like coming into the office next week and not having Sue Brian working with us. As the most skilled and dedicated volunteer that I have ever come across we have been extraordinarily lucky that she decided to come down to the museum 5 years ago to ask if she could help out in any way. That simple question led to working with us on an almost full-time basis – especially during the past few years while we set up the new Sirius Museum.

As an ex-science teacher her chemistry knowledge has meant that she was able to work side by side with Janelle on the conservation of items in our collection. That knowledge backed with a very ordered and systems oriented mind, meant that she set us up to efficiently record the work undertaken matched with complete photographic records – for thousands of objects. No matter what job was going, Sue has contributed – it is literally too difficult to list what she has done. I know that we would have run about 6 months over time on the completion of the Sirius museum if we had not had her working with us 4 days a week. We could not have cleaned, catalogued and

shelved the entire Les Brown book collection if Sue had not worked on it full time for over a month.

Together with Don they have been unbelievably generous to the Museum having donated at least 2 computers, scientific instruments and materials for use in conservation, office equipment and furniture – the list goes on. Every trip they took back to the mainland saw them return with half their bags full of items for us. Together they wrote over 1,000 biographies of the First Fleeters for our touch-screen! They leave us with over 60GB of their whaling research. The list really does go on and on and on. And it has not really finished as they return to Sydney with a long list of jobs they will be undertaking for us in libraries on the mainland!

Our sincere and heartfelt thanks to Sue for an incredible contribution to our museum. Good luck to you both with settling back into the big smoke, and we look forward to seeing you back on the rock for many “working” holidays!!

Sherry McCourt leads en plein air art trip to Norfolk Island

Norfolk Island Travel Centre and Barb Kelly welcomed Sherry McCourt and 10 visiting painters plus partners, family and friends to the island this week. The artists have had a wonderful week of painting ‘en plein air’ taking inspiration from Norfolk Island’s beauty and landscapes under the expert tuition of Sherry. The group painted various landscapes around the island including Kingston, the Fig trees at 100 acres and St Barnabas.

A FREE special exhibition of their work will be displayed at Bounty Lodge today 1-4pm and everyone is very welcome to come and view the work.

Sherry will also be hosting a FREE art class to the locals. Those interested should contact Norfolk Island Travel Centre on 22502 before 12.30 this morning to register. You will need to bring your materials and a photo or picture of what you would like to paint.

Sherry’s art is captivating she has a knack of capturing people, emotions and happy & free moments. Sherry lives on the Central Coast and has some beautiful work of days at the beach and coastal scenes.

Sherry recently retired from a successful teaching career both in Canada and in Australia, Sherry has spent the past few years working more extensively on building up her art practice. Largely self-taught, she has had some formal TAFE training. Sherry is a full-time visual artist, Sherry’s love of draughtsmanship

and figure drawing is translated into much of her work. Her brush finds its way into negative spaces, searching for colour and looking for the ‘music’ in a piece. Mostly a studio artist, she prefers to work in oils and considers herself very lucky indeed if she can coerce a live model to sit for her. Quirky, slice of life moments appeal to her – like the darkness of Jack Vettriano’s work and the humour of Norman Rockwell. Although she prefers a realistic, painterly way of applying oils, Sherry leaves photorealism to the camera.

Local artists (beginners are welcome) have a wonderful opportunity this Sunday to enjoy a free class with Sherry, a very successful and enthusiastic art teacher.

Thanks to all visitors who joined us this week and a big thank you to Sherry for leading our second en plein air trip to Norfolk Island. It’s been simply wonderful having you on Norfolk.

12th September 1942 - 3rd January 2014Over the years residents of the Island who have

been members of sporting clubs or community organisations, have formed a ‘guard of honour’ at the entrance to the Kingston Cemetery to farewell one of their members.

Last Sunday afternoon, a huge ‘guard of honour’ of a slightly younger age group was formed by Norfolk’s youth and young adults who, over the period of some 32 years, had attended ‘Vegemite Village’ the Day Care centre operated by Ma (Marianne) Ryan. They, together with relatives and friends, were there to farewell Marianne Joy Ryan who had died on Friday, 3rd January 2014.

David Buffett conducted the service and after his welcome, told those at the Cemetery that Marianne had planned every sector of her funeral - the songs to be played, the hymns to be sung and who she wanted to be the pall bearers.

The service commenced with a release of bubbles - to the song “I turn to you” sung by Christina Aguilera and this was followed by a reading of the 23rd Psalm. Terence Grube then led us in singing “The Ship of Fame” which was followed by the following Eulogy read by Lisle Snell:-

“Marianne Joy Ryan affectionately known as Ma, was born in Melbourne on 12th September 1942. The only child of Thomas and Eileen Cheasley. Her father, known to most as ‘Pop’, loved Norfolk and was to spend the latter years of his life here, living with Garry and Marianne in their home in J.E. Road.

Marianne and Garry were child hood sweethearts and they were married in St. Mary’s Church, Thornbury, Melbourne in 1964. They raised three children - De-Anne, born in Melbourne, Jason and Kylie, born on Norfolk Island.

Marianne Joy Ryan ‘Ma’ - continuedMarianne also loved her two grand daughters,

Teajana and Kaiulani.Ma was an accomplished hairdresser both in Melbourne

and here on Norfolk Island and in 1957 was awarded a Diploma in Dressmaking, Cutting and Design.

Hairdressing was her passion and she was able to pass on her skill to both her two daughters De-Anne and Kylie.

Marianne, Garry and De-Anne moved to Norfolk Island with the Department of Civil Aviation (D.C.A.) in 1970 and took up residence in the D.C.A. Circle. Over the next 2 years Jason and Kylie were to come along and as a family they enjoyed a wonderful life- style filled with fun and laughter with many humorous stories, probably not funny at the time, but certainly we remember them with affection!

In 1979, a lifelong dream to own their own home came true, they moved from D.C.A. Circle to their lovely new home in J.E. Road. It was to become Ma’s pride and joy and she loved to share her pleasure. Marianne loved children and was to become a second mother to many of Norfolk’s young people.

Marianne not only cared for the children in ‘Vegemite Village’ but it became a haven for the children to grow and foster.

Many of Norfolk’s youth and young adults will remember the happy hours spent at ‘Ma’s’ - I’ve been told some children couldn’t wait to get there and complained when they had to leave - so strong was their adoration for ‘Ma’.

Marianne was always interested in the welfare and care of others and volunteered her services where ever possible, always with enthusiasm to be involved, making sure everyone had a Costume, a Bounty Ball Dress or Multi-Cultural Outfit, the list is endless, in particular, the Norfolk Island Hospital Auxiliary to which she served with great dedication, including President for many years and was responsible for organising many of the Hospital improvements we have today.

Marianne was recognised for services to the community of Norfolk Island with a National Australia Day Council Certificate of Achievement Award presented on 26th January 1996.

This acknowledgement was to be complemented

further with a Citizen of the Year Award presented to Marianne at Government House on 26th January 2013.

Marianne was proud and extremely honoured to have been selected and these awards she displayed with pride in her home.

Marianne has many friends, some which span over 43 years. Her laughter, humour and positive outlook will always be remembered, even after years of illness she remained strong, positive and determined to enjoy life to the very end.

Marianne will be sadly missed by all who knew her and I am sure many of you are remembering your own funny stories and fond memories.

Lisle then read the following message from Marianne’s children - “Thank you Mum for everything you have done for us............we love you”.

Two further messages were then read by David Buffett, the first from Garry’s sister Jenny Barnes:-“I was about 7 years old when I first met Marianne and I remember thinking back then that she was really clever. Well as time went on, Marianne was more than clever, she was a lady of many talents,

For some years she worked in partnership with Maxine at a hairdressing salon in Clifton Hill where she was in high demand with the appointment book always full. Dressmaking was another skill that Marianne excelled in - from beautiful lace evening wear to children’s clothing. Nothing was too much for Marianne.

Christmas time brings many happy memories of visiting Marianne’s family and seeing the most exquisitely decorated tree. There was a gift under the tree for everyone who came to visit and Marianne (being Marianne) would invite all the neighbourhood children in to receive a present!

There were lots of laughs with Marianne. A gardening story comes to mind. Marianne was expecting De-Anne at the time, and after our family Wednesday night roast dinner, she would want to go for a walk “to keep the waist down”! This night, we began walking down the street and as we passed by each garden, of course Marianne had to take a cutting from here and a cutting from there. Well, not having a pocket, she tucked the cuttings down the front of her

Marianne Joy Ryan ‘Ma’ - continued dress. When we finally arrived home we all looked

at Marianne as a stream of ants marched up her neck.When Alan and I first started going out together I

would stay at Marianne’s and she would deliberately not look at the clock when I got home so when Mum asked her what time I got home she would say “I’m not sure”- Thanks Marianne (from Alan).

We all remember all the good times with Marianne and the kind hospitality that she always showed us. Alan and I first visited Norfolk Island when Jason was 6 weeks old and we will forever treasure all the great times we shared together. On our last visit to Norfolk in April 2012, although Marianne was not well at the time, we spent many happy hours laughing and recalling the memories we had shared over the years.

Thank you Marianne for all you did for us and we are very proud to have had you as our sister-in-law and Aunty. You will be sadly missed.

Love you always - Jenny, Alan and Glenn”.The final message came from Tash Partridge who

wrote:- “Ma, As long as I can remember I have known you as Ma. A beautiful lady that had so much love to give, not only to me but to everyone that passed through ‘Vegemite Village’ and Norfolk’s community. Ma you opened your home to me and filled my years with laughter, tears, fun and valuable life lessons.

I will miss being able to write you postcards; visiting you and having hour-long gossip catch-ups over lunch when I came home to visit. You always had to know what us girls were up too! And I couldn’t wait to tell you. Wishing I could be here today to say good-bye to a very special lady, I feel privileged to have known you and to have had you in my life.

You will always be in my heart Ma. Love Tash (Partridge)”.

The service continued with the placing of Floral Tributes, the Committal and Prayers and the song “Time to Say Good-bye” sung by André Broccoli and Sarah Brighten. The Lord’s Prayer and the singing of Pitcairn Anthem brought the service to a conclusion.

To Garry, De-Anne, Jason, Kylie and other members of the family we offer our sincere condolences in their time of sadness and we would like to add our own personal farewell to a lovely lady.

Words Are Not EnoughI would sincerely like to thank Dr Jenny Sexton,

the wonderful hospital staff and nurses who gave mum that extra special care and attention when required (you all know who you are ).

Making Power While the Sun Shines

As Australia swelters through an unprecedented heat wave, solar PV is playing a critical role to make sure that the lights (and air-conditioners) stay on.

In an analysis of the amount of electricity produced by solar photovoltatic installations yesterday, the Australian Solar Council has found that at its peak solar was producing (as a percentage of state electricity use):

9.41% in SA 9.13% in WA 8.64% in QLD 2.80% in VIC and 3.59% in NSW What is more, solar electricity was being produced

at peak producing between 2:30pm-5:00pm, right at the hottest part of the day when electricity use is also at its peak.

“As a community we should be congratulating those people who have made a significant personal

investment in installing solar PV, which is now paying dividends for the entire community” said John Grimes, Chief Executive of the Australian Solar Council.

“Because solar PV produces electricity where it is used, and does not need vast network infrastructure, the power that is produced is all being used to best effect, which adds up to a big saving for solar.”

“In a country like Australia where 1 in 100 year heat waves are becoming more frequent, solar is the perfect solution” said Grimes.

“We expect more and more Australians to invest in solar PV systems to take control of their own energy future.”

Dear Sir,

Is Self Government Beyond Us?In 2006 the then NI Government (NIG) was under

siege from the Commonwealth. Studies at the time showed the island was approaching insolvency. The NIG vehemently denied this was the case, as did many others. Including me. Yet today we now know it was the truth.

The NIG of 2006 offered up a vision for a sustainable Norfolk based in improved tourism, a secure airline, a diversified economic base, and long term planning. How did it go on realising the vision?

To their credit, the GST was introduced – a significant reform. But the aftermath saw: a failed airline; no diversification of the economy; a severely depleted public purse; the tourism industry continue to struggle; a 33% increase in the rate of GST that exacerbated the decline in commerce and consumption; and no long term plan.

Subsequently, the island had to accept even more help from the Australian taxpayer. We secured an airline thanks to the same Australian taxpayer. Eventually the NIG decided that going it alone was unsustainable and that participation in the Australian tax system was the only saviour of NI. The Roadmap reform program was born.

From early 2011 the Commonwealth forced our hand in many important economic reforms – of immigration and telecommunications, and removal of impediments to investment.

Reports asked the NIG to face the obvious – that its involvement in the island’s economy was a limiting

Letters to the Editor - continuedfactor in growth and diversification of the economy. A detailed assessment of the NI Administration demonstrated it lacked the capacity to deliver the services required under the self-government model of 1979.

Today, improved tourism numbers (from a low base) constitute some success. But tourism governance remains less than ideal.

The NIG has yet to establish mechanisms to assist industry, and especially new industry, succeed in NI. In 2013 we still lack an office of economic development. With government advisor positions done away with or filled in an acting capacity, we are possibly missing the political connections and relationships with Canberra, and economic credentials, that are vital. But we are saving money!

Aside from (hopefully) a closer financial relationship with the Commonwealth, there is barely a start to a policy platform to address the challenges of an ageing population, or for a financial plan for dealing with the islands neglected infrastructure.

What is telling is that the NIG is failing the politics. For example, some in the NIG continue to agitate for alternative financial and economic measures that demonstrate contempt for the Commonwealth, and the Roadmap that both governments have signed up to.

Indeed, since 2006 many local government home truths have been revealed. That the capacity to foresee challenges and take timely remedial action is not a strength. That words speak louder than action. That planning for the future finds us wanting. That implementing change happens when we are pushed. That dealing with the Commonwealth as a united team is often beyond us.

So is it any wonder that a growing number of people believe that self-government, as we know it, is also beyond us.

Briggs, Assistant Minister for Infrastructure, on 9 October 2013, and following on is his reply 3rd December 3, but only received 15th January 2014.

Dear Mr. Briggs, Congratulations on you taking over the responsibility for Norfolk Island.

We are residents of Norfolk Island with our own home there on land granted by Queen Victoria to my wifes great-grandparents upon their arrival from Pitcairn Island, but unfortuneately due to the lack of adequate medical services on the Island we are forced to live in Brisbane for the time being.

You may not be aware that for many years Norfolk Island was economically supported by a thriving bean seed industry. The Island used to grow most of Australia’s needs of bean seeds under contract to Arthur Yates Ltd, Anderson’s Seeds, and other seedmerchants. Practically everyone with an acre or two of land grew bean seed crops and it was my job as Agricultural Officer to supervise all aspects of the industry to ensure the shipment of high quality, disease free bean seed.

About 1958 a whaling station was built near the Cascade Pier and many of the beanseed growers worked for wages at the whaling station and gave up growing beanseed. The seed merchants then organised their beanseed requirements to be grown in the Burdekin irrigation area in Queensland. After several years the Humpback Whales stopped coming to the waters around Norfolk Island and the whaling station closed, leaving Norfolk without whaling or beanseed growing. Fortuneately the tourist industry then took over to give Norfolk a source of income for quite a few following years, Regrettably of more recent years the tourist industry has been in recession and many people have had to leave the Island to earn their livings..

We are sure you will enjoy your association with Norfolk Island when you find time to go there, ans we wish you every success.

The Australian Government is aware of the difficult economic circumstances on Norfolk Island, and the hardships many residents are enduring. To help address these issues, since 2010-11 the Australian Government has provided $33.4 million in financial assistance to the Norfolk Island Government.

In addition, the Australian Government has committed to a broader reform process for Norfolk Island, including future integration of Norfolk Island with mainland taxation and social security systems. In the coming weeks I intend to begin discussions with the Norfolk Island Government on this reform process. I also plan to visit Norfolk island in the near future to see first-hand the situation on the island and speak to the Norfolk Island Government and community.

BurnoutsIn our article dated 20 December 2013, we wrote

about Lone Pine and its associated roadways being a popular place to conduct burnouts. We also warned that offending drivers would be caught and prosecuted.

Unfortunately in the last couple of weeks we have heard numerous unfavourable comments from locals and tourists alike regarding the increasing number of burnouts that now ‘adorn’ our island’s roads. Perhaps the message did not get through as the problem seems to have extended to numerous roads outside the Lone Pine Area.

We are aware that we are only talking to a small minority of drivers, however in fairness to them, we will simplify our message. We all know that Police cannot be everywhere all of the time, however just because you don’t see a Police car don’t think that you aren’t being watched. ‘The island grapevine is in full fruit’, with information regularly coming to us about your behaviour. While we may not be able to ‘prove’ it in every instance, we know who you are and again, respectfully ask you to stop. We take this dangerous behaviour seriously and will continue to investigate it. Do you want to take the chance and be one that we do prove?

In saying that, in the last week we have issued Traffic Infringement Notices (TINs) to drivers who have been identified as being involved in this type of behaviour and we thank the community as a whole for your proactive role in assisting us to do so.

We are privileged to live in this beautiful island paradise, so please don’t ruin it with ‘road graffiti’ as a result of irresponsible and dangerous driving behaviour. At best you’ll be forking out $360 to pay the fine....at worst, you’ll have a collision and hurt yourself or others, at which point the Police will be the least of your worries...

A Happy New Year to all our audiences. We look forward to entertaining you in 2014 and are already off to a good start.

Calling all youngsters – on Tuesday, 14 January at 5.30pm we shall be holding try-outs at the Ferny Lane Theatre for Ian and Monica’s new musical “Snow White”. We need teenagers for the parts of Snow White and Mordred (the wicked step-brother). These actors do not have to be singers. And we need a number of singers to take the parts of the Forest Children (the dwarfs). On Stage ‘72 - This was the title of the Concert presented by the Lions Club of Norfolk Island last Tuesday and Wednesday evening a the Rawson Hall. All proceeds from both nights will go towards the establishment of a Community Centre.

Opened by the Boys Brass Band under the baton of Eric Jupp, playing the National Anthem, the evening got under way without delay with an overture from “Oliver” played by George Smith on the organ, George Christian and Don Reynolds on guitars and Alan Macrae on the drums, the “Oom Pah Pah” introducing the lively act put on by the children, with Chris Kenny and Stephen Maxwell as the star singers they captured the attention of everyone with their singing, the girls dancing, suitably attired in work house rags, of the song “Food, glorious food”. School teacher Julie South joined them to sing and dance to the song “It’s a Fine Life”. Stephen Maxwell concluded this spirited and happy introduction to the evening’s entertainment with “Consider yourself one of Us’.

The most hilarious item of the evening was that of the “Swan Lake” Ballet presented by Garry Clarke,

Dave South, Graham Probett and Peter Ely. The finale was a collapse of the dancers, after a marathon around the hall amongst the audience and a leap back on to the stage, with Peter Ely’s tutu showing from the back side, a pair of black eyes.

President Lion Borry Evans thanked the audience for their support and paid tribute to Bob McKegg as producer of the Show. The much sought after Raffle prizes for the two Honda bikes were drawn by His Honour the Administrator. One of the performers in the “Oliver” scene, young Louise Beach was the lucky winner of the blue Honda 70 while Duncan McIntyre won the red Honda Mo-ped.

The second half of the programme was devoted entirely to the “Magic of Music” presented by Eric and Shirley Jupp, ably assisted by Bob McKegg and Don Reynolds.

The sum of $1,300.00 was raised towards the cost of a Community Hall.

On Saturday, 29th January it was advised by the Lions that they would be conducting an Island Barbecue at their Clubhouse at Kingston. All proceeds are to go to 1972 School Tour which the 6th Grade boys and girls take each year during May for a 2 week educational tour of many parts of New South Wales. Cost of the barbecue to enjoy a feast of fresh fish, chips, sausages, salads and soft drinks is $1.50 for adults, 50-cents for children and a family ticket for $3.50.

Remember the Message in the Bottle? - This week we have received a letter from Karen Campbell of Mount Waverley,Victoria, the young lady whose bottle message was found near the Salt House a week or so before Christmas.

Karen writes to say how excited she was to know that the bottle has been picked up. She is now 15-1/2 and just completed Form 4 at Waverley High School. The trip on the “Southern Cross” was a 2 week cruise going from Sydney to Noumea then to Lautoka and Suva, back to Sydney. She says “I kept one of the pamphlets on the cruise and it says that we were in Noumea on the 1st January so we must have been somewhere around new Caledonia when I threw the message over....it is interesting to know how far it has travelled in a year”.

Letter to the Editor - Referring to the article in last week’s paper about dying Norfolk Pines in Sydney. One doesn’t need to be a genius to see that some of our own pines are in poor health and others dead.

I would like to suggest that the Administration or the Flora and Fauna Society invite the State Government Committee that has been set up to inquire about the Manly pines. Here, they could do their investigations free from any suspicion that air pollution is the cause of the decay. With a little bit of luck, they could solve our problems - and it might be some similar problem in Manly.

Anyhow, it is about time that an entomologist came over here to do a thorough investigation on soil pests, for it isn’t only the pine trees that are dying - a lot of other trees are going the same way. Yours etc.. Cecil Barkman.

Minischool NewsHappy new year and welcome back

everyone. It is business as usual for us at Minischool up at Prince Phillip drive but there are few changes in store in 2014 (*See expressions of interest further along in this article).

We began back on the 6th of January and have found many ways for the pre-schoolers to keep cool during the past 2 weeks.

Our favourites so far have included trips in the minibus, lunch at the salthouse and Emily bay, sandcastle building, grass sliding, running through the hose in our garden, making mud pies, walking from Mt Pitt to Mt Bates, harvesting bananas and turning them into banana muffins, a visit from the ‘big’ kids club, hoopla, pretend camping in our yard and a pretend bonfire, friends who are here on their summer holiday popping in to say hello to us, helping to make a wearable arts outfit or two, hair chalking and chalk drawing, frozen ice experiments, making books on our summer holiday, watching our trees full of caterpillars get bigger each day then turn into Monarch butterflies, visiting the maze and memorial garden and EATING WATERMELON!

Although we don’t start our official preschool classes until ‘big’ school returns, we are sure enjoying our preschool vacation care.

So what is news for us in 2014?We are sending out expressions of interest to find

the right location to house Minischool closer to town and to school. Ideally we would like some space & yard, adequate water storage and parking as well as happy neighbours.

If you have something to offer the staff and families of Minischool to rent hopefully for a long term please call 51862 .

Miracles And MagicYou’ve seen the signs ‘magic happens’. And it

does. Miracles happen also.So is magic the same as a miracle? No it is not.

So what is the difference? Well, it has to do with the source of the supernatural event.

While some magic is simply illusion, true magic is associated with witchcraft. Miracles, on the other hand are acts of the Creator God and “God is light; and in Him is no darkness at all” 1 John 1:5.

Without a doubt miracles and magic are on two competing sides.

In the natural world the two sides are also clearly seen.

In the beauty and peace of this island can be seen the footprints of the Creator, the ‘Father of lights’ James 1:17. But there is another footprint out there. Someone has put thorns on the roses and worms in the oranges. It’s as though a deliberate attempt has been made to tarnish what the Creator has made.

Moreover, when Jesus referred to these anomalies in the natural world, He said, “An enemy has done this” Matthew 13:28. There is such a thing as evil, and there is an instigator of evil and darkness. This negative power is not on mankind’s side, whatever his pretentions.

This evil power adopts disguises to appeal to every age. In recent times he has presented a re-vamped form of witchcraft designed to appeal to the 21st Century mind.

The Harry Potter brand of witchcraft with its ‘save the world’ smile, has been as successful a disguise as was the serpent in the Garden of Eden.

But witchcraft, in whatever form it comes is at its bottom line, nothing more than old-fashioned demonism.

The sinister power behind it all is the same fallen angel named Lucifer. You can read all about it in the Bible in Isaiah 14:12-15 and Revelation 12:7-9.

I realize that to most people the Potter movies are just dazzling entertainment, but surreptitiously they have educated a whole generation of children in witchcraft. David Meyer, himself an ex-witch pulls back the curtain for us when he says, “As a former witch, I can speak with authority when I say that I have examined the works of Rowling and that the Harry Potter books are training manuals for the occult.”

This is not just harmless entertainment.By contrast, God steps into our lives openly and

offers us the miracle of true peace of mind, hope and a love beyond parallel.

There is nothing sinister about a God who, at enormous cost to Himself, sends His own Son into enemy territory to rescue His confused children of earth. Such selfless love is a true miracle.

Norfolk Ocean ChallengeNorfolk Island Wa’a Outrigger Club

An exciting new event, the Norfolk Ocean Challenge (NOC the ROCK) and will be conducted 18-23 January 2015.

It is a week long recreational outrigger challenge consisting of 3 separate events. A sprint event around Nepean island and return. A mid distance event to/from Phillip Island and a marathon event around Norfolk Island. The around island event is a water changeover teams event consisting of teams of 9 men, women and mixed, with 6 paddling the canoe at any one time.

Our aim is to increase visitor numbers to Norfolk Island and to introduce the NOC to the informal World Recreational Outrigger paddling circuit as an annual event and to further develop Norfolk Island’s capacity to stage other Outrigger events for the future. Similar Ocean Outrigger Challenge events happen in Hawaii, Cook Islands, Australia and New Zealand. The first event for Norfolk Island is expected to attract 200 paddlers to compete in the challenge, with families and spectators additional.

In August 2013, Mark Forbes (pictured above) President of the Australian Outrigger Canoe Racing Association (AOCRA), visited Norfolk Island to ascertain the viability of staging an outrigger canoe event here. Within the first three weeks of posting the proposed event on the AOCRA facebook page Norfolk Island has over 1600 views, 55 Likes and 26 shares. Teams from Australia and Hawaii have already registered interest in attending.

In order to host this event, Norfolk Island Wa’a Outrigger Club needs to purchase 10 OC6 racing canoes. The club currently has achieved sponsorship for 5 canoes and are still negotiating with potential sponsors for the remaining 5.

Golf ReportAnother very successful Invitation Day was held

last Saturday. Members and their guests competed in a 9 Hole 5 Person Ambrose event, with some great scores being posted, as well as a lot of laughs being heard around the course. The winners of the major prize was the team of Kahn Forsyth, Tzarn Evans, Shane Evans, James Walden and Zane Johnson who had an amazing score of 7 under par for 9 holes, giving them an excellent score of net 24.65. Second place went to the team of Chris Magri, Lisle Snell, Natalie, Scott Wagstaff and Phil Wagstaff with 6 under par, net 25.75. Cooky, Tommy Greenwood, Jeht Nobbs, Jason McCoy and Suzie Wright came third with their net 26.6. In fourth place was the team of Matt Norton, Danny Nobbs, Roger Heins, Luke McLeod and Tony with net 27. Taking out fifth place was Ian Kiernan, Andy Maxwell, Dennis Smith, Jasmine Kiernan and Jacqui Grundy with net 27.2. The ball rundown went to net 29.3.

The Pro-Pin on the 4th hole was won by Shane Evans with a shot to 350 cm.

Thank you to all the non-regular golfers who came down and helped make it such an enjoyable day, and a big thank you to our many generous members who sponsored the prizes on the day. The funds raised will provide a big boost to our ongoing “replace the chairs and tables” fund.

The final of The Ansbury Christian Cup will be played tomorrow (Sunday 19th January) starting at 9:30 am. The 12 players who qualified for the final will go head to head in a knockout match-play competition for the major prize. Thank you to Kevin and Margaret Adams for their fantastic sponsorship of this keenly sought after and prestigious competition. A sausage sizzle and some refreshments will be provided for spectators and contestants, so come down, have a good time and watch some good golf.

Fabien has been in touch to say he enjoyed the first couple of days at the Australian Tennis Open and did his best promote CTC NI- still looking to sign up Rod Laver, Todd Woodbridge, Pat Rafter or ..... for the Vets!!

Meanwhile Social tennis for all grades will continue on Monday and Thursday evenings from 6 pm and visitors and friends are welcome; racquets are available to borrow if necessary.

The other early game was Backhanders versus BP Fuel up. The Backhanders had 4 young fill ins and this made for a competitive game. A good game was had by both sides and at half time Fuel up were leading 5 to 3 with the backhanders next to score. Eventually Fuel up pulled away 9 to 6 with some of there speeder players finding holes. 2 Points from the ref went to Glenn and Rachael Robinson and 1 point to Mark Millet and Laura Jenson.

The late game was between NIBS and BP travel. From the side line both sides seamed to be attacking there opponents try line but BP travel could not find a way through the strong defence from NIBS with committed defence from players like Mitch and James. NIBS at the other end got through a few too many times and ended up winning the game 9 to 1. 2 points from the ref went to Mitch and Candice and 1 point to Graig and Michelle.

Young Endeavour ScholarshipNominations are sought from young people

aged 16 to 23 on Norfolk Island for the 2014 Administrator’s Young Endeavour Scholarship.

The Scholarship will enable one young person from Norfolk Island to participate in sail training voyage aboard the Young Endeavour.

Young Endeavour is a 44m-long tall ship purpose-built for sail training, with modern technology and world –standard safety navigation equipment.

A voyage on the Young Endeavour is a voyage of a lifetime. It provides a unique, challenging and inspirational experience at sea and seeks to develop confidence, teamwork and leadership skills. As a member of the 24 strong youth crew, the successful candidate will be involved in all aspects of sailing a square rigger from climbing the mast, setting the sails, navigating, keeping watch, taking the helm and helping in the galley trained by a professional Navy crew who are there to ensure the highest standards of safety and care. You live ‘between decks’ in a close community with other youth crew from diverse places and backgrounds across Australia. You also get to see spectacular parts of Australia that many others never get to see. Information on the Young Endeavour and its voyages is available at: http://www.youngendeavour.gov.au/

The Scholarship will cover the cost of the voyage and assist with transport to and from Norfolk Island. The successful candidate will take part in the Young Endeavour’s voyage from Brisbane to Sydney on 25 July - 04 August 2014.

Cricket back on Island!Last Sunday saw cricket return to Norfolk, taking

place on the ‘oldest active cricket pitch in Australia’ verified by Teddy, (who contrary to rumours WAS NOT part of the initial working bee in 1788). Cricket was certainly the winner on the day, with a ‘double wicket’ competition allowing all of the built up excitement of the ‘Ashes’ series to come to the fore. Each pair batted for 5 overs, losing 5 runs each time they got out. The crowd was very well behaved, there were no streakers, no arrests, no Mexican waves, no rude slow claps or boos and no ridiculous whistlers!

Jas Q and Rocket Rod were the first pair to bat. For their 42 run partnership, 7 fours were swatted, and 12 singles were stolen, due mostly to Jas’ svelte new ‘Commonwealth games figure’.

Barry and Jack batted next. This was the text book ‘old bull and young bull’ situation. Needless to say, there seemed to be a lot of bull, as the sledging intensified! It seems Barry was batting by memory, and sledging on instinct, however the quality of the bowling limited them to 7 runs, after a few run outs were successful (apparently the third umpire is sick of not winning the $50 free monthly fuel!).

The third batting pair looked the goods. Luke and Jonathon were well prepared, intently stared, rarely cared, but unfortunately the bowling was spared! Their 25 runs came from a cavalier, ‘devil may care’ approach from Luke, who took it upon himself to beat the attack into submission. Intense fielding, accurate bowling and solid support from the lush outfield growth, limited their runs in the end.

The final pair looked more like quilters then cricketers. Shades of the Oylmpics, ‘cos Dave was limping, and Jas E was, well, limp, after coming to the crease with two left hand batting gloves and no box! The following 5 overs were furious however, yielding 54 runs, from 7 sixes and a four. The cattle were coming inside the boundary for protection!

Bowling was interesting. Jonathon’s 2 for 20 off 3 overs, and Rocket’s 2 for 11 off 3 overs were the pick, although Luke’s 0 for 17 off 2 overs was also enjoyed.

This week sees the beginning of a 4 week 20twenty series, starting at 9am and should finish by 11am. Teams are to contact their team captains if cricket takes a lower priority to nippers, hangovers or marriages, and can’t make it. The winning team takes hold of “Excalibur” the perpetual bat of steel awarded at last year’s ‘Big Bash’. Should be great!

Candida takes her Yoga teaching skills to South Africa, she will be teaching in Sandton,Johannesburg as a guest Instructor at Zen Hot Yoga, then moving on to Natal (her homeprovince) and teaching over there.

Intensive Gymnastics ProgramTwenty students between the ages of 8 and 13

were lucky enough to be involved in an intensive gymnastics program that has run at N.I.C.S. over the last 2 weeks.

The program was run by Mr Andrew Brandon with the assistance of his son Jack, friend Marcus, Mark Millett and Jason Ellem.

The program involved learning a variety of fundamental movement skills and specific gymnastics skills such as handstands, rolls, flips and handsprings to name a few.

The improvement shown by the students was absolutely outstanding and this was largely due to the excellent tuition provided by Mr Brandon.

Mr Brandon is an advanced gymnastics coach capable of instructing skills upto level 10. Every skill was broken down into its components with a number of lead up progressions.

Safety was the number one concern and all new skills were spotted to ensure safety and improve the confidence of the students. Mr Brandon intends to move to the island permanently and later on in the year intends to set up some regular gymnastics lessons. Once again thanks to Mr Andrew Brandon for all your time and efforts over the last two weeks.

NORFOLK ISLAND HOSPITAL ACT 1985SPECIFICATION OF CHARGES FOR HEALTH SERVICES

I, Robin Eleanor Adams, Minister for Cultural Heritage and Community Services, under section 24 of the Norfolk Island Hospital Act 1985 (“the Act”) having:

(a) consulted the Norfolk Island Hospital Advisory Board; and (b) having regard to the principle set out in section 8(1)(a) of the Act, namely that health services provided by

the Norfolk Island Hospital Enterprise (“the Enterprise”) are to be so provided at the true economic cost of the services;

Hereby: 1. Revoke all previous notices specifying charges to be paid to the Enterprise for the provision of health services by

the Enterprise including notices published in the following Gazettes:

Gazette Number 22 dated 20 May 2011.

2. Specify that the charges to be paid by a person to the Enterprise for the provision of health services provided by the Enterprise on and from 1 February 2014 are -

(a) if a person is an eligible person – the amount specified in column 3 of the Schedule for the services specified opposite in column 2 of the Schedule;

(b) if a person is not an eligible person (otherwise than as specified in paragraph (c)) – the amount specified in column 4 of the Schedule for the services specified opposite in column 2 of the Schedule; and

(c) if a person is not an eligible person because the person is eligible under the Veterans’ Entitlements Act 1986 of the Commonwealth to be provided with treatment, within the meaning of that Act, for an injury suffered or disease contracted by the person – the amount from time to time fixed under, or in accordance with, that Act for the provision of health services specified in column 2 of the Schedule.

(d) a discount for payment of Outpatient Medical Services provided on the day will apply to those accounts paid promptly by eligible persons. Outpatient Medical Services includes medical consultations, dressings and outpatient treatments and excludes inpatient services and ancillary services such as Pharmaceuticals, Dental, X-ray, Physiotherapy and Pathology. Discounts are:

• 8% for payment in full at time of service • 5% for payment in full by those who pay monthly on statement

For the purposes of this notice, “eligible person” means an eligible person within the meaning of the Healthcare Act 1989and his or her qualifying children as defined in Item 4 of the Schedule of the Healthcare Act 1989, but also includes an exempt person under section 10 and suspended person under 11A of the Healthcare Levy Act 1990, and his or her children as defined in Item 4 of the Schedule of the Healthcare Act 1989.

SCHOLARSHIPSTertiary Education ScholarshipThis scholarship is available to assist full time students undertaking a course leading to a tertiary qualification from a university or other tertiary institution.

Vocational Training ScholarshipThis scholarship is available to assist persons wishing to undertake apprenticeships, technical or para-professional studies and/or training away from Norfolk Island.

Tertiary Education Scholarships and Vocational Training Scholarships are available for a maximum period of 4 years from the commencement of a course. Courses must commence no later than one year after completing the Higher School Certificate.

All applications must be accompanied by: • Proof of enrolment (from a university, TAFE or other tertiary institution); • Documents which demonstrate satisfactory progress in the previous year (results); • A 250-word statement describing the student’s career goals and ambitions. This statement must be provided by

applicants who are applying for a bursary or scholarship for the first time. The statement must be in the student’s own words and should be as detailed as possible.

The Administration is seeking a Secretary for the Legislative Assembly to fill a casual vacancy of up to six months.

Salary Level is flat hourly rate of Administrative Officer Level 2 $24.3485 (includes 15% loading in lieu of entitlements). Hours will be up to 37.5 hours a week.

You will need: • Proven experience in providing telephonist, reception, secretarial, research and administrative support; • Excellent written and oral communication skills; • High level of competency with PC, keyboard and software applications especially Microsoft Word, Excel and

organisational skills and the ability to undertake a diverse range of functions relevant to the role; • Personal qualities including honesty, accuracy and confidentiality; • Ability to establish and maintain appropriate filing and tracking systems, experience in managing a petty cash

system and the procurement of goods and services; • Proven ability to work effectively and efficiently as an individual and as part of a team; • Minimum education qualifications – relevant TAFE or equivalent qualifications to certificate level, or at least five

This work will be carried out in accordance with prescribed procedures under the supervision of appropriately licensed personnel and the guidance of a qualified hygienist.
