PERSPECTIVES

To shape a better futureTransport between Rakhine State and

other states and divisions was rather difficultin the past because of the existence of a largenumber of creeks and rivers and hilly areasin the state which is a thin stretch of landlying between the Bay of Bengal and theYoma mountain range.

But now, the three major motor roads—Sittway-An-Minbu-Magway road,Thandwe-Taungup-Pyay road, and Gwa-Ngathaingchaung-Yekyi road—havefacilitated trade and passenger transportservices between the state and the rest of thecountry.

Two busiest airports in the region onein Sittway and another in Thandwe havebeen upgraded to handle more flights andpassengers and goods. What is more, Sittway-An-Minbu railroad is under construction atpresent to introduce a rail service betweenSittway, the capital of the state and Yangon,the nation’s commercial city. Some of itssections are in operation at present.

In addition, Rakhine State has excellentpotentials for progress as the coastal regionholds a large array of resources includingfarms, fish and livestock.

Hence, efforts are being made toproduce intellectual, technical andtechnological resources to effectively utilizethem in the state’s interest.

In order to produce such humanresources, the government is building morebasic education schools, upgrading theexisting ones and has opened an arts andscience university, a university of computerstudies and a technological university inSittway, where local youths can now pursuetheir higher education till completion.

As we now have a myriad ofinfrastructures serving as sound foundationsfor development of multi sectors includingeconomy, health and education in almost allthe areas of the Union, what we need is toproduce more intellectual, technical andtechnological resources to shape a betterfuture of our country.

NAY PYI TAW 18 March — Originally, NyiNyi Aung (a) Kyaw Zaw Lwin was a Myanmarcitizen. But the 40-year-old man got naturalizedhimself in the US. Holding US passport No711851465, he arrived in Yangon airport fromThailand by Thai Airways TG-305 flight on 3September 2009.

Nyi Nyi Aung (a) Kyaw Zaw Lwin, son of UAung Din, illegally left Myanmar in the late 1988and was naturalized in the US. Afterwards, heentered Myanmar many times, supporting theactivities of unlawful anti-government organizationsand making contacts with and giving encouragementto internal anti-government groups to cause monksdisturbances. However, in giving special consideration tobilateral friendship in accordance with the requestmade by the US State Department, the naturalizedUS citizen is pardoned and the deportation order wasissued on him.

Militancy, conflicts claim over 100lives last week in Afghanistan

2009OTTAWA, 18 March — A total of eight Canadians,

military and civilian, were killed in Afghanistan in thelast quarter of 2009, a report from Canada’s foreign min-istry said on Wednesday. The seventh quarterly reporton the Canadian mission in Afghanistan since 2008said Canada provided mine risk education, literacy andvocational training to tens of thousands of residents inthe southern provice of Kandahar.

“Canadian funding helped the World Food Programmeprovide over 95,500 tons of food nationally,” CanadianForeign Minister Lawrence Cannon said in the quarterlyreport. “We also contributed to the extension ofmicrofinance loans nationally through the MicrofinanceInvestment Support Facility, and exceeded our 2011 tar-get for Kandahar,” he added.—Xinhua

Afghan troops discover hugeweapon cache

KABUL, 18 March — Afghan forces pursuingTaleban militants discovered a huge weapon cache inwestern Herat province, a press release of the DefenceMinistry said on Thursday.

“The commando unit raided Zirkoh village ofShindand district on Wednesday and after a six-houroperation found three caches containing 50 tons ofarms and ammunitions including explosive devices,suicide vests and mines,” the press release added.

One person has been arrested in this regard, it said.There were no casualties on the soldiers, it stressed.

This is the ever-biggest weapon cache discovery inthe militancy-plagued Afghanistan over the past one year.Taleban militants have not comment yet.—Internet

KABUL, 18 March —Continued militancy andconflicts have claimedmore than 100 people’slives with overwhelmingof them non-combatantsover the past week in theinsurgency-plagued Af-ghanistan.

The Taleban-led mili-tants who staged a violentcomeback in 2005 havelargely relied on suicidebombings and roadsideattacks which often claimthe lives of civilians thanthe military.

Since last Friday, ac-cording to officials, 105people including civil-ians, Taliban militants andNATO soldiers have beenkilled and dozens othersgot wounded in the war-ravaged Afghanistan.

Sudanese gov’t to ink peaceframework with Darfur’s

rebel groupDOHA, 18 March— The Sudanese government is

expected to sign here on Thursday a peace frameworkwith the Liberation and Justice Movement(LJM), anewly-integrated rebel group, in a step aimed at end-ing years of conflicts in Darfur.

The accord would be the second the Sudanese gov-ernment inked within a month with rebel groups inthe western Sudanese region.

On 23 Feb, Sudan signed a temporary ceasefire dealwith the Justice and Equality Movement, a key rebelgroup, breaking up a standstill in Darfur’s peace proc-ess.

The LJM was formed by ten rebel groups shortlybefore that signature.

March—Global meatproduction has tripled in thepast three decades and coulddouble its present level by2050, according to a newreport on the livestockindustry by an internationalteam of scientists and policyexperts. The impact of this“livestock revolution” islikely to have significantconsequences for humanhealth, the environment andthe global economy, theauthors conclude.

“This is the first time thatwe’ve looked at the social,economic, health andenvironmental impacts oflivestock in an integrated wayand presented solutions forreducing the detrimentaleffects of the industry andenhancing its positiveattributes,” he said. Amongthe key findings in the reportare:

China’s 26th Antarctic expeditionteam arrives in Australia

FREMANTLE, 18 March—China’s 26th Antarctic ex-pedition team aboard the Xue Long (Snow Dragon)icebreaker arrived here on Thursday for supplies be-fore beginning the final leg of the ship’s trip home.

The Xue Long was expected to stay in Fremantlefor seven days and load up with fresh water, fruits andvegetables, and have some maintenance work done.During its stay, 13 team members will embark forChina by plane.

China’s 26th Antarctic expedition team embarked onits home journey on 5 March, leaving China’s Antarc-tic Zhongshan station after completing all of itsplanned scientific research and logistical tasks.

Setting out from Shanghai on 11 Oct, 2009, the Chi-nese expedition team has done scientific research in-volving all three of China’s Antarctic stations(Changcheng, Zhongshan and Kunlun) during its voy-age, the first time in China’s Antarctic exploration his-tory.—Xinhua

There has been another good news that theministry is pursuing the project to produce hullers,whose milling capacity ranges from three to five tonsof paddy a day.

Hullers imported for farmers and middle entre-preneurs are expensive, but not durable. So, they arenot the best choice of the consumers.

Before long, the Ministry of Industry-2 will fulfilthat requirement by manufacturing hullers with a viewto reducing import, fulfilling customers’ wishes, anddisseminating producing methods.

The ministry plans to produce 500 units ofhullers a year. It will also produce six-inch rubber rollhuskers, gravity grain separating screens, every rollrice whiteners, and spare parts.

According to my first hand knowledge gainedin a trip to factories under the ministry, the factory’sproductivity is higher than the fixed annual rate of 500units. There, I was amazed to see the largest factoriesin Myanmar.

The 12-month project is due to be completed byOctober 2010.

The ministry will produce hullers at Malun Fac-tory in Minhla Township. So, it is now making allnecessary arrangements. It will complete the projectdesign, layout plan, foundation drawing & installationdrawing by March 2010 in cooperation with Chineseexperts.

The project is intended to reduce the import ofgoods and get advanced technology about rice millingand sustainable benefits.

I have never heard that dredgers are produced inMyanmar. Now, I am glad to note that Myanmar willbegin to produce dredgers.

The project is aimed at manufacturing dredgersand accessories for maintenance of waterways in thenation, gain technology, and produce import-substi-tute goods.

The Ministry of Industry-2 has a lot of experi-ence of manufacturing bulldozers, excavators, miniexcavators, compactors, road rollers and forklifts. Theministry will manufacture small dredgers.

According to some officials, the ministry willproduce cutter suction dredgers and accessories atMalun Factory in Minhla Township till it meets the

local demand.In the process, most of the parts of the machin-

ery will be based on the machines in the factories underthe ministry. The project will be much beneficialbecause Myanmar is a land where there are numerouswatercourses.

In my trip to Technical Training School (Hsinte)and Technical Training School (Thagara) to writebylines, I learnt that the nation needs to produce agrowing number of human resources in the industrialsector for industrialization, and the ministry has beenattending to the requirements as much as it can.

Technical Training School (Magway) will bebuilt in Magway Industrial Region. The 18-monthproject will be completed by 2010.

As to the project, the ministry will build thetraining school with the assistance of designs, teachingaids and raw materials from the Republic of Korea.

The school will conduct vehicle maintenancecourse, auto industry course, and quality control coursewith the intention of producing skilled labour, provid-ing advance training to improve the performance ofworkers, curbing road accident, systematizing themaintenance processes, and enhancing the quality oflocally-produced vehicles.

Those who have completed high school educa-tion and workers skilled in the auto industry can applyfor the course.

In the process, normal training course willinclude three-month automobile engine course, auto-mobile electrical system course, automobile trans-mission course, and automobile course. Advancetraining course include three-month automobile pro-duction technology course and two-month automo-bile inspection course.

The Technical Training School (Magway) willhelp boost production of industrial technicians, autoindustry of the nation, dissemination of auto mainte-nance technology, and national development.

All in all, the special projects the Ministry ofIndustry-2 will launch soon will make significantcontribution towards nation-building tasks.

Sittway-An-Minburailroad is under construc-tion section-wise for thepeople to travel fromSittway to Yangon by railsoon.

The 12-mile-longPyitawtha-Yechanbyin

section was commis-sioned into service in May2009. Efforts are beingmade to open the 24-mile-long railroad fromKundaung station nearMinchaung bridge toYotayok station in May2010 and the 18-mile-long Yotayok-Kyauktawsection in October 2010.

In Kyaukpyu,Yanbye and Thandwealso, the Prime Ministerheld meetings withtownselders, administra-tive staff and social or-ganization members. Heinspected extention ofThandwe airport fromhelicopter.

In meeting withtownselders, local au-thorities, and social or-

ganizations at the guesthouse of Station inTaungup, the Prime Min-ister presented clothes,medicines and householdutensils to townselders.

Next, the Prime Min-ister inspected ThahtayHydropower Project. TheMinister for ElectricPower No. 1 reported onthe aim and location of

the dam, construction ofthe main dam, diversiontunnel, spillway, intakestructure and sluice gate,strength of the machin-ery, and workforce.

In response, the PrimeMinister attended to theneeds, and viewed theworksite.

The zone-type projectis being implemented bydamming the ThahtayCreek, about 12 milesnortheast of Thandwe.With a 2028 feet long and298 feet high embank-ment, the dam has twodiversion tunnels. Oncompletion, the plant witha generation capacity of111 megawatts will beable to produce 386 mil-lion kilowatt hours a year.

So far, the project hasbeen completed by 20.24per cent. On completion,the project will be able tosatisfy the electricity de-mand of the whole south-ern part of Rakhine State.

The Prime Ministerinspected the site chosenfor construction of LonethaJetty in Jadedaw Village,Myabyin Village-tract,

Thandwe, and fulfilled therequirements.

At Thandwe AirportRunway Project, MinisterMaj-Gen Thein Swe re-ported on arrangementsfor extension of the run-way to a 12,000 feet longone, completion of theearthen runway for 8500feet, and follow-up pro-grammes.

To ensure smoothtransport essential for de-velopment of RakhineState, the Tatmadaw gov-ernment is taking meas-ures such as constructionof a highway to link thestate with western BagoDivision, Magway Divi-sion and Ayeyawady Di-vision, Sittway-An-Minbu Railroad to estab-lish a direct rail link be-tween Yangon and thestate, and upgradingSittway and Thandwe air-ports.

For supply of ad-equate irrigation water,the government hasmany dams. Now, thegovernment is imple-

menting Thahtay andAnchaung hydropowerprojects. It is preparingto launch Saidin and

Laymyo hydropowerprojects soon. When allthe projects are com-pleted, the whole state

will be supplied withsufficient electricpower.

Rakhine State isr ich in natural re-sources. So, what thestate needs is develop-

ment of human re-sources. In order to ful-fil this requirement, thegovernment has been

opening new schoolsand upgrading old ones.And it has opened anarts and science univer-sity, a university forcomputer studies, anda technological univer-

sity in Sittway. As aresult, the youth of theregion now have easyaccess to higher educa-

tion in their home re-gion.

Due to extensiveopening of hospitalshealth care centres andappointment of morespecialists, local peo-

ple have enjoyed betterhealth care.

The Union is amulticultural nation, so

all national brethrenhave to equip them-selves with a strongersense of Union Spirit.In conclusion, thePrime Minister calledfor upholding the na-

anniversary of the establishment of the diplomatic relations between the Unionof Myanmar and the Federal Democratic Republic of Nepal.

Myanmar and Nepal have strong cultural linkages and cordial relationswhich date back to early time of our history. Nepal is well known to our countrynot only for its Mount Everest but also for the holy site of the Lumbini Garden,the birth place of Lord Buddha, which is highly regarded by MyanmarBuddhist people. It is these religious affinities and cultural links that havebrought our two peoples closer and strengthened the ties of friendship.

Since the establishment of diplomatic relations between our two countriesin 1960, our ties of friendship have been strengthened especially through exchangeof official visits as well as through people to people contacts. Both these occasions provided important opportunitiesfor us to understand each other even more deeply and further our cooperativerelations.

Buddhism has been one of the major links that binds our twocountries into this ever deepening friendship. I am also pleased to notethat all sections of Nepalese people take pride in the fact that Lumbini, thebirth place of Lord Buddha, lies in Nepal. In addition, Myanmar citizensof Nepalese origin are also important connecting links in our bilateralrelations.

Given the excellent state of our political and diplomatic relations, thereis enough potential to further expand the trade and economic dimensions ofour bilateral relations by encouraging increased people-to-people interfacebetween the two countries in various sectors including tourism, investmentand commerce. There is already a modest level of exchanges between the twocountries in the fields of religious studies, pilgrimage and culture. “We have found whatare likely first-generationquasars, born in a dust-free

Hundreds of WWII shellsremoved in Moscow

MOSCOW, 18 March—Sappers removed hundreds ofunexploded artillery shells from World War II that werediscovered by maintenance workers in northwesternMoscow, Russian news agency reported on Wednesday.

Lt Col Sergei Vlasov, a Moscow military spokes-man, was quoted by Interfax as saying that 916 shellswere removed in total.

He said the shells were loaded into special trucksand would be destroyed later on Wednesday at one ofthe testing sites of the Moscow military district.

Emergency Situations Ministry spokesman YevgenyBobylyov confirmed that the shell removal operationwas completed and people who had been evacuatedfrom nearby apartment buildings were returning totheir homes.

A city administration source told Interfax earlier thatat least 200 residents had been taken outside the cor-doned-off area around the depot.

New breast study totailor drugs to patients

BEIJING, 18 March—Researchers launched a clini-cal study on Wednesday to test five experimental breastcancer drugs in a collaboration between the US gov-ernment and three major drug companies, Reuters re-ported on Friday.

The report, releasedby the Centres for DiseaseControl and Prevention, isbased on data from 2002-2006 and identifies theleading causes of traumaticbrain injury and inci-dence by age, race and gen-der.

There were 52,000deaths, 275,000 hospita-lizations and almost 1.4million treated and releasedfrom a hospital emergencydepartment, the report said.

The report also found:— Children from birth

to age 4, adolescents ages15-19 and adults age 65 andolder are most likely to sus-tain a traumatic brain in-jury.

— 35 percent of the in-juries are caused by falls —rates are highest for chil-dren from birth to 4 yearsand for adults age 75 andolder.

— In every age group,traumatic brain injury ratesare higher for males thanfor females. Dr Richard CHunt of the Centres for Dis-ease Control and Preven-tion said individuals withtraumatic brain injury mayhave short- or long-termconsequences that affectthinking, perception, lan-guage or emotions, andthese consequences maynot be readily apparent.

WASHINGTON, 18 March — The inclusion of newlydiscovered genetic factors modestly improved the per-formance of risk models for breast cancer, US re-searchers said.

Researchers from the National Cancer Institute andcolleagues said the level of predicted breast-cancerrisk among most women changed little after the ad-dition of currently available genetic information.

The researchers used information on traditionalrisk factors and 10 common genetic variants associ-ated with breast cancer in 5,590 case subjects and5,998 control subjects, 50-79 years of age, from fourUS cohort studies and one case-control study fromPoland.

The researchers calculated the fraction of case sub-jects in quintiles of estimated absolute risk after theaddition of genetic variants to the traditional riskmodel.

Using the traditional breast cancer risk model, theresearchers were able to predict breast cancer 58 per-cent of the time.

Adding 10 genetic variants, the number roseslightly to 61.8 percent, the study said.

The findings are published in the New EnglandJournal of Medicine.

Barbara H Fiese, director of the Uni-versity of Illinois Family ResiliencyCenter, said family members play an im-portant role in helping children emotion-ally manage their asthma symptoms. Asupportive, organized environment dur-ing mealtime puts a child at easewhereas a chaotic, unresponsive atmos-phere fosters worry and anxiety, Fiesesaid.

“It makes sense that children whohave difficulty breathing might be anx-ious and prefer to keep their parents,who can help them in an emergency,close by,” Fiese said in a statement.

“Supportive interaction during fam-ily mealtimes helps increase a child’s

sense of security and eases separationanxiety symptoms. And, when childrenare less anxious, their lung function im-proves.”

During the six-week study, 63 chil-dren ages 9-12 with persistent asthmacompleted questionnaires and were in-terviewed about their physical and men-tal health, including an assessment forseparation anxiety.

“Children need regularity and predict-ability,” Fiese said.

“When families are overwhelmed orlack the skills to keep routines in place,there are often physical and psychologi-cal costs to their children. Left untreated,separation anxiety can lead to adult panicdisorder.”

The study is published in the Journalof Child Psychology and Psychiatry.

Donald Curtis, a com-puter science graduatestudent, constructed a so-cial network of more than6,500 healthcare person-nel using data, stripped ofpersonal details to protectprivacy, from UIHC’selectronic medical recordsystem, including log intime and location and vac-cination status.

When vaccination datawere compared with log ininformation, researcherswere able to confirmthe level of vaccinatedneighbours for each indi-vidual.

The researchers foundthat unvaccinated health-care personnel tended tobe more isolated and havefewer vaccinated co-workers. By comparison,vaccinated healthcare per-sonnel tend to have moreinteractions with co-

workers and were morelikely to be surrounded bymore vaccinated co-work-ers.

passengers, Myitkyina No (37) up and No (38) downExpress Trains of Myanma Railways will start plying 16-hour trip between Mandalay and Myitkyina starting 24March.

The No (37) up Train will leave Mandalay at 4.30a.m., stop at Shwebo, Kawlin and Mohnyin railwaystations, and arrive at Myitkyina at 8.30 p.m. on the sameday. The No (38) down Train, will leave Myitkyina at4.30 a.m., stop at Mohnyin, Kawlin and Shwebo railwaystations, and arrive at Mandalay at 8.30 p.m. on the sameday.

The change in schedule of the above trains affects thetimetable of No (41) up, No (42) down, No (55) up, No(56) down, No (57) up and No (58) down trains plyingbetween Mandalay and Myitkyina.

The No (41) up Train will start its journey fromMandalay at 6.30 p.m. and arrive at Myitkyina at 6.30p.m. the next day. The No (42) down Train will leaveMyitkyina at 5 a.m. and arrive at Mandalay at 4.20 a.m.the next day. The No (55) up Train will leave Mandalayat noon and arrive at Myitkyina at 8 a.m the next day. TheNo (56) down Train will leave Myitkyina at 9.45 a.m. andarrive at Mandalay at 5.45 a.m. of the next day.
