They were welcomed there by Chairman of Chin State PDC Brig-Gen Hong Ngai and officials. At the hall of Kanpetlet Township PDC, the Prime Minister met with local people and pre- sented clothes and medi- cines to townselders and social organizations and school uniforms and books to schools. Next, the Prime Min- ister viewed development of Kanpetlet. At Kanpetlet Basic Education High School, the Prime Minister urged the headmaster and teachers to train the students to become outstanding youths who are able to serve the interest of the region and equip them with good morals and Union Spirit. Accompanied by Chairman of Chin State PDC Brig-Gen Hong Ngai, the Prime Minister and party left Kanpetlet by helicopter and arrived at Mindat. People’s Desire

Industrial development is the sine qua nonfor all-round national development. Therefore,favourable conditions are being created totransform the nation into an industrialized one.Industrial regions and zones have now beenestablished all over the nation and new factoriesand workshops are being built.

High-tech and highly productive factoriesare being built in various industrial regions,including Thagara Industrial Region. Recentlyin Tharaga Industrial Region, a multi-purposediesel engine factory, a hydropower turbine anda generator factory were inaugurated. Thesefactories are going to produce diesel engines forcraft, hydroelectric power plants, vehicles andmachinery.

The multi-purpose diesel engine factory isgoing to produce three types of engine and about700 units annually. In the same way, thehydropower turbine and the generator factoryare to manufacture 50 pairs of 500-kilowatt and2000-kilowatt turbines and generators yearly.

For industrial development, factories andworkshops are being established in industrialregions and zones. Universities, colleges andinstitutes produce mechanical technicians everyyear. In the same way, technical training schoolsalso turn out skilled workers constantly.

Under the Ministry of Industry-2, thereare two technical training schools – one in Hsindeand another in Mandalay. Now, an advancedtechnical training school has been opened inThagara. More than 100 trainees are attendingthe courses on machine tools, computer aideddesign, electrical power and electronics at thenew school.

Owing to the emergence of modern factoriesand workshops, job opportunities have beenopened and workers will be able to learn modernproduction technologies. With the emergence ofskilled mechanical workers, the industrial sectorwill enjoy rapid development.

Three die in helicoptercrash in Germany

BERLIN, 4 Feb— A US military helicopter crashedin western Germany on Wednesday, killing all threepeople aboard, according to a spokesman for US ArmyEurope. The aircraft went down about 6:20 pm(1720GMT) on Wednesday in woods near the A67highway between Viernheim and Lorsch, south ofFrankfurt, Hesse state police said.

The helicopter was a UH-60 Black Hawk , said USArmy Europe spokesman Bruce Anderson.

Hailing the 63rd Anniversary Union Day

The long-established unity of the people of UnionKyaw Zin (Sarnezin)

The Myanmar delegation to London led by GeneralAung San did not accept the proposal which said thatthe British would grant independence only to Myanmarproper; that they would continue to put hill peopleunder their administration as these hill people were notable to rule themselves. The national races of the entirenation were also totally against the proposal.

Brethren of all the regions did not want to liveunder colonialists anymore. They wanted independ-ence. They all thundered to regain independence to-gether with Bamars.

Thus, a multi-national race conference washeld at Panglong in Loilem District from 3 to 12February, 1947. At the dinner on the eve of theconference, General Aung San said that Bamar na-tionals were going to secure independence at the endof the year, that it was up to each national race whetherto regain independence together with Bamar nation-als, that Bamar nationals would not like to force anyother national race to get independence together withthem, that they had to fight for independence for about60 years and that no one knew how long it would takeif the other national races would fight for independ-ence later.

The land is the Union of Myanmar in which over100 national races have been living in amity andharmony like members of a large family since yore.

The history of national races warding off everyalien intrusion is the history of the Union.

The British colonialists waged three aggressivewars against Myanmar in 1824, 1852 and 1885.During the time, national people from plains and hillregions fought back the intruders with anti-colonialistspirit, unyielding spirit and the spirit to restore inde-pendence conceived in their hearts. In other words, itis their Union Spirit.

Throughout the periods to free the nation and toward off the Fascists, the national races took part inanti-colonialist, anti-Fascist and independence strug-gles with the concept that these struggles were theircommon duty towards the Union.

As for the colonialists, the brilliant history andthe unity of the national people was a serious blow totheir scheme to prolong the occupation and exploita-tion of the nation. Hence, the colonialists introducedthe divide-and-rule method.

There were some who willfully embracing thecolonialist’s divide-and-rule policy for their owninterest. Those who coveted power, privileges, moneyand prosperity committed acts to break up the Unionor break away from it as national traitors.

Myanmar delegation led by General Aung Sanon 2 January 1947 went to London to demand inde-pendence. Despite the fact that the British occupiedthe whole Third Myanmar Kingdom founded byKing Alaung Phaya they were making a scheme tofree only the plains (Bamars) and continue coloniz-

ing and enslaving the hill regions (other national races).During the time, there was a meeting of Shan

chieftains in northern Shan State. Stevenson, Directorof Frontier Areas Administration of the British gov-ernment, arrived in northern Shan State in advance. Hepersuaded the chieftains through cajole, flatter andattempts to pour bad blood, asking them not to joinMyanmar proper.

Beginning late 1885, the colonialists practiced thedivide-and-rule policy through clever tactics. In thehill regions alone there were a variety of administrativesystems, administrators and administrative laws. Theylaid down obstacles to prevent relations between onenational race and another and one region and the other.Especially, they barred Bamars, whose politicalawareness was rising, of the plains from visiting thehill regions with the imposition of restrictions.

They completely destroyed Myanmar monarchi-cal administration and put it under the domination ofbureaucracy. However, they entrusted feudal adminis-tration power to Shan chieftains. On the other hand,they considered Duwa chieftains of southern KachinState as just villageheads.

They discriminated the national races whoconverted into their religion and Buddhists and theanimists. They practiced religious discrimination ingiving promotions. In that way, they created dissensionamong the national races and kept them apart from oneanother.

Certain Shan chieftains who were overly attachedto feudal administration power sent a telegram to thethen British Prime Minister Attlee of LabourGovernment, who was holding talks with GeneralAung San and delegation. The telegram said thatGeneral Aung San who was in London was just aBamar representative; that he did not represent Shanchieftains; he should invite Shan chieftains separatelyto discuss hill region affairs. Attlee showed GeneralAung San the telegram and pressed him to representonly for the Myanmar proper.

General Aung San said that it was true that hewas not a representative of Shan chieftains; that hewas working for the good of the people of hillregions. Patriotic Shan youths of Shan State People’sFreedom League (Taunggyi) received informationabout the telegram in advance before it was sent. UTin Aye, U Tun Myint Gale, U Ba Zan, U San Pe, UTin Pe and U Tun Myat of the League convened amass meeting of the Shan people in Taunggyi on 15January 1947.

The mass meeting tabled and seconded motions,which were, total independence, national unity, anti-colonialism and united front. The people of Shan Stateissued an ultimatum demanding the British govern-ment to free Shan State that had been forced to liveunder colonialist rule and exploitation for about 60years; that they would struggle to regain independencewithout fail.

After the mass meeting, Shan patriots (independ-ence advocates) sent a telegram to London, saying thatGeneral Aung San was a representative of Shan people;and that they supported his independence campaign.

Sawbwa of Namsan in Northern Shan State, whotook a leading role at the Panglong Conference, saidthat he was glad General Aung San spoke openly andthanked him for his frankness. He also told GeneralAung San that they no longer wanted to live underthe British rule either, and assured him that theywould demand independence together with Bamarnationals.

Also present at the Panglong Conference wereBob Tomley, Secretary for British Colonies, andStevenson, Commissioner for Frontier Areas. Theformer was based in London and the latter in Yangon.Stevenson told the other national races not to trustBamar nationals. He said that General Aung San hadonly two dresses and no money and that they wouldgo hungry if they demand independence togetherwith Bamar nationals.

He also told the other national races that theBritish would give them enough financial aid if theylived under their rule. He went on to say that whatBamar nationals said was not to be trusted andGeneral Aung San’s face was like that of a fascist.The British Prime Minister in London was muchdelighted at the thought that the national races, whowere subject to their divide-and-rule policy, wouldbe against the Panglong Coference and that it wouldcome to nothing.

On 12 February, 1947, all the national racessucceeded in signing the Panglong Agreement thatwould ultimately result in an independent Myanmar,making the success of the Panglong Conferenceknown to not only to London but also to the wholeworld through the telegram office opened especiallyfor the Conference.

It was written in the editorial of the Thuriyanewspaper of 9-2-1947 issue that the ongoingconference at Panlong in Shan State was importantbecause Mr Bob Tomley, Secretary for Dominions,would attend it himself and report the issue of hillregions to the British Parliament and that hill regionswere part of Myanmar and people in these regionswere also Myanmar nationals born out of the samewomb and living through weal and woe.

It was also written in the editorial of theHanthawady newspaper of 12-2-1947 issue thatMyanmar nationals were like blood brothers whenthey got to know each other, that representatives ofChin nationals from Falam, Tiddim and Hakha arrivedat Panglong only on 7 February but they all were infavour of the proposals tabled on 6 February, thatthere was no calculation of gains and losses in therelations between all Myanmar national people andthat it was like the two people tied together with arope and dropped on the Himalayans and they couldnot be separated.

Mass rallies in favour of the PanglongAgreement were held in all parts of Myanmar – inKarmaing on 27-2-1947, in Moegaung on 28-2-1947and in Mankhein and Taunggyi from 1-3-1947 to 3-3-1947. The mass rally held in Taunggyi released anannouncement.

In that announcement, it was mentioned thatShan, Chin, Kachin and Bamar nationals were unitedat the Panglong Conference and signed an agreementthat they would work together to be able to build anindependent nation, that Panglong would berecognized not only in the history of Shan, hill regionsand Myanmar but also in the history of the world, thatit was decided to erect a monument at Panglong inorder that posterity could take pride in it, that it was

believed that all the measures taken at Panglongwould benefit Shan State as well as the entireMyanmar. The editorial called on the entire nationalpeople to work together actively and enthusiasticallyif they thought, after careful consideration, themeasures taken should be supported. It concludedthat unity and cooperation would bring independenceand prosperity and so it was necessary to be unitedand make concerted efforts.

Throughout the history of independencestruggle, national brethren of the Union had strivenfor non-disintegration of the Union and eternalperpetuity of the Union built with Panglong Spirit,and unitedly taken part in nation-building work forpeace, prosperity and development of the independentUnion.

The entire nation has enthusiastically andunanimously approved the Constitution written inthe best possible way to be able to build a peaceful,modern, developed and discipline-flourishingdemocratic nation and now all the national races aremaking preparations to make the 2010 election asuccess.

Recently, No. 57-up Mandalay-Myitkyina ex-press train left Mandalay Railway Station at 4 pm, andI was going to spend one night on board the train tocontinue my trip to Myitkyina.

I visited Kachin State three times in 2009. Thelocations of roads and bridges of the state were freshin my memory. However, I made previous trips toKachin State by flight and by car. Then, I had anopportunity to visit there by train for the first time.

Although there are motor roads in the region, thepeople of Kachin State use railroads to travel to theplain regions. Although flights are being operated tothe routes of Yangon-Myitkyina and Mandalay-Myitkyina regularly, most of the local people put theirreliance on rail transportation. Due to reasonablefares, train can carry commodities more than theflights. So they can save money.

In the past, the townships of Kachin State hadfaced difficulties of delay in transporting commodi-ties from other regions due to lack of peace. Atpresent, the products from dry regions can be speedilytransported to towns and villages of Kachin Statethanks to the runs of four up-trains along Mandalay-Myitkyina route and four down-trains along theMyitkyina-Mandalay route.

The express train that left Mandalay at 4 pmpassed towns and villages of Sagaing Division andthen entered Kachin State next morning. At 2 pm, thetrain arrived in Myitkyina. Indeed, the rail transporta-tion is the artery between Mandalay and Myitkyina.

As Mandalay-Myitkyina express train stoppedover at Mohnyin, Mogaung, Namti, etc, the localpeople have easy access to Myitkyina by savingmoney. Now, Myanma Airways and Air Bagan air-lines operate flight schedules to Myitkyina daily.However, most of the local people travel by train.

It can be said that only when the traveller has theopportunity to enjoy the scenic beauties of Bala MinHtin Bridge and the Ayeyawady River on arrival at

Myitkyina, will the trip be perfected. The town wasnamed Myitkyina due to its location near theAyeyawady River, and therefore the chronicles ofAyeyawady and Myitkyina could not be separated.The Ayeyawady River originates at the confluence ofMaykha and Malikha rivers near Tanphe Village, 27miles upstream of Myitkyina. Therefore, it can be saidthat the Ayeyawady River starts at Myitkyina.

Bala Min Htin Bridge across Ayeyawady River onMyitkyina-Bhamo Road was inaugurated on 14-11-1998. The bridge contributes much to the better trans-port between Myitkyina and Waingmaw and the smoothtransportation between Myitkyina and Bhamo-Chipwe-Panwa-Hsadon-Kanpaikte route. Bala Min Htin Bridge,2688 feet long, is of steel frame type.

Public works under the Ministry of Construc-tion has built 20 bridges of over 180 feet long in KachinState.

In Kachin State, the 700 feet longKaunghmulon suspension bridge across AyeyawadyRiver (for only jeeps) is under construction onPutao-Htawadam-Nagmon Road and theAyeyawady River crossing Katha-Bhamo railroad(Sinkhan Bridge), 3215 feet long, is being built onMandalay-Tagaung-Bhamo Road. Putao DistrictPublic Works commenced construction ofKaunghmulon suspension bridge in 2003 and hasplanned to complete it in 2009-2010 financial year.

Kachin State formed with four districts, 18townships, 143 wards, 597 village-tracts and 2583villages is located in an area of 34,379.2 square miles.The state is 172 miles in width from the east to the westand 335 miles in length from the south to the north. Upto 15 December 2009, a total of 489,168 people ofKachin, Kayah, Kayin, Chin, Bamar, Mon, Rakhineand Shan national races were residing in the state.

Myitkyina, Waingmaw, Ingyanyan, Tanai,Chipwe and Hsawlaw townships are included inMyitkyina District, Mohnyin, Mogaung and Phakant

townships in Mohnyin District, Bhamo, Shwegu,Momauk, Dawphonyan and Mansi townships inBhamo District and Putao, Machanbaw, Nagmon,Khaunglanphu and Sumprabum townships in PutaoDistrict.

A total of 53 border posts were erected at theborder shared by Myanmar and China and five postsat the Myanmar-India border. Indawgyi Lake, 24miles long and 8 miles wide, which is the largest lakein Myanmar, is located in Mohnyin Township. TheBuddha Pujaniya of Shwe Myinzu Pagoda is held atthe lake annually. A national park attracting touristsand researchers is located in Pannandin of NagmonTownship.

The first defile and the second defile ofAyeyawady River can be seen in Kachin State. Thefirst defile is located between Myintha andYaynapinlon village-tracts of Hsinbo of MyitkyinaTownship. The first defile started at a place, 86 milesfrom Myitkyina. At the lowest level of the water, theriver is only 70 feet wide. The second defile of the riveris located between Bhamo and Shwegu. The width ofthe second defile is shorter than the first defile. Whenthe current of the river water is swift in the rainyseason, motorboats and ships have to suspend theirruns temporarily. A high rocky bank called NatmyathnaHill is situated at the second defile, and the narrowestarea of the defile is only 400 feet.

In the cold season, the people from far andnear take a rest at Momauk hot spring, south ofKyangin Village of Momauk Township. Significantly,a 3000-ton massive jade stone was explored in KachinState. The Massive Jade Stone, 70 feet long, 16 feetwide and 20 feet high, weighing over 3000 tons of JadeExtraction Unit of Myanma Gems Enterprise, is dis-played as a museum, 100 feet southeast fromNamhmaw Creek and Phakant Yekyi Creek in SeikmuVillage-tract of Phakant Township.

11,500 feet high ice-capped Phonkanrazi Mountainis a famous tourist attraction in Putao Township. The19,315 feet high Mount Khakaborazi, the highest inthe country, and the 19,142 feet high Ganlanrazimountain range, are located in the township. Thesnow-capped hills and mountain ranges are stretchingfrom the north to the south. While in Myitkyina, Ivisited other townships through Myitkyina-Sumprabum-Putao road. I still remember my tripfrom Myitkyina to Putao by flight and the way backto Myitkyina along Putao-Sumprabum-MyitkyinaRoad in February 2009.

Once, it took hours to cover even one-mile-long trip on Myitkyina-Sumprabum-Putao Road. Atpresent, the 218 miles long Myitkyina-Sumprabum-Putao Road is one-day trip. Regularly, the travellersare to spend one night only. Beginning 2008-2009financial year, task of constructing the road sectionswere assigned to Road Project Special Groups. Now,I have learned that some Superroof vans got to Putaofrom Myitkyina.

I had an opportunity to visit the confluenceof Maykha and Malikha rivers near Tanphe Village,27 miles from Myitkyina and enjoyed the beautifulscenes of the area. At Wanshi Village near mile postNo. 31, I had lunch at Moe Gaung Thu Restaurant.

Kachin State has 36 miles and one furlonglong tarred road, 311 miles and five furlongs longgravel road, 726 miles and 7 furlongs long hard road,436 miles and 5 furlongs long earth road and 458miles and 7 furlongs long path for mules, totalling2295 miles and one furlong.

Myitkyina-Namti-Tanai Road, Mogaung-Karmaing-Lawa-Phakant Road, Shwebo-MyitkyinaRoad, Bhamo-Myitkyina Road, Myitkyina-Tanai-Pansauk-Lido Road, Tanai-Nanyun-Pansauk Road,Hopin-Kontha-Lonton-Nyaungbin Road, Myitkyina-Sumprabum-Putao Road, Myitkyina-Chipwe-PanwaRoad, Waingmaw-Hsadon-Kanpaikte Road,Myitkyina-Akye-Hsinbo-Myohla Road and Putao-Machanbaw-Nagmon Road are transportation facili-ties in Kachin State.

The government has adopted the Border

Areas and National Races Development Plan, the 24-Special Regions Plan and the Rural RegionDevelopment Tasks for ensuring equitable develop-ment for all the regions of the Union and the growthof socio-economic status of the local people. Theplans are being implemented for enhancement ofagriculture, meat and fish, forestry, industrial, trans-port, communication, electric power and energy sec-tors for improvement of all the regions of the nation.

At the same time, the government adoptedthe short- and long-term national level plans such asthe education promotion plan and the national healthcare promotion plan for development of humanresources. Nowadays, the people are enjoying thefruits of development after implementing the plans.

Myitkyina District, Bhamo District andMohnyin District of Kachin State are covered by the

24-special regions development plan. In the time ofTatmadaw Government after 1988, these threedistricts were equipped with universities, colleges,technological universities, universities for computerstudies and hospitals.

Before 1988, Kachin State had only oneuniversity/college. During the period from 1988 to2009, two more universities/colleges, three more Tech-nological Universities/Colleges and two moreUniversities for Computer Studies were built in thestate.

In the health sector, there were 33 hospitals inthe state before 1988. After building 14 more hospitalsfrom 1988 to 2009, the state has 47 hospitals in total.In the time of Tatmadaw Government, two universities/colleges, three technological universities, two univer-sities for computer studies and 14 hospitals were builtin Kachin State.

Myitkyina University was opened inMyitkyina District in 1998, Myitkyina EducationCollege in 2002, Myitkyina TechnologicalUniversity in 2006, Myitkyina University ofComputer Studies in 2007 and GovernmentTechnical High School (Myitkyina) in 2009.

Mohnyin Degree College was inauguratedin Mohnyin District in 2003 and MohnyinTechnological College in 2007.

Bhamo University was commissioned inBhamo District in 2001, Bhamo University ofComputer Studies in 2002, Bhamo TechnologicalUniversity in 2005 and Government Technical HighSchool (Bhamo) in 2009.

Myitkyina Peo-ple’s Hospital (200-bed)was upgraded to the 300-bed facility, and thepeople’s hospital (DrugAddicts) (50-bed) to the100-bed facility.

They said thatan interim government had to be formed by 1 pmon 13 September 1988, or the Air Force wouldlaunch air strikes, and the Navy had set its targetsat many certain places; and that the Tatmadawhad collapsed into pieces. Actually, suchannouncements are very destructive, and thatreflects their selfishness. Under the negative impactof the announcements, the majority of Yangondwellers came to be in a state of panic, and theyplaced some Tatmadaw members in a dilemma,thus accounting for to how much extent their plotwas effective.

The whole Tatmadaw (Army, Navyand Air Force) showed its consolidated unity andmanaged to save the nation that was at that timestanding on the edge of the abyss.

Since 1988, such story-telling foreign radiostations as BBC, VOA, RFA and DVB havemanufactured fabrications one after anotherwith the intention of causing wholesale deathand destruction to the nation and the people.They cling on to their subversive plots, airingdistorted news, news based on rumours, andinvented news stories day in, day out. In fact,Western neo-colonialists heavily aid and abetthose radio stations and give directions toabsconders, perpetrators and axe-handles fromtheir targeted countries to harm their mothercountries concerned, calling them as democracyactivists. The cohorts and axe-handles underthe influence of the neo-colonists are too naïveto notice that their acts harm none except themand their country. Therefore, they and suchforeign radio stations work hand in glove.

They air groundlessbroadcasts at will, taking full advantage of the toolof the media, and showing total disregard for thecode of press ethic. Personally, they are like a foolwith a gun.

The made-up stories they have aired since1988 are uncountable. A news story they aired isstill fresh in my mind that they exploited thesituations and invented Tadani (red bridge) affairs,regarding the event in which security forcesprevented student protesters at Tadabyu (WhiteBridge) on the embankment of Inya Lake on 16March 1988. In reality, none of the students fell inthe event, but they aired as if many of them werekilled, describing the protest as Tadani Affairs.Similarly, after the Tatmadaw had assumed Stateresponsibilities, some persons in the country andcertain foreign radio stations masterminded a plotto force student protesters to go underground,which is still in the mind of the people. Surely, thepainful memories are always with the studentswho faced untold miseries there and their parentsin their life.

Those foreign radio stations are, indeed,media enterprises doing media services. So,they have to follow the code of press ethicstrictly. Instead, they have violated the code ofpress ethic so many times that they are merelyblack media. Therefore, they are brazen enoughto air such harmful, groundless news stories.

In my opinion, they should not manufacturea fabrication about a person. In spite of DawAung San Suu Kyi in good health, BBC and VOAin their broadcasts have said on purpose so manytimes that she is not in good health; that they aredeeply concerned over her health, and she doesnot have access to good health care. Accordingly,the government has to occasionally issue news inorder to get rid of the people’s concerns anddoubts.

Again on 23 August 2005, BBC aired anevening news story, which posed grave danger tothe nation, which was related to the Head of theState and the nation. To make things worse, theyadded some comments to the news. At that time,the Head of State was doing his duty in goodhealth. Although they knew that well, they airedunreliable, baseless news story deliberately.
