Netherlands– Manages 50.000 dwellings in and around Rotterdam– Innovative and experimenting– Wants to make its experiences also internationally

available– At present cooperating with HAL Habitat to set up a

social housing organization in Romania

– Improvement of management capacities of home owners associactions (HOA’s) in Romania

– Development of a training programme for HOA’s regarding Urban Regeneration

– Improvement of capacities of municipalities to develop and implement urban regeneration programmes and plans

• A history together, observations from the Matra-project “Urban regeneration in Romania”, the signals:

- Huge backlashes in maintenance- Bad energetic condition of Romanian housing stock- Disrupted tenure structure (95% ownership)- Big informal market without proper regulation- Speculation in the cities (lack of affordable rentals)- Lack of administrative capacities and professional managers to deal with problems in the housing sector

– Lack of possibilities for labour force move and‘follow the job’

– Lack of decent housing opportunities for starters– Negative effects on the investments decisions of

entrepreneurs to start or expand businesses– And in the end: less economic growth

Need of a new type of organization that is able to:1. establish and manage a social rental sector that withholds the local housing markets from disfunctioning2. is able to function as professional counterpart for home owners associations with regard to management, maintenace and renovation of their housing stock

• Need of a new type of organization, SHO-project HAL-Habitat, Woonbron, Housing+:

– At present feasibility study– Ends with a business plan

• Financiers willing to finance• Local and national government willing to support

– Decision to start business• Establishment of organization (attract staff)• Getting staff ready to run business• Development of first projects• Run business
