Act of 2012, the Commission invites applications from suitable candidates for the following

positions:

(A) LEGAL AFFAIRS & ENFORCEMENT DIRECTORATE

1. CHIEF LEGAL OFFICERS- (NLC GRADE 5) – ONE (1) POSTS

Gross Salary Scale for The position of Chief Legal Officer (Min Kshs. 132,000 – Max Kshs.

207,000)

An officer at this position will be responsible for providing legal advice to the commission and

safeguard its interests through various legal initiatives and facilitate decision making for enhanced

effectiveness in the fulfilment of its constitutional and statutory mandate.

DUTIES AND RESPONSIBILITIES

Under the supervision of the Principal legal officer, the officer will be performing the following

duties

Implement policies, procedures and regulations on legal affairs and enforcement

Implement procedures for safeguarding National Land Commission’s interests

Review legal instruments for the Commission

Implement legal decisions and court orders for the Commission

Give input in development of legislation as appropriate

Assist in representing the Commission on litigation and court cases for the Commission

Prepare preliminary legal documents/instruments

Draft local agreements and contractual documents;

Interpret legal matters and implications;

Prepare monthly reports; and

ACADEMIC AND PROFESSIONAL QUALIFICATIONS

For appointment to this grade, the candidate must have:-

i. Bachelor’s degree in Law

ii. Postgraduate Diploma in Legal Education from the Kenya School of Law

iii. Must have at least six ( 6) years’ experience three(3) of which at senior legal officer or

equivalents

iv. Proficiency in computer applications

v. Must have Good communication and presentations

2. SENIOR LEGAL OFFICERS – (NLC GRADE 6) - FOUR (4) POSTS

Gross Salary Scale for The position of Senior Legal Officers (Min Kshs. 90,000 – Max Kshs.

130,000)

This position is responsible for providing legal advice to the commission and safeguard its interests

through various legal initiatives and facilitate decision making for enhanced effectiveness in the

fulfillment of its constitutional and statutory mandate.

DUTIES AND RESPONSIBILITIES

Under the supervision of the Chief legal officer, the officer will be performing the following duties

3. LEGAL OFFICERS – (NLC GRADE 7) - SIX (6) POSTS

Gross Salary Scale for The position of Legal Officers (Min Kshs. 65,000 – Max Kshs. 95,000)

An officer at this position is responsible for rendering legal services in preparation of legal

opinions, studies, reports and correspondence as well as ensuring the provision of effective legal

advice on a diverse range of substantive and procedural issues.

DUTIES AND RESPONSIBILITIES

Under the supervision of the senior legal officer, the officer will be performing the following

duties;

Ensure the timely filing of Court document.

Attend court in various cases in which the Commission is party to.

Draft legal documents pertaining to different matters.

Write reports on various assignments.

Advise walk in clients on various land matters.

Conduct research on various substantive and procedural issues.

Attend the Commission’s meetings and rendering legal advice.

Carry out review of grants and dispositions of public land to establish their legality or

propriety.

Attend court on behalf of the Commission to tender evidence or adduce documents.

ACADEMIC AND PROFESSIONAL QUALIFICATIONS

For appointment to this grade, the candidate must have:

i. Bachelor’s Degree in Law from a recognized institution.

ii. Post-graduate Diploma in Law

iii. Advocate of the High Court

iv. Must have served as a Legal Officer in the public or private sector for at least three (3)

years

v. Proficiency in computer applications

(B) AUDIT & RISK MANAGEMENT DEPARTMENT

1. PRINCIPAL INTERNAL AUDITOR –NLC GRADE 4- ONE (1) POST

This position is responsible for provision of independent objective assurance on the effectiveness

of NLC risk management, internal controls and governance processes to support the achievement

of the Commissions goals and objectives

Gross Salary Scale for The position of Principal Internal Auditor (Min Kshs. 184,000 – Max

kshs. 279,000)

DUTIES AND RESPONSIBILITIES

Under the supervision of Head Audit and Risk Management, the officer will be performing

the following duties:

Design and develop audit programmes of IT, operational, governance and financial audits

to ensure efficiency and effectiveness and compliance with applicable laws and

regulations.

Coordinate the implementation of the Fraud and Corruption policy to establish breaches of

the commission’s code conduct

Manage and coordinate various audit and risk management activities towards the

realization of the departments objectives

Prepare annual audit work plans in accordance with the risk assessment framework and for

the smooth running of the department

Ensure maintenance of high audit standards, adherence to plans, budgets and work

schedules for compliance with applicable laws and regulations

Evaluate the adequacy and timeliness of management’s responses and ensure that

corrective action is taken on significant audit recommendations

Develop new initiatives that are aimed at improving internal audit operational efficiencies

and effectiveness

Carry out special audits on requests in case of suspicious transactions or fraud

Review of the completeness and accuracy of the commission’s Annual Financial Statements

for compliance to procedures, guidelines and Audit standards

Review audit plans, programmes and budgets for execution of the department’s mandate

Review draft audit reports and working papers for preparation of final reports

Provide Secretarial support to the Audit and Risk Management Committee during its various

meetings

Evaluate and ensure the implementation of internal Audit Reports in pursuit of the overall

mandate of the commission

ACADEMIC AND PROFESSIONAL QUALIFICATIONS

For appointment to this grade, the candidate must have:

i. Bachelor’s Degree in any of the following disciplines: Business Administration,

Economics, Accounting, Risk Management, Finance from a recognized institution

ii. Certificate in Senior Management Course (SMC)

iii. Certified Public Accountant (CPA) or its equivalent from a recognized institution is

mandatory

iv. Member of ICPAK

v. Nine (9) years of service, three (3) of which should be in a comparable position from

a reputable organization

vi. Knowledge of relevant auditing and accounting standards

vii. Possession of risk assessment skills and the ability to plan effectively to ensure

adequate coverage of all high and critical risks is necessary.

viii. Proficiency in computer application.

2. CHIEF AUDIT AND RISK MANAGEMENT –NLC GRADE 5- ONE (2) POSTS

Review of the completeness and accuracy of the Annual Financial Statements

Prepare audit plans and programs for the Commission.

Review internal control systems on IT, financial and other operations;

Assist in develop strategies to ensure efficiency and effectiveness of operating systems within

the Commission;

Verify existence and safety of the Commission’s assets;

Prepare audit reports to management and subsequently following up to ensure audit

recommendations are implemented ;

Maintain high audit standards and adherence to plans, budgets and work schedules;

Ensure compliance with existing policies, regulations, instructions and procedures in financial

and other operations; and

Undertake spot checks and special investigations of the Commission’s operations including

revenue collection.

ACADEMIC AND PROFESSIONAL QUALIFICATIONS

For appointment to this grade, the candidate must have:

i. Bachelor’s Degree in any of the following disciplines: Economics, Commerce (Finance or

Accounting Option) Business Administration/Management (Finance or Accounting

Option) or its equivalent from a recognized institution.

ii. Certified Public Accountant (CPA) and/or CIA, CISA, CFE, CRMA its equivalent from a

recognized institution is mandatory.

iii. Must be a member of a relevant professional association e.g. ICPAK & ACCA, IIA,

ISACA

iv. Must have served as an Auditor/Risk officer in the public or private sector for at least six

(6) years, three (3) of which must have been at a supervisory level.

v. Proficiency in computer applications

3. INTERNAL AUDIT OFFICER –NLC GRADE 7- ONE (1) POST

This position is responsible for the implementation of internal audit policies, systems and

procedures in line with the audit plan and to ensure that the commission’s internal control, risk

management framework and governance processes are adequate to safeguard the Commission’s

resources

Gross Salary Scale for The position of Internal Audit Officer (Min Kshs. 65,000 – Max kshs.

95,000)

DUTIES AND RESPONSIBILITIES

Conduct audit exercises and assurance in the commission

Collect data on information systems and processes of the Commission to be used in the

validation of financial documents

Carry out quarterly and annual stock taking exercise for appropriate inventory

maintenance

Prepare documentation i.e. working papers, planning memorandums and audit reports as

required by management in line with the quality standards of the audit process

Assist in undertaking audit of the Information Technology infrastructure

Conduct audit assignments as may be assigned

Support external auditors during the Commission’s annual audit exercise

Ensure implementation of the Audit plan and programmes

Undertake other duties as shall be assigned.

ACADEMIC AND PROFESSIONAL QUALIFICATIONS

For appointment to this grade, the candidate must have:

Bachelor’s degree in any of the following fields: Finance, Accounting, Business

Administration, Mathematics, Actuarial Science, Statistics, Economics or any other

equivalent qualification from a recognized institution;

Passed Part I of any of the following professional qualifications: Certified Public

Accountants (K), Certified Internal Auditor (CIA), Certified Information Systems Auditor

(CISA), Association of Certified Chartered Accountant;

Three (3) years of service, or similar experience in a comparable position from a reputable

organization

Knowledge of relevant legislation and professional standards

Proficiency in Computer application

Good communication skills, both verbal and written

Met the requirements of Chapter 6 of the Constitution on Leadership and Integrity.

(C) RESEARCH DIRECTORATE

1. DEPUTY DIRECTOR, RESEARCH – (NLC GRADE 3)- ONE (I) POST

This position is responsible for the implementation of the, Constitutional mandate – Article 67

(2,3) to ‘Conduct research related to land and the use of natural resources, and make

recommendations to appropriate authorities.’

Gross Salary Scale for The position of Deputy Director, Research (Min Kshs. 236,000 – Max

kshs. 351,000

DUTIES AND RESPONSIBILITIES

The successful candidate will be responsible to perform the following functions;

Contribute to the preparation and formulation of the Directorate’s annual work plan,

procurement plan and budgeting process.

Assist in strategy and policy formulation for the Directorate.

Support, select, supervise, and enable professional training, career development and

directing the work of the Principal Officers.

Assist in defining the work targets and outcomes.

Monitor progress on research goals and provide training as required

Facilitate in the conducting of annual performance reviews and meetings.

Deliver and communicate regular and positive feedback providing progress on goals.

Ensure the collection, handling and dissemination of knowledge management is ongoing.

Ensure that projects are executed successfully completed within the time frames to meet

research objectives.

Managing and directing the research and knowledge management programmes to meet

National Land Commission to capitalize on potential new areas of research in land matters.

Enabling management and external partners/clients to understand the results and

implications of research and knowledge management results on the land sector.

Driving research vision in line with achieving the strategic direction as envisaged in the

Strategic Plan 2014-2018.

Advices on the appropriate solutions to complex land concern/problems and effects on land

reform and development problems e.g. Vision 2030.

Assist design working models, frameworks for improving land governance through a

variety of multi- sectoral and multi-disciplinary research.

Develop project designs and oversee management.

Supervises the management of multiple and diverse researches internally and through

partnerships.

Conducting research site visits.

Trouble-shooting and problem solving as land issues arise.

Working with the internal and external scientific advisory bodies e.g. National Science and

technology Commission, KIPPRA e.t.c

Reaching out to partners, meeting critical importance to the land sector and National Land

Commission for purposes of networking.

Overseeing the production of quality reports and findings

Perform quality assurance checks on research programmes and systems.

Fund raise effectively for projects and activities while maintaining good working

relationships with the donors and partners.

Assist in the design development and setting up of the National Land Policy and Research

Centre.

Participate in the procurement plan

Participate in the preparation of the Directorate’s budget.

ACADEMIC AND PROFESSIONAL QUALIFICATIONS

For appointment to this grade, the candidate must have:

i. Master’s degree in Land Management, Sociology, Anthropology, Education or

Communication.

ii. Bachelor’s Degree in Sociology, Anthropology, Education or Communication

iii. Must have served in a research field in the public or private sector for at least fifteen (15)

years, three (3) of which must have been in a senior management.

iv. Proficiency in computer applications

2. PRINCIPAL RESEARCH OFFICER (NLC GRADE 4) ONE (1) POST

An officer appointed to this position will be responsible for the implementation of the,

Constitutional mandate – Article 67 (2,3) to ‘Conduct research related to land and the use of natural

resources, and make recommendations to appropriate authorities.

Collaborate with quantitative or qualitative researchers to design and develop questionnaires,

instruments and databases.

Disseminate findings through publication of papers and progress and technical reports.

ACADEMIC AND PROFESSIONAL QUALIFICATIONS

i. Master’s degree in Land Management, Sociology, Anthropology, Education or

iii. Served in the Research field in the public or private sector for at least nine (9) years, three

(3) years of which must have been in a middle management level role.

Develop and maintain partnerships with funding agencies for project activities.

An officer at level position is responsible for provision of support in the implementation of the

Constitutional mandate as assigned in Article 67 (2, 3) to meet project goals, research methods,

variables and other test parameters in line with the departmental strategy

DUTIES AND RESPONSIBILITIES

The successful candidate will be responsible to perform the following functions

Conduct literature reviews and analysis of data to suggest conclusion and support decision

making by the management

Plan and collate data for knowledge creation and management in the preparation of policies

on land related issue

Draft reports for presentation to the Senior officer for further review

Assist in the implementation and evaluation of research projects to determine the value and

the impact of the programmes

Conduct stakeholder/key expert interviews as part on the research process of collection

data that will be used in the policy formulation

Prepare, assess and disseminate research results to ensure accurate interpretation that will

facilitate decision making by the management

Provide administrative support to senior staff in managing research projects to ensure

effective and efficient operations

Prepare project completion reports to determine the sustainability of the various

programmes and evaluation of the deliverables

ACADEMIC AND PROFESSIONAL QUALIFICATIONS

For appointment to this grade, the candidate must have:

i. Bachelor’s degree in Land Economics, Gender and Development Studies, Sociology,

Environmental Sciences, Anthropology, Education or Communication Planning or any

other relevant field from a recognised institution

ii. Three (3) years of service, or similar experience in a comparable position from a

reputable organization

iii. Knowledge in Statistical Programmes

iv. Knowledge of professional standards

v. Knowledge of relevant legislation

(D) SUPPLY CHAIN MANAGEMENT DEPARTMENT

1. CHIEF SUPPLY CHAIN MANAGEMENT OFFICERS, (NLC GRADE 5) ONE (1)

POST

This position is responsible for the provision of general supply chain support to the commission in

the delivery of service. The position manages stock levels, store samples, assists in the preparation

of specifications, participates in the tendering process, and reports on goods received

The successful candidate will be responsible to perform the following functions

Planning and coordinating a range of supply chain management activities

Coordinate sourcing of Goods, Works and Services though E-Procurement

Provision of Secretariat services to tender evaluation/negotiation Committee

Monitor contract management in accordance with terms and conditions of contract

Perform Monitoring of procurement activities and preparing exceptional reports

Certifying invoices and payment vouchers to suppliers;

Undertaking market surveys and research to support procurement decisions;

Evaluating procurement reports and recommendations

Coordinating work planning activities;

Compiling performance and staff appraisal reports;

Managing supply chain management records; and

Compiling periodical reports.

ACADEMIC AND PROFESSIONAL QUALIFICATIONS

For appointment to this grade, the candidate must have:

i. Bachelor’s degree in purchasing and supply management or Business

Administration/Commerce/Economics or equivalent qualification

ii. Diploma in Procurement/Chartered Institute of Purchasing in Supply (CIPS) Diploma or

equivalent

iii. Served as a Senior Supply Chain Management officer in the public or private sector for at

least six (6) years, three (3) of which must have been at a supervisory level.

iv. Computer proficiency and ability to operate ERP or Procure to pay systems.

v. Must be a registered member of KISM or CIPS or member of relevant professional body

vi. Be licensed to practice procurement in Kenya by KISM

DUTIES AND RESPONSIBILITIES

Consolidate Annual and Revised Procurement Plan

Consolidate Annual Disposal Plan

Check all procurement requisitions and ensuring all procurements are as per plan

Prepare statutory reports to PPRA and other relevant bodies

Prepare quarterly performance report for presentation to the Commission

Prepare RFP, EOI, Tender documents and prequalification documents in consultation with the

users

Evaluate quotations /tenders

Participate in the evaluation of tenders

Undertake reconciliation of records as necessary

Identify obsolete stores and equipment for disposal

ACADEMIC AND PROFESSIONAL QUALIFICATION

For appointment to this grade, the candidate must have:

i. Bachelor’s degree in purchasing and supply management or Business

Administration/Commerce/Economics or equivalent qualification

ii. Diploma in Procurement/Chartered Institute of Purchasing in Supply (CIPS) Diploma or

equivalent

iii. Served in the Procurement field in the public or private sector for at least five (5) years

An officer to this responsible for monitoring and overseeing the preparation and implementation

of land use plans by counties and management bodies as well as compliance

Gross Salary Scale for The position of Principal Land Use Officer (Min Kshs. 184,000 – Max

kshs. 279,000)

DUTIES AND RESPONSIBILITIES

Oversee the preparation of land use plans for unregistered community and public land to

facilitate surveying and registration

Supervise and provide guidance to the Chief Planners

Devise and implement strategies for public education, participation and engagement on

land use planning

Coordinate periodic data collection and studies on appropriate land delivery systems,

strategies and management frameworks for various users.

Coordinate preparation of land use plans for resettlement, settlement schemes, adjudication

areas

Work with relevant agencies on the preparation of land use plans as a framework for

managing public land both at the national and county levels

Provide guidance on data requirements for the various categories of land use plans

Implement land use planning policies, strategies, standards and programmes.

Conduct public education on land use planning and development control matters in the

counties

Provide support to Land Management Boards in defined cluster of counties

Advise on special conditions to be attached to leases.

Conduct thematic studies on matters relating to land use planning such as human settlement

Specifically the officer will be expected to

Review and make recommendations on all Development Applications in accordance

with the law at the County level;

Prepare quarterly, annual performance reports and annual budgets;

Coordinate identification and development of a public land inventory;

Coordinate the preparation of a register of all private land converted to public land by

way of compulsory acquisition and Community land converted into public land;

Prepare and implement approved annual work plans in every financial year;

Day to day administration and management of the affairs of the County Office including

staff training/development, appraisal and welfare;

Ensure staff compliance with Public Service values, principles and high levels of ethical

standards;

Provide strategic leadership to facilitate effective delivery of Commission’s mandate;

In charge of County Office finances including revenue collection for services rendered;

In charge of all assets and the discharge of all liabilities of the County Office;

Resolution of disputes(Encouragement of TDRs);

Initiate the evaluation of parcels of public land based on land capabilities and

ACADEMIC, PROFESSIONAL QUALIFICATIONS AND EXPERIENCE

For appointment to this grade, an officer must have

i. Degree in Public Administration, Finance and accounting, Law, Economics,

Management, Land and Natural Resources or any other relevant field.

ii. Masters degree in Public Administration, Finance and accounting, Law, Economics,

Management, Land and Natural Resources or any other relevant field.

iii. Masters degree and/or degree in land related field will be an added advantage

(K) HUMAN RESOURCE DIRECTORATE – (REPLACEMENT)

1. PRINCIPAL HUMAN RESOURCE OFFICER - (NLC GRADE 4) – ONE (1) POST

This position is responsible for the implementation of the human resource strategy on staff

development to ensure availability of competencies for all positions in the commission, to enhance

delivery of service in the management of land.

DUTIES AND RESPONSIBILITIES

Participate in the development of, and implement the human resource directorate work plan

to assist in the implementation of the human resource strategy that ensures the availability

of a competent and motivated work force that supports efficiency in the delivery of the

commission strategy

Carry out Training Needs Analysis to identify training needs at the individual, departmental

and organizational levels, to ensure the training conducted is aligned with the strategic

objectives of the commission and to support the transfer of skills to staff in the normal

course of work

Assist in the development of the Human Resource Management policies, regulations,

procedures and systems, to ensure the availability of guidelines that enhance delivery of

service in timely manner and with consideration to high quality standards

Assist with the preparation of a training plan to ensure training is delivered within set

timelines and quality standards to meet training objectives

Coordinate all human resource and development statutory requirements such as wealth

declarations and subscriptions to professional bodies, to ensure minimal exposure to risk

performance assessments, both at the Head Office and the County Offices and advisory role to the

Secretariat and the Commissioners on strategic programme management

DUTIES AND RESPONSIBILITIES

Develop and implement strategies, policies and procedures to support the quality assurance on

programs design and implementation

Coordinate data quality assessments to ensure that data being reported is of good quality

Develop and oversee the implementation of research, monitoring and evaluation policies,

systems and procedures, to provide a guidance framework to assist in the implementation of

the directorate strategy in the operations of the commission

Develop, implement, and monitor the budget for research, monitoring and evaluation

compliance with Planning, Monitoring and Evaluation tools, schedules and standards

Facilitate intra programme reflection and learning across the programmatic Directorates as part

of the programme project management

Conduct quarterly County technical support, capacity building and supervisory visits to check

conduct outcomes monitoring

sharing, network printing and file transfer within and outside the commission and also provides

DUTIES AND RESPONSIBILITIES

Supervise and review of Chief Network Administrator’s day to day activities are achieved

Develop, deploy and maintain ICT infrastructure for the Commission to ensure there are

secure and able to support the growth of the commission

Supervise, train and appraise assigned Information Communication Technology Officers

General supervision of outsourced contracts and co-ordination of Information

Communication Technology projects in the unit. Operational Responsibilities:

Ensure that reliable network exists to allow the commissions’ stakeholders to access the

commission’s public servers for web published updates on matters related to Land

Establish network specifications by conferring with users of the commission

Ensure processes, guidelines and procedures are in place and enforced for quality in

installation, running, operating and support of the commission’s network to review and fine-

tune the processes, guidelines and procedures that exist by comparing with the industry best

Establish networks by evaluating network performance issues including availability,

derived from the directorate overall strategy to ensure effective implementation of the

strategy

Develop and implement Advocacy plans and programmes defined for NLC’s focus areas,

initiatives and projects

Ensure advocacy plans have measurable outcomes, are fully integrated and adhere to

Prepare press releases, commentaries, speeches, promotional materials in liaison with

Carry out the daily management and update of the Office’ social media platforms

Carry out daily media monitoring to track and report on any articles or newsletters

mentioning National Lands Commission or its stakeholders to inform proactive
