    Foreword

    James R. ClapperDirector of National Intelligence

    Ive often said publicly that we are facing the most diverse set of threats Ive seen in my 50 yearsin the intelligence business. Thats true. Its also true, however, that we are better organized to facethese threats than we were 13 years ago. We have strengthened and integrated our IntelligenceCommunity (IC) in the decade since 9/11, supported by the National Intelligence Strategy (NIS).

    This, the third iteration of the NIS, is our guide forward for the next four years to better servethe needs of our customers, to make informed decisions on national security issues, and ultimately,to make our nation more secure. We face signicant changes in the domestic and globalenvironment and must be ready to meet 21 st century challenges and to recognize emergingopportunities. This guidance is designed to propel our mission and align our objectives with nationalstrategies. The NIS provides an opportunity to communicate national priority objectives to ourworkforce, partners, and customers from the policy maker, to the warghter, to the rst responder,to our fellow citizens.

    To navigate todays turbulent and complex strategic environment, we must: (1) Execute our missionsmartly and identify ways to better leverage the substantive work of our partners and potentialpartners; (2) Continue to integrate, transform, and strengthen the ICs support to national security;(3) Protect privacy and civil liberties and adhere to the Principles of Professional Ethics for the IC ;and (4) Adapt to changing needs and resources and innovate to provide unique anticipatory andstrategic intelligence.

    We have seen a great deal of success in integrating intelligence in the ve years since ourmost recent NIS, with both high-prole operational achievements and signicant enterpriseimprovements. Together, we must build on our successes and mitigate risks, guided by thisupdated strategy. We must continue to evolve as an integrated Community, advance ourcapabilities in technology and tradecraft, and push for improvements in both mission andenterprise management, through initiatives such as the IC Information Technology Enterprise.

    We have crucial work before us. Senior policymakers depend on us to enable them to make wisenational security decisions and Americans count on us to help protect the nation from attack,while increasing transparency and protecting their privacy and civil liberties. We must providethe best intelligence possible to support these objectives; doing so is a collective responsibilityof all of our dedicated IC professionals and, together with our partners, we will realize our vision.

    Thank you for your dedication to our mission and to the security of our fellow citizens as wecontinue this journey together.

    The 2014 National Intelligence Strategy

    Purpose

    In support of the National Security Strategy , which sets forth national security priorities, the NationalIntelligence Strategy (NIS) provides the IC with the mission direction of the Director of National Intelligence(DNI) for the next four to ve years. IC activities must be consistent with, and responsive to, nationalsecurity priorities and must comply with the Constitution, applicable statutes, and Congressional

    oversight requirements. The NIS should be read along with the National Intelligence PrioritiesFramework and Unifying Intelligence Strategies to inform and guide mission, as well as planning,programming, and budgeting activities.

    Organizational Framework

    The NIS has four main components, described as follows: (1) the Strategic Environment sectionportrays the global national security milieu; (2) the Mission Objective section describes key missionpriorities and expected outcomes; (3) the Enterprise Objective section describes resource andcapability outcomes needed to enable mission success; and (4) the Implementing the Strategy section provides broad organizational guidance to meet the NISs requirements.

    Our success as a Community is measured as much by our defense of Americas values as it is by theexecution of our intelligence mission. What follows is a succinct depiction of the ICs Mission and

    Vision, which serves as the foundation for the Mission and Enterprise Objectives. Fundamental to allof these elements are the Principles of Professional Ethics for the IC .

    IC Mission

    Principles of Professional Ethicsfor the Intelligence Community

    As members of the intelligence profession, we conduct ourselves in accordance with certain basic

    principles. These principles are stated below, and reect the standard of ethical conduct expectedof all Intelligence Community personnel, regardless of individual role or agency afliation. Manyof these principles are also reected in other documents that we look to for guidance, such asstatements of core values, and the Code of Conduct: Principles of Ethical Conduct for GovernmentOfcers and Employees ; it is nonetheless important for the Intelligence Community to set forthin a single statement the fundamental ethical principles that unite us and distinguish us asintelligence professionals.

    MISSION. We serve the American people, and understand that our mission requiresseless dedication to the security of our nation.

    TRUTH. We seek the truth; speak truth to power; and obtain, analyze, and provideintelligence objectively.

    LAWFULNESS. We support and defend the Constitution, and comply with the laws of theUnited States, ensuring that we carry out our mission in a manner that respects privacy,civil liberties, and human rights obligations.

    INTEGRITY. We demonstrate integrity in our conduct, mindful that all our actions, whetherpublic or not, should reect positively on the Intelligence Community at large.

    STEWARDSHIP. We are responsible stewards of the public trust; we use intelligenceauthorities and resources prudently, protect intelligence sources and methods diligently,report wrongdoing through appropriate channels; and remain accountable to ourselves,our oversight institutions, and through those institutions, ultimately to the American people.

    EXCELLENCE. We seek to improve our performance and our craft continuously, share

    information responsibly, collaborate with our colleagues, and demonstrate innovation andagility when meeting new challenges.

    DIVERSITY. We embrace the diversity of our nation, promote diversity and inclusion in ourworkforce, and encourage diversity in our thinking.

    Strategic Environment

    governments, markets, and entire geographicregions. The IC will increasingly servehomeland security as well as military andforeign policy objectives.

    Domestic Environment. The IC faces scalchallenges as the U.S. Government operatesunder tightened budgets. We must meet ourmission needs in innovative ways and sustainour core competencies with fewer resources.Likewise, our customers and partners will alsograpple with resource challenges. While suchconstraints will require the IC to accept and

    balance risks, addressing these challengespresents additional opportunities to enhancepartnerships, information sharing, andoutreach.

    The U.S. will continue to face threats ofunauthorized disclosures from insiders andothers that compromise intelligence sources,methods, capabilities, and activities, and mayimpact international and domestic politicaldynamics. These disclosures can degrade our

    ability to conduct intelligence missions anddamage our national security.

    Global Environment. Global power isbecoming more diffuse. New alignments andinformal networksoutside of traditionalpower blocs and national governmentswill increasingly have signicant impact ineconomic, social, and political affairs. Resolvingcomplex security challenges will require theICs attention to a broader array of actors.

    Private, public, governmental, commercial, andideological players will become increasinglyinuential, both regionally and virtually. Theprojected rise of a global middle class and itsgrowing expectations will fuel economic andpolitical change. Some states and internationalinstitutions will be challenged to govern oroperate effectively.

    The United States faces a complex andevolving security environment with extremelydangerous, pervasive, and elusive threats.The IC remains focused on the missionsof cyber intelligence, counterterrorism,counterproliferation, counterintelligence, andon the threats posed by state and non-stateactors challenging U.S. national security andinterests worldwide.

    Key nation states continue to pursue agendasthat challenge U.S. interests. China has aninterest in a stable East Asia, but remains

    opaque about its strategic intentions and isof concern due to its military modernization.Russia is likely to continue to reassert powerand inuence in ways that undermine U.S.interests, but may be willing to work withthe United States on important high prioritysecurity issues, when interests converge. TheIC spotlight remains on North Koreas pursuitof nuclear and ballistic missile capabilities andits international intransigence. Irans nuclearefforts remain a key concern, in addition to its

    missile programs, support for terrorism, regimedynamics, and other developing militarycapabilities. The potential for greater instabilityin the Middle East and North Africa will requirecontinued IC vigilance. Finally, continuedIC vigilance will be required to maintainglobal coverage of conicts as they arise andpotentially threaten U.S. interests.

    Violent extremist groups and transnationalcriminal networks threaten U.S. security and

    challenge the U.S. both in the homelandand abroad. Al-Qaida, its afliates, andadherents, continue to plot against U.S. andWestern interests, and seek to use weaponsof mass destruction if possible. The actions oftransnational criminal organizations have thepotential to corrupt and destabilize

    Many governments will face challenges tomeet even the basic needs of their people asthey confront demographic change, resourceconstraints, effects of climate change, and risksof global infectious disease outbreaks. Theseeffects are threat multipliers that will aggravate

    stressors abroad such as poverty, environmentaldegradation, political instability, and socialtensionsconditions that can enable terroristactivity and other forms of violence. The risk ofconict and mass atrocities may increase.

    Small, local actions can have disproportionateand enduring effects. Groups can form,advocate, and achieve goalsfor political,social, and economic changeall withoutcentral leadership. Identifying, understanding,

    and evaluating such movements will be botha continuing challenge and an opportunityfor the IC.

    Technology. Technology is constantlyadvancing, bringing benets and challenges.Technological developments hold enormouspotential for dramatic improvements inindividual health, employment, labor

    productivity, global communications,and investment.

    Technology will continue to be a catalyst forthe rapid emergence of changes difcultto anticipate or prepare for; these forces

    can test the strength of governments andpotentially jeopardize U.S. citizens andinterests overseas. Technological advancesalso create the potential for increased systemicfragility as foreign governments and non-stateactors attempt to leverage new and evolvingtechnologies to press their interests.

    Natural Resources. Competition for scarceresources, such as food, water, or energy, willlikely increase tensions within and between

    states and could lead to more localized orregional conicts, or exacerbate governmentinstability. In contrast, prospective resourceopportunities beyond U.S. borders and thepotential for the U.S. to meet anticipated fossilfuel requirements through domestic productionare likely to alter dramatically the global energymarket and change the dynamics between theU.S. and other oil producing nations.

    Introduction to Mission Objectives

    The seven Mission Objectives broadly describethe priority outputs needed to deliver timely,insightful, objective, and relevant intelligenceto our customers. Intelligence includes foreignintelligence and counterintelligence. TheMission Objectives are designed to address thetotality of regional and functional issues facingthe IC; their prioritization is communicatedto the IC through the National IntelligencePriorities Framework.

    IC Customers

    senior military commanders Congress Others as the DNI determines

    Three Mission Objectives refer to foundationalintelligence missions the IC must accomplish,regardless of threat or topic:

    Strategic Intelligence inform andenrich understanding of enduring nationalsecurity issues;

    Anticipatory Intelligence detect,identify, and warn of emerging issuesand discontinuities;

    Current Operations support ongoingactions and sensitive intelligence operations.

    Four Mission Objectives identify the primarytopical missions the IC must accomplish: Cyber Intelligence provide intelligence

    on cyber threats; Counterterrorism understand and

    counter those involved in terrorismand related activities;

    Counterproliferation counter thethreat and proliferation of weaponsof mass destruction;

    Counterintelligence thwart effortsof foreign intelligence entities.

    Anticipatory Intelligence:Sense, anticipate, and warn of emerging

    conditions, trends, threats, and opportunitiesthat may require a rapid shift in nationalsecurity posture, priorities, or emphasis.

    The complexity, scale, and pace of changes inthe strategic environment will test the ICsability to deliver insightful and actionable

    intelligence with the delity, scope, and speedrequired to mitigate threats and exploitopportunities. The IC will expand its use ofquantitative analytic methods, while reinforcinglong-standing qualitative methods, especiallythose that encourage new perspectives andchallenge long-standing assumptions. Withevolving intelligence requirements, anticipatoryintelligence is critical for efcient IC resourceallocation. The IC will improve its ability toforesee, forecast, and alert the analytic

    community of potential issues of concern andconvey early warning to national securitycustomers to provide them with the bestpossible opportunity for action.

    To meet this objective, the IC will: Create capabilities for dynamic horizon-

    scanning and discovery to assess changingand emerging conditions and issues thatcan affect U.S. national security;

    Deepen understanding of conditions,issues, and trends to detect subtle shiftsand assess their potential trajectories,and forecast the impact on U.S. nationalsecurity thus generating opportunities toalert or warn;

    Develop integrated capabilities to createalerts within the IC and to provide timelyand relevant warning to our customers.

    Anticipatory intelligence is the product ofintelligence collection and analysis focusedon trends, events, and changing conditions toidentify and characterize potential or imminentdiscontinuities, signicant events, substantialopportunities, or threats to U.S. nationalinterests.

    Strategic Intelligence: Providestrategic intelligence on enduring issues toenrich understanding and enable decisionadvantage.

    The foundation for strategic intelligence is inunderstanding the histories, languages, andcultures of nations and non-state entities, theirkey leaders and opponents, their objectivesand concerns, as well as natural resources,technology, and transnational issues. The ICmasters vital national intelligence issues

    through research, knowledge development,outreach, and tradecraft in order to providedeep context for a wide variety of policy andstrategy communities.

    To meet this objective, the IC will: Deepen understanding of the strategic

    environment to enable IC customers topursue national security, mission- andissue-specic goals;

    Access and assess foreign capabilities,activities, and intentions to provide ICcustomers with greater insight and certainty;

    Provide in-depth and contextual objectiveanalysis and expertise to support U.S.national security policy and strategy.

    Strategic intelligence is the process and product

    of developing deep context, knowledge, andunderstanding to support national securitydecision-making.

    Counterterrorism: Identify,understand, monitor, and disrupt state

    and non-state actors engaged in terrorism-related activities that may harm the UnitedStates, its people, interests, and allies.

    The dynamic and diverse nature of theterrorist threat will continue to challengethe U.S. and our interests and will requirecontinued emphasis on targeting, collection,and analysis. The IC supports the nationalwhole-of-government effort to protect thehomeland from terrorist attack, disrupt anddegrade terrorists who threaten U.S. interestsabroad, counter the spread of violent extremistideology that inuences terrorist action, disruptillicit nancial and other support networks, andbuild counterterrorism capacity at home andoverseas. Our government and our partnersmust anticipate, detect, deny, and disruptterrorism wherever and however it manifestsagainst U.S. interests. The IC will continueto monitor this threat to protect our nation,provide warning and assess the strategicfactors that may enable future terror plots.

    To meet this objective, the IC will: Conduct innovative analysis that supports

    disruption of terrorist actors posing threatsto the U.S. and our interests;

    Provide insight to mitigate the spread ofviolent extremist ideology;

    Anticipate new and developing terroristthreats and explore opportunities tocounter them;

    Bolster resiliency and build adaptivecapability to counter terrorism at homeand abroad.

    Counterproliferation:Counter the threat and proliferation of

    weapons of mass destruction and their meansof delivery by state and non-state actors.

    The intelligence requirements and challenges

    related to countering the proliferation ofweapons of mass destruction (WMD) areincreasing. The IC will support objectivesfor countering the threat and proliferationof WMD and their means of delivery as wellas WMD-related materials, technology, andexpertise. The IC will work with partners insideand outside the U.S. Government to betterunderstand, detect, and warn on foreign WMDcapabilities, plans, and intentions; thwart WMDacquisition and employment; and inform U.S.

    policies and initiatives.

    To meet this objective, the IC will: Develop capabilities and inform U.S.

    policies and efforts to dissuade or preventstates from acquiring WMD-relatedtechnologies, materials, or expertise orfrom reconstituting former programs;

    Advance our understanding ofestablished state WMD programs toinform U.S. counterproliferation decisions,policies, and efforts to disrupt, roll back,and deter use;

    Support interagency efforts to secureglobal stockpiles of weapons of massdestruction and warn of and preventthe transfer of WMD-related materials,technology, and expertise to terrorists,extremists, or other non-state actors;

    Improve U.S. capabilities to anticipateand manage crises and support integratedU.S. Government responses to mitigatethe consequences of WMD use or loss ofstate control.

    Accomplishing the seven NIS MissionObjectives depends on achieving six EnterpriseObjectives, which describe the resources andcapabilities that are essential to fullling theMission Objectives.

    Two Enterprise Objectives focus on enterpriseintegration while optimizing resourcemanagement and decision making:

    Integrated Mission Management optimizecapabilities to achieve unity of effort;

    Integrated Enterprise Management improve IC integration and interoperability.

    Introduction to Enterprise Objectives

    Four Enterprise Objectives describe ourstrategy to build a solid foundation of keycapabilities and capacity:

    Information Sharing and Safeguarding improve collaboration while protectinginformation;

    Innovation improve research anddevelopment, tradecraft, and processes;

    Our People build a more agile, diverse,inclusive, and expert workforce;

    Our Partners improve intelligence throughpartnership.

    The Enterprise Objectives address bothmission and enterprise integration and rest onthe Principles of Professional Ethics for the IC .

    Integrated MissionManagement: Optimize collection,

    analysis, and counterintelligence capabilitiesand activities across the IC to achieve unity ofeffort and effect.

    Effective mission execution requires exible,responsive, and resilient efforts to appropriatelyshare knowledge, information, and capabilitiesacross organizational boundaries. The IC willincrease integration and collaboration acrossthe Community to meet customer needsefciently and effectively. In doing so, the IC

    will strike a balance between unity of effort andspecialization within each discipline andfunction, using the best of each to meetmission requirements. Intelligence products willbe appropriately tailored and classied at thelowest possible level.

    Analytic, collection, and counterintelligenceprofessionals, supported by coordinatedgovernance, joint processes, and improvedcapabilities, will collaboratively work togetherto dene and solve problems.

    To meet this objective, the IC will: Leverage cross-IC, multi-disciplinary

    expertise and the full range of ICcapabilities to jointly dene and anticipateintelligence problems, develop options

    Effectively managing enterprise resourcesenables the IC to fully execute its missionefciently. Specically, the IC will seeksolutions that increase efciencies in areassuch as continuity, security, acquisitionand procurement, nance, facilities, andlogistics. IC-wide performance evaluationand data-driven reviewsaligned to strategyand budgetswill strengthen performance,enhance oversight and compliance,and lead to unmodied audit opinions,improved results, and lower costs. The ICwill promote information security, share timelyintelligence with our partners, and educatecustomers on proper use and handling ofclassied information.

    To meet this objective, the IC will: Advance a personnel security infrastructure

    Strengthen and synchronize security anddata protection standards for new andexisting intelligence information systems

    based on policy-driven interoperableapproaches and attribute-based accessto provide a trusted and secure IC-wideinformation environment;

    Our People: Build a more agile,diverse, inclusive, and expert workforce.

    The IC workforce is united in protecting andpreserving national security, which couldnot be accomplished without a talentedworkforce that embraces the ICs core valuesand Principles of Professional Ethics for the IC .

    To this end, the IC will continue to attract,develop, engage, and retain a workforce thatpossesses both the capabilities necessary toaddress current and evolving threats and astrong sense of integrity. Even with constrainedbudgets, the IC will make long-term strategicinvestments in the workforce to promote agilityand mobility throughout employees careers.Special emphasis is needed to recruit, retain,develop, and motivate employees with skillsfundamental to the success of the intelligence

    mission, including foreign language, science,technology, engineering, and mathematics.

    Workforce planning is a framework addressingthe total workforce balance (civilian, military, andcore contract personnel) to ensure the IC has theright people with the right skills in the right placeat the right time to accomplish the mission inhigh-performing teams and organizations.

    Diversity considers, in a broad context and in

    found, incorporating scientic breakthroughsand cutting-edge technologies for missionexcellence. The IC will extend innovation to ourdaily work by embracing new processes andautomation to streamline the business aspectsof intelligence.

    maintain core independent research in themost sensitive applied and social sciences,technologies, and mathematics arenas toachieve breakthrough results;

    Implementing the Strategy

    The IC is an integrated intelligence enterpriseworking toward the common vision of amore secure nation. The NIS provides theoverarching framework to accomplish themission and achieve the vision. The IC willimplement the NIS consistent with its statutoryauthorities under Congressional oversight.

    The DNI and IC elements work together inan integrated fashion to execute the NIS.Functional managers monitor the health ofimportant intelligence capabilities. Missionmanagers examine all facets of collection,

    analysis, and counterintelligence againstspecic areas of concern across missions.Program managers scrutinize how fundsare executed. IC enterprise managers alignsupport functions to enable each mission. TheIC elements recruit, train, equip, and conductintelligence missions. Inspectors General, legalcounsel, and privacy and civil liberties ofcersensure proper compliance and oversight.

    The Ofce of the Director of National

    Intelligence provides the IC with overarchingguidance and coordination. IC elementsexecute their missions consistent withtheir statutory authorities. Finally, it is theresponsibility of all members of the ICworkforce to understand how they contributeto the IC mission and execute their specic roleto the best of their ability and consistent withthe protection of privacy and civil liberties.

    DNI

    Serve as Principal Intelligence Advisor. As principal intelligence advisor to thePresident, the DNI must ensure intelligenceaddresses threats to national security. The DNIestablishes the ICs strategic priorities andsets forth the enabling capabilities needed formission success in the NIS.

    Set Strategic Priorities for the IC. The NIS,in concert with the National Security Strategy and the National Intelligence PrioritiesFramework, represents the ICs mission priorities.The DNI informs Congress of signicant priorityrealignment and activities.

    Align the National Intelligence Program. The NIS serves as the DNIs mechanism to alignthe National Intelligence Program and guidethe reporting of resource expenditures andperformance to Congress. Additionally, theNational Intelligence Program is coordinated

    with the Military Intelligence Program and theDNIs joint annual planning and programmingguidance for the IC.

    IC ElementsAlign Strategies, Plans, and Actions. Themission and enterprise objectives in the NIS shallbe incorporated and cascaded into IC elementstrategies and plans. IC elements and functionalmanagers will facilitate an integrated approachto these objectives to achieve the ICs mission.

    Inform Resource Allocation. The NIS willinform decisions about programs, budgets,policies, and acquisitions to develop and sustaincapabilities. IC elements and program managerswill reect NIS objectives in their annualstrategic program briefs and will articulatetheir intentions to mitigate risks in their annualplanning and programming activities.

    Measure Outcomes. The execution of the NIS

    objectives requires constant and consistentevaluation. IC elements will provide informationthrough existing processes to clearly illustratehow they have performed against NIS objectivesand the IC Priority Goals, which measureprogress against enduring national securityissues. Measuring progress against the NIS iscrucial to improving overall IC performance.

    Conclusion

    The NIS supports intelligence integration and the ICs mission to provide timely, insightful, objective,and relevant intelligence to inform decisions on national security issues and events. The IC must fullyreect the NIS in agency strategic plans, annual budget requests, and justications for the NationalIntelligence Program. The DNI will assess IC element proposals, projects, and programs against theobjectives of the NIS to realize the ICs vision of a nation made more secure by a fully integrated,agile, resilient, and innovative Intelligence Community that exemplies Americas values.

    The Intelligence Community exists to provide po lit ical and mil ita ry leaders

    with the greatest possible decision advantage.
