    Subject: Internet-Authorised: REQUEST FOR INFORMATION

    De a

I am writing with reference to your e-mail of 24 .January 2005 in which you requested "information on u.f.o sightings from 1900 to 2004." Your request has been passed to this office as we are the focal point within the Ministry of Defence for correspondence about 'UFOs.'

I should inform you that this department holds details of UFO sightings reported to the MOD and public correspondence about UFOs (some of which also contain sighting reports) spanning a 25 year period. These records are not held electronically, but are filed on paper files in the order in which they were received. Before any of this information can be released personal data has to be removed in accordance with the Data Protection Act 1998. Clearly, if we were to process copies of all these records the costs would quickly exceed the permitted £600 limit set for compliance with the Freedom of Information Act 2000 and as provided by Section 12 of the Act, the Ministry of Defence is not obliged to comply with your request. If however, if you could be more specific about the information you are seeking we may be able to assist you

In the meantime, you may wish to be aware that there is already some information about UFOs available for public viewing. MOD files on UFOs were routinely destroyed after 5 years until 1967 when they were generally preserved for The National Archives. A few have survived before 1967 and these together with records up to 1977 are now available for viewing. The National Archives can be contacted at Ruskin Avenue, Kew, Richmond, Surrey TW9 4DU or by telephone on 020 8876 3444. The National Archives also have a website giving information about the records they hold and how to access them. This can be found on the internet at http://www.nationalarchives.go.uk. The Ministry of Defence Freedom of Information Publication Scheme also contains documents relating to the well known events in Rendlesham Forest, Suffolk in 1980 and the final report of the Flying Saucer Working Party in 1951. These can be accessed via the internet at trttp://www.foi.mod.uk. A search in the Scheme under 'UFO' will take you to this information. We are looking to see if further information can be made available to the public and we are currently compiling a database of reports which we intend to publish in the MOD Freedom of Information Publication Scheme at the end of June 2005.

    I hope this is helpful.

  • AUTHORISATION FOR THE RELEASE OF INFORMATION

    Applicant:

    Case Number: 21-04-2005-154117-005 Expiry: 20 May 2005

The Applicant has made the following reguest for information:

Details of all reported UFO sightings in the Oldham area in the past ten years including dates, time, details of reported sighting, any investigation findings etc.

    Case for release of information

A search of all the UFO report and correspondence files for reports from Oldham for the full ten year period would exceed the £600 limit.

I have, however, told the applicant that we are compiling a database of reports and have searched the years that are currently completed (2002 -2005). This has produced only one relevant record, the details of which have been provided to the applicant.

also asked for information about the outcome of our investigations into the sightings. An explanation of our limited interest in these issues has been included.

    A draft response is attached.

    Authorisation

I hereby give authorisation for the release of the aforementioned information to the Applicant.

  • Dear

I am writing concerning your Freedom of Information request for details of all UFO sightings in the Oldham area in the last 10 years. Your request has been passed to this Department as we are the focal point within the Ministry of Defence for correspondence regarding UFOs. I apologise for the delay in replying.

This department holds details of UFO sighting reports made to the MOD and public correspondence about UFOs (some of which also contain sighting reports) spanning a 25 year period. These records are not held electronically, but are filed on paper files in the order in which they were received. They are not segregated by geographical area. The costs of searching all of this information for reports specifically from Oldham for a full 10 year period would exceed the £600 limit set for compliance with the Freedom of Information Act 2000. However, to assist the public we are in the process of compiling a database of UFO reports and this has now been completed for the years 2002, 2003, 2004 and to date in 2005. I have made a search through these records and have found one report from Oldham, the details of which are as follows:

21/06/04 17:55 Greenfield, Oldham, Greater Manchester. Large black cigar object seen, over the Greenfield area.

With regard to your request for details of the outcome of the investigation into the sighting, I should inform you that the Ministry of Defence does not carry out investigations into UFO reports, but examines them solely to establish whether they provide any evidence that the United Kingdom's airspace might have been compromised by hostile or unauthorised air activity. Unless there is a potential threat to the United Kingdom from an external source, we do not attempt to identify the precise nature of each sighting reported to us. We believe that rational explanations, such as aircraft lights or natural phenomena, could be found for them if resources were diverted for this purpose, but it is not the function of the MOD to provide this kind of aerial identification service. It would be an inappropriate use of defence resources if we were to do so.

I hope this is helpful. If this information does not address your requirements or you wish to complain about any aspect of the handling of this request, then you should contact the undersigned in the first instance. Should you remain dissatisfied, then you may apply for an internal review by contacting the Director of Information Exploitation, 6th Floor, MOD Main Building, Whitehall, SWlA 2HB. If you are still unhappy following an internal review, you may wish to take your complaint to the Information Commissioner under the provisions of Section 50 of the Freedom of Information Act. Please note that the Information Commissioner will not investigate your case until the MOD internal review process has been completed. Further details of the role and powers of the Information Commissioner can be found on the Commissioner's website, http:/ /informationcommissioner. gov. uk.

  • Dear

I am writing concerning your Freedom of Information request for previously unpublicised UFO sighting reports in Scotland since the Second World War. Your request has been passed to this Department as we are the focal point within the Ministry of Defence for correspondence regarding UFOs. I apologise for the delay in replying.

I should inform you that the MOD files on UFOs were routinely destroyed after 5 years until1967 when they were generally preserved for the National Archives. A few have survived before 1967 and these together with records up to 1977 are now available for viewing. The National Archives can be contacted at Ruskin A venue, Kew, Richmond, Surrey TW9 4DU or telephone 020 8876 3444. The National Archives also have a website containing an on-line catalogue of the records they hold and how to access them. This can be found on the internet at http://www.nationalarchives.go.uk.

Details ofUFO sightings reported to the MOD and public correspondence about UFOs (some of which also contain sighting reports) from 1978 to date are currently held by the MOD. These records are not held electronically, but are filed on paper files in the order in which they were received. They are not segregated by geographical area. In order to identify the reports from Scotland for this entire period, it would be necessary to conduct a manual search of thousands of paper records and the costs of such an exercise would exceed the permitted £600 limit set for compliance with the Freedom of Information Act 2000 and as provided by Section 12 of the Act, the Ministry of Defence is not obliged to comply with your request. However, we can advise you that in order to assist the public we are compiling a database of UFO sightings reported to the MOD which we intend to publish in the near future. To date we have completed this for the years 2002-2005 and a search of these records has revealed 4 7 reported sightings from Scotland during this period. I note that you requested copies of this information, but I should advise you that before we release this information all personal details about the individuals would have to be removed in accordance with the Data Protection Act 1998. I estimate that the cost of do this for all 4 7 records would also exceed the permitted limits. However, for your information I have prepared a list containing brief details of each sighting and this is attached at AnnexA.

I hope this is helpful. If this information does not address your requirements or you wish to complain about any aspect of the handling of this respect, then you should contact the undersigned in the first instance. Should you remain dissatisfied, then you may apply for an internal review by contacting the Director of Information Exploitation, 6th Floor, MOD Main Building, Whitehall, SW1A 2HB. Applicant:

    Case Number: 01-06-2005-092509-001 Expiry: 29 June 2005

The Applicant has made the following request for information:

Please can I inspect a list of all reports of Unidentified Flying Objects in the London Boroughs of Camden, Islington and Westminster since June 1 2000. Information should include files, documents, e-mails, letters, photographs etc. Information can be anonymised where appropriate.

    Case for release of information

The MOD does not hold "lists of UFO sightings".

An explanation of the records we hold has been given to the applicant, plus why it is not possible to conduct a manual search of paper records for the whole period of his request.

While not covering the whole period of this request, our UFO database is now complete from 2002 to 2005 and a search of these records has revealed one report which is relevant. A copy of this (with personal data removed) can be provided to the applicant.

    A draft response is attached.

I am writing concerning your Freedom of Information request for information about UFO sighting reports in the London Boroughs of Camden, Islington and Westminster. Your request has been passed to this Department as we are the focal point within the Ministry of Defence for correspondence regarding UFOs. I apologise for not replying sooner.

The MOD does not hold lists of UFO sightings. This department holds details of UFO sightings reported to the MOD and public correspondence about UFOs (some of which also contain sighting reports) spanning a 25 year period. These records are not held electronically, but are filed on paper files in the order in which they were received and are not segregated by geographical area. This means in order to locate UFO reports from the areas you have specified it would be necessary to conduct a manual search ofhundreds of paper records, the cost ofwhich would be likely to exceed the £600 limit for compliance with the Freedom of Information Act. However, to assist members of the public we are in the process of constructing a database of the UFO reports we have received and while this has not yet been completed for the full period of your request, the years 2002 to date have now been finished and a search of these has revealed only one report during this period relevant to your request. A copy of the report and the MOD's response is attached for your information. Personal details about the individual who made the report have been removed in accordance with the Data Protection Act 1998.

Please note that the Information Commissioner will not investigate each case until the MOD internal review process has been completed. Further details of the role and powers of the Information Commissioner can be found on the Commissioner's website, http://www .informationcommissioner .gov. uk.

I am writing with reference to your report of an 'unidentified flying object', seen on 25 April 2004, the details of which you left on our answerphone. This office is the focal point within the Ministry of Defence for correspondence relating to 'UFOs.'

First, it may be helpful if I explain that the Ministry of Defence examines any reports of 'unidentified flying objects' it receives solely to establish whether what was seen might have some defence significance; namely, whether there is any evidence that the United Kingdom's airspace might have been compromised by hostile or unauthorised air activity.

Unless there is evidence of a potential threat to the United Kingdom from an external military source, and to date no 'UFO' report has revealed such evidence, we do not attempt to identify the precise nature of each sighting reported to us. We believe that rational explanations, such as aircraft lights or natural phenomena, could be found for them if resources were diverted for this purpose, but it is not the function of the MOD to provide this kind of aerial identification service. It would be an inappropriate use of defence resources if we were to do so.

With regard to your particular observation, I can confirm that we received no other reports of 'UFO' sightings for 25 April 2004 from anywhere in the UK. We are satisfied that there is no corroborating evidence to suggest that the United Kingdom's airspace was breached by unauthorised military aircraft.

    Yours sincerely

e Dear I am writing concerning your Freedom of Information request for details ofUFO sightings over North Lincolnshire for the past 5 years. Your request has been passed to this Department as we are the focal point within the Ministry of Defence for correspondence regarding UFOs. I apologise for the delay in replying.

This department holds records of UFO sightings reported to the MOD and public correspondence about UFOs (some of which also contain sighting reports) from 1978 to date. They are not held electronically or segregated by geographic area, but are filed on paper files in the order in which they were received. It is possible that amongst these documents there are reports from North Lincolnshire, but in order to gather the information you are seeking for a full 5 year period, a manual search of hundreds of paper records would be required. It has been assessed that the cost of such an exercise would exceed the permitted £600 limit set for compliance with the Freedom oflnformation Act and as provided by Section 12 of the Act, the Ministry of Defence is not obliged to comply with your request. However, in order to assist members of the public with enquiries about UFO sightings, this department is currently compiling a database of UFO reports and this has now been completed for records from 2002 to date. I have made a search through these records and have found that there have not been any UFO sightings reported to us over the skies of North Lincolnshire, covering the areas of Barton, Epworth or Scunthorpe for those years.

I hope this is helpful. If this information does not address your requirements or you wish to complain about any aspect of handling this request, then you should contact the undersigned in the first instance. e Dearsirs, Under the Freedom of Information Act, can I please have details of the following:

How many unidentified flying objects have been reported over the skies of North Lincolnshire (the area covered between Barton and Epworth, including Scunthorpe) in the last 5 years? Where and when were these UFOs reported? Who reported them? What were they reported to be doing? For the incidents above, can I also see the results of any investigations, or explainations into what these UFOs may have been.

    Many thanks,

  • Dear-

I am writing concerning your request for information about the events near Rendlesham Forest, Suffolk in December 1980. Your message has been passed to this department as we are the focal point within the Ministry of Defence for correspondence about 'unidentified flying objects'.

The records the MOD holds on these events have been released into the public domain and can be viewed on the Internet in the MOD Freedom of Information Publication Scheme at www.foi.mod.uk. Please use the search link on the left hand side of the Home page and search under UFO, then go to Correspondence and this will enable you to see scanned images of these documents. The Publication Scheme also contains a statement of our policy on UFOs and a copy of the final report of The Flying Saucer Working Party dated June 1951. You may also wish to look at the Reading Room where there are some of the replies to the Freedom of Information requests we have answered about UFOs since the introduction of the Freedom of Information Act 2000 in January this year.

I hope this is helpful. If this information does not address your requirements or you wish to complain about any aspect of the handling of this request, then you should contact the undersigned in the first instance. Should you remain dissatisfied, then you may apply for an internal review by contacting the Director of Information Exploitation, 6th Floor, MOD Main Building, Whitehall, SW1A 2HB.

If you are still unhappy following an internal review, you may take your complaint to the Information Commissioner under the provisions of Section 50 of the Freedom of Information Act. Please note that the Information Commissioner will not investigate your case until the MOD internal review process has been completed. Further details of the role and powers of the Information Commissioner can be found on the Commissioner's website, http://www.informationcommissioner.gov.uk.

    Yours sincerely,

  • • AUTHORISATION FOR THE RELEASE OF INFORMATION Applicant- Kent on Sunday

    Case Number: 13-06-2005-111507-005 Expiry: 7 July 2005

The Applicant has made the following request for information:

    1. Please could you provide me with information kept of UFO sightings over Kent, including the London boroughs of Bromley and Bexley, during the last 50 years?

    2. Could you give me copies of all ministerial correspondence from the last two years on the subject of vibrations caused by Shoeburyness Firing Range in Essex?

    Case for release of information

is co-ordinating the reply to this request and has asked FO part of the request. A draft response is attached.

We do not hold information for the past 50 years, but the applicant has been informed how they can access information up to 1977 at The National Archives. We hold information from 1978 to date, but a search of all of these records UFO sightings in Kent would exceed the £600 limit so this has been refused. I have however, conducted a limited search of the records we have compiled on our UFO database and details of the few found for Kent have been provided.

    Authorisation

I hereby give authorisation for the release of the aforementioned information to the Applicant.

    Grade/Rank: .. &.~ ................. Name: .. . Signature ....

    'L c=t ~ v-v--- o_s Date: ................................................... .

  • • With regard to your request for information about UFO sightings over Kent, during the last 50 years, I should inform you that the MOD files on UFOs were routinely destroyed after 5 years until 1967 when they were generally preserved for the National Archives. A few have survived before 1967 and these together with records up to 1977 are now available for viewing. The National Archives can be contacted at Ruskin Avenue, Kew, Richmond, Surrey TW9 4DU or telephone 020 8876 3444. The National Archives also have a website containing an on-line catalogue of the records they hold and how to access them. This can be found on the internet at http://www .nationalarchives.go.uk.

Details of UFO sightings reported to the MOD and public correspondence about UFOs (some of which also contain sighting reports) from 1978 to date are currently held by the MOD. These records are not held electronically, but are filed on paper files in the order in which they were received. In order to identify all of the record fer Kent, it would be necessary to conduct a manual search of thousands of paper records and e costs of such an exercise would exceed the permitted £600 limit set for compliance wit the Freedom of Information Act 2000.

~ -aR-9 As provided by Section 12 of the Act, the Ministry o efence is not obliged to comply with your request. However, we can advise you that in order to ssist the public we are compiling a database of UFO sightings reported to the MOD which we· tend to publish in the near future. To date we have completed this for the years 2002 to te and recorded a few reports in 2001. A search of these records has revealed several reports rom Kent and details of these are attached at Annex A. Personal data about those who m de these reports has not been provided in accordance with the Data Protection Act 1998.

    I hope this is helpful.

Ministers attach great importance to correspondence being answered promptly, and your reply should be sent within 15 working days of the above date. If, exceptionally, this should prove impossible, an interim reply should be sent within the same timescale. You should be aware that No·lO periodically calls for a sample ofletters sent by officials on the PM's behalf for his perusal.

Most correspondence involves some form of request for information- even if it is only a request for clarification of Government policy- and is therefore covered by the Freedom of Information Act (FOIA) from January 2005. In general, if you meet the deadline for responding to correspondence, and comply with any requests for information, there is no need to do anything differently as this will meet the·requirements of the Act.· However, if the correspondence requests information which is not already in the public domain, and which might need to be withheld, then you should treat it as a FOIA request, track it using the Access to Information toolkit, and comply with the separate FOI guidance from DO Info (see http://aitportalldefault.aspx for details). However, the deadline for responding to correspondence will still apply. If you are in any doubt as to whether a piece of correspondence should be treated as an FOIA request, you should ask your FOI Focal Point or refer to the guidance produced by DO Info.

It is vital that branches ensure they have simple systems to record and track correspondence received from members of the public. This information should be regularly monitored and reviewed against the targets for answering correspondence published in the Spending Review 2000 Service Delivery Agreement for the Ministry of Defence.

As part of our monitoring procedure, random spot checks on the accuracy of your branch records on correspondence will be performed throughout the year.

  • Dear~

I am writing concerning your request for information about an incident at RAF Boscombe Down on 26th September 1994 which has been passed to this department for action. I apologise for not sending you a response sooner.

I understand there have been press reports in the past alleging that an aircraft crashed at Boscombe Down on this date, but I can inform you that on 1 December 1994 the then Minister of State for the Armed Forces, the Hon Nicholas Soames MP, in answer to a Parliamentary Question from the late Martin Redmond confirmed that despite press reports at the time, there was no crash at the unit on that date. The only flying that took place that night was the launch of two Royal Navy Sea King helicopters in support of an exercise.

I hope this is helpful. If this information does not address your requirements or you wish to complain about any aspect of the handling of this request, then you should contact the undersigned in the first instance.
