• This plan will integrate multiple programs in operation in dist adress backwardness through combination of resources of the dist

• Programs under the fund will be selected through peoples participation in gram sabhas , Ward Sabhas in rural areas, area and ward sabhas in urban areas.

• Participatory plans prepared in each panchayat taking onto account all the resources spent in the area of the panchayat covering the following;

• Sector and dist segment of state plan,• CSS – flagships ,• MNREGA

• Tied and untied funds from central and state finance commissions

• The plans consolidated by DPC reflecting all the financial resources in the dist without delay diversion , duplication and leakage.
