Objective 1: To equip unemployed South Africans from the National Skills

Development Strategy target groups with the skills required to enter employment in

the BPS sector.

Objective 2: To implement an employer-led consortium model to optimise

employment.

Objective 3: To ensure the placement of at least 70% of learners in employment on

completion.

Objective 4: To ensure the development of home-grown supervisors and managers.

Objective 5: To encourage employers to complete remaining credits of the

qualifications.

Level 4 Programme

Skills Training programmes, trainers, assessors and moderators should

be accredited with at least one these SETAs: INSETA, Services Seta,

BankSeta, FASSET, MICTS

NQF Level 4 skills training programmes (encouraged to do the full

qualification), with a minimum of 68 credits and relevant to the industry

of the employer, nature of work to be assigned to the learner and BPS

sector

Requirements

Minimum number of learners is 40

One dedicated person to coordinate the project internally

Consortia must employ 70% of allocated learners for 12 months

The 80 day training period can only start upon signing of Learner Agreements, not

earlier.

Employed learners must be paid a salary / wage no less than their learner stipend and

aligned to market rates.

For every 6 learners trained, the employer must train and employ an additional 1

unemployed youth either at the same level as the rest of the learners or into a

supervisory level or higher at the employer’s cost

NQF Level 4 aligned training programmes (encouraged to do full qualifications)

registered with any of the following SETAs:-INSETA, Services, MICTS, BankSeta ,

Fasset, and relevant to BPS sector, to be run for minimum 80 days 11

ParticipationCRITERIA

Employer (BPS Operator; able to offer minimum of 40 learners at least 80 days of training that includes

workplace experience; and able to offer contracts of employment to 70% of allocated and TRAINED learners

for a minimum period of 12 months and to have 1 for every 6 learners trained and employed at the same level

as the other learners at the employer’s own cost ) - Registered South African Tax Payer

Trainer -SETA (INSETA, Services, MICTS, BankSeta, Fasset)-accredited training programmes at NQF Level 4

with a minimum of 68 credits, Training Provider; Assessors & Moderators registered with relevant SETA

ETQA) – Registered South African Tax Payer

Recruiter - Registered South African Tax Payer

Learner - (Unemployed, either Grade 12, diploma-holder or graduate; Under 35 years of age; South African

citizen; 85% black, 54% women and 4% people with disabilities)

The assembly of the consortia should take account of the National Skills Development Strategy, commitment

to Broad-based Black Economic Empowerment (BBBEE) and SMME development
