CAMPAIGN AGAINST DOWRY SYSTEM AND CHILD MARRIAGE WILL BEGIN FROM GANDHI JAYANTI

Chief Minister Nitish Kumar made an announcement to this effect in a programme recently. He said that dowry system was earlier prevalent among only a few prosperous people, but now every section of the society is affected by this. He said the way he had taken the state with the cooperation of the people from prohibition towards liberation from addiction in the same way he would also bring the dowry system and child marriage to an end in the state.

Chief Minister said that he would conduct a powerful campaign against dowry system and child marriage from Bapu jayanti on October 2 next. He asked the people to make a resolve not to attend the wedding of any person who takes dowry and to boycott his wedding. As a result the dowry system will automatically come to an end and Bihar would once again be known for its glorious past.

He said that his only goal is to project Bihar as a model all over the country. No power can prevent Bihar from moving forward.

ATMOSPHERE IN THE STATE HAS BEEN TRANSFORMED BY PROHIBITION

Making a mention of prohibition in a recent programme, Chief Minister Nitish Kumar said that after its implementation the atmosphere in the state has been transformed. He said that some people used to express an apprehension that the state would sustain a heavy revenue loss, but nothing of the sort happened. He said that even if the government has sustained some revenue loss, thousands of crores of rupees of the people has been saved from being wasted.

Chief Minister said that the people are now making proper use of money. At the same time domestic violence has also decreased. Decline has been registered in respect of road accidents. He said on this occasion that now we have to move from prohibition towards liberation from addiction.

The people associated with Bihar Foundation were planning to launch a monthly newsletter since a long time, which could provide a factual account of that month’s positive activities in Bihar; an account, which could encourage them to be emotionally attached to the social-cultural and economic mainstream of Bihar. At the same time, it is a natural feeling for any immigrant to be attached to ones roots and heritage. The mainstream media, because of its inherent characteristics, is unable to highlight those points to the non-resident Biharis, which would make them feel very proud of their heritage. Even though, there is no dearth of such initiatives, every day, every week and every month in Bihar, what is required is to preserve such efforts.

Bihar Foundation took this step around two years back through social media. This newsletter was the second important step taken in the same direction. It helped non-resident Biharis to connect to each other, to their roots and to the positive energy flowing in Bihar. The third and the most critical of these steps is to also write about its soft power - language, art, music, painting, food and such binding constituents - in an e-magazine so that people develop self pride and a stronger sense of identity. All these 3 steps - would help all non-resident Biharis to become brand ambassadors of Bihar, wherever they are.

SPECIAL EMPHASIS OF STATE GOVERNMENT ON YOUTHS, ENGINEERING COLLEGE TO BE STARTED IN ALL DISTRICTS

After hoisting the flag in Gandhi maidan on Independence Day, Chief Minister Nitish Kumar announced that in order that youths of the state do not have to go outside for study, engineering college, polytechnic college, women’s ITI and paramedical college will be opened in every district. Five new medical colleges are also being started.Nursing colleges will also be started in all these medical colleges.

On this occasion, the Chief Minister said that student credit card, self-help allowance, skill development and free wi-fi scheme have been introduced in all government colleges and universities. A scheme has also been evolved to encourage new young entrepreneurs.

The Chief Minister said that for empowerment of women, they have been given 50 per cent reservation in panchayati raj institutions, urban local bodies as also among primary teachers. In police services, women have been given 35 per cent reservation, which is the highest in the country.

He said that under the seven nishchay yojana, 35 per cent reservation has been introduced for women in all the government services. Schemes have also been implemented to provide tap water to every house, toilet in every house, pucca lane and drainage up to every house and electricity connection to every house. Power supply would reach every settlement by the year end and it would reach every house by the end of next year.

NEW IT POLICY IN BIHAR, NEW OPPORTUNITIES FOR INVESTMENT

Like Hyderabad and Bengaluru Patna is also set to become a hub of Information Technology (IT). The state is preparing a new IT policy for this. Under the new policy, investors will be given all the facilities required for opening an IT company. The Bihar government is organizing an IT conclave in Patna in this regard and a road map for the IT area for five years (2017-2022) would be issued in it. For this purpose, 36 big IT companies of the country have been invited. The Chief Minister would issue the new IT policy in this programme. Under the new policy, investors would be provided with all the facilities under one roof.

For this, IT tower, IT park and IT city are being developed. Investors would also be given financial concessions so that they could invest in Bihar. IT department is removing various shortcomings under the new policy so that investors could be attracted. As a result of investment in Bihar, students of the state would be able to get job opportunities near their homes.

BIHAR GOVERNMENT IS SERIOUS ABOUT PROVIDING BETTER HEALTH FACILITIES TO THE PEOPLE, ON DIALLING 102, AMBULANCE WOULD REACH WITHIN AN HOUR

The state government has introduced a new facility.Under it, on dialling the number 102, an ambulance will reach you within an hour. The Chief Minister Nitish Kumar, Deputy Chief Minister Sushil Modi and Health Minister Mangal Pandey flagged off 51 ambulances for this purpose recently. Under this service, 250 more ambulances would be available soon.

In the next six months, 150 ambulances of this very kind and another 150 of medium size would become available.

Of the ambulances flagged off, services of five have been made available in Patna district and of four in Gaya district.

Two ambulances each are being sent to the remaining districts.

These ambulances would be operated through non-governmental organizations. This service would be free for pregnant women, newly born babies, senior citizens, holders of BPL cards, those injured in accidents, kalazar patients etc.

RS. 5O THOUSAND EACH TO SCHOOLS FOR LABORATORIES AND LIBRARIES

For improving laboratories, libraries and other facilities in secondary and higher secondary schools, the state government has given each of them Rs.50 thousand as annual grant. In the first phase, 64 schools of Patna district have received the grant. Schools benefiting from this would have to account for expenditure.

Of the grant amount, Rs. 25 thousand would be for laboratories. Under it, purchase has to be made for laboratories for the ninth to the 12th standard. By getting a list of required items from science teachers, the purchase would be made by school principals. For library, books worth Rs.10 thousand have to be purchased. For keeping books, almirahs and book shelves would also have to be purchased. Besides, Rs. 15 thousand has been given for purchase of sports goods. Sports day would also be organized in schools.

SERVICE FOR ONLINE MUTATION OF LAND WOULD BEGIN IN BIHAR SOON

Taking forward digitization, the Bihar government has decided to make the process of mutation of land in the state online. This service would start soon. In all the districts of the state, the process of mutation, payment of land revenue and land position certification would soon become online. At the same time, registration offices would be linked to block offices. This would facilitate stoppage of illegal purchase and sale of land. It would also be possible for the department to get rid of middlemen and agents.

According to officials, in order to bring land disputes to an end, survey work is being completed under a special programme. In 19 districts of the state, maps are being given online and this facility is to be extended to all the 38 districts by December. This facility would be made available to the people of Bihar in Delhi, Kolkata, Mumbai and Bengaluru also.

INTERNATIONAL TRADE FAIR ORGANIZED IN PATNA PLANETARIUM

An International Trade Fair was recently organized in the planetarium, regarded as heart of Patna. Businessmen from different countries participated in it. According to the organizers, such organizations would help in bringing Bihar

on the world map. At the same time, it would also provide a platform to businessmen of different countries. In this fair, stalls of several countries including Thailand, Afghanistan, Srilanka and Pakistan were put up.

A prominent attraction of this fair was display of reproduction of a Taj painting, which attracted thousands of viewers. People also liked the taste of dry fruites from Afghanistan. Green and black kishmish, blue berry, shaharistani, mamara almond, Afghani date and pahari pistachio registered a brisk sale.

The fair also had on display a wide range of designer dresses which women liked a great deal. Fair also offered mouth watering taste of Gujarati snacks. Snacks beneficial to health were also available.

HIGH SPEED BROADBAND SERVICE IN SIX THOUSAND PANCHAYATS SOON

Under the first phase of the Digital India programme, high speed broadband service through optical fibre would soon be made available in 6105 gram panchayats of 354 blocks in Bihar. At the same time, mobile companies have given an

assurance that internet speed would also be increased so that consumers get rid of the problem of call drop.

According to the Deputy Chief Minister of the state Sushil Kumar Modi, all the services relating to health, education and agriculture etc., would now be available in a gram panchayat itself instead of district headquarters and blocks. The Deputy Chief Minister said that high speed broadband service through optical fibre is to be made available in gram panchayats under the Dgital India programme.

In the first phase, optical fibre has been laid in several gram panchayats. In the remaining gram panchayats selected in the first phase, optical fibre would be laid down by September end. Common service centres and cybercafés functioning in panchayats would be able to derive benefit of this service in the first phase.

STATE GOVERNMENT COMMITED TO SKILL DEVELOPMENT OF YOUTHS

Senior officials of the state government have said recently that the government is working with a resolve to protect

childhood, enhance talents and train youths. At the same time, the government is determined to bring about skill development of youths. Under the curriculum of skill development, now training would also be provided for tallying so that youths could benefit under the GST system. With a view to making the skilled youth programme effective, syllabus is being amended in accordance with market demands. The new syllabus would be introduced from November one.

It is planned to give tablets to successful examinees of the Skilled Youth Programme. At the same time, arrangement would soon be made for training and certification of building construction workers under the RPL scheme. Labour policy is for the first time being framed in the state. Amendments are being made in the work plan of the year 2009 relating to emancipation and rehabilitation of child labour. Special centres would be opened in different places including Patna for linkage of liberated child labour to education and skill.

PATNA TO SHINE LIKE BANGALURU AND CHANDIGARH, PMC SELECTION PROCESS BEGINS

Process of selection of Project Management Consultant (PMC) for execution of different projects for making Patna smart has started. Consultancy Company is expected to be selected next month.

This city would become smart in every respect and on the one hand roads here would shine, while on the other parks too would look beautiful. Transport service would also be better and the banks of the river Ganga would be attractive. Drainage system, sanitation arrangement, drinking water provision, health service and education system would all be smart.

Several agencies of the country and abroad are showing interest in becoming consultant. Several foreign agencies have come forward for the selection of the PMC. For PMC selection, Patna Nagar Nigam has issued tender. According to the information available, 25 foreign and Indian consultant companies participated in it.

BIHAR MUSEUM WOULD SOON HAVE A NEW LOOK

Bihar museum would soon have a new look. Under the new arrangement, galleries of the museum would display exhibits throwing light on histories of the state, India and foreign countries as well. It is estimated that its construction work would be completed by October end. The museum will have history, geography, art, religion and Bihar galleries. Information would be provided to visitors in it through audio and video media.

History gallery would provide information about history of India. In it information would be given about every state. It would be possible to view achievements of India also. Geography gallery would provide information about geography of India and the world. The people would be able to get acquainted with art of Bihar through the art gallery. In it, Madhubani paintings and Patna Kalam Painting getting extinct will be exhibited through the video medium.

TERMINAL BUILDING OF PATNA AIRPORT WOULD BE SIX TIMES BIGGER

Prelimnary Project Report (PPR) for the new terminal building of Patna airport has been prepared. The new building would be about six times bigger than the existing building. Its annual capacity would be 30 lakh passangers. At present the capacity is five lakh passengers a year. In addition, five new plane parking stands would be built in addition to the existing five of which four are for big planes and one for small ones. After the building of five news stands, the number stands for big planes would increase to nine.

It is expected that the construction would start within six months and get completed within two years.

Meanwhile, two new flights of Jet Airways for Delhi and Bengaluru would start from October one here. For Delhi, there is already a flight of Jet Airways, but a direct flight for Bengaluru is starting for the first time.

At the same time, a direct flight from Patna to Lucknow would be available now. This service would start soon. Alliance Air is starting the flight between capital cities of Uttar Pradesh and Bihar.

Cabinet granted approval to the draft Bihar State

University (Amendment) Bill, 2017, for appointment of

college teachers.

Cabinet has also accorded approval to the draft of the

Bihar Chikitsa (Amendment) Bill, 2017.

Cabinet has approved a proposal to accord status of

municipality to nagar panchayats of Biraul in Darbhanga

district and Dhaka in East Champaran.
