The preparations for the 2016 MPOA Annual Meeting are in full swing. At the November 11, 2015

Board of Directors meeting the Election Committee was appointed and the draft budget was accepted

for presentation to the membership at the November 18, 2015 Public Budget Presentation. The feedback

received from the members at the presentation will be taken into consideration at the December 9, 2015

Board of Directors meeting, at which the board will vote to approve the budget for inclusion in the 2016

Annual Meeting Packet. Members unable to attend the Public Budget Presentation may express their

opinions concerning the budget prior to the vote by the board during the December board meeting. The

draft budget can be found at http://dcmetro.fsrconnect.com/montclairpoa.

The other important component of the Annual Meeting is the election of members to the Board of

Directors. The Call for Board Candidates form is located on page 16 and under Documents & Forms

at montclairva.com. The completed form and a photo must be received by January 12, 2016 by 5 p.m.

The board has received the Preliminary Engineering Report for Montclair Dam with respect to bringing

our dam into compliance with State requirements. The report is posted to the website for members

review. The cost associated with this effort is estimated to be $856,250.00, not including any restoration

of the beach and facilities needed once the project is completed. Board Member Ned Greene will

be taking the lead on this project. More information on our path ahead will be communicated to the

members as it develops.

• Approved imposing sanctions or initiating legal action for violations of the Community Guidelines for five accounts unless completed by specified dates;

• Approved violation charges for multiple accounts given an opportunity for hearing;

• Ratified the unanimous consent of the Board to mail a letter regarding the Southlake dock issue to all impacted owners;

• Approved scheduling of a Town Hall meeting regarding the Southlake dock and common area issues for November 30, 7 p.m. at Southlake Recreation Center;

• Approved use of StrongRoom for accounts payable;

• Approved extension of existing Management Agreement for one year;

• Approved presentation by the management of the Montclair Country Club at the December 9 meeting;

• Approved presentation of the Fiscal Year 2017 Draft Budget at the Budget & Finance Public Meeting.

Manager’s MessageAmerican DisposalTrash services will be provided on both Thursday, December 24 and Thursday, December 31.

Christmas trees will be collected on Thursdays, the regularly scheduled yard debris collection day, after the holiday. Please remove all tinsel and decorations and do not place the trees in plastic bags.

In the event of inclement weather, American Disposal cannot provide service to roads and/or areas which are deemed to be unsafe due to snow or ice. Service will be suspended and will resume on the next regularly scheduled collection day. For more information or questions, contact American Disposal at (703) 368-0500.

Snow Plow ResponsibilitiesIt is that time of year again! Winter is nearly upon us, putting us all in “snow mode”. The maintenance staff has worked tirelessly preparing for winter weather to ensure a smooth, safe, and efficient snow removal operation this winter. Montclair is a large community with many streets, not all of which are owned and plowed by the MPOA. Below you will find a list of roads that the MPOA is responsible for snow plowing. For information on the plowing of these roads, contact our office at (703) 670-6187. If you live on any other road, the snow plowing responsibility is either that of VDOT, or your sub-association. Contact information for your sub-association can be found on page 29. If your street is not listed below, and is not part of a sub-association, it is owned and plowed by VDOT. You can contact them at (703) 383-8368. You can also log on to www.vdotplows.org, type in your address, and receive a status of the plowing of your road in real time.

Staff ChangesWe have a new Covenants Inspector that started in early November. His name is Isaiah Presley. He is a resident here in Montclair and we are excited to welcome him to the MPOA team.

Cesar Cabrera, Covenants Inspector, has left us to return to Florida. In his short time here he was an integral part of the covenants operations. We wish him the very best in his future endeavors and he will be greatly missed.

MPOA Office ClosedThe MPOA office will be closed on Thursday, December 24 and Friday, December 25 in observance of Christmas, as well as Friday, January 1 in observance of New Year’s Day. Additionally, the office will close at 1 p.m. on Friday, December 18 for a staff function.

Montclair has recently had several incidents of graffiti in the neighborhood. The Association monitors and immediately removes graffiti from common areas and encourages impacted homeowners to do the same with their property. The Association recommends these steps for dealing with graffiti:

• If you happen to see someone defacing property, don’t try to stop them yourself. Call the police immediately and report a vandalism in progress. Make a mental note of as many details as possible about the perpetrators (how many, what age, male or female, distinctive clothing, etc.) that will help the police.

• Encourage your neighbors to watch for and report graffiti vandals.

• When graffiti appears on your property, photograph it before removing it. Record when and where it appeared, when it was removed, the cost and other relevant information. Share your documentation with the police and insurance agent. Incidents can be reported to the Prince

William County Police Department online at http://goo.gl/BoHlwG.

• Remove graffiti immediately. “Taggers” gain more notoriety the longer the graffiti remains. Removing it quickly sends a message that homeowners care about the community. As a temporary measure, cover graffiti with a sheet or blanket until it can be removed permanently.

• Install good lighting in areas vulnerable to graffiti.*

• Plant shrubs or climbing vines in graffiti-prone areas.

• In problem areas where graffiti reappears, try applying a layer of clear paint or silicone coating over painted surfaces. This will make cleaning future graffiti much easier.*

Working together, we can reduce this problem in the community.

* A Property Improvement Request (PIR) may be required for these items. Consult Article 5 of the Community Guidelines prior to performing any work.

Even experienced drivers can find their nerves and skills tested by winter road conditions.

The Virginia Department of Transportation (VDOT) warns motorists to avoid all unnecessary travel in winter weather.

If it’s not a health or safety emergency, stay off the roads when it snows!

Driving Safely in Winter Weather• Before beginning your trip, know the

current road conditions and latest weather forecast.

• For statewide highway information, call 511 or visit www.511virginia.org.

• Call the VDOT Customer Service Center at (800) 367-7623 to report hazardous road conditions or for other road-related questions.

• Make sure your vehicle is ready for winter weather by checking the following:- Brakes and tires- Battery and ignition system- Antifreeze and thermostat- Windshield wipers and de-icing washer

fluid- Headlights, tail and brake lights, blinkers

and emergency flashers

- Exhaust system, heater and defroster- Oil

• Lubricate door locks prone to freezing.• Keep your car’s windows, mirrors and

lights clear of snow and ice.• Always wear your seat belt.• Leave a few minutes early.• Start out slowly in the lowest gear

recommended by vehicle’s manufacturer.• Be aware of potentially icy areas such as

shady spots and bridges.• Keep a safe distance of at least five seconds

behind other vehicles and trucks that are plowing the road.

• Don’t pass a snowplow or spreader unless it is absolutely necessary. Treat these as you would emergency-response vehicles.

• Keep an emergency winter driving kit in your car.

• Drive smart and pay close attention. Don’t text and drive - it’s a secondary offense.

Christmas as we know it today is a Victorian invention of the 1860s. Probably the most celebrated holiday in the world, our modern Christmas is a product of hundreds of years of both secular and religious traditions from around the globe. Discover the origins of Christmas traditions from around the world, like the Yule log, caroling and how Christmas is celebrated “Down Under.”

Sweden: ‘God Jul!’Most people in Scandinavian countries honor St. Lucia (also known as St. Lucy) each year on December 13. The celebration of St. Lucia Day began in Sweden, but had spread to Denmark and Finland by the mid-19th century.

In these countries, the holiday is considered the beginning of the Christmas season and, as such, is sometimes referred to as “little Yule.” Traditionally, the oldest daughter in each family rises early and wakes each of her family members, dressed in a long, white gown with a red sash, and wearing a crown made of twigs with nine lighted candles. For the day, she is called “Lussi” or “Lussibruden (Lucy bride).” The family then eats breakfast in a room lighted with candles.

Any shooting or fishing done on St. Lucia Day was done by torchlight, and people brightly illuminated their homes. At night, men, women, and children would carry torches in a parade. The night would end when everyone threw their torches onto a large pile of straw, creating a huge bonfire. In Finland today, one girl is chosen to serve as the national Lucia and she is honored in a parade in which she is surrounded by torchbearers.

Light is a main theme of St. Lucia Day, as her name, which is derived from the Latin word lux, means light. Her feast day is celebrated near the shortest day of the year, when the sun’s light again begins to strengthen. Lucia lived in Syracuse during the fourth century when persecution of Christians was common. Unfortunately, most of her story has been lost over the years.

Finland: ‘Hyvää Joulua!’Many Finns visit the sauna on Christmas Eve. Families gather and listen to the national “Peace of Christmas” radio broadcast. It is customary to visit the gravesites of departed family members.

Norway: ‘Gledelig Jul!’Norway is the birthplace of the Yule log. The ancient Norse used the Yule log in their celebration of the return of the sun at winter solstice. “Yule” came from the Norse word hweol, meaning wheel. The Norse believed that the sun was a great wheel of fire that rolled towards and then away from the earth. Ever wonder why the family fireplace is such a central part of the typical Christmas scene? This tradition dates back to the Norse Yule log. It is probably also responsible for the popularity of log-shaped cheese, cakes, and desserts during the holidays.

Germany: ‘Froehliche Weihnachten!’Decorating evergreen trees had always been a part of the German winter solstice tradition. The first “Christmas trees” explicitly

decorated and named after the Christian holiday, appeared in Strasbourg, in Alsace in the beginning of the 17th century. After 1750, Christmas trees began showing up in other parts of Germany, and even more so after 1771, when Johann Wolfgang von Goethe visited Strasbourg and promptly included a Christmas tree is his novel, The Suffering of Young Werther. In the 1820s, the first German immigrants decorated Christmas trees in Pennsylvania. After Germany’s Prince Albert married Queen Victoria, he introduced the Christmas tree tradition to England. In 1848, the first American newspaper carried a picture of a Christmas tree and the custom spread to nearly every home in just a few years.

Mexico: ‘Feliz Navidad!’In 1828, the American minister to Mexico, Joel R. Poinsett, brought a red-and-green plant from Mexico to America. As its coloring seemed perfect for the new holiday, the plants, which were called poinsettias after Poinsett, began appearing in greenhouses as early as 1830. In 1870, New York stores began to sell them at Christmas. By 1900, they were a universal symbol of the holiday.

In Mexico, paper mache sculptures called pinatas are filled with candy and coins and hung from the ceiling. Children then take turns hitting the pinata until it breaks, sending a shower of treats to the floor. Children race to gather as much of of the loot as they can.

England: ‘Merry Christmas!’An Englishman named John Calcott Horsley

helped to popularize the tradition of sending Christmas greeting cards when he began producing small cards featuring festive scenes and a pre-written holiday greeting in the late 1830s. Newly efficient post offices in England and the United States made the cards nearly overnight sensations. At about the same time, similar cards were being made by R.H. Pease, the first American card maker, in Albany, New York, and Louis Prang, a German who immigrated to America in 1850.

Celtic and Teutonic peoples had long considered mistletoe to have magic powers. It was said to have the ability to heal wounds and increase fertility. Celts hung mistletoe in their homes in order to bring themselves good luck and ward off evil spirits. During holidays in the Victorian era, the English would hang sprigs of mistletoe from ceilings and in doorways. If someone was found standing under the mistletoe, they would be kissed by someone else in the room, behavior not usually demonstrated in Victorian society.

Plum pudding is an English dish dating back to the Middle Ages. Suet, flour, sugar, raisins, nuts, and spices are tied loosely in cloth and boiled until the ingredients are “plum,” meaning they have enlarged enough to fill the cloth. It is then unwrapped, sliced like cake, and topped with cream.Caroling also began in England. Wandering musicians would travel from town to town

visiting castles and homes of the rich. In return for their performance, the musicians hoped to receive a hot meal or money.

In the United States and England, children hang stockings on their bedpost or near a fireplace on Christmas Eve, hoping that it will be filled with treats while they sleep. In Scandinavia, similar-minded children leave their shoes on the hearth. This tradition can be traced to legends about Saint Nicholas. One legend tells of three poor sisters who could not marry because they had no money for a dowry. To save them from being sold by their father, St. Nick left each of the three sisters gifts of gold coins. One went down the chimney and landed in a pair of shoes that had been left on the hearth. Another went into a window and into a pair of stockings left hanging by the fire to dry.

France: ‘Joyeux Noël!’In France, Christmas is called Noel. This comes from the French phrase les bonnes nouvelles, which means “the good news” and refers to the gospel.

In southern France, some people burn a log in their homes from Christmas Eve until New Year’s Day. This stems from an ancient tradition in which farmers would use part of the log to ensure good luck for the next year’s harvest.

Italy: ‘Buon Natale!’Italians call Christmas Il Natale, meaning “the birthday.”

AustraliaIn Australia, the holiday comes in the middle of summer and it’s not unusual for some parts of Australia to hit 100 degrees Farenheit on Christmas day.

During the warm and sunny Australian Christmas season, beach time and outdoor barbecues are common. Traditional Christmas day celebrations include family gatherings, exchanging gifts and either a hot meal with ham, turkey, pork or seafood or barbeques.

Ukraine: ‘Srozhdestvom Kristovym!’Ukranians prepare a traditional twelve-course meal. A family’s youngest child watches through the window for the evening star to appear, a signal that the feast can begin.

CanadaMost Canadian Christmas traditions are very similar to those practiced in the United States. In the far north of the country, the Eskimos celebrate a winter festival called sinck tuck, which features parties with dancing and the exchanging of gifts.

Greece: ‘Kala Christouyenna!’In Greece, many people believe in kallikantzeri, goblins that appear to cause mischief during the 12 days of Christmas. Gifts are usually exchanged on January 1, St. Basil’s Day.

Central AmericaA manger scene is the primary decoration in most southern European, Central American, and South American nations. St. Francis of Assisi created the first living nativity in 1224 to help explain the birth of Jesus to his followers.

Jamestown, VirginiaAccording to reports by Captain John Smith, the first eggnog made in the United States was consumed in his 1607 Jamestown settlement. Nog comes from the word grog, which refers to any drink made with rum.

Christmas Traditions Worldwide

On Tuesday, December 1, the water level of Lake Montclair will be lowered temporarily to permit maintenance of the downpipe structure grates and sluice gate. The community beaches and common property abutting the lake will be thoroughly cleaned, and sand on the beaches and in swimming areas will be replenished, as needed.

The lake will be lowered three feet and will be maintained at this lowered level for one week. After all required work is completed, the sluice gate will be closed and the water level will be left to return naturally to its regular level (188 feet above mean sea level). Rainfall and the flow of Powells Creek will determine how long the return to normal level will take.

Lakefront property owners should take actions necessary to protect their personal property. This includes, but is not limited to, adjusting pontoon retaining lines and properly securing or removing boats, canoes and kayaks.

During this time, lakefront property owners are encouraged to perform dock repairs, place rip rap, clean the exposed lake bottom along the shoreline, and perform other waterfront improvements. These efforts contribute significantly to the health and appearance of Lake Montclair.

December, January and February are the deadliest months for home fires, according to the National Fire Protection Association (NFPA). And, heating equipment is the second leading cause of home fires and home fire deaths. That’s why it’s important for you and your loved ones to take extra precautions during the winter.

Thinking of buying a space heater? The NFPA recommends that you make sure it carries the mark of an independent testing laboratory. Install it according to the manufacturer’s

instructions or have it professionally installed. If you have an electric-powered space heater, plug it into an outlet with sufficient capacity. Never use an extension cord.

Turn off space heaters whenever the room is unoccupied or when manufacturer’s instructions say they should be turned off. Portable space heaters are easy to knock over in the dark. Turn them off when you go to bed, or at least make sure they’re placed in lighted areas or out of high-traffic areas.

If you use a fireplace or wood stove, use only dry, seasoned wood to avoid the build-up of creosote, an oily deposit that easily catches fire and accounts for most chimney fires and the largest share of home-heating fires. Use only paper or kindling wood, not a flammable liquid, to start the fire. Do not use artificial logs in wood stoves.

Make sure your fireplace has a sturdy screen to prevent sparks from flying into the room. After the ashes are cool, dispose of them in a metal container, which is kept a safe distance from your home.

Make sure fuel-burning equipment is vented to the outside, that the venting is kept clear and unobstructed, and that the exit point is properly sealed around the vent. This is to make sure deadly carbon monoxide does not build up in the home.

Other reminders from the National Fire Protection Association include:• Don’t use your oven to heat your home.• Inspect all heating equipment annually, and

clean as necessary. • Test smoke alarms monthly; install a carbon

monoxide alarm outside each sleeping area.

This spring, Montclair will elect three at-large representatives to represent the community on the Board of Directors. Members in good standing with the Association are eligible to run for the board. If you’re considering running, take a few moments to ask yourself the following three questions:

Do I have time? As a board member, you will need to devote at least several hours

of your time each month to Association business. In addition to regular monthly board meetings, you will need to be active in occasional special meetings. During special projects, you may need to spend a

little extra time on Association business. Some board members may also spend a little more time than others if they work with a committee.

Am I able to make tough decisions when it’s required? The primary role of the board is to conduct the business of the Association. This doesn’t just mean approving the budget, but also developing and enforcing policies. Board members are required to step outside their immediate circle of family and neighbors and make decisions based on the greater good of the community. Board members are encouraged to spend time to understand the Association documents and enforce them regardless of personal desires.

Can I do all this and have fun, too? It isn’t all about policies and tough decisions. Our community is only as good as we make it,

and establishing and maintaining a sense of community is part of a board member’s responsibility. Planning and attending functions and being a presence in the community are as important as any policy decisions you may make.

Being a board member can be challenging at times, but may also be one of the most rewarding ways you’ll find to volunteer your time.

ScoutingTroop 35By Tyler Riddle, Troop ScribeNovember was a great month for Troop 35. We joined with other scouts from across Prince William County in the annual Scouting for Food drive that will help feed those in need in our community. Thank you for your contributions!

During November we had a Wilderness Survival campout at Pohick Bay Regional Park where we created our own shelters for the night, cooked our own food, and worked on our survival skills. Each week at our troop meetings, we worked on the skills we needed to have so we would be prepared for the campout. We also hosted a group of Webelos from Pack 117 who came to check out what a Boy Scout troop is all about in anticipation of crossing-over from Cub Scouts next year.

GroupsMontclair LionsWhite Cane EventThe Montclair Lions Club conducted a White Cane event on October 17 from 8:45 a.m. to 12:15 p.m. in front of the local Shoppers and AT&T in Fortuna Plaza Shopping Center. The club proudly displayed information boards about the club and collected $209.72 in contributions. Montclair Poker LeagueThe Montclair Poker League (MPL) was formed to promote and enjoy the skillful game of Texas Hold-em poker. In addition to nominal game night cash pay-out points are awarded, based upon finish, which count towards the season ending tournament. The league has completed 25% of our 7th season. The current league leaders include Tom Nielson, Jim Cech, Dennis Thatcher, Ryan Deloney and Bob Smith. Our league supports fund raising events like the NOVEC Helps and the Montclair Lions club annual Winter Classic. The MPL finished 3rd in team competition at the 2015 Northern Virginia Regional Tournament. We are looking forward to the 2016 event at the Horseshoe Casino in Baltimore. Community InformationBoard of Directors MeetingsThe Board of Directors meets the second Wednesday of the month at the MPOA office. The Executive (closed) Session of the meeting begins at 7:00 p.m., followed by the Open Session for all residents and guests at approximately 7:30 p.m.

AssessmentsAssessments are $530 when paid in full, or $55 when paid monthly. Monthly assessments are due on the first of the month, May through February. Any assessment not received within ten days of the due date will incur a $45 late fee. Payments placed in the dropbox at the MPOA office after 5 p.m. on the 10th will not be processed until the next business day and will be considered late.
