Community Watch/Incident Report: February 2016

Thank you to all the homeowners that took time out of their busy Saturday to attend the Annual Meeting at the Southlake Recreation Center! We had some great comments and questions on issues of concern to our Members, including: Traffic/Speeding/Crosswalks, the financial impact of the necessary upgrades to the spillway based on the inundation report, and resolution of the issue concerning the homes located in section S-5, phase 2 of Southlake.

I have recently received information about Residential Traffic Calming options. My hope is that the information contains options that we would be able to implement in Montclair. The Board, and possibly an ad hoc committee, will need to review the information and determine which, if any, are the best options for our community, and then approach the county officials with our request.

As noted at the Annual Meeting, we are still awaiting the “final probable maximum precipitation levels” from the State before we can proceed with spillway project, including determining the projected cost. Ned Greene is the lead on this project with support from Buck Arvin. As more information is received, it will be shared with the community.

At the March Board of Directors meeting, the formation of the Common Area Utilization Ad Hoc Committee for the purpose of collaboration with affected Southlake homeowners was approved. The committee will be comprised of board members, Southlake homeowners approved to have a dock under the current Dock Plan for Section S-5, phase 2, Southlake homeowners in Section S-5, phase 2 not approved to have a dock under the current Dock Plan, and non-Southlake homeowners. Those interested in serving on the ad hoc committee should contact 2nd VP, Linda Cheng-Khan.

Lastly, I would like to thank Pat Hall for her contributions to the community during her time on the board. You will be missed!

Manager’s MessagePicnic Area Reservations BeginThe MPOA office will begin accepting Picnic Area Reservations for the 2016 beach season on Thursday, April 28, 2016. Reservations will be accepted on differing dates depending on the nature of the group making the reservation:• 30 Days prior to Beach Opening - Thursday, April 28: Reservations accepted for use by members,

their families and informal groups comprised primarily of Montclair residents;• 21 Days prior to Beach Opening - Monday, May 9: Reservations accepted for use by Non-profit

organizations based in Montclair and public schools serving the Montclair community;• 14 Days prior to Beach Opening - Monday, May 16: Reservations accepted for use by Non-profit,

social and informational organizations not based in Montclair (e.g. church groups). While the group may be based outside of Montclair, the person making the reservation must be a resident of Montclair.

Reservations for For-profit organizations must be reviewed by the Board of Directors. These requests will be reviewed by the Board at the meeting preceding the requested date and no earlier than the June meeting. Reservations will be accepted through the end of the beach season or until all dates are booked. To accommodate as many reservations as possible, reservations are limited to one per household at any given time. That is, if you are reserving a picnic area in June and wish to reserve another date in August, you must wait until the June date has passed to make the August reservation. If you would like to reserve a picnic area this beach season, submit your Picnic Area Reservation form, available on www.montclairva.com, with a copy of the Declaration Page of your Homeowners/Tenants insurance policy to the MPOA office.

Recreation IDsAs most of you are already aware, last year the MPOA switched to a photo ID card system for recreation passes. If you obtained your photo ID card last year, DO NOT throw it away. That card is good for five years from the date of issuance. Going forward, stickers will be issued for each season that you will need to affix to your photo id and present at the beaches or parks when you arrive.

In order to obtain a Recreation Photo ID or an annual sticker you must come to the MPOA office with your annual or monthly payment in the form of a check or money order. If you mailed your payment, the payment has to show cleared on our end to receive RPID’s or annual stickers. You will fill out the 2016-2017 Recreation Photo ID form. Everyone 18 years of age or older must submit proper identification showing name and current address within Montclair. Renters must submit a current utility bill or driver’s license with the address within Montclair. You may obtain these RPID’s or annual stickers Monday-Friday 8:30 a.m.-5:00 p.m., or Wednesdays starting in April until 8 p.m. Please make sure to bring the proper identification required so that the process will go as quickly and easily as possible. Please reference Article 4.1.12 for more information on the regulations for obtaining Recreation ID’s.

Are there big fish in Lake Montclair? My answer has traditionally been “I doubt it.” I’m referring to game fish, not the two foot long Triploid carp added to help control the non-native hydrilla that has been transported to northern waters by the vagaries of human activity.

Not that I’m an expert fisherman. I live lakeside and love it, but leave the fish alone. My brother-in-law from South Carolina fishes every time he visits and managed an estimated 2 pound bass once. We took pictures but that didn’t strike me as a BIG fish. Lake Montclair hadn’t shown me much.

Then son-in-law Jack Scherber, a Montclair resident at the time, took out our jon boat with friend Ed Glatthorn (now a Montclair resident) for a day of early Summer fishing. About 3 hours later, Jack came rushing up from our dock carrying a really sizeable fish and shouting for a camera and a scale. The accompanying hurried photo, our

kitchen for a backdrop, shows what he was so proud of. The weight was determined on a digital scale where the difference between Jack’s weight with and without the fish was 8.8 pounds (equates to 8 lbs 12.8 oz).

The fish remains in Lake Montclair. I watched as Jack swished it a few times and off it went. Emboldened, the pair went off to fish again. The later report was that Ed failed to boat what was “surely a 5 pounder.” Yeah, right. I’m back to doubting – except in the case of 8.8 pounds where I was the scale reader.

What is a Disclosure?Now that Spring has arrived the Montclair Covenants Department is in its busiest season of receiving and completing Resale Disclosure Requests. Ordering a disclosure package includes a full 360 inspection of the exterior of the property. This is to ensure that any issues of non-compliance are brought to attention prior to closing.

How Should I Prepare? In order to get a jump start on preparing your home for a Disclosure Inspection, here are some of the most common items to check off your list prior to the inspection:

• All window, door and roof line trim must be free of mold, rot or discoloration;

• Make sure trash and recycling containers are stored out of public view, unless it is a trash day;

• Trim any overgrown landscaping and during these warmer months be sure to cut grass regularly;

• Ensure that house numbers are affixed to both the mailbox and the home;

• Be sure all Property Improvement Requests (PIRs) have been submitted for any alterations to the home that are not listed as “Pre-Approved” in Article 5 of the Community Guidelines (i.e. new paint colors, light fixtures, deck/patio installations, etc.)

Hello, I want to first formally introduce my family and I, for those of you who do not know us yet. My name is Amber Budzynski and my husband is Joshua Budzynski who is currently active duty Army stationed at Ft. Myer (which yes, it is quite a drive, but worth it to live here in Montclair!). We have three beautiful children and a dog named Penny. We love our coffee, as we are originally from Seattle, WA. Fun fact, I was one of the 5 winners of Starbucks’ first Red Cup photo contest on Instagram. I have an Etsy shop, Amber’s Bella Co. which is natural bath and beauty products. And I currently

hold the title as Mrs. Montclair with the Mrs. America pageant. It is such an honor to be able to represent such a wonderful community, and to have all of your support during my journey to the Mrs. Virginia competition.

I want to first and foremost bring more awareness to, and support for the program HOPE for NOVA , which was started by Hope Hill Church that currently holds their services at Ashland Elementary. HOPE for NOVA is going to provide counseling and mentoring to abused women, recovering drug addicts, youth etc., provide a food pantry and other necessities to low income families, as well as educational tutoring. Eventually they will have community centers to be able to provide all these services and more! We don’t have to go

to a third world country to be a humanitarian and help our fellow man, why not start with simply paying it forward, or donating time or monetary donations to programs such as these. I am excited to see what blessings, hope, joy, and encouragement that HOPE for NOVA will bring for people with all kinds of situations, backgrounds and ages.

Last spring, after 20 years moving our family from place to place, I retired from the Army. My wife and I figured we owed our children some stability, but cringed at the thought of moving into one of the air condition reliant neighborhoods we toured. We were accustomed to being outside, with the sounds of physical training of soldiers and children playing until street lights came on. Like many others, my family had a long list of what we were looking for in a place to live. At the top of our list was close neighbors, good schools, and healthy community. We looked at many

houses and finally decided to visit a home that kept popping up in internet searches, tucked into an older section of Montclair. Our agent told us to take a chance, and look past some of the dated features and envision what could be. We noted the home’s strong foundation and walls. We appreciated the generous lot and mature trees. While looking at my soon-to-be house, I saw the neighborhood I had been seeking – parents talking at bus stops while kids played, trees shading the quiet streets, and active people. What stood out was that the people were outside!

The Montclair Community was exactly what we were looking for. We found the healthy community we sought, noticing the ceaseless activity throughout the day; people walking, running, and biking without succumbing to the busy “work” mindset for which suburban DC is known. Friends suggested visiting neighborhoods at various times during the day and night. In Montclair, people were always out moving – walking dogs, running with jogging strollers – even in the evenings. Not only did this fit our desire for a healthy community, it spoke to the safety of the neighborhood as well. My children and I are runners, and having the Prince William Forest in our backyard was a major plus; having a lake across the street was simply outstanding. The community screamed, “Get outside! Swim! Bike! Run!”

Once we moved in, my wife and children quickly jumped into school and community events; I struggled to balance my commute with involvement in our new community. My wife mentioned seeing something about a triathalon planning committee in The Montclairion, and I decided to give it a go. I’m

not a triathlete by any means, but I do enjoy outdoor sports and wanted to take part in something larger in this community. I felt it was important to be a participant rather than a watcher.

Montclair hosts a sprint triathlon which means swimming about 750 meters, cycling 12.5 miles, and running a 5k. Triathletes start in the water and swim out from Dolphin Beach, around a buoy, and back where they transition to a bike to ride 12.5 miles. After the bike ride, participants transition again and run a 5k.

The Montclair Triathlon is an activity where families and individuals can both participate in healthy and active living, as well as engage in our community. I encourage you to take advantage of this event which sets Montclair apart from other Northern Virginia communities and gets its population outdoors. “Remember it’s a sin to kill a mockingbird,” Atticus Finch tells his daughter Scout in a line that provides the title for Harper Lee’s famous novel. In this regard perhaps Atticus Finch would have felt right at home here in Montclair, a Virginia bird sanctuary. Many of us Montclairions are involved in watching, feeding, or housing wild birds, and most of our bird lovers seem to have their favorite species. High on this list are hummingbirds, chickadees and cardinals; but one bird clearly stands out in the affections of almost all local birdwatchers, the bluebird.

It’s actually called the “eastern bluebird” to differentiate it from similar western species. Most of us would immediately recognize the eastern bluebird’s vivid blue head and back and rust-colored throat and breast. If you are a serious birder, you also probably know that they are classified as thrushes, which makes them a cousin of the robin.

Not only are these birds beautiful, but their distinctive history over the past one hundred years gives them a special place in the hearts of most birders. As of the middle of the twentieth century, the eastern bluebird was in danger of becoming extinct. The introduction of rapidly growing non-native bird species to North America in the late 1800’s was the primary reason for this decline. European starlings and English sparrows (more commonly called house sparrows) nest in the same cavities in tree trunks as bluebirds; and because these are more aggressive species, bluebird populations decreased steadily for decades.

Recognizing the plight of the beloved bluebird, conservation groups began to erect and monitor groups of nesting boxes, called bluebird trails, in the 1960’s. Thanks to these efforts, slowly but surely bluebird populations began to recover, until now they are no longer considered to be endangered. To ensure, however, that bluebird survival continues, these conservation efforts

continue through the North American Bluebird Society and its regional affiliates, such as the Virginia Bluebird Society.

In Montclair we have the privilege of seeing bluebirds throughout the year. From spring to fall they survive by eating insects. Walk across the Lake Montclair dam on a summer morning, and you are apt to see bluebirds sitting on the tall sign poles there. They are surveying the ground for spiders and insects, for which they periodically dive. In the winter they survive on berries that grow naturally and in many yards in our neighborhoods.

Eastern bluebirds are some of the most welcome visitors to backyard feeding stations. Would you like to attract these beautiful birds to your backyard? It’s simple -- put out mealworms. Bluebirds will devour mealworms at any time during the year. Special mealworm feeders, which come in many shapes and styles, can be obtained at a nominal price from most home improvement stores or specialty stores for birding supplies. Bags of dried mealworms usually are sold at these locations also. It’s not necessary to feed live mealworms, but you can also obtain containers of them at specialty retailers.

Some Montclair residents also set up nesting boxes on their property. Bluebirds nest between April and August, usually having more than one brood a year. If providing nesting opportunities for bluebirds interests you, extensive information on construction, placement and maintenance of bluebird boxes is available at the North American Bluebird Society website (nabluebirdsociety.org).

If you would like to participate in monitoring a local bluebird trail, the Virginia Bluebird Society has openings now for new volunteers. Participation usually involves as little as two hours on one day a month and is a great way to get outdoors and observe nature. SchoolsHenderson Elementary SchoolCatch up on Henderson Happenings! In October, Henderson was awarded “Program of the Year” for our Children’s Engineering program by the Engineering for Kids Foundation. An award ceremony was held to honor Henderson and present our school with two free after school Robotics Programs which we offered to our third graders to build the momentum for our Robotics Club offered in fourth and fifth grades

From September to November, Henderson had two outstanding Robotics Teams sponsored by four outstanding parents, Mrs. Dolan, Mr. Fallon, Mr. Sturgill, and Mr. Goergan. Our Bots of Fury Team led by Mr. Sturgill and Mr. Goergen went to state in Richmond and won the Judge’s Award for the collaboration and problem solving skills demonstrated by our Huskies. The Bots of Fury Team will be recognized in May at the Prince William County Saluting our STARS event. We are so proud of both teams.

Our PTCO welcomed our Huskies back after winter break with mini cupcakes and cuties at lunch. It was a fun way to begin 2016. Also in January Henderson had the privilege of hosting a delegation of 25 administrators from Beijing, China. The delegation was interested in the student engagement we foster at Henderson and our Children’s Engineering program. They shared with us the ultimate compliment before they left our school by stating if they lived in Prince William County they would want their children and grandchildren to attend Henderson.

Over the past several months our SCA at Henderson has sponsored the following events; Crazy Hat Day, the Teddy Bear Tree, Pajama Day, Students dress like Teachers and Teachers dress like Students, Valentine’s Day pencils, and the ACTS food drive. Our students benefit from these events as they create a fun filled atmosphere for learning and the importance of community outreach.

March is a month filled with fun activities for students and our community. On March 2, our Henderson Huskies celebrated Dr. Seuss’s birthday by wearing mismatched clothes and reading the authors books. March 11 was a time to celebrate our dad’s by inviting them into the school for “Donuts with Dad’s”. Husky Night Out was March 15 at the Silver Dinner. Then we had our Spring Break from March 21-25, 2016.

On April 19 Henderson will celebrate thirteen years as a School of Excellence with a pep rally involving all students and staff members. April is the month that we have our historical Spring Scoop sponsored by the Henderson PTCO. This year we will also celebrate Henderson’s thirtieth birthday along with Spring Scoop on April 29. We encourage all former students, staff members, school board members, and administrators to come celebrate with us!

ScoutingTroop 35By Tyler Riddle, Troop ScribeMarch was a great month for Troop 35!

We’ve welcomed 30 new scouts to the troop this Spring so much of the month was spent teaching them basic scouting skills to get them ready for their first campout in April. There is a great deal of excitement and energy in the troop with this many new scouts all ready to begin their scouting adventure.

For this month’s camp out our troop went into downtown Washington DC to do urban geocaching. Geocaching is a hobby where you search out specific locations using a GPS device. The scouts took the Metro into the city and broke up into groups to search for the hidden caches. After a long day of searching in the city, seeing the sights and eating great food, we regrouped and headed to Alexandria to spend the night at the Coast Guard Facility on Telegraph Rd. It was certainly a different kind of camp out for us but adventure can be found anywhere.

Troop 35 also presented the colors at the Montclair Property Owners Association Annual Meeting as we’ve done for many years. We also held a troop election to give scouts the opportunity to try a new position of responsibility within the troop.

AssessmentsAssessments are $530 when paid in full, or $55 when paid monthly. Monthly assessments are due on the first of the month, May through February. Any assessment not received within ten days of the due date will incur a $45 late fee. Payments placed in the dropbox at the MPOA office after 5 p.m. on the 10th will not be processed until the next business day and will be considered late.
