France Export Céréales is at the service of the different branches of the organisation: producers, storage companies and exporters. Its mission is not to sell cereals but to promote and showcase the French origin, in order to consolidate existing markets or to develop new ones. These doing what the trading companies do not know or cannot do. Its role is therefore both different and complemen- tary to that of trading companies. Moreover, France Export Céréales is a specialist in cereals and first processed products, which are non-branded generic products. They find their market due to a competitive price vs quality ratio, a good adaptation to the customers’ needs and a high quality service. The national origin has a rather small influence. France Export Céréales thus plays a specific and complementary role vs the public export support system oriented to sovereign issues or to business support (on this last point, grain trade companies are inherently export-oriented and do not expect any special support on the international market). The mission of France Export Céréales is also to inform producers, storage companies (cooperatives and traders) and their organisations about the current and future needs of our customers, for quantity and quality, and the threats and opportunities for our exports, regarding competitors. To let people know how our cereals are perceived, the strengths and weaknesses of the French offer, we communicate on the adaptation required to keep existing customers and conquer new markets. The action of France Export Céréales has historically been focused on countries outside the European Union, where the growing and still growing markets are, and where there is no direct relationship between storage companies and the target users. Storage companies are less aware of the needs of their end-users and do not identify the specific features of the French offer. On the other hand, as European processors turn first to intra-community origins, whereas for third countries, all origins are always competing. Since January 1, 2017, INTERCEREALES has decided to entrust to France Export Céréales promotional actions in the European Union, previously undertaken by FranceAgriMer. In these countries, customers (millers, semolina, starch producers and livestock feed manufacturers) are mainly in direct contact with French storage companies and identify rather well the cereal resource in the regions where they get their grain supply. But the origins of imported cereals are diversifying, and it is important for France, as a major exporter, to continually be active with these customers. The targeted countries or geographical areas differ according to the products. As the country is the appropriate link to identify the pair country x products, there are distinct actions for each product according to the countries. France is the world's 5th wheat producer and 2nd barley producer. It is also the largest producer of grains for the European Union, with an average annual production of around 70 Mt.

Half of the cereals produced in France are exported to EU countries and to third countries: Maghreb, Sub-Saharan Africa, Middle East and China. This makes cereals the second trade surplus for agri-food sector in France, behind wines and spirits, but ahead of dairy products. France is the 3rd largest exporter of milling wheat, the world's largest exporter of barley and the 5th largest exporter of maize. France is also the world largest exporter of malt.

The export of cereals is therefore of a vital importance for the cereal sector. But unlike the relatively captive national market, export markets - specially to third countries - are totally open and competing with all origins.

France Export Céréales is a non-profit organisation, founded in 1997, on the initiative of grain producers (wheat and other cereals, maize). Its purpose is to promote French cereals and the French cereal sector on foreign markets.

Today, the association France Export Céréales is composed of three members:The AGPB, Association Générale des Producteurs de Blé et autres céréales (The French Wheat Producers’ Association)The AGPM, Association Générale des Producteurs de Maïs (The French Maize Producers’ Association)INTERCEREALES, the cereal interbranch organisation.

France Export Céréales is administered by a Board of 8 directors, representing the founding members (AGPB and AGPM) and the professional families representing the interbranch organisation. A producer chairs the association.

Since 2004, the actions of France Export Céréales have been funded by a portion of the “CVO” ( a fee due by professional producers) levied by INTERCEREALES on marketed grains.The Export Promotion Committee of INTERCEREALES sets the guidelines, examines the program and the budget proposed by France Export Céréales and monitors its implementation.
