THE MINUTES OF THE AUGUST MEETING OF THE BOARD OF TRUSTEES

Th� monthly meeting of the Board of Trustees of Erie Community College was held on Wednesday, August 27, 1997 at Erie Community College/City Campus at 5:00 p.rn. in the President's Board and Conference Room.

II. CALL TO ORDER

Chairman Billittier convened the meeting at 5:02 p.m. A

quorum was declared present.

III. APPROVAL OF JUNE 25. 1997 MINUTES

.MEETING OF THE BOARD OF TRUSTEES

Upon a motion duly made, seconded and carried the Board of Trustees approved the minutes of the June 25, 1997 meeting.

IV. REPORT OF THE CHAIRMAN

Chairman Billittier recognized the 1997 Chancellor Award recipients. The awards for "excellence in teaching" were given to Ruth Kirstein, Pearl Outlaw, Eugene Covelli, Dr. Zan Dale Robinson, Pasquale Leonardi, and John Nash. Those for "excellence in professional services" went to

Susan Felser and Samuel Palumbo and for "excellence in librarianship" to Lynnette Mende. Trustee Billittier then presented their medallions from the State University of New York to the awardees.

Chairman Billittier reported that the ECC Foundation's fifth Annual Golf Classic was once again a tremendous ·success. He stated that this year's tournament raisedmore than $13,000 to benefit student scholarships and ourendowment fund.

Chairman Billittier announced that the general faculty

meeting is scheduled for this Friday, August 29, in the

.Student Center at the North Campus and that the College

will host a military recruiters breakfast on Friday,

September 12, at 8:00 a.m. at the North Campus to enhance

relations with members of our Armed Forces and improve

recruitment efforts. He added that our fall collegewide

open house will be held on Saturday, October 25.

Trustee Burton inquired as to the possibility of setting

up computer-based information through a web page so that

the Board of Trustees could connect to the College. Mr.

Burton requested that a proposal be put together to

establish the site which would also include e-mail.

Harry Reeverts, the Director of College Information

Systems, stated that it is very feasible to put in a

private web page for the Board. He added that he will

look into this. Trustee Burton asked if Mr. Reeverts

could look into the cost of the proposal and suggested

that he stay on a simple level for the Board.

Trustee Quinn asked Dr. Ricci if this could move to an

item of priority. Dr. Ricci gave Mr. Reeverts the go

ahead and he added that he thought it was an excellent

idea for the Board of Trustees to link into the system.

A motion was made by Trustee Burton, seconded by Trustee

West that an action plan & cost analysis will be

presented at the next Board Meeting.

Upon a motion duly made, seconded and carried the Board of Trustees

approved this motion.

At this time, a motion was made by Trustee Divincenzo,

seconded and carried to move to an Executive Session

regarding a personnel matter.

Upon a motion duly made, seconded and

approved the motion. Session began:

Trustee Burton made a motion that if the Auxiliary

Services Corporation does not provide their 1996 annual audit to the President within 30 days of notification,

the Board will terminate the contract with the ASC in 90

days as specified by the contract.

Upon a motion duly made, seconded and carried the Board of Trustees

approved the motion.

V. REPORT OF THE PRESIDENT

Dr. Ricci recommended the approval of the agreements &

contracts listed in the agenda and addendum.

Upon a motion duly made, seconded and carried the Board of Trustees

approved the agreements & contracts listed in the agenda and

addendum. Trustee West abstained from the Memorandum of

Affiliation between VA Western New York Healthcare System and Erie

Community College, Nursing Department at the City and North

Campuses.

Dr. Ricci recommended the approval of the Memo of

Understanding between Erie Community College/Erie County

and Faculty Federation of Erie Community College.

Trustee Burton made a motion, seconded by Trustee Burke

that the second paragraph, "It is further understood that

rank advancements granted prior to this Memo of

Understanding shall not be affected by this memorandum be

revised to read, "It is further understood that

"appropriate advanced study" taken in good faith prior to

this Memo of Understanding shall not be affected by this

memorandum."

Upon a motion duly made, seconded and carried the Board of Trustees

approved the revision.

Dr. Ricci recommended the approval of the routine

budgetary items listed in the agenda & addendum.

Dr. Ricci recommended the approval of the uncollectible

student accounts receivable.

Trustee Burton inquired as to whether the College has had

any assistance from the County Attorney.

Marie Bartolotta, Vice President for Administration,

stated that Jim McLeod, Assistant County Attorney, will

review 100 claims based on the dollar amount. They will

be filed through small claims court and a determination

will be made whether to pursue further action.

Upon a motion duly made, seconded and carried the Board of Trustees

did not approve the uncollectible student accounts receivable.

Dr. Ricci recommended the approval of the donations

listed in the agenda & addendum.

Upon a motion duly made, seconded and carried the Board of Trustees

approved the donations.

Dr. Ricci recommended the approval of the grants listed

in the agenda.

Upon a motion duly made, seconded and carried the Board of Trustees

approved the grants.

VI. COMMITTEE REPORTS

A. Affirmative Action Committee Report(Meeting of August 8, 1997)

Trustee West stated that we are moving ahead with

diversity training. She reported that the Community

Services hiring process was referred back to the

Personnel Committee and added that because women were

retiring due to the retirement incentive, the College

should hire more females.

Ms. West recommended that this report be received &

filed.

D. Buildings & Grounds committee Report (Meeting of August 7, 1997)

Trustee CUllinan recommended the approval of the

federal biennial utilization report.

Upon a motion duly made, seconded and carried the Board of Trustees

approved the federal biennial utilization report.

Trustee Cullinan recommended the approval of the

Resolution: "Construction of a protective fence

around the South Campus athletic track."

Upon a motion duly made, seconded and carried the Board of Trustees

approved the resolution.

Trustee CUllinan recommended that the remainder of the

items be received & filed.

E. community services Committee Report

Trustee Burton introduced Mr. Joseph Abate, the

Training Director, at the Law Enforcement Academy to

give an overview of the diversity training at the

Academy.

Trustee Gallagher asked about the cost of a training

program sponsored by the N ational Conference of

Christians and Jews. Mr. Abate stated that the cost

from the NCCJ was $200, a standard fee, per hour for

two instructors with a total of $600 per day.

He recommended that this report be received & filed.

F. curriculum committee Report

No report.

G. Marketing committee Report(Meeting of August 12, 1997)

Trustee Divincenzo commended the faculty for moving

the marketing initiatives forward. He added that themain thrust was to increase enrollment and a positive

image for the College. Mr. DiVincenzo thanked William

Mariani, Susan Marchione, Thomas Quatroche and the

committee for the excellent job they have done.

Trustee Burton commended Trustee DiVincenzo for a job

well done.

Trustee Divincenzo informed the Board that the College

has still not received $100,000 from the County.

H. Personnel committee Report(Meeting of August 12, 1997)

Trustee Gallagher asked for an explanation of the

retrenchment of the child care faculty. A discussion

ensued regarding the qualifications of these faculty

to teach in other disciplines.

Dr. Ricci stated that he would ask the appointments

committee to meet with the Coordinators of General

Studies to make recommendations regarding the future

status of these recommendations.

Trustee Vogtli recommended the approval of the

personnel items as listed in the agenda & addendum.

Upon a motion duly made, seconded and carried the Board of Trustees

approved the personnel items as listed in the agenda & addendum.

Trustee Vogtli then recommended the approval of the

Policy Statement: "Falsification of academic

credentials."

Upon a motion duly made, seconded and carried the Board of Trustees

approved the Policy Statement.

K. Student Trustee Report

No report.

VII. NEW BUSINESS

Student Trustee Burke stated that no tutoring funds from

the ASC have been distributed. He also added that there

was no budget through the ASC yet. Mr. Burke informed the

Board that the budget should be completed 60 days before

September 1. Dr. Ricci will look into this.

Chairman Billittier thanked Dr. Ricci and staff members

for their support during his tenure as Chairman. He also

thanked the Board of Trustees.

Election of Officers

1997 - 1998 Academic Year

Trustee CUllinan, the Chair of the Nominating Committee,

made a motion to suspend the bylaw that states that the

election of officers occurs in September.

Upon a motion duly made, seconded and carried the Board of Trustees

approved the motion.

Ms. Cullinan then recommended the approval of the slate of

officers for 1997-1998:

Dr. Richard T. Quinn - Chairman

Marybeth Cullinan - Vice Chairman

Joseph D. DiVincenzo - Secretary

Upon a motion duly made, seconded and carried the Board of Trustees

approved the election of officers for 1997-1998.

Dr. Quinn thanked Trustee Billittier for an excellent

job. Trustee Quinn stated that he looks forward to

working effectively with the Board of Trustees, Dr.

Ricci, his staff, faculty, the County Executive, and

the student body. He added that he wanted to assure

everyone that the vision for the College during his

chairmanship would be accountability and

responsibility. He thanked everyone.

Workshops introduce people to the importance of cult�re. cultural differences. and how understanding and respecting all people create more productive, genuine and harmonious learning and working environments. Participants learn to become comfortable with cultural differences, learn more effective methods of cross-cultural conmunication; learn to maintain an open, effective crosscultural dialogue in the educational setting. The goal is to strengthen communication skills with people of differing racial, ethnic, religious, and socio-economic backgrounds. The strengthening of interpersonal skills is intended to effectuate productive and positive legal intervention. Funding: The Police Academy has established a grant account in Community Services. The revenues from private security training and the fees that are collected from participants who are non-county residents replenish the grant.

Fulton, Roger V., Knight Management Corp., P.O. Box 416, Hayes, VA The Police Supervisor's In-Service Seminar is for experienced police officers who

wish to update their supervisor skills, while developing a greater understanding of their roles within a police organization. The emphasis is on class interaction to identify problems and issues in critical areas of police supervision and management and to find appropriate solutions for the problems identified.

The Basic Police Supervisor's Seminar has been designed for police supervisor's who have some experience as a supervisor, yet may not have had the opportunity to attend a

formal supervision or leadership training program. It contains some basic leadership concepts, but in a very practical format, specifically focusing on police leadership.

This course has been taught by Roger Fulton every year since 1994. Funding: The Police Academy has established a grant account in Community Services. The revenues from private security training and the fees that are collected from participants who are non­county residents replenish the grant.
