• promote sustainable development measures in the Baltic Sea Region (BSR)

• promote a spatial development approach in the BSR

• support technical assistance to enhance trans-national co- operation

Purpose:

• To improve knowledge and understanding of the present situation, historical development and development trends of the maritime transport system including ports and hinterland connections in the BSR

2. Organisations and Institutions in the Decision Making Process

• To develop an understanding of the role of organisational and institutional factors in shaping maritime transport and its spatial manifestation in the BSR

• To analyse how the institutional and organisational arrangements might help or hinder the attainment of objectives of sustainability and efficiency

• Form a view on the prospects for maritime demand and its structure in the BSR for the coming 20 years based on a qualitative and quantitative assessment of the main driving forces

• Identify problem areas for maritime transport developmentand potential measures
