Purpose of a District Plan

Macalester-Groveland Community Council Process

n the sprin o 2013 the Macalester-Groveland Community Council MGCC be an the process o atherin in orma on and visions or the uture o the Macalester-Groveland nei hborhood as we updated our community plan. hen complete this plan will be adopted into the City o Saint Paul Comprehensive Plan. hrou h this process MGCC conducted e tensive community outreach to en a e residents and sta eholders who live wor learn and play in the Macalester-Groveland nei hborhood so they may ive input on the community plan and help shape the uture o the nei hborhood.

Growth of commercial opportuni es is vital to community prosperity and is speci cally part of MGCC s mission to be a reat place to wor . herefore it is in the interest of the community council to support ac ons that help a ract locally based businesses that e pand and enhance Macalester-Groveland s economic sector.

Housing

The collected data indicate that nei hborhood sta eholders want to maintain the basic character of Macalester-Groveland with some im-provements mi ed-use corridors and nodes lled with mul -unit housin and a ran e of small locally owned businesses stable cores of tradi onal sin le-family housin and poc ets of reen space all of which will contribute to a nei hborhood that is pedestrian-scale and wal able. At the same me the nei hborhood reco ni es the need for and inevitability of chan e. Thus the focus of these sec ons is to ensure that the chan e occurs in a way that preserves the posi ve aspects of the nei hborhood while simultaneously improvin it.

Macalester-Groveland is treasured for its small town feel. Central to that dynamic are stron cores of well-maintained pre- orld ar sin le family homes and duple es bordered by apartments of varyin si es and mul -family buildin s. This wide ran e of housin stoc

provides housin to an even wider ran e of individuals students youn professionals families empty nesters and re rees. The plan see s to preserve the nei hborhood s uni ue character by encoura in up eep promo n intelli ent development and adop n a collabora ve approach to addressin student housin needs.

Land UseMacalester-Groveland is a rich mi of sin le-family homes and apartments corner stores and vibrant mi ed-use corridors and e cep onal educa onal ins tu ons includin public schools charter schools private schools and hi her educa on. Althou h the nei hborhood is devoted predominantly to housin Macalester-Groveland is also home to two colle e campuses various churches and temples numer-ous par s do ens of locally owned small businesses and thousands of mature trees. A hallmar of the nei hborhood is its commercial nodes which are located at the intersec on of mi ed-use corridors li e Snellin and Grand avenues. These nodes which are surrounded

by 1900- to 1930s-era sin le-family homes are crucial to simultaneously crea n a clean peaceful nei hborhood feel in an urban wal -able environment. The plan see s to preserve this dynamic while enhancin reen space and uidin new development in a pro ressive sustainable manner.
