In a new twist to the Lynchburg’s de-

cision to phase out (over a two-yearperiod) the 15% Community Develop-ment Block Grant (CDBG) unds orpublic service providers, our mem-bers o the Community DevelopmentAdvisory Committee (CDAC) havetendered their resignation in protest.

Tese resignations, however, are moresymbolic than eective. In spite o amajority o the committee resigning, aCDAC meeting was held last Monday 

evening with a quorum o two mem-bers, based on an opinion put orth inSeptember by Virginia Attorney Gen-eral Ken Cuccinelli.

Although ocial opinions do notcreate new laws and are not bindingon either the requester or the courts,they do represent the analysis by theAttorney General o an existing law and relevant prior court decisions. Teopinion that Cuccinelli rendered had

to do with a question o a school boardin Virginia whose numbers had allenby one member but might aect theability or the board to have a quorum.Cuccinelli’s opinion states, “Because aschool board consists o those persons

who are ‘duly appointed or elected,’ a  vacancy reduces the number o per-sons who are duly appointed or electedand, thereore, reduces the number o 

persons necessary to establish a quo-rum. “ Te members o CDAC are ap-pointed by the City Council to makerecommendations as representativeso the public.

Te CDAC is supposed to have ninemembers: two council members, twoat-large citizen representatives and veneighborhood citizen representatives.Tere never were nine on the commit-tee and last May, one o the neighbor-

hood representatives had resigned dueto health problems, reducing the num-ber to seven.

When the our members resigned inprotest, this let three members whoell under the ruling o having been“duly appointed or elected.” Tus twocould make a quorum. On the eveningo November 15, council member Je-rey Helgeson and Michael Bedsworth,citizen representative or the Daniel’s

Hill district, spent 20 minutes review-ing and putting their stamp o approvalon the re-allocation o unused undsto be used on properties owned by theLynchburg Redevelopment and Hous-ing Authority. Teir recommendation

will be reviewed by the city council atthe November 23 meeting.

“Tere is a dierence in opinionabout whether vacant seats should

count or not when it comes to a quo-rum,” shared City Attorney, Walter C.Erwin, III. “Robert’s Rules o Orderdoes not set orth a position on this. It

 just states that a quorum has to consisto a majority o the members o a body be in attendance to orm a quorum.”

“In the case o CDAC, the city choseto ollow the Attorney General’s Sep-tember 7 opinion with regard to theSchool Board question. I the city did

not take this approach, we couldn’tmeet,” continued Erwin. Because thisis a question o parliamentary proce-dure and not a law, the city was able tooperate by Cucinnelli’s opinion.

Tere are diering thoughts onwhether CDAC will continue to existat this juncture. According to Erwin,city council may decide that since pro-cedures are dierent and monies willnot be allocated to community organi-

zations, it may no longer make sense tokeep CDAC. “Tey will have to decide.I they keep the committee then they will have to decide whether to keep itin its present ormat or re-appoint new members. Tere is a closed meetingtonight and it may be discussed then,”nished Erwin.

Deputy City Manager and Acting Di-rector o Community Development,Bonnie Svrcek pointed out that i CDAC was dismantled, the all-back

would be public hearings in whichcitizens could participate in decision-making. “Tis is an opportunity orpublic participation,” continued Svrcek.“However, one o the areas that the city nds most challenging is getting pub-lic participation.” It is a requirement by the Housing and Urban Development(HUD) that there be public hearings onany decisions made with regard to theirgrant monies.

When asked whether the two at-tending members o the committeehad considered re-allocating the un-used unds to public service providers,Helgeson replied, “No. It wasn’t evenbrought up. Te monies we were re-

  viewing had been allocated or otherprojects o the housing authority and

 just not been used.”What is being recommended is that

$103,630.00 be put into a property 

maintenance und or 29 propertiesthat are being maintained by the hous-ing authority and to be used in the de-molition o three homes which are be-

 yond rehabilitation.

On Sunday evening I received a callrom a close riend who is a fight atten-dant or a major airline. She called tellingme that she had some really great news.

I automatically gured that she was go-ing to tell me about serving a celebrity onthe plane, or some unny story about herlongtime co-worker who is always hilari-ous. Tis time however, my riend’s voicetook on a more serious tone and I listenedas she told me an incredible story abouthow she saved a woman’s lie.

I have been asked to keep all inorma-tion private, so let’s just reer to our hero-

ine as Flight Attendant “A”.Ater greeting and getting all the guest

settled in their seats and perorming thesaety demo, Flight Attendant A calledthe captain to inorm him that the cabinwas secure or takeo. Te plane slowly started to move toward the runway, andthe captain came over the PA stating “weare number three or takeo, fight at-tendants please be seated. Approximately ten seconds later “A” noticed a guest wav-ing her hands in the aisle rantically hol-

lering “Tis lady passed out!” as the fightattendant call button was pressed. Sheimmediately picked up the phone thatconnected her to the fight deck and saidcalmly, “We have an emergency, pleasereturn to the gate.” Ater she repeated themessage, “A” released her seat-belt andproceeded to the guest.

Te rst thing “A” saw was that thewoman had allen over another guest.She quickly took her pulse and oundnothing. “I didn’t panic, it was just likewinding up a clock and watching it run. Iimmediately looked around the cabin andpointed to three big strong men and saidthat I needed their help,” “A” said.

Te men were quick to jump up and litthe non-responsive passenger up to theront o the plane. Te guests who occu-pied the rst two rows in rst class wereup and moving back to other empty seatsso that “A” and the patient had room towork.

wo ladies were given a large blan-ket to hold up and shield the rest o theplane rom seeing the patient as “A” andone o the gentlemen who vowed to stickthrough this with her went to work oncutting the shirt o the patient and doingimmediate CPR, while the other FlightAttendant kept passenger sae and calm.

A ew minutes later ater two CPR at-tempts and giving electric shock using theAED there was still no pulse. Te planehad turned around and almost to the gate

where the medical response team waswaiting.With all hope slipping out the window 

“A” kept working. “From the second thatwe cut the shirt o the lady, all I saw wasa manechin like the one that we worked

on in training. I remembered everythingprecisely. All my emotions were shut o 

and all that was let was the pure drive toperorm CPR and try to resuscitate thepatient, nothing else,” “A” said.

Ater another electric shock to theheart, with the sound o a cough all o A’shard work had paid o.

Te passenger was turned on her sidein the recovery position and oxygen was

given to the patient and “A” breathed asigh o relie and utmost joy. A ew sec-onds later the plane stopped and the doorwas disarmed and opened so that themedics could carry the patient out to the

workers, each o them telling her what aninspiration she was. But humbly, “A” re-minded them that even though she wasup ront, it took the entire team o crew members working together to make surethat this lady got back to the gate alive.

In the midst o the celebrating, a pilothanded “A” his cell phone and told her itwas a supervisor. “A” was praised onceagain or her actions, and or saving thelie that would not have made it back tothe medics without her assistance. Shewas asked i she was okay to continue tofy.

“A” replied in a calm voice, “I was just

doing my job.”“Lauren, did you know that fight at-tendants are not just trained to smileand pass out cookies and drinks? We aretrained to remain calm no matter what.”Ater the phone call I read a little moreinto the duties o a fight attendant.

Teir emergency training includes re-  jected takeos, emergency landings,cardiac and in-fight medical situations,smoke in the cabin, res, depressuriza-tion, on-board births, dangerous goods

and spills in the cabin, emergency evacua-tions, hijackings, water landings, and sea, jungle, arctic, and desert survival skills.

Also, while all the guests are beingseated in the cabin, the fight attendant isconstantly busy helping secure all the lug-gage and each passenger. Next while pre-paring or take-o they they must go overa saety checklist with the pilots. Duringthe fight, while snacks and drinks are be-ing served, the fight attendant is alert tothe sounds and movements o the plane,

listening careully or any unusual noisesor situations.

I was quite surprised to learn just whatthe job entailed. When I thought o my riend at work I pictured her having un,talking to new people everyday and see-ing new locations. While the talking partis right, most times she does not leave theairport, and i she does it is to go straightto the hotel and sleep beore the next bigday o fying.

Now I will eel a lot saer when I fy. I

certainly did not think about my rienddoing CPR or any other large scale liesaving maneuvers, but as they say, ‘Youlearn something new everyday.’

A First Step on the Debt

NancyPelosiis remarkablyconsistent.Dur-

ingtheelectioncampaign,sheattackedRepub-licansforproposalstotacklethenation’sfiscalproblems.Aftertheelection,sheisattackingtheco-chairmenofPresidentBarackObama’sfis-calcommissionforthesameoffense. WhatwasallthatabouthowAmericanscan’tabidea“partyofno”again?AlanSimpsonandErskineBowles,theRepublicanandDemocrat-ic chairmen of Obama’s commissionrespec-tively, shocked Washington with a bipartisanproposalthatisn’tthetypicalwishy-washyfare.Itisstarklyforthrightaboutourfiscalmessand

aboutpotentialsolutions. Theysaythat“Americacannotbegreatifwegobroke,”andsuggestapackagewitharatioofroughly3:1spendingreductionstotaxincreas-esforatotalof$4trillionindeficitreductionby2020.Pelosiwouldpreferaratioof0:4spendingcutstotaxincreases.TheimplicitDemocraticdeficitplanistocareentowardbankruptcy,thenhiketaxesasmuchaspossible. Amid all the budget wonkery, the simplestnumberinSimpson-Bowles--whichstillhastobeconsideredbythebroadercommission--is

21percent.Theproposalwouldcaprevenuesat 21 percent of GDP, and eventually bringspendinginlinewithrevenue. Theleftcan’tacceptthatnumber.Itmeansgivingbackthefederalgovernment’sgainsof

the Obama era, when federal spending hasspikedtomorethan24percentofGDP.Anditisinconsistentwiththemassivesubsidyregime

of ObamaCare. Democrats didn’t trash theirHousemajorityinthespendingsplurgeofthepasttwoyearsonlytogobacktoGeorgeW.Bushlevelsofexpenditure. Therightisn’t--andshouldn’tbe--happywith21percent,either.Itwouldbeahistoricallyhightaxtakebythefederalgovernment.ChristopherPapagianis of the think tank e21 calculatesthatfederal revenues averaged 17.8percentofGDPfrom1946to2008.Forfivedecades,Washingtonabsorbedlessthan20percentoftheeconomywithoutcourtingutterfiscalruin.

Inthiscontext,21percentisastartingpoint.Itmakesclearwhatthedirectionofgovernment’ssizeshouldbe:downward.Simpson-Bowleshasitsflaws.Amongotherthings,itcutsdefenseandacceptsthefiscallyruinousarchitectureofObamaCare.Butitincludesseriousproposalstocutdiscretionaryspending,toputSocialSe-curityonasounderfootingandtobroadenthetaxbasewhilesimplifyingthecodeandbringingthetopratedownto23percent. ThenextmoveisPresidentObama’s.Hecon-stantlysaysthedebtis“unsustainable.”Either

he’sgoingtoplayagainsttypeandcutgovern-ment,orhe’llneedtoraisetaxesonthemiddleclass.ForallthecontroversyovertheBushtaxcutsfor“therich,”endingthemwouldonlygen-erate$700billioninrevenueduringthenext10years.TherealmoneyisintheBushtaxcutsforeveryoneelse-- $3trillionover10 years.Democratsareextendingthoseandexemptingthemfromthe“pay-go”rulessotheydon’thavetofindcountervailingspendingreductions. Simpson andBowles deliveredthe kind offresh,fearlessthinkingObamasaidhewanted.

Butthecomfortable,stalepoliticsofNancyPe-losibeckons.

As Republicans headed to their statewide con-

 vention this past weekend in McLean, the ques-tion everyone was asking is who will be runningagainst Democratic U.S. Sen. Jim Webb in 2012– and even i he will be running.

As the GOP huddled on Friday and Saturday at the Advance, our potential candidates wereselling themselves to the party leadership. Onthe Democratic side, Webb ares well or re-election, according to Public Policy Polling re-leased this week. But he has not said i he will berunning.

Although no one has announced their candi-dacy yet, ormer Gov. George Allen, Del. BobMarshall, R- Manassas, and Prince WilliamCounty Board o Supervisors Chairman Corey Stewart are positioning themselves or a run. OnFriday, Bert Mizusawa, the owner o a nationalconsulting rm and retired lawyer and army general, also expressed his interest in running,reported the Washington Post. Mizusawa ranin the 2nd District Congressional primary thatcongressman-elect Scott Rigell won.

“I’ve gotten a lot o people encouraging me torun,” Mizusawa said. “I think it will boil down toi I think I can do a better job … than the othercandidates.”

While Mizusawa is a relative newcomer to

politics, the other three represent a span o po-litical experience.Allen is the early avorite, but has not yet an-

nounced i he will run. Te ormer governor lostto Webb in 2006 by 9,300 votes out o the 2.37million votes cast. In a poll released this week by Public Policy Polling, Allen was the avorite pickor Senate among Virginia Republicans. He re-ceived 46 percent o the vote rom Republicans.

Marshall has been in the House o Delegatessince 1992. As political analyst Bob Holsworthsaid, he “doesn’t operate by all the text-bookrules.” Te delegate tends to let legislation do thetalking or him, trying to build a reputation on

cutting back the reach o government and con-cern over oreclosures.

Stewart’s name rings in people’s ears overPrince William County’s tough immigrationpolicy. He has taken a hard-line conservativestance on immigration, as well as cutting gov-

ernment spending.While the immigration policy drew contro-

 versy, “that’s something I believe is a eather inmy cap,” he said.

As the GOP met, many eyes were evaluatingtheir electability.

“I think everybody knows it’s important tohave a presence at the Republican Advance,”Stewart said.

He, along with Allen and Marshall, hostedsuites at the event. But another character ev-eryone was watching was Attorney General KenCuccinelli.

“Te big question that remains o someoneelse getting in the race is Ken Cuccinelli,” saidHolsworth.

Cuccinelli, a conservative darling, has not tak-en any public steps to get into the race, but hispresence would change the dynamics.

Cuccinelli is a polaraizing gure. He is lovedby conservatives but in the Public Policy poll,39 percent o those polled have an unavorableopinion o him. Only 31 percent have a avorableone.

Another candidate that is raising questions isWebb himsel. Te moderate Democrat has notsaid i he wants another term.

“Moving orward, Sen. Webb believes theDemocratic Party must rearm its historiccommitment to ght or the interests o workingAmericans and to ensure airness o opportuni-ty or everyone,” said a statement rom Webb’soce. “Sen. Webb will address his intentions re-garding the 2012 election cycle ater giving thematter proper thought and consideration.”

Must). MAAM is a local volunteer group associated with the Centra Foundation, whose mission is to improve the health of women in

central Virginia by raising awareness of the importance of screening mammograms. (Including raising money to pay for women who

cannot afford one.)JRDS has been walking to the Boonsboro Fire Station for over 10 years. The younger JRDS students sang in Thanksgiving Day

Te controversial immigration policy inPrince William County aected the area’s His-

panic population, says a study released by theUniversity o Virginia.Te study that was released uesday exam-

ined data rom 2007, when the new policy wasproposed, through 2010. It concluded that thenumber o illegal immigrants in the county declined, and the eects on crime were mixedas some crimes declined but others remainedat the same level. While the Hispanic popula-tion continued to increase, it grew slower thanother counties in the region.

“It is clear what Prince William County didhave signicant, ar-reaching impact,” said

Tomas Guterbock, an author o the study and the ounder o the Center or Survey Re-search at the University o Virginia.

But whether or not lawmakers want thatimpact replicated across Virginia will likely be a hot topic in the 2011 General Assembly session in January. Tey will be dealing with aslew o immigration legislation.

Del. David Albo, R- Springeld, said thatVirginia is already one o the strictest statesin the country on checking immigration sta-tus. Virginia law enorcement can check the

immigration status o anyone they bring intocustody.

Albo supports tough immigration laws be-cause he says the state can’t aord to pay orillegal immigrants.

But Del. David Englin, D- Alexandria, says atough immigration policy has unwanted sideeects.

“When we create this environment wherepeople with very recent immigration back-grounds don’t eel welcome, it harms us all,”he said.

Te study will likely be a talking point orlawmakers, but as Guterbock said, “Our intenthere is not to end the debate about immigra-tion policy but to inorm that debate.”

Te study suggests that a locality can re-duce the number o illegal immigrants living

there, but side aects also occur. Ater PrinceWilliam’s policy went into eect, many youngHispanic males let the area. It is dicult orresearchers to track the exact number o ille-gal immigrants who let. But researchers es-timated the number to be between 2,000 and6,000.

Some o this is related to the economic re-cession that hit the area at the same time thenew policy did, but Guterbock insists that thelack o jobs wasn’t the only thing to blame.

“Prince William is no longer seen as an es-

pecially attractive area [or Hispanics],” hesaid.

Te study o the change in crime gave amixed result. In 2009, illegal immigrants com-mitted six percent o the serious crimes in the

county. But the number o aggravated assaultsdecreased as a result o the policy.Guterbock said this was because many 

 young, Hispanic males let the area and youngmen are usually the ones to get involved inghts. But the overall crime rate did not nec-essarily go down.

Also, the policy could have led to peoplenot reporting crimes because they were wor-ried their immigration status would be ques-tioned.

Te Hispanic population’s view o law en-orcement also deteriorated or a while. But

Guterbock said that the relationship seems tobe improving. It dropped signicantly in 2007,but has risen since.

“Hispanics who were here legally were alsoconcerned about how they would be treatedand i they were welcome,” he said.

But this did not necessarily drive them outo the county. Guterbock said many Hispaniccommunities still fourish in the region.

Still, this ethnic divide concerns many law-makers.

“It suggests a problematic racial undertone,”

said Englin.He said even legal immigrants could have a

dicult time living in Virginia because o thestrict laws. He pointed to Gov. Bob McDon-nell’s policy o not accepting the Federal Em-

ployment Authorization Document as proo o legal immigration status. Te document isissued by Department o Homeland Security to people temporarily authorized to work inthe U. S. But concerns rose because peoplewho have a pending deportation hearing canstill get the document.

Immigration laws in Virginia are overzeal-ous Englin said. “He is making it so that legalimmigrants are being harmed by this polic y.”

Albo challenged this, saying that the bills hesponsors do not harm legal immigrants andthat they should be able to nd an alternative

orm o proo o legality.While the issue will be contentious in thestatehouse, both lawmakers agreed on onething – immigration reorm is being taken upat the state and local levels because the ederalgovernment has not acted on it.

Both asked or comprehensive immigrationreorm rom Washington. Tere is some hopethat the issue can be tackled in the lame-ducksession o Congress.

What a week at JRDS! Farm to School Weekhas brought smiles, laughter, and un into thelunchroom everyday. Monday, students tastetested o a variety o local apples. Tey learnedthat pouring a little orange juice on an applewill keep it rom turning brown, and it addsa delicious taste. Te students’ avorite applewas the Fuji. Plus, a little Virginia geography was worked in as students learned about the

counties where apples are grown in our state.

uesday’s lesson in buying local and organ-ic versus non-organic was brought to us by Sherri Meyer, Meriwether Godsey’s nutrition-ist. Te children, who could recite a act ortwo o what they learned, earned a small pieceo organic pomegranate candy–a tasty learn-ing reinorcement. Te students also tastedShepherd’s Pie made with organic groundbee was purchased rom the Coleman Farmin Big Island. And then, to incorporate a little

spacial/math learning, we played a guessinggame o How Many Potatoes in a Bushel. Teguesses ranged rom 15 to over a 1,000! Tewinners or the potato game were: KentonMarshall (with the exact number - 91) ormiddle school and Randy rost, Carter Keller,and Carson Shepherd or lower school. Plus,

students guessed the weight o a pumpkin.Catherine Hunt was the winner or middleschool with a guess o 6.3 lbs. (actual weightwas 6.25 lbs.) Julia Langley, Hunter Diminick,Sawyer atom, Marina Jeirles, and EmersonStands all tied or rst rom lower school, eachguessing 6 pounds.

Parents, i you could have seen what yourkids were tasting on Wednesday. You wouldhave been amazed! Che Steve, was sautéingradish, turnip, and beet greens in olive oi l, gar-lic, and lemon. Te children tasted the greensand voted on their avorite. Kindergarten and

rst liked the beet greens. Second, third andourth graders preerred the radish greens.Te middle schoolers’ avorite was the turnipgreens. Some kids wouldn’t try them, but allit took was one student to say how deliciousthey were, and the next thing you knew all thekids were tasting! Ater the greens, the chil-dren checked out root vegetables. Yes, yourchildren ate plain baked beets, turnips, andgolden beets, and many even tried a raw rad-ish! Te aces were priceless!

With Tursday came the apple and pump-kin butter tasting! Te students voted, andthe apple butter won: 169 to 100. Te chil-dren also experienced Che Steve Cannard’ssautéed pumpkin seeds. Many came back orseconds on the Cajun and Sea Salt versions.

Friday’s culminating lunch and armers’market could not have be en more perect. Te

armers set up their tables with resh greens,apples, homemade pumpkin and apple but-ter, goat cheese, dark chocolates, and more.Te children all received their Farm to SchoolWeek reusable bags and went shopping withthe armers right here in our JRDS parking lot.Many parents came and ate a delicious meal

on blankets with their children. News report-ers and Delegate Scott Garrett were so excitedto be a part o this unique and inormativeevent. Over 300 people enjoyed resh oodin a riendly and sunny atmosphere. We hopeVirginia Farm to School Week will spreadthroughout the Lynchburg area. It inspires agreen and healthier way o living and thinking.Isn’t it cool to share this with our students andcommunity? You may nd your child request-ing roasted vegetables as part o your nextdinner. There’sone thing that seniorshaven’tgot-tenbetteratoverthedecades,anditcanbedeadly:Wedelaytoolongingettinghelpifwesuspectweorsomeoneweloveishavingaheartattack. Inastudyofmorethan104,000heart-attackpatientsreportedinArchivesofInternalMedi-

cine, researchers compared the time it looktoreceivecarewiththerateofmortalityfromheartattack.Theaveragetimeofdelayingoingtothehospitalwas2.6hours. Therearetwotypesofheartattack:STEMIand non-STEMI. The STEMI portion means“STsegmentelevationmyocardialinfarction,”which is when a coronary artery becomesblockedbyaclotandtheheartsustainsdam-

age.Minutescountwhenitcomesto gettingcare. Thedifficulty,researcherssaid,isthatthepa-tientcan’ttellifheorsheishavingonetypeortheother.Onlybygettingtothehospitalquicklyandbeinghookeduptoanelectrocardiogrammachinecanitbedetermined.

Seventy Virginians are trying to gureout how the state will comply with new laws engendered by the healthcare over-haul.

Passed by Congress last spring, thehealthcare reorm bill is estimated toadd 16 million people to Medicaid andsubsidize private coverage or low andmiddle-income people through insur-ance exchanges. In Virginia, that willtranslate to coverage or a majority o the

one in eight residents who are currently uninsured.In July, Gov. Bob McDonnell gave the

state’s interim Medicaid director a new  job: to oversee a 24-member Health Re-orm Initiative Council and six dierenttask orces charged with looking at theins and outs o meeting the new law’s re-quirements.

Sept. 23 brought two requirements orinsurance companies: they had to coverdependent children up to age 26 andcould not deny coverage to children un-der age 16 with pre-existing conditions.Companies seem to have made the tran-sition successully, says Jackie Cunning-han, deputy commissioner or the Lieand Health Division o the State Corpo-ration Commission’s Bureau o Insur-ance.

“We did get a lot o amendments topolicy orms to refect those changes,”Cunningham said. “As ar as we know,companies have made that transitionwell.”

Last summer, Richmond-basedNHealth announced it would shut itsdoors by the end o the year due to thenew requirements. Cunningham saidshe hasn’t seen any other insurance com-

panies close down since, although somehave said they may pull out o certainmarkets.

On New Year’s Day, insurance com-panies will be aced with another new regulation. Called the medical loss ratio,companies will be allowed to spend only a certain percentage o their revenue onoverhead. Te ratio is intended to limitadministrative bloat and keep companiesrom charging too much or premiums.

“Te intention is to ensure companiesare paying out 80 to 85 cents to every dollar they’re taking in,” Cunninghamsaid.

But while there’s little more than amonth let beore the deadline, insurersare still waiting on the ederal govern-ment to outline what types o servicesall into the medical category and whichtypes are considered overhead, Cunning-ham says. Some services—like helpingdiabetics manage their condition—could

be considered administrative but havemedical ramications, putting them in agrey area.

Te biggest deadline is still three yearsaway. Beginning in 2014, Virginia’s Med-icaid program must absorb all o the re-cipients newly eligible under the reormact and launch a ully operable insuranceexchange.

Because the state currently runs oneo the leanest Medicaid programs in thecountry, it aces a bigger task than statesthat already have more expansive eligi-bility requirements. Right now, VirginiaMedicaid covers pregnant women andchildren up to 133 percent o the ed-eral poverty level and seniors up to 80percent, but doesn’t oer any coverageto childless adults or parents o coveredchildren.

Tree years rom now, everyone up to133 percent o the ederal poverty levelwill qualiy or Medicaid. In Virginia,that includes individuals making $14,404or less, or a amily o our with a $29,327

income.Estimates o how many Virginians

widely. Te Department o Health andHuman Services puts the estimate at275,000, but that is highly dependenton how ast the economy recovers, saysSecretary Bill Hazel.

“I’ve seen everything rom that to430,000,” Hazel said. “It’s very hard topredict. Tis year alone, we’ve added80,000 people to the Medicaid rolls.”

Hazel and other ocials say the new insurance exchange is perhaps the most

conusing o all the new healthcare re-quirements. Exchanges are intended tomake health insurance options more ac-cessible to middle-class workers earningup to 400 percent o the ederal poverty level.

wo exchanges currently exist in theU.S.: one in Massachusetts and one inUtah. While both oer some idea o whatexchanges could look like, Hazel saysthere a lot o unanswered questions.

Hazel serves as chairman o the advi-

sory council. He outlines some decisionsit aces: who will be eligible or subsidiesthrough the exchange and whether theexchange will operate as a governmentagency or as a private nonprot. Temost likely scenario is or the Virginiaexchange to operate as an independent,private entity, he said.

“Te typical manner in which Virginiahas operated…we tend to set up an au-tonomous organization with a board,”

Hazel said. “I you look at everythingVirginia has done in the last ew years,that’s what’s happened.”

Beyond those questions, the councilis waiting or direction rom the ederalgovernment on what types o productscan be oered through the exchange,says Cindi Jones. States are supposed tohave the exchange set up by March 2013so problems can be addressed beore theocial launch in 2014.

“It’s just a massive thing o which noone knows the answer,” Jones said. “Youhave to do it ast in order to be certiedin 2013 and ready in 2014.”

Te council’s next meeting will be heldDec. 14 at the University o Virginia andwill be open to the public.

While the healthcare reorm is knownor prompting contentious debate, itbrings mixed eelings or council advisorand George Mason University Proes-sor Len Nichols. He emphasizes that the

council’s larger goal is not to just imple-ment the ederal health reorm, but toimprove healthcare or all Virginians.

“Tis process is about trying to gureout what’s best or Virginia,” Nicholssaid. “In some ways, the ederal bill canhelp Virginia and in some ways it willhurt.”

Franklin County attorney Bill Stanley beata crowded eld o six Republicans vying or

congressman-elect Robert Hurt’s, R-5th Dis-trict, old seat uesday.

Te Republican Party o Virginia hosted a“rehouse primary” to decide their candidateor the special elections to be held Jan. 11.Stanley will ace Democrat Hank Davis romPittsylvania County.

In a “rehouse primary,” the GOP holds theelection rather than the State Board o Elec-tions. Any registered voter in the district canparticipate, but they must sign a pledge to vote or the Republican nominee in the spe-cial election.

Tere were six polling places across thedistrict which includes Franklin and Pittsyl- vania Counties, the city o Danville, and parto Campbell County.

For the past couple weeks, some o the can-didates have been busy creating a campaignand persuading voters to mark their name onthe ballots. But several joined the race at thelast minute. Scott Brooks o Danville didn’tannounce his intentions to run until Friday 

aternoon, a day beore the deadline.He joined Stanley, Melvin Adams o Frank-

lin County, Brenda Bowman o PittsylvaniaCounty, Jerry Grubb o Pittsylvania County,and Fred Shanks o Danville.

Some o the candidates said it was a chal-lenge to put together a campaign with suchshort notice.

“It’s a whirlwind,” said Bowman. “… It’ll beover and most o the people won’t even know it happened.”

She has been on the road talking to peopleabout voting. But because she only decidedto run two weeks ago, she only received hersigns this week.

Te candidates were criss-crossing eachother as they campaigned across the dis-trict, making speeches, putting up signs, andmeeting people.

“It has been a zoo,” Shanks said.He said many o the candidates were put-

ting eort into the primary because the Re-publican nominee will be the avorite to winthe election. Te area is traditionally a Re-publican stronghold.

Brooks, the latecomer, relied on Internettechnology to campaign. He was using Face-book, email, and personal contacts to devel-

op a base.“I’m kind o the Internet candidate,” he

said.But or all their eort, spreading the word

is dicult.

“Even last evening, I was making somedoor-to-doors and there were people whodidn’t even know it was going on,” said Ad-ams.

Voter turnout was expected to be low inthe primary because many don’t know it’shappening, will be gone or Tanksgiving, orcannot get to the polls.

“Te polling locations are not convenient tomany people,” Adams said. “Tere are peoplewho have to drive at least 45 miles one way toget there.”

Because the polls closed at 6 p.m. it makesit dicult or many to vote. Te six pollinglocations are not the ones used by the StateBoard o Elections, but are chosen by theparty.

“Tere’s a lot o thought given to that,” saidGarren Shipley, spokesperson or the Repub-lican Party o Virginia.

Te party works with local people to ndthe best location that is available and centralto the precinct, he said. “We couldn’t have as

many polling places as we’d like to have.”Another complaint some candidates had

was that some o their opponents are party insiders.

Tey have built a network o party activists

in the district, Brooks said, but “I don’t haveaccess to lists o Republicans.”

“Any candidate running or oce has accessto voter lists at the State Board o Elections,”said Stanley’s spokesperson Gerry Scimeca.

Stanley is the 5th Congressional DistrictChairperson and on the State Central Com-mittee o the Virginia Republican Commit-tee. Bowman is the chairperson or the Pitt-sylvania County Republican Committee.

Stanley seems to have riends in highplaces. Attorney General Ken Cuccinelli en-dorsed him, along with ve senators in theGeneral Assembly.

A spokesperson rom his campaign saidthat his connection comes rom his serviceto the party.

“He had a lot o resources close by to him,”said spokesperson Gerry Scimeca. “… He’salready established and very well-known.”

According to inormation available at presstime, Stanley won 42% o the nearly 3,300 votes cast.
