I do and you just might after reading this very true story of a local man...and his near death experience. Let's start at the beginning. John Berger is a very nice guy, in his early 60's. Typical American story for his generation. He has been a career accountant for most of his adult life. But, that is not the beginning of the story. Meet John... the Navy Air Sea Air Rescue Medic. John had been a competitive swimmer all through High School and Col- lege. His military service was natural for him. During his serv- ice experience he saved a military dependent child from a swimming accident with CPR. He delivered a baby and per- formed a lot of ER room procedures as part of his job. Let's move forward 40 or so years. John is that numbers driven, professional accountant working for a major company. John and his wife Deborah are living in San Pedro but the com- plex does not have all the amenities that he likes such as a good size pool. Ah, but they come across a Huntington Harbor location that they fall in love with and move in. John and his wife Deborah had been seeing a dermatologist who had advised them to stay out of the water for awhile. Then one day recently, his doctor lifted thier ban on the water. The next day, Deborah and John go to the pool area in their new complex. Deborah is the social butterfly...starts a conver- sation with the neighbors and their friends around the pool on this typically gorgeous Fall day in HB. They end up bringing all the tables and chairs together and they soon all are...as we do... laughing, breaking bread and unknowingly starting what was soon to be a life long bond wrapped in emotion, love, tears and near death. John is a large man, tall, robust. Shortly after the tables are drawn near. all sitting together, one of the people in the group says... is John doing some trick in the pool? John was face down in the deep end...somewhat spread eagle. Immediately, Tim Scott, a friend of a neighbor at the table jumps in the pool. Tim, also a big guy...very recent combat vet- eran gets under John and brings him out of the water. This was, having met John...and at this moment a very wet John...not an easy task. Tim and his friend start the process to try to revive him...At the same time there is a wedding reception going on in the recre- ation area club house. "Pool" people run over and yell..."Is there a Doctor here?" NO! But a married couple, both nurses and another man who knew CPR respond immediately. They all proceed to John's side. Repeated attempts at CPR, chest pounding do not seem to be working. HB Paramedics arrive...resuscitation continues en route to hospital. Hospital records indicate: Pulmonary Failure, Cardiac Arrest! This was 6 pm. Late that night Doctors inform Deborah that they are going to pack him in ice as a emergency treatment. The doctors re- turn...no ice... they got a cardiac response. Those new neighbors and friends drove Deborah to the hospital and waited with her. Hours passed. Seven days in ICU followed by 3 more days in Hospital... doctors propose one possibility... Sleep Apnea as one potential cause! Think about it. Dermatologist releases John, next day in pool. Deborah gathers all that are poolside and starts her own party. Two seasoned veterans with lots of life and death experiences (literally) at the table. The wedding...two professionally trained dedicated nursing professionals are present. HB Paramedics respond quickly and with expertise... the doctors do not give up on John. Just another day of life and death...or were all the right people placed there simply because it was not John's time yet? We will never know. John fully recovered but taking time off from work. He has no memory once he got up from the poolside party-table and entered the pool. He has one daunting memory. Tim, the vet...was on top of him after being pulled from the pool and across Tim's upper torso was a huge tat- too; S O L D I E R! They gathered for dinner about a month after John...after John recovered... at Buon Gusto restaurant on Warner Ave. at Bolsa Chica Road to cele- brate John's life. Most there did not previously know each other, in fact. all were new to John be- cause of his loss of his memory; now they all seem like family! Kids brought John cards and flowers...John was very thankful and now when they see each other it is all high five's, hugs and smiles. What do you think? * 1 ) Pause: such a simple word: temporary stop : a period of time in which something is stopped before it is started again. What is so difficult to understand. We pause some immigration policies until we develop more secure screening procedures to better secure the safety of America and continue our immigrant national makeup and origin. 2) Presentation from the Oval Office. During my adult years hearing Kennedy, Bush, etc. each national address from the Oval Office had a program of change accompa- nying the speech, a plan to deal with the crisis, etc. Bay of Pigs, for example was a serious message with a military plan to mitigate the threat. No plan put forward...just gun control. 3.) Political cor- rectness: I am totally convinced that our elected officials are absorbed in this ridiculous concept lead by the ACLU to not say Merry Christmas, not cele- brate Halloween, not to profile. Again, ridiculous! We should never be mean, always speak from the heart and respect the fact that we are a nation of religious based fam- ilies, ethnically diverse families...all immigrants who have learned how to integrate with each other, absorb the Amer- ica culture, live harmoniously, inter-marry...etc. 4) Radicalized Catholics... if a group of Christians...and perhaps there have been a few episodes in history were killing people...I would not hesitate calling them radical- ized Catholics. 5) Vetting: Geese... come up with a program that helps us distinguish issues that could affect out safety . 6) Secure the Border: why does this need definition. De- velop a plan to allow migrant worker to safely and legally enter the U.S. 7) Undocumented Aliens... common... give them a work visa, provide some housing and health care as part of their employment. Is this all about signing people up to vote to advance one political agenda over another... I think we are fed up! Where do I stop, where do I start.? I am completely con- vinced that we...the people get it. We understand the dif- ference between workplace violence and terrorism. We know there are good and bad gas stations, good and bad Italians...good and bad Muslims; there are good and bad people of all ethnic and cultural backgrounds. Do you believe in Miracles? I do and you just might afterreading this very true story of a local man...and his neardeath experience.

Let's start at the beginning. John Berger is a very nice guy,in his early 60's. Typical American story for his generation. Hehas been a career accountant for most of his adult life. But, thatis not the beginning of the story.

Meet John... the Navy Air Sea Air Rescue Medic. John hadbeen a competitive swimmer all through High School and Col-lege. His military service was natural for him. During his serv-ice experience he saved a military dependent child from aswimming accident with CPR. He delivered a baby and per-formed a lot of ER room procedures as part of his job.

Let's move forward 40 or so years. John is that numbersdriven, professional accountant working for a major company.John and his wife Deborah are living in San Pedro but the com-plex does not have all the amenities that he likes such as a goodsize pool.

Ah, but they come across a Huntington Harbor location thatthey fall in love with and move in. John and his wife Deborahhad been seeing a dermatologist who had advised them to stayout of the water for awhile. Then one day recently, his doctorlifted thier ban on the water.

The next day, Deborah and John go to the pool area in theirnew complex. Deborah is the social butterfly...starts a conver-sation with the neighbors and their friends around the pool onthis typically gorgeous Fall day in HB. They end up bringingall the tables and chairs together and they soon all are...as wedo... laughing, breaking bread and unknowingly starting whatwas soon to be a life long bond wrapped in emotion, love, tearsand near death.

John is a large man, tall, robust. Shortly after the tables aredrawn near. all sitting together, one of the people in the groupsays... is John doing some trick in the pool?

John was face down in the deep end...somewhat spread eagle. Immediately, Tim Scott, a friend of a neighbor at the table

jumps in the pool. Tim, also a big guy...very recent combat vet-eran gets under John and brings him out of the water. This was,

having met John...and at this moment a very wet John...not aneasy task.

Tim and his friend start the process to try to revive him...Atthe same time there is a wedding reception going on in the recre-ation area club house. "Pool" people run over and yell..."Is therea Doctor here?" NO!

But a married couple, both nurses and another man whoknew CPR respond immediately. They all proceed to John'sside. Repeated attempts at CPR, chest pounding do not seem tobe working.

HB Paramedics arrive...resuscitation continues en route tohospital. Hospital records indicate: Pulmonary Failure, CardiacArrest! This was 6 pm.

Late that night Doctors inform Deborah that they are goingto pack him in ice as a emergency treatment. The doctors re-turn...no ice... they got a cardiac response. Those new neighborsand friends drove Deborah to the hospital and waited with her.Hours passed.

Seven days in ICU followed by 3 more days in Hospital...doctors propose one possibility... Sleep Apnea as one potentialcause!

Think about it. Dermatologist releases John, next day in pool.Deborah gathers all that are poolside and starts her own party.Two seasoned veterans with lots of life and death experiences(literally) at the table. The wedding...two professionally traineddedicated nursing professionals are present.

HB Paramedics respond quickly and with expertise... thedoctors do not give up on John.

Just another day of life and death...or were all the right peopleplaced there simply because it was not John's time yet?

We will never know. John fully recovered buttaking time off from work. He has no memoryonce he got up from the poolside party-table andentered the pool.

1) Pause: such a simple word: temporary stop : a periodof time in which something is stopped before it is

started again. What is so difficult to understand. We pausesome immigration policies until we develop more securescreening procedures to better secure the safety of Americaand continue our immigrant national makeup and origin.

2) Presentation from the Oval Office. During my adultyears hearing Kennedy, Bush, etc. each national addressfrom the Oval Office had a program of change accompa-nying the speech, a plan to deal with the crisis, etc. Bay ofPigs, for example was a serious message with a militaryplan to mitigate thethreat. Long before the advent of Christianity, plants and trees that remained green all year hada special meaning for people in the winter. Just as people today decorate their homesduring the festive season with pine, spruce, and fir trees, ancient peoples hung evergreen

boughs over their doors and windows. In many countries it was believed that evergreenswould keep away witches, ghosts, evil spirits, and illness.

Did You Know?������������CChristmas trees are grown in all 50 states including Hawaii and Alaska.

CIn the Northern hemisphere, the shortest day and longest night of the year falls on December21 or December 22 and is called the winter solstice. Many ancient people believed that thesun was a god and that winter came every year because the sun god had become sick andweak. They celebrated the solstice because it meant that at last the sun god would begin toget well. Evergreen boughs reminded them of all the green plants that would grow again whenthe sun god was strong and summer would return.

CThe ancient Egyptians worshipped a god called Ra, who had the head of a hawk and worethe sun as a blazing disk in his crown. At the solstice, when Ra began to recover from the ill-ness, the Egyptians filled their homes with green palm rushes which symbolized for them thetriumph of life over death.

CEarly Romans marked the solstice with a feast called the Saturnalia in honor of Saturn,the god of agriculture. The Romans knew that the solstice meant that soon farms andorchards would be green and fruitful. To mark the occasion, they decorated their homesand temples with evergreen boughs. In Northern Europe the mysterious Druids, the priestsof the ancient Celts, also decorated their temples with evergreen boughs as a symbol ofeverlasting life. The fierce Vikings in Scandinavia thought that evergreens were the spe-cial plant of the sun god, Balder.

CGermany is credited with starting the Christmas tree tradition as we now know itin the 16th century when devout Christians brought decorated trees into their homes.Some built Christmas pyramids of wood and decorated them with evergreens andcandles if wood was scarce. It is a widely held belief that Martin Luther, the16th-century Protestant reformer, first added lighted candles to a tree. Walkingtoward his home one winter evening, composing a sermon, he was awedby the brilliance of stars twinkling amidst evergreens. To recapture thescene for his family, he erected a tree in the main room and wired itsbranches with lighted candles.

CMost 19th-century Americans found Christmas trees an oddity.The first record of one being on display was in the 1830s by the Germansettlers of Pennsylvania, although trees had been a tradition in manyGerman homes much earlier. The Pennsylvania German settlementshad community trees as early as 1747. But, as late as the 1840sChristmas trees were seen as pagan symbols and not acceptedby most Americans.

CIt is not surprising that, like many other festive Christ-mas customs, the tree was adopted so late in America. Tothe New England Puritans, Christmas was sacred. Thepilgrims’s second governor, William Bradford, wrotethat he tried hard to stamp out “pagan mockery” ofthe observance, penalizing any frivolity. The influ-ential Oliver Cromwell preached against “the heathen tra-ditions” of Christmas carols, decorated trees, and anyjoyful expression that desecrated “that sacred event.” In1659, the General Court of Massachusetts enacted alaw making any observance of December 25 (otherthan a church service) a penal offense; people werefined for hanging decorations. That stern solem-nity continued until the 19th century, when theinflux of German and Irish immigrants un-dermined the Puritan legacy.

CIn 1846, the popular royals, QueenVictoria and her German Prince, Al-bert, were sketched in the IllustratedLondon News standing with theirchildren around a Christmas tree. Unlike the previous royal family,Victoria was very popular with her subjects, and what was doneat court immediately became fashionable—not only in Britain,but with fashion-conscious East Coast American Society. TheChristmas tree had arrived.

CBy the 1890s Christmas ornaments were arriving from Germany and Christmas tree pop-ularity was on the rise around the U.S. It was noted that Europeans used small trees aboutfour feet in height, while Americans liked their Christmas trees to reach from floor to ceiling.

CThe early 20th century saw Americans decorating their trees mainly with homemade or-naments, while the German-American sect continued to use apples, nuts, and marzipan cook-ies. Popcorn joined in after being dyed bright colors and interlaced with berries and nuts.Electricity brought about Christmas lights, making it possible for Christmas trees to glow fordays on end. With this, Christmas trees began to appear in town squares across the countryand having a Christmas tree in the home became an American tradition.

Rockefeller Center Christmas TreeThe Rockefeller Center tree is located at Rockefeller Center, west of Fifth Avenue from

47th through 51st Streets in New York City.The Rockefeller Center Christmas Tree dates back to the Depression Era days. The tallest

tree displayed at Rockefeller Center came in 1948 and was a Norway Spruce that measuredin at 100 feet tall and hailed from Killingworth, Connecticut.

The first tree at Rockefeller Center was placed in 1931. It was a small unadorned tree placedby construction workers at the center of the construction site. Two years later, another tree

was placed there, this time with lights. These days, the giant Rockefeller Center tree is ladenwith over 25,000 Christmas lights.

It has been long thought that Martin Luther began the tradition of bringing a fir tree intothe home. According to one legend, late one evening Martin Luther was walking homethrough the woods and noticed how beautifully the stars shone through the trees. He wantedto share the beauty with his wife so he cut down a fir tree and took it home. Once inside heplaced small lighted candles on the branches and said that it would be a symbol of the beautifulChristmas sky. Hence, the Christmas tree.

Another legend says that in the early 16th century, people in Germany combined two cus-toms that had been practiced in different countries around the globe. The Paradise tree (a firtree decorated with apples) represented the Tree of Knowledge in the Garden of Eden. TheChristmas Light, a small, pyramid-like frame, usually decorated with glass balls, tinsel, anda candle on top, was a symbol of the birth of Christ as the Light of the World. Changing thetree’s apples to tinsel balls and cookies; and combining this new tree with the Light placedon top, the Germans created the tree that many of us know now.

Today, the Tannenbaum (Christmas tree) is traditionally decorated in secret with lights, tin-sel, and ornaments by the mother and is lit and revealed on Christmas Eve with cookies, nuts,and gifts under its branches.

Christmas Tree TriviaCChristmas trees have been sold commercially in the United States since about 1850.

CIn 1979, the National Christmas Tree was not lighted except for the top ornament.This was done in honor of the American hostages in Iran.

CBetween 1887-1933 a fishing schooner called the Christmas Ship would tie up at theClark Street bridge and sell spruce trees from Michigan to Chicagoans.

still at the top of mine.14. Decorate. Even if it's not for the holidays. A little room

upgrade can make all the difference in your day.15. Don't wait to buy your New Year's dress. Or you'll be

stuck scouring Forever 21 for the least tacky one on De-cember 31.

16. Donate some clothes. Chances are you stocked up thispast weekend. Clear out your closet with holiday spirit!

17. Spend a day in bed. You deserve it.18. But don't forget the hustle. That to-do list isn't getting

any shorter. But it will pay off in the end.19. Reflect. How was your 2015?20. Get excited. 2016 is less than a month away. New

Approximately 440 People re-cently went to The HolidaysFrom 1915 Event that was

put on by The Huntington BeachHistorical Society at The NewlandHouse Museum. This is a favoritelocal event and this years attractionswere: The Tashima Market as part ofHistoric Wintersberg, ForeverYoung a distinct group of 80 and 90Year Old's that play music whichhad: Sid Hallburn, Polly Sloan,Tom Penderghast, Glenn Black-way and background perform-ers (Whistler) Brent Ogden,(Drummer) Dylan Aragon,(Singer) Decorated MilitaryVeteran Frank Pangborn andSound Man Don Aragon.

Also playing at the event wasPresidential Pianist ChuckMunnings who has played forThe President of The UnitedStates and The President ofMexico. Chuck was also themain piano player at The Bal-boa Bay Club in NewportBeach for 21 Years. We alsohad a Famous Jazz Singer fromScotland Kathleen Pedick whosang the best Amazing Grace Ihave ever heard. Along with a ser-enade from Beverly and Lisa ofSide By Side who were playingEukeleles.

If you were in the market for a watch in1880, would you know where to getone? You would go to a store, right?

Well, of course you could do that, but if youwanted one that was cheaper and a bit betterthan most of the store watches, you went tothe train station! Sound a bit funny? Well,for about 500 towns across the northernUnited States , that's where the best watcheswere found.

Why were the best watches found atthe train station?

The railroad company wasn't sell-ing the watches, not at all. The tele-graph operator was. Most of thetime the telegraph operator was lo-cated in the railroad station be-cause the telegraph lines followedthe railroad tracks from town totown. It was usually the shortestdistance and the right-of-ways hadalready been secured for the rail line.

Most of the station agents were alsoskilled telegraph operators and that wasthe primary way that they communicatedwith the railroad. They wouldknow when trains left the previ-ous station and when they were dueat their next station. And it was the telegraphoperator who had the watches.

As a matter of fact, they sold more ofthem than almost all the stores combined fora period of about 9 years.

This was all arranged by "Richard", whowas a telegraph operator himself. He was onduty in the North Redwood,Minnesota trainstation one day when a load of watches ar-

rived from the East. It was a huge crate ofpocket watches. No one ever came to claimthem.

That started it all. He ordered morewatches from the watch company and en-couraged the telegraph operators to set up adisplay case in the station offering high qual-ity watches for a cheap price to all the trav-elers. It worked! It didn't take long for the

word to spread and, before long, peopleother than travelers came to the train stationto buy watches.

Richard became so busy that he had tohire a professional watch maker to help himwith the orders. That was Alvah. And therest is history as they say.

The business took off and soon expandedto many other lines of dry goods.

Richard and Alvah left the train stationand moved their company to Chicago -- andit's still there.

YES, IT'S A LITTLE KNOWN FACTthat for a while in the 1880s, the biggestwatch retailer in the country was at the trainstation. It all started with a telegraph opera-tor: Richard Sears - and his partner AlvahRoebuck!

When the President of the United States asks thetelevision networks to set aside time for him tobroadcast a speech from the Oval Office, we

can usually expect that he has something new to say. ButPresident Obama’s speech Sunday night was just a rehashof what he has been saying all along, trying to justify poli-cies that have repeatedly turned out disastrously for Amer-ica and our allies.

This was not a speech about how the Obama adminis-tration is going to do anything differently in the future. Itwas a speech about how Obama’s policies were right allalong. Obama is one of those people who are often wrongbut never in doubt.

The president struck a familiar chord when he empha-

sized that we shouldn't blame all Muslims for the actionsof a few. How many people have you heard blaming allMuslims?

Even if 90 percent of all Muslims are fine people, andwe admit 10,000 refugees from the Middle East, does thatmean that we need not be concerned about adding a thou-sand potential terrorists — even after we have seen in SanBernardino what just two terrorists can do?

The first responsibility of any government is to protectthe people already in the country. Even in this age of anentitlement mentality, no one in a foreign country is enti-tled to be in America if the American people don't wantthem here.

Obama’s talk about how we should not make religiousdistinctions might make sense if we were talking abouthanding out entitlements. But we are talking about distin-guishing between different populations posing differentlevels of danger to the American people.

When it comes to matters of life and death, that is notime for the kind of glib, politically correct rhetoric thatBarack Obama specializes in.

Obama may think of himself as a citizen of the world,but he was elected President of the United States, not headof a world government, and that does not authorize himto gamble the lives of Americans for the benefit of peoplein other countries.

The illusion that you can take in large numbers of peo-

ple from a fundamentally different culture, without jeop-ardizing your own culture — and everything that dependson it — should have been dispelled by many counterpro-ductive social consequences in Europe, even aside fromthe fatal dangers of terrorists.

Most refugees in the Middle East can be helped in theMiddle East, and many Americans would undoubtedly bewilling to financially help Muslim countries like Jordanor Egypt to care for these refugees in societies more com-patible with their beliefs and values.

The history of millions of European immigrants whocame here in centuries past was fundamentally differentfrom what is happening in our own times.

First of all, those immigrants were stopped at Ellis Is-land to be checked medically and otherwise, and were al-

lowed to get off that island to go ashore only after theyhad met whatever legal standards there were. Otherwise,they were sent back where they came from.

More fundamentally, people came here to assimilateinto the American society they found, not to become iso-lated enclaves of aggrieved foreigners, demanding thatAmericans adjust to their languages, their values and theirways of life.

Like so much that President Obama says, his talk of“stronger screening” of people coming into the UnitedStates is sheer fantasy, when even his own intelligence of-ficials and law enforcement officials say that we have noadequate data on which to base a meaningful screening ofSyrian refugees.

When Obama spoke of the danger of our being “drawnonce more into a long and costly ground war in Iraq orSyria,” that was yet another fantasy, that wars are optional.

When terrorists are at war with us, we cannot simplydeclare that war to be over, whenever it is politically con-venient, as Obama did when he withdrew American troopsfrom Iraq, against the advice of his own generals. That iswhat led to the rise of ISIS.

Our only real choice is between destroying ISIS overthere or waiting for them to come over here and startkilling Americans. As in other cases, Obama has madea choice that reflects politics and rhetoric, rather thanreality.

Dear Editor:Your recent article on "Understanding the Debt Ceiling..."Debt ceiling is easy to un-

derstand. For a person, it is the after tax income. When the monthly bills equals thetake home pay, the choice is sell something, get a higher paying job, or starve. Thebest solution might be find a better job. For a government, it is the same. However, imposing a debt ceiling on the govern-

ment means it cannot handle an emergency such as war. The current popular solutionof starve the poor is contrary to the Constitutional demand to “promote the commongood”. Increasing taxes, or creating an environment that produces good paying jobsis how any government handles the debt ceiling.

With one swipe of a pen, the ArizonaDiamondbacks made a franchise al-tering move, one that also sent rever-

berations throughout the baseball industry. Arizona shocked the baseball world by signing pitcher Zack Greinke to a six-year,

$207 million contract. Greinke spent thelast three years with the Los AngelesDodgers, amassing a 51-15 record.Greinke and teammate Clayton Kershaw, athree-time Cy Young winner, led theDodgers to the playoffs in all three seasons.At the end of this season, Greinke exer-cised an opt-out clause in the six-year, $147million contract he signed with theDodgers in 2012.

While the total value of the contract isbelow the $217 million the Red Sox gavefree agent David Price only hours earlier,the deal still gives Greinke bragging rightsto the highest average annual salary inMLB history at $34.2 million per year. Hisnew contract will pay him $10 millionmore per year and adds three more years tohis old deal.

The Greinke signing was fueled by the D’backs new TV deal with Fox SportsArizona that will pay the team $1.5 billion over 20 years and includes a stake inFSA. The club will receive approximately $80 million per year for the life of thedeal. That figure pales in comparison to what a number of other teams rake in fromtheir television contracts. The Dodgers, for example, will receive four times thatamount each year for the next 25 years. But for the D’backs, who rank in the bottom20% of MLB clubs in revenue, the new deal is $50 million per year more than theyhad been receiving.

The Price and Greinke deals are further evidence of the riches that abound in

MLB, which will generate almost $10 billion in revenue this year. Every MLB clubwill receive approximately $200 million from the league’s Central Fund which col-lects national TV revenues, licensing fees and internet revenues, then distributes thetotal equally among the 30 teams. The $6 billion Central Fund exceeds the sport’sestimated 2015 payroll of slightly more than $4 billion, including player benefits.

MLB is similar to the NFL, whereCentral Fund revenues cover playersalaries leaving teams free to spendlocal revenues – from sales of tickets,sponsorships, concessions, media

deals, parking andthe like – onplayer develop-

ment and other team expenses. Price and Greinke were the highest

profile free agent pitchers in thisyear’s class. Pitching-starved teamsthat are desperate to win will cullthrough the remnants. With bundlesof cash at their disposal, you can ex-pect them to overpay in the process.

Greinke’s contract will not onlyalter his family’s finances for gener-

ations, but the financial fortunes of a number of other pitchers and the teams thatsign them. And for that they can all thank the Diamondbacks.

The City of Huntington Beach pro-vides residents of HuntingtonBeach and Sunset Beach with

free sandbags during the rainy season.On average, the City provides 50,000sandbags during a normal rain seasonand has provided as many as 140,000sandbags during an El Nino year.

Sandbags can help prevent flooded

property, erosion and mud slides. TheCity provides the sand and sandbagsfrom the City of Huntington Beach Cor-porate Yard located at 17371 GothardStreet from 8 a.m. to 4 p.m. Monday –Friday. Sandbags are also available with24/7 access at Edison Community Cen-ter (next to the fire station) at 21377Magnolia Street and Warner Fire Station

at 3831 Warner Avenue.Residents can receive up to 20

sandbags, but need to bring a shovelto fill the bags and proof of resi-dency. Residents needing assis-tance may call the HB FireDepartment CERT Message lineat (714) 536-5974 to arrangefree sandbag delivery.

Rainy Season Sandbags For Residents

Fiscal year 15/16 construction activity began with a building valuation of$9,657,559 for the month of October. Residential and commercial re-

models along with miscellaneous permits (windows, block walls, reroofs,etc) comprised $6,624,218 of the above total. Activity at the Planning and

Building Counters remains steady over the fall months. Permit activity hasincreased 10% for the same time period last year while building plan checksubmittals and entitlements processed are up 17 % and 79% respectively forthe same time period last year. Walk-in customers to the planning and build-ing counters have increased to an average of 134 persons per day. We arequite busy in the Department of Community Development.

Icing;2 cups powdered sugar4-5 tbsp milk4 oz chocolate chips, melted

Instructions1. Preheat oven to 375 degrees.2. Mix sugar and butter just untilcombined and smooth.3. Add egg and milk and mixuntil smooth.4. Combine dry ingredients in a separate bowl, then add to wet ingre-dients. Mix until well combined.5. Drop heaping tablespoons of cookie dough onto lined cookie sheet.6. Bake for 8-10 minutes, then remove to cool. Allow cookies to sit oncookie sheet for 2-3 minutes, then remove to cooling rack.7. Once cookies are baked and cooled, combine powdered sugar andmilk for icing. Add the melted chocolate then spread onto cookies.

Crowdfunding relies on the collective effort of a largeamount of individuals making online contributions to allowa project or venture tohappen. ArtistShare, awebsite that allows fansto fund the creation ofnew artistic works, wasthe Internet's first fan-funded crowdfundingplatform, launching itsinitial project in Octo-ber 2003. Today,crowdfunding is a bitmore crowded, to saythe least, and among themost popular sites forthis purpose today areGoFundMe, In-dieGoGo, Kickstarterand Razoo. Crowd-funding has grownfrom a market of $880million in 2010 to $16 billion in 2014, with 2015 estimatedto surpass $34 billion.

A wide variety of both small and large-scale environ-mental endeavors are now utilizing this revolutionary newkind of fundraising. In November 2015, Indiegogo.com,the largest global crowdfunding platform, allowed theHomeBiogas system to reach their fundraising goal of$100,000 in 24 hours. The HomeBiogas system is a fam-ily-sized biogas system that converts any organic wasteinto clean cooking gas and a high quality liquid fertilizerfor the garden. With the system, 2.2 pounds of food wasteproduces an average of about 200 liters of gas, which gen-erates around one hour of cooking over a high flame. Also,

using the HomeBiogas for one year saves six tons of CO2,the equivalent of your car’s yearly emission. The campaignwill be active on IndieGoGo until December 23, 2015, andwith the support gained they hope to streamline the prod-ucts to households by May 2016.

On KickStarter.com, a creative project-focused crowd-funding site where “every project is an opportunity to cre-ate the universe and culture you want to see,” over 2,000people pledged a total of some $280,000 to fund the Little

Sun Chargeh igh -pe r fo r-mance solarphone charger,developed byartist OlafurEliasson andengineer Fred-erik Ottesen.Backers of theLittle Sun,which offers afull smartphonecharge fromfive hours ofsunshine, areprojected to re-ceive the prod-uct in March2016. The de-

Smaller scale—but equally impactful—current environ-mental efforts seeking crowdfunding include: Ashley Hoff-man’s Fundraiser for the Kentucky Association forEnvironmental Education; the World Parrot Trust USA’seffort to save wild parrots from being stolen from theirnests and forced into captivity; the Washington Youth Gar-den’s living garden classroom that provides hands-on sci-ence learning, inspires environmental stewardship andcultivates healthy food choices in youth and families; theFranklin Land Trust’s work with Western Massachusettslandowners to conserve farms, woodlands and scenic vis-

tas; and the Nature Conservancy’s innovative approach toturn farmland into temporary habitat for millions of mi-grating birds. All of these campaigns are posted onRazoo.com, which has helped non-profit organizationsraise $450 million since 2006. Any registered non-profitcan claim its Razoo page and start raising money onlineimmediately through the site’s customizable fundraisingportal.

While crowdfunding to support environmental cam-paigns and projects may still be in its infancy, no doubtmore and more non-profit leaders and activists will em-brace it as a way to expand their constituencies and pay foroperations in the most democratic way possible.

Two years have passed since a federaljury convicted Rudy Kurniawan, aprominent wine collector, of fraud for

selling counterfeit wines. When the FBI raidedKurniawan's home in March 2013, they dis-covered thousands of fake wine labels andhundreds of bottles and corks. He's currentlyserving a 10-year prison sentence.

Kurniawan's conviction brought attention to thescourge of counterfeit wines. It also forced the auctionindustry to clean up its act and dedicate moreresources to authenticating old bottles.

But wine enthusiasts remain on edge. Kurniawan showed how much money

could be made with fake wines. At a singleauction hosted by Acker Merrall & Condit in2006, he netted nearly $25 million. Plenty ofKurniawan's concoctions remain in circula-tion. And suspect wines continue to surface.Last month in Hong Kong, for example, anew auction house called Dragon 8 pulledmany lots from its debut after counterfeit ex-perts raised serious concerns onWineBerserkers.com, an online bulletinboard.

Some have argued that wine fraud is a vic-timless crime. Wine writer W. Blake Graycalled Kurniawan a "hero" since "the wine-auction scene is full of powerful assholes." But fakewines take a toll on everyday consumers -- those pas-sionate oenophiles who can't afford cases of grand cruBurgundy or first-growth Bordeaux but can afford theoccasional splurge on a single, special bottle.

Consider John Brooks, a retired Air Force majorgeneral who now considers himself a full-time wineenthusiast.

Brooks grew up in a house where wine -- typicallysweet, simple, and German -- was often on the table.One Christmas, his father received a case of winefrom his company. It was a dry red, and year afteryear, Brooks's father tried to serve it with holiday

meals. But Brooks and his mother kept saying no,sticking with the simple white instead. Eventually, hisfather drank the wine on his own.

After Brooks caught thewine bug, he realized thatthe wine his father kept try-ing to push was 1961Château Lafite Rothschild.Of Bordeaux's five firstgrowths, Lafite is the mostfamous. Arguably, 1961 isBordeaux's greatest vin-tage ever.

In 2012, the first Father'sDay without his dad,Brooks realized that someof his grief was tied upwith the wine -- and themissed chance to drinksomething so legendarywith his father. But he then

realized that it was also an opportunity. If he ever hada chance to drink 1961 Lafite, it would offer one moremoment with his dad.

In late 2012, Brooks might have had that opportu-nity. But he'll never know.

"I was drinking my way up the California coast withmy wife and we went to dinner at a restaurant in SantaBarbara County. I looked at the wine list. There it was.1961 Lafite. $1,300. I was so tempted. It was mychance to drink it 'with my dad,'" he explained.

"But could it be real? There were a few older wineson the list, but not many," he continued. "And whilethe restaurant was associated with a small wine shop,

this was not theFrench Laundry.It was just a nicelittle restaurant.After all the pub-licity about coun-terfeit wines, I

feared the chances it wasreal were not very high.For a one-time opportunity to share that wine with thememory of my dad, I would have gladly paid $1,300.But after agonizing, I decided I could not risk paying$1,300 for something that wasn't real."

Brooks's story tugs at the heartstrings. But similarstories abound.

One recent night, a friend opened a bottle ofChâteau Latour -- another first growth -- from 1974,his birth year, for a small group of us. The wine wasshockingly fresh, though. So we concluded that itmust have been a fake.

With old Burgundy, one can't help but question theauthenticity of virtually every bottle.

Billionaire wine bidders might never warrant deepsympathy. But the wine world is packed with passion-ate enthusiasts of humble means -- geeks who live incramped apartments, dress in outdated clothes, andseem to spend all their income on wine -- who eagerlyshare their most prized bottles.

These consumers chase history's greatest wines,knowing that sometimes, such wines can offer spiri-tual experiences. But today, with so many counterfeitson the market, it's becoming harder and harder to fig-ure out what's real. That's a shame.

The 1,300 or so pages that comprise along-awaited transportation bill makefor dry reading. Few people will pe-

ruse the details of the Fixing America's Sur-face Transportation Act, signed into lawlast week, if they hear about it at all. That's

a shame, because this is one of those rare pieces of legislationfrom Washington that actually has a meaningful impact onalmost every American. If you drive a motor vehicle, ormerely ride in one, there are provisions in the FAST Act thataffect you. And the impact goes beyond the $300 billion infunding to fix dilapidated roads and crumbling infrastructureon which we've all grown accustomed to driving. From safetyto automated enforcement to data privacy, this is a far-reach-ing bill.

No time to read 1,300 pages? No worries. We've condensedthe tome into a Cliff's Notes version. Here's a look at a fewof the reasons the first major transportation bill passed in adecade is an essential one for motorists.

Bigger Penalties For The Auto Industry

Remember when General Motors didn't report deadly ig-nition-switch problems to the federal regulatory agency

it was legally obligated to report such defects? The maximumfine the National Highway Traffic Safety Administrationcould levy was $35 million, a paltry sum for a companywhere revenues run in the billions. Ever since, NHTSA haspushed for a higher penalty.

The FAST Act provides it. It increases the maximumpenalty for safety violations to $105 million. Federal officialshad pushed for a $300 million cap. But amid a rash of auto-motive safety problems, tripling the penalty to $105 millionshould still be a more meaningful deterrent for manufacturerstempted to cut safety corners.

No Federal Funds For Traffic Cameras

Automated traffic enforcement has been fading in popu-larity over the past two years, and as skepticism grows

over whether red-light and speed cameras serve revenue-gen-eration purposes or benefit safety, Congress has voted to stopusing federal dollars from funding more cameras. The FASTAct prohibits states from using federal funds to "purchase,

operate or maintain an automated traffic enforcement sys-tem." There's one exception – such funds are still available ifthe cameras will be set up within school zones. But otherwise,the new law is expected to speed the exit of such systems.

Whistleblower Protections

There's a clear focus on curbing companies from runningafoul of safety rules. Just as the FAST Act increases the

penalty for auto companies that violate safety laws, it also de-livers financial incentives for employees of those companieswho come forward with information about violations. Shouldthe information lead to a penalty of more than $1 million,whistleblowers would be allowed to collect between 10 and30 percent of the civil penalty. The provision covers both em-ployees and contractors from carmakers, suppliers, and deal-erships.

The Department of Transportation determines the rewardbased on "the significance of the original information pro-vided" and "the degree of assistance provided by the whistle-blower."

Drivers Own Their Data

Since last year, NHTSA has required that all passenger ve-hicles come equipped with event data recorders. Used to

help further understand an investigate accidents, ownershipof this data has nonetheless come under debate and questionshave arisen regarding who owns and who may access thedata.

The FAST Act answers these questions. It underscores suchdata is owned by the car owner, and that law enforcementmay not access it except under authorization of a court orderor by obtaining permission from the owner or lessee. BeyondEDRs, there's troves of data that automakers and other third-parties can access from other systems, but with this provision,score at least one victory for privacy advocates.

Making Rental Cars Safer

After five years of contentious Congressional battles, theFAST Act prohibits almost all rental car companies from

renting, loaning,or selling vehi-cles under recalluntil the defectshave been re-paired.

Cally Houck(pictured above)advocated for thelaw for years.Her two daughters, Jacqueline and Raechel, were killed in a2004 crash caused by a defect in a PT Cruiser they had rentedfrom Enterprise Rent-A-Car. The car had been recalled, butthe repairs were never made.

There's a big exception to this in the FAST Act. The newprovisions only apply to fleets that contain more than 35 cars.In practice, this means it applies to big rental car companiesbut exempts car dealers who dole out rentals and loaners,which concerns advocates.

"That loophole was all about politics, not safety," Houckwrote on Change.org. "It makes no sense for shady car dealersto be able to loan someone an unsafe ticking time-bomb car,without violating the new rental car safety law. Imagine – tak-ing a recalled car to a dealer for repairs, only to have the dealerhand you the keys to a loaner – with the exact same defect."

Older Cars Get New Oversight

Many Americans are driving around in cars that are atleast a decade old. In fact, the average car on US roads

is 11.4 years old. But manufacturers are only required to recalldefective repairs for the first 10 years of their life.

The FAST Act fixes this safety gap. It lengthens the periodof time a manufacturer must repair defective cars to 15 years.It also directs NHTSA to write new rules that require au-tomakers to keep their safety records vehicles for "at least 10years."

Paying For Connected Cars

Another provision in the new law allows states to use ex-isting surface and highway transportation funds toward

projects that will help usher in a new era of connected carsand vehicle-to-infrastructure technology. In short, it givesstates more flexibility in how they spend their federal high-way dollars.

Vehicle-to-vehicle and vehicle-to-infrastructure communi-cations are still being tested, but many believe they have thepotential to reduce congestion, improve traffic safety andoffer other real-time information benefits. "As we upgradeour nation's infrastructure, we should ensure that the UnitedStates remains a leader in the development and implementa-tion of new technologies," said US Senator Gary Peters (D-Michigan).

Roadblocks For Toll Roads

Federal law prohibits states from placing tolls on existinginterstates. Of course, there's an exception to that law

which allows three states – Missouri, North Carolina, and Vir-ginia – to do just that via pilot programs. Even with such per-mission, those states haven't established tolls and have noplans to do so.

The FAST Act gives them three years to make suchplans, or else those exemptions could be passed along toother states. Worried such tolls could come to your state?Not so fast. The bill also requires that any new state ap-prove legislation before starting a pilot program, a sure-fire roadblock for any potential participants.

Trucking Industry Skirts Scrutiny

Traffic deaths from collisions involving large truckshave been rising over the past five years, reaching

3,964 deaths in 2013, the latest year for which figures areavailable. There's been considerable scrutiny of the rise insuch deaths, especially because roughly 85 percent of thosevictims are in other vehicles or pedestrians.

But the trucking industry doesn't want anyone looking tooclosely at its safety record. It persuaded lawmakers to hidefederal safety scores of trucking companies from the public.Provisions in the FAST Act prevent such information frombeing disseminated on government websites.

"The impact of this change will affect safety," said JackieGillan, president of Advocates for Highway and Auto Safety."Americans will no longer be able to make informed deci-sions when selecting trucking companies to move theirhousehold goods. Second, it removes the incentive for truck-ing companies to improve poor safety records because of theirpublic availability."

The government agencies of Fannie Mae and Freddie Mac an-nounced they will be supporting higher loan limits in 2016. InCalifornia, five counties will benefit from these increased loan

limits: Monterey, Napa, San Diego, Sonoma, and Ventura Counties.The maximum loan amount a bank can lend on a conventional loan

program is not up to the individual bank. These loan limits are dictatedby the government agencies of Fannie Mae (FNMA) and Freddie Mac(FHLMC). The ultimate destination for any loan produced by a bankis to be securitized by an investor in the secondary market. The twolargest such in-vestors in Americaare Fannie andFreddie.

By securitizingloans through theseagencies, the banksessentially insuretheir profits andprotect fromlosses. One of theadvantages ofworking with Fan-nie and Freddieversus anotheragency is that theseentities are govern-ment owned. Assuch, loans backedby these agencies are considered a lower risk than loans that are backedby someone else. The end result works out to be a subsidy for the ratesoffered on these programs. Loans that are able to stay within the limitsimposed by these agencies tend to secure lower rates than loans thatgo over the limit.

For the large majority of counties in America, that loan limit is$417,000. Anything below this amount is considered a conventionalloan. Any loan over this amount is commonly referred to as a “jumbo”loan. Interest rates tend to be much lower for conventional loanamounts than they are for jumbo loans.

Of course, these government agencies also recognize that certain ge-ographic areas a prone to a higher cost of living. In these counties,there is a middle tier of financing options. These are referred to as“high balance conforming” or also “conforming jumbo” loans.

The absolute maximum for a jumbo conforming loanamount is $625,500, which works out to be exactly 150% ofthe conventional $417,000 limit. The exact amount does varyper county based on the average housing costs within thatcounty.

As one of the most expensive states for housing, Californiaalready has the highest percentage of counties supportingloan limits over the traditional $417,000. For five countiesin California, those loan limits are being pushed even higherin 2016:

• Monterey County: New loan limit of $529,000• Napa County: New loan limit of $625,500• San Diego County: New loan limit of $580,750• Sonoma County: New loan limit of $554,300• Ventura County: New loan limit of $603,750

The increased loan limits in these counties means thatmany homeowners who were previously restricted to onlyloan programs offered under a Jumbo program will now findthat they now have conventional options available to them

as well. More options means that these homeowners have a betterchance at getting the most favorable terms on a refinance.

The higher loan limits also mean that those purchasing homes inthese counties can also qualify for more favorable terms under theseloan limits.

Bye Bye Boeing

LONG BEACH- The last giant Boeing cargo jet built in Long Beach has flown the coop, marking the end of an era forSouthern California’s once-thriving aerospace industry.

The final C-17 left Boeing’s assembly plant in Long Beach, Calif., on November 29 and headed to the company’s SanAntonio site, where it will remain until it is delivered to the Qatar Emir Air Force in early 2016, Boeing announced.

The former McDonnell-Douglas factor roots back to the long-gone Douglas Aircraft Company plant in Santa Monica,which was founded in 1921. According to the Times, the C-17 is the last major military or civilian aircraft to be built inCalifornia. It was designed in the late 1980s.

The military transport plane will be housed in the Texas city until it is delivered to the Middle East country Qatar, fromwhere it was ordered, the company said.

An estimated 2,200 people who worked at the Long Beach facility will lose their jobs, although many have retired ortransferred to other positions with Boeing, according to the Long Beach Press-Telegram.

In 2013, Boeing announced that there weren't enough orders to keep the 25-acre Long Beach plant open, and is expectedto close by the end of the year, reports ABC-7.

true. A recent Forbes article sifted through 2014 data just released fromthe U.S. Bureau of Labor Statistics.

It ranked the top jobs in America for job-related fatalities per 100,000full-time equivalent workers. Here's a breakdown of the five most dan-gerous jobs you may or may not want to work.

1. Loggers2014 fatalities: 109.5

Despite ranking No. 1 on this list of the most dangerous jobs in thecountry, the median salary remains pretty moderate at $41,026.

Most loggers work for large lumber companies and spend their days out-doors cutting down trees or loading logs for transport. Some loggingwork is seasonal, but work often takes place in all types of weather.

2. Fishers and Related Fishing Workers2014 fatalities: 80.8

3. Other Extraction Workers2014 fatalities: 51.9

Among "extraction workers" are miners, who earn a median salaryof $58,958 per year, according to our PayScale salary survey.

Ninety-three percent of miners are male.A service unit operator in oil, gas, and mining field earns a median

salary of $65,400 per year. Their jobs involve raising derricks or levelrigs using controls and installing pressure-control devices into well-heads.

Another "extraction worker" is an oil and gas roustabout. They earn amedian salary of $54,495 per year. Their job duties include cleaningtools and heavy equipment used by operators and engineers on oil rigs.

Oil pumpers earn a median salary of $54,313. Oil pumpers operatepumps to extract the oil as well as supporting equipment to transfer itfrom gas wells into containers. They also install equipment and operateit while paying close attention to various gauges and meters.

4. Roofers2014 fatalities: 46.2

According to PayScale data, the median annual salary for a roofer is$41,315. This includes both roofers that work in residential and

commercial settings. Most roofers have a background in basic carpentryand may or may not have specialized training from a vocational school.The work is often seasonal and weather-dependent.

5. Aircraft Pilots and Flight Engineers2014 fatalities: 63.2

Airline pilots, copilots or flight engineers earn a median annual salaryof $101,852. Despite the range of job titles, they generally perform

the same duties: physically piloting and landing a variety of aircraft.They of course have to be licensed, but most airlines don't require formalschooling beyond a high school diploma or GED (though most prefer abachelor's degree)."
