So, what is RESILIENCE?

Resilience is…

… the ability of a system, community or society exposed to hazards to resist, absorb, accommodate and recover from the effects of a hazard in a timely and efficient manner, including through the preservation and restoration of its essential basic structures and functions. (UNISDR, 2009)

In other words…

R = f (D, R(P, Q)) where:

R = Resiliency D = Damage R = Recovery P = Period (of recovery) Q = Quality (of recovery)

• DRRM as a government obligation to protect the people's constitutional rights to life and property by addressing the root causes of vulnerabilities to disasters, strengthening the country's institutional capacity for disaster risk reduction and management and building the resilience of local communities to disasters including climate change impacts

1. Reconstitution and activation of a Local Disaster Risk Reduction and Management Council (LDRRMC)

2. Establishment of a Local Disaster Risk Reduction and Management Office (LDRRMO)

3. Development of a Local Disaster Risk Reduction and Management Plan (LDRRMP)

Local DRRM mainstreaming

• Designation of existing personnel to man the LDRRMO;

• Creation of a functional Emergency Operations Center as part of the LDRRMO;

• Review and/or revision of the Comprehensive Land Use Plan (CLUP) to account for disaster risk parameters; and

• Incorporation of DRRM programs, projects and activities(PPAs) in the LGUs’ annual budget and Annual Investment Program, as indicated in the Executive Legislative Agenda (ELA), Local Development Investment Program (LDIP), and Comprehensive Development Plan (CDP).

• Funds received from other LGUs and other sources

Unexpended LDRRMF shall accrue to a special trust fund solely for the purpose of supporting disaster risk reduction and management activities of the LDRRMCs within the next five (5) years. Any such amount still not fully utilized after five (5) years shall revert back to the general fund and will be available for other social services to be identified by the local sanggunian. (Sec. 21)
