    OBSERVATION OF WORLD

    HEALTH DAYIn todays world, disease outbreaks

    know no borders. Globalization has

    brought about new changes to every

    area of life, including health. As the

    world has noticed great progress in

    terms of telecommunication and othertechnologies, diseases also have found

    new ways to spread rapidly, sometimes

    through man-

    made means.

    No t only th is,

    the way humans

    inhabit the earth

    pro vid es a

    environment for

    new diseases to

    e m e r g e ,

    especially those

    outbreaks that

    exceed borders

    to invade the entire world, if not

    combated.

    In the face of all these threats, strong

    collaboration between both developed

    and developing countries is the key tocombating disease outbreaks and

    insuring a safer future for humankind,

    as well as for the generations to come.

    Prompted by the necessity of shared

    responsibility on the part of all world

    nations, the World Health

    Organization focused its 2007 World

    Health Day theme on International

    Health Security, presenting the

    main health issues and major threats

    likely to exist or escalate in any

    country and spread to as many other

    countries as they have the

    opportunity.

    observed the

    day at its

    central office at Danipali,

    Sambalpur. At the onset Mr. S.P

    Meher, PRO, BISWA gave a hearty

    welcome to all the participants

    which was followed by a brief

    introduction of BISWAsintervention in health sector by Mr.

    K.C Malick, Chairman. Dr. Ashok

    Singhal deliberated his experiences

    on working with BISWA and

    particularly on insurance scheme

    run by BISWA. His concern was for

    the deficit to meet the rising

    expectation of the insured persons

    under the scheme.

    BISWAs approach towards health is an integrated one

    which includes elementary education, skill development,

    water & sanitation and economic empowerment was

    the view of Dr Dipti Pattnaik, Advisor, BISWA.

    A panel discussion was organized during the meeting

    which was headed by Dr Niranjan Agrawal, Hon.

    Secretary, IMA, Sambalpur. Other panelists were Dr

    Kanchan Roy, President, IMA, Sambalpur who spokeon the need of the appropriate theme, International Health

    Security, is the concern of every one of ours with rising

    trade and travels due to globalization. This has brought

    the benefits to many but also has opened avenue for rapid

    spread of diseases that otherwise may have been

    controlled by geographical boundaries or those may have

    traveled slowly enough to be brought under control.

    In todays world, health security needs to be provided

    through coordinated action and cooperation between the

    Governments, corporate sector, civil societies, media and

    individuals. No single country or institution has all the

    capacities to respond to international public health

    emergencies, natural calamities, or new and emerging

    infectious diseases. Only early reporting, and prompt

    detection of problem can provide resources to bedeployed to prevent or halt the spread of the diseases

    across the national boundaries.

    The theme of the day emphasizes other needs to reduce

    the vulnerability of people around the world to new, acute

    or rapidly spreading risks to health, particularly those

    that threats to cross the international boarders. Increased

    collaboration between Govts, NGOs and developing &

    developed countries will enable the international

    community to be better prepared to respond to any threat,

    to the humanity. This will provide a security net to deal

    with cross border public health issues, and in turn make

    the people more secure.

    Dr Roy, President, IMA, Sambalpur produced a spread

    sheet filled with current issues on emerging diseases,

    economical stability, international crisis and humanitarian

    emergencies, chemical, biological, radiological threats,

    environmental change, AIDS/HIV and building health

    security, strengthening health.

    Dr R.C Nanda, Ex-CDMO, Sambalpur gave thrust on

    the collaboration of government and non government

    sectors in bridging the gaps and giving a touch of quality

    to service sectors.

    To address emerging need of health, new forms of action are

    needed. There is a clear need to break through traditional

    boundaries within government sectors, between governmental and

    non-governmental organizations, and between the public and

    private sectors. Cooperation is essential this requires the creation

    of new partnerships for health on an equal footing between the

    different sectors at all levels of governance in societies.

    Government of Orissa has time and again articulated the need

    for collaborating with NGOs and private agencies to provide and

    facilitate the use of health service delivery in hard to reach and

    underserved areas. The collaboration with NGOs will ensure

    promotion of people oriented policies of the Government of Orissa,

    Department of Health & Family Welfare and provide a platform

    for to manage PHC and implement curat ive , primitive and

    preventive health services in the underserved and hard to reach

    community groups.

    It is a welcome step that the National Rural Health Mission is

    undertaking to enhance health status in the urban slums of 13

    urban areas in Orissa. In most of the urban areas covered under

    the programme, slums have not been defined by the Municipal

    bodies, so there has been a lot of confusion on the data pertaining

    to health services. Still it is welcome as the unmet needs shall be

    addressed with a focus on the under-served and excluded

    population of the urban areas. I t is expected to create a demand

    among the slum dwellers in respect of health services elicit a

    higher degree of participation and include all in the programme.

    curtail the malaria epidemic.

    Dr R. N. Nanda, Ex-health Director,

    Orissa explained about the role of

    Government in International Health

    Security. At the onset he quoted

    Henry Sigerivt in 1941 The people

    health ought to be the concern of the

    people the msel ve s. The y mu st

    struggle for it and plan for it Later

    the concept changed and it was saidThe war against diseases and for

    health, cannot be fought by physicians

    alone, it should be a peoples war in

    which the entire population must be

    mobilized permanently. Health is not

    mainly an issue of doctors, society

    service, and hospital, rather it is an

    issue of social justice.

    Dr Narayani Panda, Rotary Club,

    Sambalpur was vibrant about the roleof Rotary International in the sector

    of Health and Hunger which is a great

    threat for the developing countries

    like India. Rotary also has a role to

    play in the United Nation.

    deliberation on the discussions

    during the panel discussion and also

    proposed the vote of thanks to the

    entire panelist who participated in

    it.

    of the city for their efforts to ease

    the lives of suffering people. The

    BISWA.WORKSHOP ON SOLID

    WASTE MANAGEMENT

    A workshop on Solid Waste

    Management under National

    Environmental Awareness

    Campaign was organized by

    BISWA on 24 th April07 at

    Gopalmal U.G.M.E School,

    Gopalmal. The women self help

    group members, students of 6th and

    7th class and the teachers of Gopalmal

    school participated in it. The

    employees of

    BISWA namely Mr.

    Bibhuti Seth, Mr.

    Kishore Ku. Singh,Mr. Kapil Biswal

    and Mr. Sudhansu

    Naik staged a small

    drama on the

    be ne fit s of us ing

    dustbins. At the end

    of the workshop

    dustbins were

    distributed among

    the women SHG

    members and theteachers. BISWA also promised to

    provide dustbins in all the classrooms

    and in the office of the school. On

    behalf of BISWA Dr. Abanti Pradhan,

    Research Officer, Mr. Lingaraj Dash,

    Planning Mananger, Water &

    Sanitation and Mr. Mihir Nath,

    District Coordinator participated in

    this program.

    TRAINING PROGRAM OF

    SHG MEMBERS

    BISWA organized a six days training program from 24th

    to 30th

    March07on leaf-cup plate and candle making to create trainers for self motivation

    in future at Barkot block of Deogarh district. The program was supported

    by NABARD and was attended by Mr. B.K Dash, AGM, NABARD. On

    behalf of BISWA Mr. Jayanta Swain, Planning Manager, Mr. C.S Pradhan,

    District Coordinator, Deogarh and block level trainers participated in this

    workshop.

    WORKSHOP ON EIA CONSULTANT

    ORGANISATION

    Quality Council of India organized a one-day workshop onEnvironmental Impact Assessment Consultant Organization on 27th

    April07 at Hotel Taj Bengal, Kolkata. The workshop aimed at

    understanding the National Accreditation Board for Personal Training

    (NRBPT) schemes for registration of EIA Consultant Organizations and

    to understand the new EIA Notification (re-engineered environmental

    clearance process). Dr. Abanti Pradhan, Research Officer, BISWA

    attended the workshop on behalf of BISWA.

    benefits of the workshop was to create an understanding among the

    participants about the current market conditions and examining the latest

    developments within the SME market, deliberate concerns of SME

    financing, examining the use of technological methods in SME Banking,

    assessing the benefits of cross selling other products within SMEs,

    meeting & networking with leading domestic and international banks,

    mastering new and successful ways to reduce or mitigate the risk of

    SME lending, comparing market strategies and identifying which tools

    are effective, differentiating our products-getting the products right (not

    the right product), developing the skill set of the SME bankers through

    training and development. Mr. Jayant Swain, Planning Manager attended

    the workshop on behalf of BISWA.
