    If one wants to judge the progress of any society, one must study its laws. Lawsrepresent the needs, aspirations, norms, values, priority and maturity of the people.Ideally they should reflect the collective, intelligent and enlightened will of the people.Since no society is static, and social processes are constantly changing, a goodlegal system is one which ensures that laws adapt to the changing situations andensure social good. Any legal system that aims to ensure good cannot overlooktwo things: (I) the basic dignity of the human being; and (ii) the inherent need of

    every individual to grow into the fullness of life. Lack of awareness of ones legalrights is the only part of the whole problem. Another more important part is theunwillingness on the part of the people in the legal system to expose law and makeit an instrument of social justice and wellbeing for the masses. Now it is the primeobjective of the Government to extend awareness on legal literacy. This was thetheme of the deliberations made by the speakers on the occasion of May Day 06,where on a legal literacy & awareness campaign was organised at districtcollectorate. Sri Mukunda Mishra, District Judge cum Chairman, District LegalServices Authority,presided over the function and spoke to the occasion. Briefingon the purpose of the meeting, he said the authority wants to create an army of paralegal workers and sought cooperation from NGOs and labour union activists. SriP.K.Nayak Addl. District Judge (F.T), spoke about industrial revolution, organisedand unorganized sector of child labour, bonded and migrated labour and shed lighton the legislation for their benefits. Sri P.K.Mohapatra, Presiding Officer, LabourCourt, deliberated on role of National Legal Services Authority, Labour Tribunalsand Industrial Dispute Act. He lamented on the peoples ignorance about labour

    Malnutrition is one of the greatest havoc before

    the developing countries. Recently UNICEF

    report stated that in comparison of well-nourished

    child the risk of death is triple for malnourishedchild. This is only because of their poor diet. Many

    mothers suffer from severe vitamin and mineral

    deficiencies, which expose them to serious health

    risk including increased susceptibility to diseases

    and maternal and infant death. Absence of balance

    diet is due to unequal distribution of nutritious

    food to the poor. It is very difficult to provide a

    handful of grains for middle income groups to

    their family. Besides this they produce a lot of

    children to get two extra hands for increasing theirearning. Illiteracy and ignorance are the major

    reason for increasing malnutrition. Government

    has implementing program like National Rural

    Health Mission (NRHM), which is a noble

    initiative towards the increasing good health

    status of children and mother. I ts one of the

    missions to improve the availability of and access

    to quality health care by people, especially for

    those residing in rural areas, the poor, women and

    children. Program like Reproductive Child Health(RCH) with prime objectives such as Ante Natal

    Care (ANC) and Immunization Services, Extent

    of Safe Deliveries, Contraceptive Prevalence,

    Unmet need for family planning, Awareness about

    RTI/STI and HIV/AIDS.

    SUB COMMITTEE MEETING

    FOR CONDENSED COURSE

    A new sub committee was formed on 12thMay 2006 atFamily Counseling Center for new condensed course at

    Mahulpali village of Maneswar block. Smt. Sipra

    Mohanty, Member of Social Welfare Board was selected

    as President of the Committee, Sri Keshab Seth, Teacher

    UGME School Mahulpali as Secretary and Sri Khirod

    Chandra Malick, Chairman BISWA was selected as

    Convener of the committee. Sri Kala Dehuri, Smt. Mithila

    Nayak and Sri Detikhai Chhatria of Mahulpali village,

    and Ms. Susmita Behera, counselor, FCC and PrakashKu. Rout, Head Master, Condensed course, Mihir

    Kumar Natha, Area Coordinator of Maneswar block

    also present in it.

    An inauguration ceremony of Bamboo Cluster was held atJhankarbahali in Maneswar block on May 3rd, 2006. The programwas supported by Director of Handicraft & Cottage Industry,Bhubaneswar. BISWA is the implementing agency of the program.

    The program started with the welcome address by Sri Shiv PrasadMeher, PRO-BISWA, who also introduced the invited guest tothe participant trainees. Dr. Diptibala Patnaik, presided over themeeting. Among the guests who graced the occasion were SriBikram Das, AGM-NABARD, Sambalpur, Sri Promod KumarPradhan, GM-DIC, Sambalpur, Sri I.C. Behera, Assistant ProjectDirector of DRDA & Sri A.Minz, Assistant Project Director ofDRDA, Sri Rai, BDO Maneswar & Sri Jibardhan Rout, SarpanchBoduapli GP. The guests explained the objectives of the clusterdevelopment program and advised the trainees to extract maximumbenefit out of the ongoing training program. They also advised thetrainees to learn the art from the master trainers sincerely & utilizethe same for improving their socio-economic conditions. They also

    highlighted and praised the initiative taken by BISWA and urgedthe trainers to establish a long association with the organisation.Mr. Jayant Swain, Planning Manger-BISWA, Sri Lingaraj Das,Asst. Planning Manager, Sri Mihir Kumar Natha, Cluster Managerand Sri Umakanta Pati, Project Incharge were also present onthe occasion.

Heurged to extend legal awareness to the rural areas. At the outsetSri S.N.Sahu, Registrar-cum-Secretary District Legal ServicesAuthority, readout the welcome address & introduced the invitedguests. Sri B.N.Guru, Government Pleader, Sri Julias Lakra, PD-DRDA, Sri Chitrasen Mishra, Secretary, District Bar Associationand Ms. Sanjukta Hota, Member Legal Aids Cell also spoke tothe occasion. Sri Shiv Prasad Meher, PRO-BISWA organisedthe meeting with the help of Sri B.S.Mishra, Program Manager

    and tendered vote of thanks at the end.

    HEALTH CAMP AT DEOGARHBISWA organised three mega health camps at Kaliapal, Ratanpali and Dandasingha villages of Deogarh districtfrom 23rd to 25thApril. The main objective of these camps was to provide integrated health services to remote &

    craggy areas of the district. On April 23rd at Kaliapal 400 patients, on April 24th at Ratanpali 360 patientsand on April 25th at Dandasingha 480 patients were checked by Dr. Anil Mishra, Asst. Professor Gynecology,VSS Medical Collage & Hospital, Burla. Medicines were distributed by BISWA among the patients at no cost.

    Sri C.S.Pradhan, Deogarh District Coordinator, BISWA managed these health camps with the help of officestaffs & local people.

    UNFOLDING WORKSHOP UNDER RCH-II

    An unfolding workshop under Reproductive Child Health-II(RCH-II) and district level sensitization and quarterly reviewmeeting was inaugurated by Sri Vishal Gagan, IAS, DistrictMagistrate & Collector with lightening the lamp at collectorate

    May. Sri S.Sahu, Director MY-HEARTintroduced and welcomed the guests. Sri Gagan addressed thegathering & enlightened the relevance of the RCH-II programin Sambalpur district. Dr. R.C.Nanda, CDMO presented hisview on Public Private Partnership through slide presentation.Sri U.P. Sahu, ADMO analyzed the situation and problems forpossible solution for achievement of target on RCH-II. SriB.Mishra, Program Manager & Sri A.Satpathy, ProjectCoordinator RCH-II of Jujumora block presented the progressreport of last three months. The technical support was providedby BISWA to MY-HEART to conduct the workshop. At the

    end of the program vote of thanks was proposed by Sri ShivPrasad Meher, Public Relation Officer, BISWA.

    Capacity building is one of the tools which boost the staffscapacity and increase their efficiency. In this connectionBhubaneswar based Mother NGO MY-HEAR workingfor Reproductive Child Health (RCH) in Orissa organiseda five day training on capacity building for Field NGOs(FNGO) at Central office of BISWA from 5thto 10thMay.At the out set of the training program it was inaugurated byMrs. Shukla & Mrs. Sunanda from MY-HEART. The mainobjectives of the program are set to enhance the capacityof the worker to achieve the goal and objectives of the

    RCH-II program, to build efficient and sustainable workers,to make a healthy society having healthy mother andchildren of the society. 20 participants from BISWA, PSS,ASM & JVK participated in it. Mr. Alok Kumar MohantyDPM-NRHM, Dr. R.C.Nanda CDMO, Sambalpur, Dr.U.P. Sahu ADMO, Sambalpur and Dr. Sunita Bramha werethe key resources persons in the workshop. Mr. BhawaniSankar Mishra, Program Manager BISWA and Mr. HarishCh. Dash managed the workshop.

    WORLD REDCROSS DAYOn the occasion of the World Red Cross Day 8thMay 2006, apublic meeting was organised by District Red Cross Society,Sambalpur at Gangadhar Mandap. At the outset of the programSri Vishal Gagan, IAS, District Magistrate & Collector,Sambalpur lighted the lamp & addressed to the gathering. Dr.Narayani Panda, Vice Chairman, District Red Cross Societywelcomed & introduced the guests. Sri Joy George, Patron &

    Secretary, Red Cross Society read the activities of the RedCross & action plan for the year 2006-07. Dr. Diptibala Patnaik,Patron Red Cross also spoke on the occasion. Sri Gagan,felicitated Tyaga & Utsarga for their outstanding contributionin the field of blood donation and distributed certificates amongthe participants of quiz competition & First Aid Training. SriK.C.Malick, Chairman, BISWA was felicitated as the newenrolled Patron of Red Cross. Sri B.Mahapatra, Life MemberRed Cross proposed vote of thanks and at the end of programSri S.P.Meher, Life Member, Red Cross & PRO BISWAconducted and anchored the program. Children from VSS

    Mentally Challenged Instituted, Dhankauda & Child LabourSchool, Ainthapali, presented a cultural program.

    CAPACITY BUILDINGTRAINING FOR FNGO

    HEALTH CAMP AT MOTIJ HARABISWA organised a health camp for Minority Community Cell, Motijharan at Islamiya Innovative School onMay 6th2006, About 400 patients were treated by Dr. Anil Mishra and medicines distributed to them at no costin the camp. Mrs. Mumtaz Parbeen, Project Coordinator & her coworkers coordinated the camp.

    NOTICEBISWA has withdrawn for its hand from sanitation program inNAC Hirakud from 1st of May 2006 as the lease period for thesame expired and could not be renewed. So it is a request to the

    concerned people of Hirakud on behalf of BISWA to addresstheir grievances matter related to sanitation to the NACauthority and not to BISWA anymore.

    HELP LINE TRAINING PROGRAMA five day training program on Help Line was organised by Ruchika Social

    Service Organisation, Bhubaneswar with support from Department of Women

    & Child Development, Govt. of Orissa from 1stto 5thMay at Bhubaneswar.

    The main objectives of the training program were to enhance knowledge of the

    Counselor & Help Line Operator about the writing of case history, counseling,

    documentation, help line setting, vulnerability analysis & local resources

    mobilization, social resource mapping and handling phone calls. Mr. Sangram

    Kesari Mallik, Project Officer, Ruchika Help Line, Mrs. Sailabala Behera,

    Secretary Basundhara, Cuttack participated as the key resources persons. 19

    participants from four districts took part in the training. Ms. Pranati Bag,

    Superintend, Ms. Rojalin Panda, Counselor, and Ms. Sarita Mahapatra, Help

    Line Operator of SWADHAR and from F.C.C Counselor Ms. Susmita Behera,

    took part in it on behalf of BISWA.

    A quarterly review meeting of BISWA-CARE-CASHE Project tookplace at Panthanivas, Sambalpur on April 26th . On this occasion SriBishnu Prasad Panda, CARE Partnership Coordinator, Sambalpur,Dr. Amulya Mahanty, Program Manager, CARE, Sri Sanjeeb Puhan,System Analyst CARE, Ms. K . Rathna, System Analyst, CIHQ, NewDelhi and Ms. Minal Patole, Technical Specialist MF, SART were

    placed on the dais.
