A final tally of bills introduced is 1873, with 1267 in the House and 616 in the Senate. Of all bills introduced, currently 12 have completed legislative action, 75 have passed the House, and another 64 have passed the Senate. Over 100 state Union workers rallied at the Capitol on Monday to request funding for state safety inspections and enforcement in state gov- ernment workplaces. The Legislature is also considering tapping into the alcohol tax in order to help cover volunteer fire fight- er’s rising worker’s com- pensation premiums. House Finance passed out a bill that would appropriate any excess funds from the Fire Protection Fund to VFD’s for the purpose of paying worker’s comp pre- miums. Governor Tomblin pro- posed legislation to amend the WV Constitution to cre- ate the executive position of Lieutenant Governor. This position would serve as the successor to Governor, and the head of a cabinet office. If approved, voters would vote on the Constitutional amendment in the 2012 election. Legislation that would require DNA submitted by all people arrested on felony charges is pending in both the House and the Senate. The $1 cigarette tax increase passed the House Health and Human Resources Committee with a 13-10 vote. However, it was not considered by Friday evening in House Finance; which indicates that the House Bill will not pass this session. There is said to be potential for the Senate to take up a bill that will integrate the tax into a bill that will pay down the OPEB liability. The Governor is propos- ing a $110 million loan from the state Public Employee Retirement sys- tem to help build the final portion of Rt. 35. Lastly, the House Finance Committee approved pay raises for state employees, state troopers, teachers, and serv- ice personnel in a late Thursday evening meeting. There are only two weeks left before the Legislature adjourns at Midnight on March 12. The tempo has quick-ened here in Charlestonas the end of the 80thLegislature’s RegularSession draws near. Nowis the time that the hardwork of the legislatorscan really be revealed asthere are less than 20days left of the 60-daysession.

The last day to intro-duce bills has passed andSunday, February 27thmarked the last day com-mittees could report billsto the floor to ensurethree full days for read-ings. Of the 1,269 billsintroduced, 86 have

passed in the House ofDelegates and my fellowlegislators and I areworking harder than everto complete pieces oflegislation that are stillpending in committees.

Among those pendingis House Bill 2467,which I am lead sponsor-ing and have taken par-ticular interest in. Ifimplemented this billwould elevate financialstressors for many WestVirginian residents. Thebill prevents inquiriesreflected on an individu-als credit report fromadversely affecting an

application for insur-ance. The intended pur-pose of this bill would beto prohibit the use ofcredit scoring as a con-sideration in calculatinginsurance rates in home-owners or automobileliability policies.

I believe this billwould help many indi-viduals that have previ-ously had financial trou-ble. We are all human aswe all make mistakesand this should not beable to hinder ourchances of receivingrequired insurance at areasonable cost on ourhomes and/or automo-biles.

Another bill that isprogressing its waythrough the legislativeprocess is House Bill2891, which would gen-erate a monitoring sys-tem for the states mostvile criminals. This billwould subject personsconvicted of sexualoffenses who are onparole or probation to bemonitored by use of aglobal positioning sys-tem (GPS). This billwould not only assist

parole officers in theirmonitoring duties of sexoffenders, but would alsoallow citizens to easilyidentify an offender ifone were to come in con-tact.

The remainder of theunexpired term in the office ofGovernor created by the resig-nation of former Governor JoeManchin III on November 15,2010, shall be filled by a newelection pursuant to the fore-going authorities. The newelection shall occur as follows:

1. A special generalelection shall be held onOctober 4, 2011.

2. A special primaryelection shall be held on May14, 2011, for the purpose ofnominating political party can-didates for the special generalelection.
