THE progress in construction and the results in the past year of the work of the Motor-Boats now on the coast are very satisfactory, and we now give a revised Table of the Motor-Boats with the motors installed in them. A comparison •of this with the Table published in 1911 will show that, although only two Boats have been added to the Fleet, yet there have been some important modifications. The old experimental Boats previously stationed at Tynemouth and Sea- ham have been replaced by new ones, the two former being trans- ferred to new stations which have been established at Sunderland and Teesmouth, where it is hoped they will do good work. The Wicklow, Seaham, St. Abbs and Tynemouth Motor-Boats have all been completed, their sea trials successfully carried out, and the Boats despatched to their respective stations. The St. David's Boat has completed her sea trials, and is awaiting the completion of the new house and slipway prior to her proceeding to her destina- tion. New Boats offered to stations and accepted, but not yet under construction, include a Motor-Boat for Arklow, in Ireland, of the self- righting type, 40ft. by 10ft. 6 ins., to be equipped with a Tylor Motor of 40 B.H.P. Arklow possesses a very large fishing fleet, and the Boat stationed there has in past years had great difficulty in working her way to sea over the Bar in an onshore gale. A Motor-Boat will consequently prove a very valuable asset to the station, and for work on the distant banks. A Motor-Boat of the same type is also to be provided for Fraser- burgh, but with an increased length of 1 foot, and an additional 1 foot of beam, with a Motor of similar type and power. The harbour at this station has been greatly enlarged to cope with the increase of the fishingfleetswhichvisitthe port, and the Harbour Commissioners have generously undertaken to provide the boat-house and slipway for the Motor-Boat at their own x cost, recognizing the great advantage in having a mechanically - propelled Boat at this important station. THE MOTOE FLEET.

THE progress in construction andthe results in the past year of thework of the Motor-Boats now onthe coast are very satisfactory, andwe now give a revised Table ofthe Motor-Boats with the motorsinstalled in them. A comparison

A GALLANT COXSWAIN.THE retirement on pension of JohnOwston, for forty-one years Coxswainof the Scarborough Life-boat, is anevent in our annals which provides anopportunity of giving some brief recordof a noble life which has been devotedto the service of his fellow-men andwhich he was always ready to risk forthem. We are indebted for thefollowing facts to a gentleman who isintimatelyacquaintedwith all the detailsof Owston's career.

John Owston, theretiring Coxswain ofthe Scarborough Life-boat, has for manyyears followed thecalling of a fisher-man. He was bornin 1844, being ap-pointed Coxswain ofthe Scarborough Life-boat in 1871. Sincethen he has assistedin saving 230 lives.In addition he hasput off, with his crew,on many occasionsto the assistance offishermen, when theyhave been overtakenat sea in bad weather.

In 1880, the Com-mittee of Manage-ment awarded himthe Silver Medal inacknowledgment ofhis gallant services inthe Life-boat, andmore particularly forgoing out four timesduring the severegale of the 28th-29th October, 1880,and assisting to rescue the crews,numbering in all twenty-eight persons,from five different wrecks.

In 1902, His Majesty the King, whenPrince of Wales, while visiting Londes-borough Park, noticed Owston, and,after asking him many questions rela-tive to Life-boat work, congratulatedhim on his praiseworthy services. Beforeleaving the locality, the Prince presentedhim with two silver-mounted pipesbearing the Royal monogram.

Owston's resignation has followedupon an exciting experience : A numberof fishing cobles were at sea on themorning of 13th December, 1911, whena gale sprang up. In order to assistthe small craft, the Life-boat waslaunched.

While standing by the cobles as theygot amongst the broken water not farfrom the entrance to the harbour, the

Life-boat was struck bywhich swept Owston and another mem-ber of the crew (Lewis Plummer), ayoung man, into the sea. Both wererecovered, but when Owston was rescuedhe was suffering severely from immersionand shock, being removed in a state ofexhaustion to the hospital, and beingtaken home afterwards. A few dayslater his resignation was announced.

Owston's connexion with the fishingindustry has chiefly been through thecoble fishing, lines and crab pots being

used at different seasons. This is a pre-carious livelihood, and Owston, likemost other coblemen, has suffered fromloss of gear and being kept ashore bystormy weather.

In the short pleasure season at Scar-borough he has taken passengers to seain his little craft; this break in hisusual vocation, the more arduous line-fishing, lasted a few weeks only in eachyear.

Owston is held in general respect |wherever he is known, and it was be-cause of the length of his Life-boatservice, and his numerous acts of heroism, jthat he was the coxswain selected to irepresent the Life-boat Institution atthe recent Festival of Empire, where hewas in charge of the Life-boat. Owston ;was once washed out of a Life-boat atMontrose, in Scotland, when he and jothers were judging the respective merits jof different types of Life-boats. He has jtin three occasions been washed out of !his coble, and once, when the little craftwas "towed down" in a squall—swampedwhen being towed by a steamer—he wascarried home as one dead. But, happily,the sea has not claimed him as a victim.

Owston's career has been marked bythe extraordinary success of the rescueefforts made by the various Life-boatsunder his charge, and much of this mustbe ascribed to his courage and determi-nation to leave nothing undone to bringabout a rescue. The veteran coxswainhas always done full justice to thegallantry of the crews serving underhim, and has modestly said he couldhave done nothing alone.

Simultaneously with the retirementof Owston there was announced that ofWilliam Claybourn, the second cox-swain, and a loyal supporter of Owstonthroughout his career. The two haveshared the perils of Life-boat worktogether (having been associated in itfor 34 years), and have remained firmfriends. The second coxswain, whoalso retires on pension, is over seventyyears of age, and participated in mostof the rescues effected during thetime Owston was coxswain. Betterrecords than have these two life-saverswould be difficult to discover, and theyhave surely earned the right to spendthe remainder of their days in smooth

waters. In recognition of Owston'sexceptionally long and meritoriousservice as coxswain the Committee ofManagement have awarded him aspecial gratuity of £75, besides thepension of £12 a year and the highlyvalued Certificate of Service.

The following are the principal rescueseffected by the Life-boats of whichOwston has been coxswain, the figures inbrackets indicating lives saved, and wewould specially note that he has onevery occasion safely brought back everyperson (without exception) whom he hasset out to rescue.1872. While Owston's services stand out asa conspicuous instance of long andfaithful devotion to the heroic work ofthe Life-boat, this fine old man wouldbe the first to recognise that it is an ex-ample of the spirit and the achievementof many another Coxswain and memberof a Life-boat crew around our coasts.Our readers may, therefore, reflect inperusing this record of Owston's career,that it is typical of a Life-boafcman'swork, and as long as the men of ourmaritime population show such spirit andcan point to such work, even the mostconfirmed pessimists may look withcourage and hope to the future ofGreat Britain.

A GENEROUS ACTION.IT is pleasant to be able to publish thefollowing letter from a little girl, whohas evidently been trained, at hermother's knee, to admire the spirit ofself-sacrifice which animates those whorender personal service to humanity,whether in the hospital ward or on thestormy seas around our coasts. We hopethat there are many British motherswho are bringing up their children in asimilar spirit of national service, so thatall, boys and girls alike, may learn toregard their country as the great Motherto whom they owe something of personalsacrifice and service, especially if he orshe is fortunate enough to be one ofthose children whose happy lot in life

"EMPTY VESSELS."A COLLECTOR was taking the " Boat"round among a group of working men,but nothing was forthcoming in theshape of contributions except a crop ofcaustic remarks reflecting upon the workof the Institution in general and theactivity of the collector in particular.At last the critic who had had the mostto say regarding the " waste of ourmoney," asked:

" Well, guv'nor, and what do you getout of it?"

" All that you have put in, anyhow,"was the instant reply. (Laughter, anda good collection.)

SERVICES OF THE LIFE-BOATS OF THE ROYAL NATIONALLIFE-BOAT INSTITUTION.

ABBBOATH, FORFARSHIBE.—At about11 P.M. on the 27th May the largefishing-boat Brothers Gem stranded onthe rocks about half a mile to the N.E.of Arbroath Harbour, and cries forhelp could be heard from the vessel.The fog was so thick at the time thatno vessel could be seen, but the Cox-swain of the Life-boat James StevensNo. 13 considered it prudent to launchthe boat to ascertain the cause of thecries for help. The Life-boat proceededalong the coast and found the vesselon the rocks, and rendered assistancein getting her off and towing her intoharbour.

SUNDERLAND, DDEHAM.—Whilst themotor Life-boat, which has been sentvery recently to Sunderland, was outfor exercise on the 21st June, theCoxswain observed a small boat aboutthree and a half miles off the port show-ing signals of distress. He immediatelyran down J;o her to find that she wasa mooring coble with two boys in herin a very exhausted condition. Thewind was blowing very strong from theS.W. with a nasty choppy sea, and thecoble was half filled with water. Theboys had gone out for pleasure and hadbeen blown out off the land. They weretaken on board the Life-boat and theLife-boat towed the coble safely intoharbour.

GBEENOEE, Co. LOUTH.—On 24thJune the yacht Volga, of Kingstown,entered Carlingford Lough in a norther-ly gale and experienced considerabledifficulty in coming to anchor. Sheeventually anchored under the Coast-guard station. On the morning of25th June she dragged her anchor untilshe brought up off Greenore Pier, where,owing to cross tides, she was in a badsea all day. At 7.30 P.M. she hoisteda distress signal and the Life-boat SirArthur Blackwood was launched. Aftermajweuvring in a heavy sea the Life-boat got alongside and took off thefour persons on board and landed them.The yacht rode out the gale, and whenthe weather moderated, was moved toanother anchorage.

NEW BRIGHTON, CHESHIRE.—Duringa westerly gale on the 22nd June, theschooner Tankerton Tower, of Faversham,got into a dangerous position nearFormby Point. She was bound at thetime from Dublin to Liverpool inballast, and had five men on board.Her distress signals were seen by theCrosby Light-vessel and reported. Inresponse the steam Life-boat Queenproceeded to the vessel and offeredassistance, but the captain stated thathe and" his crew wished to be landed.The men were then taken on board andthe Life-boat returned to New Brighton.Next day a tug was able to tow thevessel into safety.

PORT PATRICK, WIGTOWNSHIRE.—TheLife-boat Civil Service No. 3 waslaunched at 5 P.M. on the 29th Juneto the assistance of two fishing-boatswhich had been overtaken by badweather during the afternoon. Oneboat named Mary was picked up abouthalf a mile from the KillantringamLight-house and the two men takenon board. The skipper of the boat

I reported that he had had a very hardtime and was very glad that the Life-boat came to his assistance.

A search was made for the otherboat and it was found that she hadalready got into shelter and the crewwere safe. The Life-boat, therefore,returned to her station, arriving at8.30 P.M.

HARWICH, ESSEX.—During a heavyS.W. gale on the 25th June the Coast-guard reported by telephone that avessel was burning flares for assistanceoff East Lane Point. The No. 1 Life-boat Ann Fawcett proceeded to ShingleStreet and found the schooner L'espoirde I'avenir, of Rotterdam, with six menaboard, aground and her rudder gone.The captain of the schooner gave upcharge of the vessel to the Coxswain in •order that he might try and save her.The boat stood by for two hours whilstefforts were made, the Coxswain thensent to Harwich for the help of a tug.The tug Garnet succeeded in gettingher off, and the Life-boat then took up

a position astern in order to act as arudder. By their united efforts thetug and Life-boat brought the vesselsafely into Harwich Harbour. Duringthis service the sea was heavy, and theLife-boatmen were engaged for twelvehours.

M O N T R O S E , FOBFARSHIRE.— At5.45 A.M. on the morning of 23rd Sep-tember the coxswain observed a fishing-boat approaching the harbour in a strongS.S.E. wind with a very heavy sea.The boat was struck by successive seasand thrown on to the Annat Bank.The crew of the No. 1 Life-boat, SarahJane Turner, were assembled and the

boat launched. She proceeded to thefishing-boat and found she was theGolden Lilie, of Wick, bound from thatport to Yarmouth. Considerable diffi-culty was experienced in getting nearto the vessel owing to the strong seaand current, but communication waseventually effected, and the crew, eightin number, rescued. An attempt wasmade to take the Life-boat back to herstation up the river, but owing to thebenumbed and exhausted condition ofthe rescued men, it was abandonedand the boat beached without delay.The carriage was then sent for andthe boat transported by road to herstation.

The Maidwas returning to Portnahaven Harbour, Islay,and when still two and a half miles off wasdismasted and partially wrecked, and whensaved was in imminent danger of being drivenon to a sandbank.

Voted 10s. to two men for putting off in asmall boat and, at moderate risk, saving twopersons whose boat was in danger of beingcapsized, when crossing the Bar at Looe,Cornwall, in a rough sea, on the 10th Sep-tember. Also 11. to five other men who putout in another boat for the same purpose andrendered assistance.

Awarded a binocular glass suitably inscribed,together with 21., to B. R. JEFFERS, PrincipalKeeper at Straw Island Lighthouse, GalwayBay, for entering the surf and, at considerablerisk, saving the crew of nine hands from thesteam trawler Hector, which was wrecked ina heavy westerly gale on 5th November. Hadit not been for the timely aid given by Jefiersmost of the men would have perished, as theywere in an exhausted condition.

Voted 11.10s. to a man for saving the crew ofsix hands of the S.S. Horatio in SouthamptonWater, on 13th November. The vessel caughtfire and the crew abandoned her in one of theship's boats. The boat was swamped, and thesailor, hearing the men's cries for help,proceeded to their assistance and, at somerisk, saved them.

The number of Lives saved either by the Life-boats of the Society, or by special exertionsfor which it has granted rewards since its formation in 1824 (to 31st Dec., 1911), is 50,081. Therewards and recognitions granted by the Institution in the same period comprise 102 GoldMedals and Clasps, 1,278 Silver Medals and Clasps, 69 Decorations, 432 Binocular Glasses,15 Telescopes, 98 Aneroid Barometers, 2,030 Votes of Thanks inscribed on vellum andframed, 235 Certificates of Service framed, and £330,498 in money, including pensions toLife-boat crews, &c.

The Committee of Management of the ROYAL NATIONAL LIFE-BOAT INSTITUTION earnestlyappeal to the British Public for Funds to enable them to maintain their 283 Life-boats nowon the Coast and their Crews in the most perfect state of efficiency. This can only be effectedby a large and permanent annual income.

The work of the Life-boat should appeal to all, whether they reside inland or on the coast.There are probably few inhabitants of the United Kingdom who have not friends or relativeswho at one time or another " go down to the sea in ships," and no British men or women canbe indifferent to a work which is of peculiar interest to the people of the greatest maritimecountry in the world.

We cannot all take a personal part in the noble act of life-saving, but we can all at leastcontribute to help those who make this splendid work part and parcel of their normal duty,and to assist the women and children who may be left without support through the heroicself-sacrifice of husband, father or brother.

The Committee are confident that, in their endeavour to provide the brave Life-boatmen,who nobly hazard their lives in order that they may save others, with the best possible meansfor carrying on their great work, they will meet with the generous support of the public, sothat the scope and efficiency of our great life-saving service, of which the Nation has alwaysbeen so proud, may not have to be curtailed.
