President’s Corner

Greetings,

North Carolina Property Mappers, Associates, and Friends. I’d like to welcome and introduce new members to our annual membership directory. Whether you prefer to download and access a digital version, or go through the trouble of printing your own booklet as some old-timers have been known to do, I hope you’ll come to appreciate The Legend as an informative resource for learning about our organization and connecting with industry professionals statewide.

Land Records Specialist, Property Mapper, GIS Technician, Cadastral Mapper and the ever popular Tax Mapper just to name a few, NCPMA members are a collective of professionals know by many labels. For those of us who’ve been around for a few years, we’ve heard some other unprofessional labels too. No matter the label, we all endeavor to accomplish the same result. To map and list property ownership for ad valorem taxation in accordance with State Statutes and established Land Records Management standards. The North Carolina Property Mappers Association has been committed to educating, instructing, and assisting membership in achieving this goal for nearly forty years. The tools we use to create maps and manage tax data have changed drastically during those years, but the detailed process of compiling deeds and surveys into an accurate unified representation of ownership boundaries has remained as challenging as it was when the NCPMA was created. Working together our organization shall continue to forge ahead with evolving technologies and tools to assist in educating another generation of property mappers for another forty years and beyond.

I’ve been involved in cadastral mapping for the majority of my working life and enjoyed the challenge every day. I’ve also been a member of the NCPMA for most of that time. The people I’ve met attending NCPMA events throughout the years proved to be an invaluable network that helped me become a better mapper. Now, so many years later I can add without hesitation it’s been an honor and a privilege to serve on the NCPMA Executive Board. I’d like to extend a special thanks to all the Executive Board and Committee Members I’ve served with during the last five years. Your guidance, assistance, and patience have made working together a pleasure.

In closing I’d like to encourage all members to get involved in supporting the NCPMA. Join a committee; accept the invitation and the challenge. I think you’ll find participating can be a rewarding experience that outweighs any initial reluctance.

HISTORY AND PURPOSE OF NORTH CAROLINA PROPERTY MAPPERS ASSOCIATION

The North Carolina Property Mappers Association was formed in October of 1980

to help the needs of state and local government officials whose work involves

mapping and land records management without regard to the unit of government or department in which such persons perform their duties. An assemblage of 91

mappers representing 49 counties attended the inaugural conference held at the

Institute of Government in Chapel Hill. The groundwork for the NCPMA was

adopted at that time.

1. To create a framework in which the duties and counties of North Carolina

may cooperate in the investigation, study, discussion and recommendation

of improvements in property mapping, GIS and land records management.

2. To provide a forum in which officials of various agencies of state and local

government concerned with property mapping, GIS and land records

management may discuss common problems.

3. To provide a means whereby property mappers and other persons

interested in property mapping may interchange ideas and experiences and

obtain advice.

4. To advance property mapping, GIS and land records management

knowledge and practice through education.

5. To encourage a high standard of professionalism as a means to more effectively serves the public.

6. To work toward the improvement of the technical quality of property maps

available to local governments. 7. To support legislation beneficial to property mappers and land records

management.

The NCPMA has sponsored an annual mapping school for the past 39 years and will continue doing so in the future. The annual conference is held in the fall

of each year.

In 1998, the NCPMA entered the digital realm by establishing an email list server to facilitate communication among members. In 2002 we expanded our digital presence with our website: ncpropertymappers.wordpress.com, which contains much of the same information as is found in The Legend, but has an advantage over printed directories and newsletters that it can be updated as needed, including details of NCPMA events and registration materials, job listings, and collected survey data. The website also has an archive of issues of The North Arrow going back to mid 2000.

At present there are 444 members representing 92 counties and 9 cities of North Carolina, 71 Professional Land Surveyors and Engineers and also several state employees, businesses/companies that have related interests. Since the intention of the association is to educate and assist local and state governing units throughout the entire state in property mapping decisions, we would like to take this opportunity to invite all qualified personnel to send in your membership applications. Regular membership dues are $30.00 and open to mappers, mapping supervisors, GIS personnel and department heads in charge of mapping employed by county and city government. Subscribing membership dues in the amount of $55.00 are offered to all other individuals for firms who may be interested in the activities of the association.

North Carolina was an early leader and remains in the forefront in encouraging its

local governments to modernize their mapping systems – and the greater

participation we have will be reflected in the increased knowledge we attain as a

unit.

REQUIREMENTS FOR THE CERTIFICATION OF

NORTH CAROLINA MAPPERS AND SENIOR MAPPERS NCPMA Certification Policy

Adopted January 7, 2014

Purpose

The NCPMA has a longstanding commitment to the education of professionals in the field of property mapping in the State of North Carolina. The annual Mapping School actually predates the Association itself, conceived by individuals who participated in that first school. This is reflected in the purposes of the Association, which include:

4. To advance property mapping, GIS and land records management knowledge and practice through education. 5. To encourage a high standard of professionalism as a means to more effectively serve the public.

The Certification Board is challenged with carrying out this policy with the responsibility of upholding these purposes of the Association, promoting educational advancement and maintaining high levels of professionalism.

Structure There are currently two levels of certification from the NCPMA, Mapper and Senior Mapper. Each has an associated class to teach the skills needed for that level of certification, but are from this point forward separated from the certifications themselves. Candidates for certification are encouraged to complete the courses at their earliest opportunity to learn the skills which can be applied to their jobs and may then apply for the appropriate level of certification when all requirements are met.

Certification as a Mapper To be certified as a Mapper, a person must:

1) Be a member (of any category) in good standing of the North Carolina Property Mappers Association. 2) Within the last five (5) years have completed two years of experience in mapping, land records with an agency of state or local government, a private company who performs similar services for local government, or equivalent experience approved by the Certification Board.

3) Have completed a minimum of twenty-‐‐four (24) hours of continuing education credits approved by the Certification Board within the preceding two (2) years.

4) Have shown proficiency in general mapping techniques by completing the Regular Mapper Class and having passed the course exam at the completion of the course or by exam challenge. 5) Have paid all required certification fees.

Certification as a Senior Mapper To be certified as a Senior Mapper, a person must:

1) Be a member (of any category) in good standing of the North Carolina Property Mappers Association.

2) Have been certified as a Mapper for not less than 2 years. 3) Have completed a minimum of twenty-‐‐four (24) hours of continuing education credits approved by the Certification Board within the preceding two (2) years.

4) Have shown proficiency in advanced mapping techniques by completing the Senior Mapper Class and having passed the course exam at the completion of the course or by exam challenge.

5) Have shown proficiency in concepts of property assessment by completing the UNC School of Government's Fundamentals of Listing and Assessing in

North Carolina course and having passed the course exam at the completion of the course or by exam challenge.

6) Have paid all required certification fees.

Exception for experienced professionals from other states

Experienced property mappers from other states may apply for certification as Senior Mappers without first holding the Mapping Certification for 2 years under one of the following conditions:

1) No less than ten (10) years of property mapping experience in another state, or

2) No less than five (5) years of property mapping experience in another state, along with holding an IAAO Cadastral Mapping Specialist (CMS) Designation or state certification requiring training similar to NCPMA Certification.

All other requirements for Senior Mapper must be met before certification shall be granted.

Procedure for Initial or Elevated Certification

To apply for Initial Certification as a Mapper or Elevation in Certification from

Mapper to Senior Mapper, a person must:

1) File the required application by the announced deadline to the Chair of the

Certification Board or his/her designee.

2) Provide documentation of credit hours completed and required courses

passed.

3) Pay the required fee.

Renewal of Certification

Once certified as a Mapper or Senior Mapper, in order to maintain that

certification, a person must maintain membership (of any category) in good standing of the North Carolina Property Mappers Association. Additional

requirements for recertification may be added at a future date, and certification

under a prior policy shall not exempt those previously certified from such

requirements unless outlined in the new policy.

Lapse in Certification Certified Mappers and Senior Mappers are expected to maintain their

membership. Failure to do so results in a lapse in certification. In order to re-‐‐

establish the previously awarded certification a person may repeat the initial

certification process (for Mapper Certification only) OR the person may pay a fee

equal to the membership fee for their appropriate class of membership for any year(s) of lapsed membership PLUS a penalty equal to the fee for initial certification as a Mapper or elevation from Mapper to Senior Mapper based on

the level of certification held.

Exams People taking either the Regular or Senior Mapper Classes and paying the

associated tuition may take the exam for either course at the conclusion of the

class. Those already certified and taking the class for credit hours only do not

need to retake the exam to receive credit hours.

A score of 70% is the minimum passing score for either exam. Students who do

not pass the exam administered at the end of the course may request one retest under the following conditions:

1) The student must wait a minimum of two (2) weeks before requesting a

retest.

2) There is a limit to one (1) retest without repeating the class.

3) The retest must be administered by a proctor approved by the Certification

Board who holds at least that same level of certification.

4) A retest fee must be paid before the retest is given.

Any member of the Certification Board may be an exam proctor, provided they

already hold at least the level of certification appropriate to the exam. Additional

proctors may be approved by the Certification Board to provide proctoring

availability within reasonable travel distance throughout the state, but proctors

shall not be permitted to administer exams to anyone with the same employer as

the proctor. Exams shall be graded, when feasible, by a member of the

Certification Board holding at least that level of certification, but should not be

graded by the course instructor or someone with the same employer as the

person being graded. Additional graders may be appointed by the Certification

Board with preference given to those who have previously served on the

Certification Board.

Revision of Exams

The Certification Board shall in cooperation with the Education Committee, revise

course exams to reflect changes in material covered and areas of emphasis in the

respective courses and the level of competency expected from holders of the

certifications to which they lead.

At no point may a member of the Certification Board not holding Senior Mapper

Certification be allowed to see, proctor, grade, or have input on revision of the

Senior Mapper exam.

Fees and Penalties

The following fees and penalties are applicable for the following purposes:

$10 Initial Mapper Certification

$25 Elevation to Senior Mapper Certification

$25 Exam Retest Fee

Evidence of Exam Completion and Certifications

Certificates will be awarded for successful completion of either mapping class with a passing score on the exam. Those who do not pass or take the exam shall

receive documentation of hours completed. Those who pass the exam on retake will be awarded certificates of completion when the exam is passed.

Those receiving certification as Mappers or Senior Mappers will receive certificates for their accomplishment. Senior Mappers also receive a recognition pin upon initial elevation.

Certification Board

The Certification Board shall be composed of seven members, six appointed to 3-‐‐ year terms (or) portions thereof to complete the unexpired term of another), plus the Past-‐‐President, who shall serve ex-‐‐officio as a regular voting member of the Certification Board for their year in that role, as well as serving as liaison to the Board of the Association. No person shall serve on the Certification Board who has not attained at least the Mapper Certification.

The terms of members of the Certification Board shall be three (3) years with

terms beginning 1 December and ending 30 November of any specific year. Terms

shall be staggered such that the 3-‐‐year terms of 2 members shall expire each year and 2 members shall be appointed or reappointed if eligible for the next 3-‐‐year

term.

The outgoing President (with term ending 30 November) shall automatically come onto the Certification Board for a one (1) year term so long as he/she is an NCPMA-‐‐Certified Mapper or Senior Mapper. If the outgoing President is not at least a

certified mapper, he/she shall appoint someone eligible to serve that year in his/her place. The outgoing President shall also make appointments to fill any expiring terms on the Certification Board either through appointment or

reappointment of eligible certified members.

Certified Senior Mappers may serve no more than seven (7) years consecutively on the Certification Board, with the maximum tenure being one (1) year as Past President along with two (2) three-‐‐year regular terms.

Certified Mappers not having attained Senior Mapper Certification may serve no more than four (4) years consecutively on the Certification Board, with the maximum tenure being one (1) year as Past President along with one (1) three-‐‐ year regular term.

North Carolina State Certification of Property Mappers

Chapter 326 (H 924), EFFECTIVE January 1, 1994, enacted G.S. 147-‐‐54.4, creating a certification program for property mappers to be administered by the Department of the Secretary of State. The act defines a property as a person employed by a local government and… responsible for creating and maintaining large scale cadastral maps. “The Secretary of State is directed to establish additional requirements for certification through the Administrative Rules.

The Administrative Rules for certification state the purpose of the requirements to be:

1. Ensure that property mappers employed by local governments have every

opportunity to expand their professional knowledge of new and state of the art mapping techniques.

2. To insure that property mappers have continual principles of property mapping and are cognizant of state laws and established standards pertaining to listing, appraisal, and the assessment of real property.

3. To insure that the State’s investments through grant awards are used wisely and expertly by the local government personnel who supervise large and small scale mapping projects which may be financed, in part, by these funds.

The application fee for certification and for renewal of certification is $20.00. A property mapper’s certification must be renewed every two years by attending twenty-‐‐four hours of continuing education. The following is a list of courses that are acceptable for meeting the continuing education requirements.

THE CONSTITUTION OF THE NORTH CAROLINA PROPERTY MAPPERS ASSOCIATION

As amended September 29, 2011

The name of this organization shall be the North Carolina Property Mappers’ Association. Its purpose is to bring together those persons concerned with

property mapping, land records management and Geographic Information

Systems in state and local governments without regard to the unit of government

or department in which such persons perform their duties.

ARTICLE I - Objectives

Section 1. To create a framework in which the cities and counties of

North Carolina may cooperate in the improvements in property mapping, land records management, and Geographic Information Systems (GIS).

Section 2. To provide a forum in which officials of various agencies of

state and local government concerned with property mapping, land records management and Geographic Information Systems may discuss common problems.

Section 3. To provide a means whereby property mappers and other

persons interested in property mapping may interchange ideas and experiences and obtain advice.

Section 4. To advance property mapping, land records management and

Geographic Information Systems knowledge and practice through education.

Section 5. To encourage a high standard of professionalism as a means to

property maps and geographic information available to local governments.

Section 7. To support legislation beneficial to property mapping and land

ARTICLE II - Membership

Section 1. Regular Members: Mappers, Mapping Supervisors, GIS

personnel and department heads in charge of mapping, employed by county and

city government units shall be entitled to regular membership.

Section 2. Associate Members: Persons not eligible for regular

membership but who are actively involved in land records management.

Section 3. Subscribing Members: Manager-‐‐level individuals and

marketing representatives of non-‐‐governmental firms committed to the

advancement and modernization of land records.

Section 4. Rejections: The right to reject any application for other than

regular members exclusively.

Section 5. Advisory Members: The Policy Manual shall establish certain

positions or roles with state or other agencies that advise property mappers

which shall be designated as Advisory Members. Those employees who hold such

positions shall be Advisory Members so long as they are employed in those positions or roles. Advisory Members shall serve as non-‐‐voting members of the

Executive Committee.

Section 6. Lifetime Members: Lifetime Memberships may be awarded to

individuals in recognition of their contributions to the Association. The criteria

and procedure for awarding such memberships shall be established in the Policy Manual. Lifetime Members shall be entitled to the rights and privileges of the highest level of membership for which they are eligible, without any requirement

to pay annual dues.

Section 7. Voting Rights: The right to hold office and vote is reserved to

Regular Members exclusively. Votes by proxy shall be accepted.

Section 8. Transfer of membership: Whenever the dues of a member are

paid by the employer and he or she resigns, retires or otherwise vacates the

position during the period for which the dues have been paid, the membership

may be transferred to the successor upon receipt of written notice to the Association by said employer.

ARTICLE III - Officers

Section 1. Selection: At each annual meeting there shall be elected for a

term of one (1) year, by the regular members in good standing who are present in person or by proxy, a President, President-‐‐Elect, Vice President, Secretary and a Treasurer.

Section 2. Executive Committee Members: The voting members of the Executive Committee shall consist of the President, the Immediate Past President, the President-‐‐Elect, Vice-‐President, Secretary and Treasurer. The President shall be the Chairman of the Executive Committee and may call the committee together in the interest of the Association at his or her discretion or upon written request of three voting committee members in good standing. Advisory Members as established by the Policy Manual shall be non-‐‐voting members of the Executive Committee.

Section 3. Term of Office: Terms of Executive Officers elected at the annual Fall Conference shall run from December 1 – November 30.

Section 4. Officer Vacancy: Should a vacancy occur, it will be at the

discretion of the Executive Committee to appoint a replacement unless otherwise prescribed in this document.

ARTICLE IV - Duties of Officers

Section 1. President: The President shall be the Chairman and preside at

all general Association meetings and Executive Committee meetings or designate the President-‐‐Elect, the Vice-‐‐President or other regular member in good standing. The President and President-‐‐Elect shall jointly appoint Committee Chairman except for the Certification and the Education Committees as he or she may deem necessary.

Section 2. President-‐‐Elect: The President-‐‐Elect shall share the duties and

responsibilities as outlined by the President. The President-‐‐Elect shall exercise all

the powers and duties of the President during his or her absence or inability to act, shall perform such other duties as may be assigned by the Executive Committee and shall also act as coordinator of the standing committees.

Section 3. Vice-‐‐President: The Vice-‐‐President shall exercise all the

powers of the President during the absence or inability to act of both the President or President-‐‐Elect and shall perform such other duties as may be assigned by the Executive Committee. The Vice-‐‐President shall be the chairman of the Education Committee shall make such determination as to the educational needs of the Association.

Section 4. Secretary: The Secretary shall keep a roll of all members of the

Association and a true up-‐‐to-‐‐date record of all proceedings of the Association and meetings of the Executive Committee, which shall be turned over to his or her immediate successor in office.

Section 5. Treasurer: The Treasurer shall be the chief financial agent of the Association and shall exercise such authority and perform such duties as may be prescribed by the Executive Committee. The Treasurer shall have custody of all funds, securities and legal instruments of the Association and shall be responsible for their safekeeping. Subject to the approval of the Executive Committee, the Treasurer shall determine the place and manner for depositing and safekeeping of such funds, securities and legal instruments. A correct account of all receipts and disbursements must be kept and a complete up-‐‐to-‐‐ date report submitted at each annual meeting. The Executive Committee shall have full right to examine and/or cause an audit to be made annually.

Section 6. Past President: The Immediate Past President shall serve as a

member of the Executive Committee during the year following his or her Presidency without need for election to that position. Should the Immediate Past President be unable or unwilling to serve, the next previous President who is willing and able to serve shall fill the vacancy. The Past President shall chair the Nominating Committee and serve on the Certification and Legacy Committees as a voting member and liaison to the Executive Committee from those bodies.

ARTICLE V - Nominations and Elections

Section 1. Nominations and Elections : The Past President shall chair a

Nominating Committee consisting of no more than three (3) regular members in

good standing who shall select one name from the Regular Members, in good

standing, as a candidate for each office and make the necessary report at each

annual meeting.

Section 2. Additional nominations may be made from the floor at any

annual meeting by any Regular Member in good standing.

Section 3. Officers shall be elected by majority vote, including votes by

proxy, at the annual meeting.

Section 4. Voting by Proxy: A Regular Member in good standing who will

not be attending the annual meeting may vote by proxy. Validation and approval

of the manner of a vote by proxy shall be made by the Executive Committee prior

to the meeting.

ARTICLE VI - Meetings

Section 1. The Association shall hold its annual General Meeting at which

time the election and installation of officers shall take place. The Executive

Committee shall have authority to call special meetings at such time as it deems

necessary.

Section 2. All proposed amendments shall be submitted to the Executive

Committee for its review no later than 60 days in advance of the annual meeting.

ARTICLE VII - Amendments

Section 1. This constitution may be amended by a majority vote of

Regular Members in good standing present and voting at the annual meeting,

provided that notice and a copy of any proposed amendment shall have been sent to all regular members by mail and/or email, not less than thirty (30) days

Section 2. All proposed amendments shall be submitted to the Executive Committee for its review no later than 60 days in advance of the annual meeting.

ARTICLE VIII - Committees

Section 1. Legacy Committee

A. Composition: There shall be a Legacy Committee

composed of the current Past President and the four (4)

prior Past Presidents who are willing and able to serve.

B. General Purposes: The Legacy Committee shall be

empowered to interpret the applicability or intent of any

part of this Constitution and to suggest revisions to the

Constitution or policies for the long-‐‐term betterment and

preservation of the Association.

C. Chair and Liaison: The Legacy Committee shall elect from

its membership a chair to preside and coordinate the

activities of the Committee. The current Past President

shall not be the chair, but shall instead serve as the

Committee's liaison to the Executive Committee.

Section 2. Certification Committee: There shall be a Certification

Committee consisting of the current Past President and six other members

appointed for three (3) year terms as directed in the Certification Policy.

Section 3. Education Committee: The Education Committee shall be

chaired by the Vice-‐‐President. The duties and responsibilities of the committee shall be to plan, coordinate and supervise schools, seminars and conferences

unless otherwise delegated. The Vice-‐‐President shall appoint the Education

Committee from the general membership in good standing to assist with the educational offerings of the Association.

Section 4. Other Standing Committees: Standing Committees not

established in this Constitution shall have their scope and purpose defined in the

Policy Manual.

Section 5. Ad-‐‐Hoc Committees: The President may establish Ad-‐‐Hoc Committees which shall expire unless renewed by the subsequent President.

NCPMA Lightered Knot Award Recipients

In an effort to recognize outstanding dedication and contributions by a member of

our organization, in 2011, President Michelle Babson initiated the “Famed Lightered

Knot Award”.

Definition: Resined heartwood pine that has become almost petrified or fossilized —

thereby rot resistant. Because of this, it has been used by surveyors as a corner

designation, most often in swampy areas where rot would be accelerated. It is

extremely supportive under stress and its fibers are interwoven to create sturdiness

between the trunk and branches symbolizing:
