New and reconstructed engines of lower horsepower (< 500 hp;

4SLB < 250 hp) located at major sources, as well as new engines

located at area sources must meet the applicable NSPS CI or

NSPS SI emission standards.

Other provisionsDIESEL FUEL. Certain categories of diesel engines are required to use

ultra-low sulfur diesel (ULSD, max. 15 ppm S) fuel:

■ Stationary non-emergency engines greater than 300 hp with a

displacement of less than 30 liters per cylinder, fully effective

from 2013.

■ Stationary emergency engines ≥ 100 hp that operate for more

than 15 hours per year for emergency demand response,

effective from 2015.

CRANKCASE FILTRATION. Stationary engines – including CI ≥ 100 hp at

major source, CI > 300 hp at area source, and SI 100-500 hp at major

source – must be equipped with closed or open crankcase filtration

system in order to reduce metallic HAP emissions.

CATALYST TEMPERATURE. If catalysts are used, engines must be

equipped with high temperature engine shutdown or continuous

temperature monitoring systems to ensure that the catalyst inlet

temperature remains between 450-1,350°F for lean burn engines

and between 750-1,250°F for rich-burn engines.

WORLD BANK GUIDELINESStationary enginesThe maximum emission levels are expressed as concentrations,

to facilitate monitoring. The emission limits are to be achieved

through a variety of control and fuel technologies, as well as

through good maintenance practice. Dilution of air emissions to

achieve the limits is not acceptable.

The following are emission limits for engine driven power plants:

PARTICULATE MATTER PM emissions (all sizes) should not exceed

50 mg/Nm3.

SULFUR DIOXIDE Total SO2 emissions should be less than

0.20 metric tons per day (tpd) per MWe of capacity for the first

500 MWe, plus 0.10 tpd for each additional MWe of capacity over

500 MWe. In addition, the SO2 concentration in flue gases should

not exceed 2,000 mg/Nm3, with a maximum emissions level of

500 tpd.

NITROGEN OXIDES Provided that the resultant maximum ambient

levels of nitrogen dioxide are less than 150 μg/m3 (24-hour

average), the NOx emissions levels should be less than 2,000 mg/

Nm3 (or 13 g/kWh, dry at 15% O2). In all other cases, the maximum

NOx emission level is 400 mg/Nm3 (dry at 15% O2).

GOTHENBURG PROTOCOLStationary engine guidelinesNOx emissions limits for new stationary engines specified by the

Gothenburg Protocol are listed. (applicable to all parties other than

Canada and the United States).

NOx is specified as NO2 equivalent. Concentrations are expressed at

standard temperature and pressure conditions (273.15 K, 101.3 kPa)

and at an oxygen reference content of 5%.

The limits do not apply to engines running less than 500 hr/yr.

Startup, shutdown and maintenance of equipment are also excluded.

Meeting the limits by lowering exhaust concentrations through dilution

is not permitted.

The Protocol also specifies emission monitoring and reporting

requirements.

EUROPEAN UNIONStage 3/4 StandardsStage 3 standards – which are further divided into two sub-stages:

Stage 3 A and Stage 3 B – and Stage 4 standards for nonroad diesel

engines are listed below. These limit values apply to all nonroad

diesel engines of indicated power range for use in applications other

than rail traction and inland waterway vessels. (See ww.dieselnet.

com for more details and inland waterway vessel data).

The implementation dates in the following tables refer to the

market placement dates. For all engine categories, a sell-off period

of two years is allowed for engines produced prior to the respective

market placement date. The dates for new type approvals are,

with some exceptions, one year ahead of the respective market

placement date.

Dry gas seal systems for centrifugal compressorsIdentifying the most appropriate seal type is vital to compressor health.

Introduction

D ry gas seals are an integral part of

modern centrifugal compressors.

Specifying engineers sometimes

do not give enough attention to the

scope, definition and selection of the

most appropriate gas seal type, its control

system and auxiliaries for a given service

application. Several parameters such as

the composition, the thermodynamic state

conditions of seal or buffer gas, the type

of barrier gas, the situations requiring a

slow roll, suitability for bidirectional rotation

and the system rating must be evaluated

before finalizing the design of a dry gas seal

system. Ideally, this review should involve

the vendor with the unit responsibility, the

gas seal manufacturer, and the machinery

engineers who work for the machine owner

and engineering contractor. Selection of the

right type of dry gas seal and its support

system contributes to long-term reliability

and availability of process plant centrifugal

compressor trains.

Some of the key topics discussed in this

paper include the principle of operation of

dry gas seal faces, the methods of seal gas

control, slow roll and challenging sealing

environments.

Dry gas seal facesA dry gas seal consists of a rotating, hard-

face mating ring with either a machined

or etched circumferential spiral groove

pattern and a primary (stationary) ring in

softer material. The primary ring is radially

restrained but can move in the axial

direction. Under static and depressurized

condition, the springs behind the primary

ring keep the seal faces closed and in

contact. In the static and pressurized

condition, the sealed gas penetrates across

the faces at the tip of the groove. A sealing

dam maintains uniform pressure distribution

between the seal faces and helps to

provide the hydrostatic lift that

results in a low startup torque,

lower heat generation, and

less parasitic power.

In the dynamic

condition, the progressively

shallow spiral grooves draw

the sealed gas toward the

center dam and create gas film

pressure to separate the faces so they

become noncontacting during running.

Special geometry of the spiral grooves

provides a uniform hydrostatic and

hydrodynamic pressure distribution and

maintains the proper seal face gap for gas

film stiffness. These features assist in quick

liftoff, even during low-speed operation (10

fps [3.05 m/s]) for pressures less than 50

psig (345 kPa guage) and allow the seal

faces to adjust rapidly to the changes in the

process conditions.

Depending on the shape of the

circumferential grooves, the seals can be

unidirectional (Figure 1) or bidirectional

(Figure 2). A bidirectional seal provides
