Peace BAR Festival
Kyung Hee University is honored to commemorate the UN International Day of Peace by
hosting the 2018 Peace BAR (spiritually Beautiful, materially Affluent, humanly Rewarding)
Festival.
For our 37th festival, we will be holding a commemorative ceremony and an international
conference on the topic of “The Korean Peninsula in an Age of Transformative Civilization.”
Together with the World Academy of Art and Science (WAAS), an organization that has
approached the future of humanity from a comprehensive perspective, and the Confer-
ence of NGOs in Consultative Relationship with the UN (CoNGO), an organization that has
helped realize the unity of global civil society, we will be examining the changes that have
taken place on the peninsula since the signing of the Panmunjom Declaration and discuss
the values and philosophy necessary for a sustainable global society.
A new civic mindset and global action are needed more now than ever. We invite you to
join us for this year’s Peace BAR Festival as we reflect on the future of the peninsula as
well as the future of our world.

The Background of the International Day of Peace
The International Day and Year of Peace was established in 1981 by the United Nations
under the proposal of Kyung Hee University. At the 6th Triennial Conference of the Inter-
national Association of University Presidents in 1981, Kyung Hee University proposed the
founding of the UN International Day and Year of Peace. The proposal was submitted to
the UN as the Costa Rican Resolution by IAUP, and the UN established the International
Day and Year of Peace at the 36th UN General Assembly on November 30 of the same
year.
The UN General Assembly declared in its resolution 36/67 that the International Day of
Peace has been established to “commemorate and strengthen the ideals of peace both
within and among all nations and peoples,” and invited “all Member States, organs and
organizations of the United Nations system, regional organizations, non-governmental
organizations, peoples and individuals to commemorate in an appropriate manner the
International Day of Peace, especially through all means of education.” Since then the UN
proclaimed every third Tuesday of September as the ‘International Day of Peace’ (fixed as
September 21st in 2001) and 1986 as the ‘International Year of Peace.’
The forecast of IAUP that the weakening of the Cold War system would contribute to world
peace was timely. At the time when the International Day and Year of Peace was being
proposed, the tension between East and West also faced a new era with the proclamation
of the International Year of Peace. On January 1, 1968, US President Reagan and Soviet
General Secretary Gorbachev shared New Year’s greetings of peace to each other’s na-
tion. The two countries then held disarmament talks to ban all ballistic missiles and made
efforts to end regional conflicts, paving the way for peace.

Objective
“Spring on the Korean Peninsula” and the Shiftin Civilization
With the announcement of the Panmunjom Declaration last April, “Spring on the Korean Penin-
sula” has gained international attention as a momentous shift for the future of humankind. Now,
as we stand before the possible end of an old order and the beginning of a new one, the adop-
tion of a new perspective that is both comprehensive and focused on long-term potential is
needed more now than ever.
More important than re-establishing the relationship between country and region, however, is the
need to come together for the sake of peace. Continuing on with power-based politics and lim-
ited economic policies will only prevent us from building a sustainable future. The use of arms to
suppress war cannot be mistaken for peace; true peace is realized only when both people and
nature can benefit and people around the world coexist peacefully.
We come together at the 2018 Peace BAR Festival (PBF) to discuss the future: What kind of
future does humanity truly desire? This year, we invite international and national scholars, stu-
dents, and citizens to discuss ‘Spring on the Korean Peninsula’ as a shift for all of humankind.
We will be asking questions regarding the philosophy and values needed for world peace, the
people who will realize this peace, and the possibility of building a global society. We look for-
ward to your participation.

Spring on the Korean Peninsula from the perspective of transformative society. After special lectures on the
topics of “Spring on the Korean Peninsula in an Age of Transition from the Eye of Global Civil Society” and
”Spring on the Korean Peninsula from the Perspective of the History of Civilization,“ national and international
scholars, students, and citizens will come together to discuss world peace, with a focus on peace on the Ko-
rean Peninsula. We will explore the questions of the philosophy and values necessary for peace, who will lead
the movement toward this peace, and the possibility of building a global civil society.

The UN International Day of Peace and ‘Seoul Peace Forum’
commemorating the 3rd Anniversary of SDGs
In commemoration of the 70th anniversary of the Universal Declaration of Human Rights as well as the anniver-
saries of the UN International Day of Peace and the UN Sustainable Development Goals, we are holding the
Seoul Peace Forum which we will discuss the value and duty of peace in a generation of sustainable goals and
examine the peace paradigms of public diplomacy and the Official Development Assistance. This cosponsored
event examines the connection between peace on the Korean peninsula, the world peace movement, and UN
peace efforts and supports the Panmunjom Declaration.

Conference of NGOs in Consultative Relationship with the UN, CoNGO
The Conference NGOs(CoNGO) is an independent, international, non-profit
membership association of non-governmental organizations founded in 1948.
Co NGO primarily supports ‘Millennium Development Goals’, ‘Sustainable
Development Goals’ and ‘The 2030 Agenda for Sustainable Development’ of
the UN and commits their full participation with the UN in decision-making and
programs leading to a better world, a world of economic and social justice.
CoNGO has been functioning as a platform for a civil society represented by a global community of informed,
empowered and committed NGOs.
World Academy of Art and Science, WAAS
The World Academy of Art and Science is composed of 730 individual fellows
from diverse cultures, nationalities, and intellectual disciplines, chosen for emi-
nence in art, the natural and social sciences, and the humanities. Its motto is
“Leadership in thought that leads to action” and mission is to promote cross-
disciplinary dialogue generative of original ideas and integrated perspectives
that comprehend the root causes and effective remedies for our common prob-
lems, while furthering those currents of thought and social movement that affirm
the value of human dignity and equitable development.
