INSTITUTIONAL BACKGROUNDThe Kitale National Polytechnic (KNP) was established in 1980 as a Tech-nical Secondary School and later became Kitale Technical Training In-stitute (KTTI). The Polytechnic was built by the Kenya Government with the assistance of the Swedish International Development Agency (SIDA) Technical Education Project.

The Institute was elevated to a National Polytechnic in June 2016 through the Legal Notice No. 95 of June 2016, which gave it power to award higher diplomas, diplomas, certificates and other academic qual-ifications as authorised by the academic policy of the Polytechnic. In addition, the Polytechnic was granted power to award degrees in col-laboration with recognised universities. As a National Polytechnic, KNP operations are guided by various legislations and regulations including the Technical and Vocational Education and Training (TVET) Act, 2013, Science, Technology and Innovation (ST&I), 2013, and Technical and Vo-cational Education and Training regulations, 2015.

It is my privilege to extend a heart-felt welcome to you our Chief Guest, Dr Kevit Desai, the Principal Secretary State Department of Vocational and Technical Training, Ministry of Educa-tion, all our esteemed guests of the day, parents and trainees. Thank you all for being here to mark our second graduation as a National Polytechnic.

This ceremony gives us an opportuni-ty to reflect on our past, present and future. The founders of this institution had a vision to empower the youth economically by providing training and equipping them with relevant skills. As a council, we are indebted to them for this vision and continue to uphold the same values on which this institute was founded.

As the Governing Council, we are hap-py to make our contribution to the economic development agenda of our country by releasing 787 graduands, equipped with diverse skills to the job market.

We acknowledge the contributions of the Polytechnic staff for their diligence and strong team spirit. We laud the ad-ministration of the Principal; Mr Fanuel Onyango for implementing duly ap-proved Ministry and Council policies. I also wish to pay special tribute to the parents and guardians for their unre-served support.

The present Governing Council was inaugurated on 3/2/2017. It comprises of 8 members who have a raft of expe-rience and knowledge in areas of lead-ership, management, financial man-agement, engineering and law. Since its inception, the Governing Council has overseen the developement im-plementation of several policies to assist in decision making, secure con-sistency and equity and to assist insti-tutional personnel in performance of duty.

The Polytechnic is guided by a com-prehensive Strategic Plan for the pe-riod FY 2018-2023. We have been on Performance Contracting for the last 11 years and are ISO: 9001-2015 certi-fied. The Polytechnic also enjoys good labour relations with its support staff, and has a registered collective

agreement with their union. This has enhanced efficiency and effectiveness in the running of the institution.

Chief Guest, the institution is a major beneficiary of recent reforms by the Ministry of Education. We have been able to grow our enrolment from 2600 in 2017 to the present 7000 which has fitted in perfectly with our strategic projec-tions for FY 2019-2023. This has been made possible through enhanced Gov-ernment Capitation and allocation of HELB loans to the TVET trainees. Transfer of trainers from TSC to the Public Service has paved way for the development of technical trainer’s scheme of service which has been long overdue. Under the scheme, additional trainers have been recruited. We are grateful to the govern-ment for that initiative.

As is expected with increased enrolment, challenges arise and it is notable that currently there is a need for an improvement on the institution’s infrastructure in the areas of tuition and boarding, computers, upgrading of workshop equip-ment as well as a need for the hiring of more trainers.

The Council is deeply grateful to the Government and stake holders like African Development Bank (AfDB) for massive input of resources which has enabled us address the problems stated above by executing an expansion programme in the following areas; • Construction and equipping of the Electrical and Building workshops,• Enhancement of the Polytechnic image through innovations of the hostels,

tuition blocks & hospitality labs.• Procurement of motor vehicles and equipment for The Kitale National Poly-

technic driving school. This has been made possible through the prudent management of finances, making it possible for us to purchase the vehicles and tractor from our savings.

• Employment of 77 additional trainers with a view to reducing the deficit of trainers.

• Starting construction of a four storey tuition block with 16 lecture rooms using internally generated funds

• Allocation of funds annually for capacity building of staff for upgrading to make them relevant to the changing technology and to improve their terms of service.

• Construction of two hostels for both male and female trainees, each with a bed capacity of 80. All from internally generated funds.

Chief Guest, the Council has also forwarded to your office proposals for a Med-ical and Applied Science Complex, a Hospitality Centre, Security enhancement and Mechanical department Equipping. The expected outcomes for the pro-posed projects will include the following:• Enhanced learner and trainer experience leading to satisfaction and ade-

quate acquisition of technical skills• Effective provision and implementation of the CBET curricula as currently

Some of our service delivery innovations targets in Performance Contracting FY 2019-2020 include incorporating biometric features into the MIS, to improve on security, develop a lighting innovation (occupancy sensor) system to conserve power and to upgrade the KNP financial MIS system from cash basis to accrual basis.

Over the last few years, the institution has forged key partnerships with major stakeholders. Among them are:• Partnerships with Colleges and Institutes Canada (CICan ) in development

and training CBET Curriculum.• Peoples Republic of China, in training 24 TOTs in Agricultural Machinery

Technology.• KUCCPS, NYS • County Government of Trans Nzoia by doing CSR with the Jua Kali sector on

welding, motor vehicle mechanics, bookkeeping and skill upgrade for mo-tor cyclists. Have also identified CBET courses in their areas and are looking into engaging them further on areas of skill enhancement and certification.

• Formation of two Industry Advisory Committees for Agriculture and Agricul-tural Engineering in partnership with 10 Industries.

These partnerships will go a long way in enabling us to meet our mutual obli-gations. We proffer our utmost gratitude to our partners and look forward to deepening these collaborations.

Chief Guest, the Polytechnic continues to position itself as a centre of excellence in its mix of market driven courses. I congratulate your ministry for initiating competency based education and training (CBET). I am happy to report that the institution has embraced CBET and we are ready to roll out 9 CBET programmes by January 2020. This will go a long way in making our youths relevant in the job

On our part, we commit to give all the necessary support and profes-sional governance to ensure continued growth in infrastructure and enrolment.In doing this, ladies and gentlemen, we shall ensure sustainability of not just The Kitale National Polytechnic but also Kenya’s economy and reduced youth unemployment.

MESSAGE FROM THE CHIEF PRINCIPAL/COUNCIL SECRETARY

FANUEL ONYANGOTHE KITALE NATIONAL POLYTECHNIC CHIEF PRINCIPAL

On behalf of the polytechnic council, staff and trainees of The Kitale Nation-al Polytechnic, I am most delighted to welcome you to celebrate with us our 2nd graduation ceremony since being elevated to a National Polytechnic in 2016.

This achievement is the culmination of the collective efforts of the teaching and non teaching staff, management and governing council, parents and guardians, and all those who have con-tributed to this great feat, for which we proffer our utmost gratitude.

Today, over 787 Graduands will be awarded Artisan Craft Certificates, Di-plomas and Higher Diplomas in their various fields of study. It is a time to mark yet another transition in their lives as they now prepare to join the world of work as competent employ-ees or employers if they choose to pur-sue self- employment as a career.

Chief Guest, I will begin my address with a brief background of this insti-

tution. The Kitale National Polytech-nic was established in 1980 by the Government of Kenya with the assis-tance of the Swedish International Development Agency (SIDA). It offi-cially opened as a Technical Training Institute in 1985. In 1986, Kitale Tech-nical School was converted to a Tech-nical Training Institute. In 2016 it was among the technical training institu-tions that were upgraded to National Polytechnic status. Currently, the Poly-technic has 193 trainers, 77are council, 116 PSC, and 134 administrative staff. Trainee enrolment stands at 7000.

Chief Guest, I am delighted to report that, in line with our new mandate, the institution has taken cognizance of the Government of Kenya’s aspirations of increasing access to quality educa-tion and training and providing skilled graduates to meet the manpower de-manded for the country’s economic development.

The journey to the current Polytech-nic status has been made possible by steadfast support and commitment of the Government of Kenya. Key in-frastructural development projects have been implemented through the Ministry of Education, in partnership with AfDB, CiCAN and various other agencies.

The Polytechnic is strategically placed in the bread basket of Kenya. We offer ag-riculture related courses and train the community to add value to their farm pro-duce, and diversify food production to ensure food security. We have partnered with Eastern Africa Grain Council (EACG) to provide an enabling environment for the stake holders in the agriculture related industry to exhibit and exchange ideas to promote best practice in agriculture. The Polytechnic has hosted EAGC agribusiness expo at our grounds for the last two years. We have also partnered with OLDS College from Canada under the Kenya Education for Employment program (KEFFEP) to develop CBET courses in the area of agriculture and agri-culture engineering.

Through the Government of Kenya, and partnership with the People’s Republic of China, we received agriculture machinery which will be used for both training and production, to assist the community improves farming practices for bet-ter output. Through the same programme, we were selected to host trainers of trainers (TOTs) from 12 TVET institutions who received training on the machin-ery for a period of 5 months.

As a National Polytechnic we are key enablers in the actualization of the Gov-ernment’s Big Four Agenda and have aligned our training programmes to this initiative.In regard to Universal Health Care, we have introduced courses like, Medical Engineering, and Environmental Science related courses in order to make our contribution towards universal healthcare. We are also at an advanced stage of registering a course in Pharmacy.Programmes offered in our engineering departments like Electrical Engineering, Building Civil Engineering and Mehaniacl Engineering are geared towards en-hancing the housing and manufacturing agenda.

In the last financial year, under the African Development Bank (AfDB) programme for disengaged youth, we trained 40 plumbers. Under the KenHA CSR program we trained 45 youths in skill based programmes like Catering and Accommoda-tion, Motor Vehicle Engineering, ICT, Masonry among others. This financial year, the institution is ready to roll out The Kitale National Polytechnic Driving School in January 2019.This programme will be value added to equip the trainees with basic mechanic skills.

The Polytechnic has made a big shift from Knowledge Based to Competency Based Training. We are ready to implement 9 CBET programmes in our core ar-eas. The CBET concept entails the involvement of industry in all aspects of train-ing. By aligning our competencies to those of industry, the polytechnic is poised

to assume leadership, through innovative market driven programmes to impart competitive skills, competencies and attitudes to our youth that should empow-er them to drive the nation’s technological and developmental aspirations. This will go a long way in alleviating unemployment among the youth.

As a testimony to the high quality of CBET training offered at the Polytechnic, I take great pride in highlighting the fact that our Polytechnic gate and our Electronics workshop were constructed by our very own students in Building and Civil Engineering. Over time we wish to assure the industry that the train-ing gaps that were previously a hindrance and costly in absorbing our trainees will no longer be an issue. We heartily thank the Industry Advisory Committees (IACs) representatives for the huge impact you have had in our training to make our TVET graduates today relevant in the labour space.

One of the strategic themes in our 2018/23 Strategic Plan is to nurture Research and Innovation. In line with that, we held our first annual International Scientific Research Conference at the institution in May this year. The Conference theme was; “Knowledge Management and Innovation: A Collaborative Approach in Greening CBET for Sustainable Development. This provided an opportunity to trainers and trainees to participate in research and interact with peers nationally and internationally. To achieve this goal, we depended heavily on support and close partnership with the County Government of Trans Nzoia and other stake holders.

Chief Guest, am happy to report that the Polytechnic has invested in scientific research, and come up with several inventions intended to provide solutions to the community and Polytechnic needs among which are; A modern Poul-try Feeder which can be customized to fit your space needs. This innovation emerged position 1 during the National Science Week of 2018. Namurende Snacks a crunchy and highly nutritive snack made from edible grass hoppers or ‘nsenene’ which took 1st position in the National TVET fair, 2019 and was given recognition by UNESCO. Other inventions are; a Solar Driven Groundnut Sheller, Hay Baler Wall Building, and Physically Challenged People Multi-Drafting Table. Plans are underway to innovate a fabricated Silage Chopper by June 2020.To commercialize these innovations we wish to invite the industry players to part-ner with the institution to establish an incubation hub for the mass production of these innovations.

Chief Guest, I wish to acknowledge our Polytechnic Council under whose stew-ardship the Polytechnic continues to execute its mandate, while embracing its core values, mission and vision.

Chief Guest, you will appreciate that with an upsurge in enrolment and tremen-dous growth, comes various challenges. Allow me to highlight a few of these challenges that we are facing which include but are not limited to; perennial under staffing, inadequate modern training equipment for engineering courses, inadequate computers for ICT integration, lack of a smart classroom and Hos-pitality Management Complex with catering and conference facilities, and en-croachment of Polytechnic land.

And now, a parting shot to our graduands; Dear graduants, you have demon-strated through your hard work, the fine attributes of resilience and focus. We applaud you and pay glowing tribute.

Have a deep belief in your own dignity, your own worth, and your own person-hood. Always feel that you count. I have no doubt in my mind that the training you have received will stand you in good stead to serve the country with due diligence and integrity.

May our Gracious Lord guide and protect you always. May you realize your dreams; we are confident of what you have become and I dare you to go and shine whenever you will be and carry our name high.

Chief Guest Dr Kevit Desai, The Kitale National Polytechnic fraternity, parents, friends , graduates and all our invited guests Good morning! Chief Guest, it is indeed a privilege to be part of this graduation ceremony in the history of this great and wonderful institution. This is the only institution of its kind in the North rift region and we are happy to be here.Graduation ceremony is the most significant and meaningful occasion in the calendar of this institution. I heartily congratulate our graduates as they are the reason we are here today. I salute you all for accomplishing this feat, despite a myriad of challenges that must have come your way. But graduation is not an end in itself. It is just one milestone in the larger journey of life. You have already demonstrated your capacity for personal growth by making it to this ceremony today. Life is a journey, and this graduation should only be a launching pad. As the legendary Eliud Kipchoge would say “No human is limited!”

Chief Guest, allow me to address my fellow comrades; this graduation ceremony inspires us and gives us hope that we too shall get to the finish life. Let us take this accomplishment as an example of how anything is possible when we com-mit to it. Let’s keep our eyes on the goal and shun all vices that may stop us from being winners.

We have a great future ahead of us. In that regard, I wish to appeal to my fellow comrades to shun drug abuse, ethnicity, nepotism and dirty politics which have really affected the growth of this institution of our country at large.

Chief Guest, I have witnessed the great strides that this institution has made to-wards a niche for itself as a centre of excellence in Competency Based Education in the job market. Among them are; 1. Procurement of farm machinery that are used for practical lessons by train-

ees in the institution especially in Agriculture and Mechanical Engineering.2. Putting up two hostels one for male and the other for the female colleagues.3. Purchase of a lorry, tractor and a saloon car to introduce driving classes, this

will be a plus to the students who will enroll for this classes to compete fa-vourably in the job market.

4. Offering of excellent academic programs as evidenced by the men and women seated here before you today.

Guest of Honour Sir, this beautiful Polytechnic equally has its challenges;1. Accommodation: we have a few hostels in the institution that are not able

to meet the demands of the current population of 7,000 plus trainees. It’s my humble request that we ask your office to intervene for us to make our stay here comfortable.

2. Lack of enough lecturers/trainers3. Lack of lecture halls for the large classes to take place, most of the classes

are taken outside in tents.4. Encroachment of Polytechnic land5. Political interference6. Sports, there is a lot of talent in this region but we do not have enough fields

to nurture these talents. We therefore appeal to the Ministry of Education through your able office to assist us address the concerns as highlighted.

In conclusion, I thank the Ministry of Education for investing heavily in our insti-tution, our trainers and mentors, support staff, parents, guardians and sponsors, the county government of Transzoia and the industry for absorbing us in the job market, neighbours, and all the other stakeholders who support us.
