THE SUPREME COURT OF KENYA
CHRISTMAS VACATION 2015
IN EXERCISE of the powers conferred by Article 161 (2) (a) of
Constitution of Kenya, Rule 4 (c) of the Supreme Court Rules, 2012, the Chief Justice gives notice as follows:
The Supreme Court Christmas vacation shall commence on 21st December, 2015, and terminate on 13th January, 2016, both days
inclusive.
A Judge will hear urgent matters if admitted to hearing on
application made in accordance with the Rules of the Court. A Judge will be available during the vacation to deal with matters that are urgent
or require prompt attention.
During this period the Supreme Court registry shall be open to the
public from 9.00 a.m. to 12 p.m. on all weekdays other than public holidays.

THE NATIONAL COMMITTEE ON IMPLEMENTATION OF CITIZEN PARTICIPATION IN SECURITY IN KENYA
APPOINTMENT
PURSUANT to the directive by His Excellency the President on
20th October, 2013 during the first Mashujaa Day Address to the Nation, a Taskforce was constituted to kick-start the implementation of
this Government initiative vide Gazette Notice No. 14485 of 2013.
The process entailed raising security education of citizens formed in clusters to help them say what they see, hear or suspect in a structured
manner and similarly raise security education of Government Policing Agencies to respect and act on what the citizens say they heard, saw or
suspected in a timely manner.
To advance this process of implementation of citizen participation in security, I have extended the term of the committee by further three
years with effect from 7th November, 2015.
Further, I have amended the Terms of Reference of the committee accordingly.

Terms of reference of the Committee are to—
(a) develop a forum that promote citizens‘ participation in security matters and facilitate local community leadership structures
including, but not limited to, grass root religious and private and public community based institutions to engage on security
matters;
(b) support the transformative paradigm shift of National Police
Service and other Government policing Services toward people centered services;
(c) recommend an appropriate legal framework that will entrench the citizen participation in security matters build on a thorough
review of the existing policy, legal and institutional instruments;
(d) review and recommend Information Communication Technology (ICT) usage framework to reduce transaction costs
of citizens‘ participation in security matters. Such framework must include media channels like social media among others
and establish a Geographical Information System (GIS) based citizens data bank; and
(e) recommend any other measures to be taken to strengthen citizen participation in security as a strategy with a view to
enhancing long term national security in Kenya.

(4) Act Supplement contains Acts passed by the National Assembly.
All ―copy‖ submitted for publication should be prepared on one side of an A4
sheet no matter how small the Notice is, each page being numbered and should be
typewritten with double spacing. Copy should be clear, legible and contain no
alterations.
Particular attention should be paid to the following points:
(i) Signature must be supported by rubber-stamping or typing the name of
the signatory in capital letters.
(ii) Must be correct and filled in where necessary.
(iii) Care should be taken to ensure that all headings to Notices and
references to legislation are up to date and conform with the Revised
Edition of the Laws of Kenya.
EXTRACT FROM THE CODE OF REGULATIONS, SECTION D—
Kenya Gazette
―D 34. (1) Communications for the Kenya Gazette should reach the
Government Printer not later than 9 a.m. on Friday of the week before publication
is desired. The Government Printer will not publish communications received
after that hour until the next subsequent issue of the Gazette.
(2) Ministries will be required to pay for the Kenya Gazette and to meet the
cost of advertising in it.
It is emphasized that these notes are for guidance only, but it is requested that
persons submitting copy for publication first satisfy themselves that such copy is
complete in every respect.
