MINUTES OF BOARD MEETING
The Board of Control of the Kentucky HighSchool Athletic Association met at the Executive
Inn—East, Louisville, Kentucky, on Saturday, Janu-
ary 20, 1979. The meeting was called to order byPresident Jack Burkich at 10:00 A.M. with all Boardmembers. Commissioner Tom Mills, Assistant Com-missioners Louis Stout and Billy V. Wise present. Con-ley Manning was present representing the State De-partment of Education. The invocation was given byJoseph McPherson.
Barney Thweatt moved, seconded by Denval Bar-
riger, that the m.inutes of the December 23, 1978,
meeting of the Board of Control be approved. Themotion carried unanimously.
President Burkich introduced attorneys, Bruce P.
Zalman and Todd HoUenbach to the Board. Theyhad come before the Board to appeal the eligibility
case of Christian Lanham who is ineligible to partici-
pate in athletics at Southern High School under By-
Law 6, Section 1 . Mr. and Mrs. Lanham and Christian
also appeared before the Board. After a lengthy dis-
cussion Barney Thweatt made the motion that By-Law 6, Section 1, Transfer Rule, not be waived in
this case. Zeb Blankenship seconded the motion andit passed unanimously.
Mr. Mills presented and discussed copies of pro-
posals recommended by the Big 8 Conference. Theseproposals and any others received prior to March 1
will be considered by the 1979 Delegate Assembly.Assistant Commissioner Wise gave a report on the
progress of ticket sales for the boys' and girls' State
Basketball Tournaments. He reported that advancedticket sales have shown an increase over those of the
same period last year.
After a lengthy discussion on the assignment of
district and regional tournament officials, Pete Grigs-
by made the motion, seconded by Barney Thweatt,that tournament officials be assigned outside the dis-
trict and region where they reside. The motion car-
ried by a vote of 9-1.
Commissioner Mills read a letter from Ralph Gab-bard of WKYT-TV stating that his television station
could not accept the K.H.S.A.A. proposal to televise
the semi-finals and finals of the Boys' Basketball
Tournament. With this information the Board decided
that the semi-finals and finals of the Boys' State
Basketball Tournament would not be televised for
1979.
Zeb Blankenship moved, seconded by Denval Bar-
riger, that Cross Country be placed into three classes,
as was done in track for the 1979-80 school year,
based upon the 1979 fall enrollment figures received
from the State Department of Education. The motionpassed unanimously.
Joseph McPherson presented a report from the
Jefferson County Schools requesting that football
championships be determined by using the won/lost
record instead of the Dickinson System. The Dickin-
son System would only be used to break ties. After a
discussion by the Board members President Burkich
assigned the proposal to the Football Committee for
study and recommendations to be considered at the
March meeting of the Board of Control.
Barney Thweatt made a motion, seconded byNorman Passmore, that the following recommenda-tions be adopted in scheduling regional games for boysand girls basketball tournaments: regional finals for
boys and girls must be completed by Tuesday night
following the second Saturday night in March; in the
region where boys and girls regional tournaments are
assigned to separate sites, the regional tournamentmanagers shall schedule games in order that girls and
boys games are not played on the same dates at the
separate sites; in regions where boys and girls regional
tournaments are assigned to the same site, the regional
tournament manager shall be responsible for schedul-
ing games in the best interest of all participating
schools. The motion passed unanimously.
Denval Barriger moved, seconded by Zeb Blanken-
ship, that all bills of the Association for the month of
December be allowed. The motion carried unanimously.
The ne,\t meeting of the Board of Control wasscheduled for Friday, March 16, 1979, 9:00 A.M. at
the Hyatt Regency Hotel, Le.xington, Kentucky.There being no further business, the meeting was
adjourned.

Approved and Certified Officials
A large number of K.H.S.A.A. registered officials
qualified for the advanced rating of Approved andCertified as a result of the National Federation Wres-
tling examination which was given in Kentucky onDecember 4, 1978. Only officials receiving these higli-
er ratings are eligible to work in the district andregional tournaments. Only Certified officials are
eligible to work in the State Tournament.Wrestling officials who qualified for advanced rat-

Attention, Principals
Under the requirements of K.H.S.A.A. By-Law28-3, head baseball coaches and registered baseball
officials are required to attend at least one rules
interpretation clinic.
The schedule for the baseball clinics is given be-
low. Principals of member schools sponsoring base-
ball teams should not allow their teams to begin their
1978 schedules unless there has been compliance with
the rule mentioned.

INFORMATIONCheerleader and Sponsor Registeration: All cheer-
leading squads and/or sponsors are asked to stop bythe KAPOS table in Rupp Arena to:

Register your squad2. Pick up important information and materials
for you and your school.
Along with a KAPOS board member, there will be
high school cheerleaders on hand to assist you. Theycan be identified by their hostess armbands. Feel free
to ask them for help, and in turn they may seek youand your cheerleaders to be interviewed by one of the
radio commentators. In order to make their task easier,
we are asking that you register your seat, row andsection number. A possible radio interview is often
missed because the guides could not locate the de-
sired person in time for the interview.
Hospitality Room: May we remind all sponsors
and cheerleaders that KAPOS has a Hospitality Roomlocated in Rupp Arena. We cordially invite you to have
refreshments, socialize with friends, e.xchange ideas,
and perhaps get help with your problems.

State Tournament, included in the packet sent to youby the KHSAA will be a letter pertaining to yourcheerleading squad. Be sure to look for this and relay
all information to your cheerleader sponsor. We re-
quest that your cheerleaders be chaperoned by a well
qualified, school approved adult. Verification of this,
along with your sponsor's name, must be contained in
the letter of conformation which you will receive.
This letter must be in the hands of a KAPOS officer
prior to the time that your cheerleaders take the floor.
Important! Please be sure that your school is a paid
up member of KAPOS in order for your squad to com-pete for the cheerleading awards in the State Tourna-
ment. The winners of these awards will be determined
by use of the KAPOS Judging Sheet, a copy of whichwill also be included in the packet sent by the K.H.S.
A.A. to the winners of the si.xteen regions (Handbook,
p. 16).
AWARDING OF TROPHIES
KAPOS is pleased to honor outstanding cheerlead-
ing squads with the recognition they so well deserve.
All cheerleader awards will be presented betweengames on Friday night of the State Tournament. Theawards are as follows:
The winning cheerleader squad will receive the
Ted Sanford Trophy. The runner-up cheerleading
squad will receive a trophy, with the third and fourth
place squads being awarded plaques. In addition, the
special K-Pep Award will be presented. All Tourna-ament cheerleading squads and their sponsors are
asked to be located close to the playing floor so they
can easily come up the floor should they be called for
an award.
GOVERNOR CARROLL DECLARESGOOD SPORTSMANSHIP MONTH
While every month should be Good Sportsmanship
Month, KAPOS has always tried to put special em-phasis on being a good sport at tournament time.
Being a good sport is part of being a good citizen. Wedon't believe that good citizens need to be remindedto exemplify good sportsmanship. However, it is
especially fitting at tournament time to remind all
citizens that it is a privilege to be able to attend the
games and that each individual can contribute to the

NOTE TO ALL ADMINISTRATORSMany of you have responded to our SOS in releas-
ing teaching personnel to assist with the many tasks
necessary to keep this organization functioning
effectively.
Again, we need judges and personnel to help at the
tournament. This involves at least 12 to 15 people. It
is also backbreaking, tiresome work. However, we have
many dedicated persons who have indicated a willing-
ness to help share these duties provided they get a re-
lease from their administrators. Therefore, the KAPOSboard is seeking your understanding and cooperation
should you be asked to release a teacher from her
duties to help carry on the work that KAPOS is doing
to make cheerleading a worthwhile educational e.\-
perience in the State of Kentucky.
STATE AT LARGE CHAMPIONS
Recognition is now being given to cheerleading
squads other than those sixteen fortunate enough to
participate with their teams in the State Tournament.The winner will receive the Jane Meyer trophy, while
the runner-up will receive a trophy. Plaques will be
given to the third and fourth place squads.
Beginning at the district level, all squads that are
KAPOS members are eligible to be judged for the
honor or representing their district in the KAPOS
Region-At-Large cheerleading competition. The win-
ner and runner-up of each district will progress to the
region. In turn, the winner and runner-up from each
region is allowed to compete for the title of State-At-
Large Cheerleading Champions.Judging for the State-At-Large winners will take
place at 8:30 A.M. on Thursday, March 15, and at
8:30 A.M., Friday, March 16, in the Transylvania Uni-
versity Gymnasium, 300 North Broadway, Lexington.
The public is invited to this outstanding event. Theadmission charge of $1.00 per person will go toward
the expenses of the KAPOS scholarship award, details
of which are supplied below. We are grateful to the
administrators of Transylvania for their generosity in
opening the doors of their school to us for this com-petitive event. We trust that they will have no cause
to fault our behavior. All cheerleaders and guests will
be expected to be remindful that they are guests in
the "home" of Transylvania University.
At the conclusion of the judging, trophies will be
awarded to the top four squads, in addition to several
special awards.
STELLA S. GILB SCHOLARSHIPKAPOS is happy to annually award the Stella S.
Gilb Scholarship to an outstanding and well-deserving
cheerleader from Kentucky. One of your cheerleaders
may be a potential scholarship winner, so get yourapplications in early. Applications must be turned in
no later than April 15. Write a KAPOS officer for ap-
plication forms, or pick them up at the State Tourna-ment KAPOS table.
