Off the top When I found out the Kawartha North Family Health Team (KNFHT) was holding a focus group in Bobcaygeon last

Wednesday afternoon (Feb. 12), I decided to report on it, anticipating that the town’s residents would want to have input into future programming. I was wrong. Only two members of the general public bothered to show up to meet with consultant Liza Hancock at the service centre. I decided to actively participate, rather than just cover the event, because I thought putting three heads together might help Liza in her mandate of reporting back to the powers that be at KNFHT. She wanted to know what health programs people are interested in with 13 suggestions, for example, yoga, meditation and mindfulness. She pointed out how Fenelon Falls is running a Biggest Loser program and has a weekly walking program at the new Fenelon Falls

community centre. Would locals be interested in something like that here in Bobcaygeon? The two members of the public that did attend said they were interested in programming but if KNFHT makes its decisions based on feedback, Bobcaygeon could drop to the bottom of the list. I just hope that Bobcaygeon residents took the time to fill out the survey that the KNFHT distributed to ensure their voices are heard. Incidentally, only one person registered for a similar forum in Fenelon Falls Feb. 13. One thing that did come across during the forum is that attitudes towards health are certainly changing. We are realizing the importance of preventative health and the common sense approach of eating well, exercising and taking care of our minds and spirits, not just our bodies. We are lucky to have the KNFHT here in our community, willing to put on programs. We need to patronize these programs and help in their planning if we want them to remain.

I have been paying taxes to the City of Kawartha Lakes for the last 12 years. I am a proud, but very disturbed, owner of a cottage in the Kawartha Lakes. My cottage is on the Gull River in Norland and is mainly used in the summer, on weekends and two weeks of summer holidays.

Our cottage required a few repairs and my husband went up on the weekends in November to fix these and we were also, so I thought, fortunate enough to spend Christmas at the cottage for the first time since we bought it in 2002. When we are at the cottage, I always believe in shopping locally and supporting the community. Over Christmas we had dinner at the Riverside Inn, grocery shopped at the Foodland in Coby and did some Christmas shopping in the area. After Christmas at the cottage, which we fully enjoyed, we have now received a bill from Hydro One for close to $1,000. Happy New Year. I understand that because I spent time at the cottage and we were using electricity, my Hydro bill would be higher. Of course you pay for what you use. Understandable. What I do not understand is the delivery charge of over $500. And tax on top of that of $120. This bill was four times the amount of my bill for the same period last year. I called Hyrdo One and although the operator was sympathetic all they could say really was costs have gone up. My husband and I are four years to retirement and are in the process of deciding “what next”. We had always discussed rebuilding a home on our present cottage property but please tell me “How do people afford to live in the Kawarthas?” My cottage does not have a washer, dryer, dishwasher or any of the things I would have if I converted to a home. As recommended by (Mayor) Ric McGee’s office, I have written to Laurie Scott, MPP for the area and she has promised to address this issue. Are there more people out there that feel they are being gouged by Ontario Hydro? We need to put a stop to these outrageous fees. Don’t get me started on my having to pay to reduce their debt. Re: $3 million savings It is indeed good news that the Black and Green Belt teams of the Six Sigma process were able to “find” $3 M in savings. After taxpayers paid over $300,000 to achieve this result, we should be pleased.

After inquiring, I have found that the savings are $3.12 million. Because this money was saved, it stays with the city – no repayment or tax relief for taxpayers. $1.8 million is money that will avoid having to be paid in 2015 and the new city councillors will decide how best to spend that money... no tax rebate. As (Ward 6 Coun.) Doug Elmslie said “the new council will make a decision whether to use that money for infrastructure or reduce spending.” A good question to ask your candidates during the election. The money will go into one of many reserve funds and the cost of the six sigma program will be repaid out of the savings. As a taxpayer and supporter of this spending, I’d like to see some benefit coming back to the good citizens who pay for all of this - even if it was a token tax reduction. I’d use the found money to cover part of the Hydro One bill this year. How about you?Peter OliverFenelon Falls

The Feb. 11 council meeting was highlighted by the granting of funds from various committees throughout the Kawartha Lakes.

Lindsay C.H.E.S.T. Fund allocations for 2014 Total interest earned in 2013 has been estimated at $550,742.53. It was recommended $100,000 of that be allocated to the principle. As a result, total funding available for 2014 distribution was $450,742.53 At its meeting on Dec. 9, the Lindsay Legacy C.H.E.S.T. Fund Committee (four councillors and five Lindsay citizens) reviewed 13 applications, requesting a total of $765,336.04. Seven were recommended for full funding, three for partial funding and three were not recommended due to not meeting council criteria. One of the grants of note is to the Academy Theatre - $111,640 to re-point brickwork, replace windows and wooden shutters,

refurbish wood cladding and replace or rebuild the existing marquee. While council approved the disbursements, a motion was passed that an analysis be implemented to ensure remaining funds are getting the maximum returns possible. Ward 13 Coun. Pat Warren asked that the Bobcaygeon funds be included in the analysis.

Fenelon Falls C.H.E.S.T. Fund allocation In the absence of a community committee, a recommendation was brought to council by Ward 6 Coun. Doug Elmslie regarding the fund allocation for 2014. This is in keeping with the established policy for the disposition of residual C.H.E.S.T. funds. In this regard, $10,000 was recommended to be given to the Fenelon Falls Skating Club. This year marks the 50th

anniversary of the club and a committee is planning to host a celebration for current and former members, their families,

friends and the community. The event is scheduled to take place at the Fenelon Falls Community Centre on Saturday, March 29. Disbursement would leave a balance of $47,700.88 for future distribution.

The Beautification Fund The goal is to provide assistance in the four geographic regions of the city. The funds are for the purpose of enhancement projects, primarily intended for downtown/business area streetscapes. The four areas requested a total of $80,564.50 and the Community Services Department recommended $75,564.50. Under cultural funding, five applications are being recommended to receive full funding of $9,255.

The 50/50 Community Project Capital Funding initiative Community groups are invited to make one application per year to a maximum of $7,500 with a minimum 50% of funding being contributed by their organization. Eight applications were received with seven being recommended to receive full funding. The total amount requested is $41,075.25 of which $33,575.25 is granted.

Lakeview Water Co-op In an unscheduled and non-agenda item, Mayor Ric McGee advised council, and in particular included the media, to be aware that in the coming weeks the Ministry of the Environment (MOE) will be issuing a directive that will require the city to take over the Lakeview Water Co-op and provide them with potable water. Apparently the city will be given 90 days to ‘make it right’. In a tirade, he accused the MOE of “using their heavy handed authority” and “unbelievable and unacceptable financial disaster.” Lakeview Estates is an area of nine homes in the former Verulam Township. They have water pumped in only to wash clothes and water the grass but it is not drinkable. In pre-amalgamation days, residents asked the township’s permission to locate a pump

on land owned by the township, which was granted. Since then, homeowners have brought in bottled water for drinking and cooking. The MOE’s mandate is to ensure every home has potable water. This has been an on-going problem for the city and the Lakeview residences for many years and the most pressing issue is funding because many of the residences cannot afford the cost nor can the city.

Septic Rehabilitation Program – Update Corporate services manager Christine Norris asked council to approve a recommendation to borrow $150,000 from the economic development reserve for the 2014 septic rehabilitation program. This is to fund the pilot project and as funds come in to repay the reserve. Local improvement charges established under the program are to be paid to the city by property owners participating in the program through their annual tax assessment. An additional 1% is to be levied for the purpose of recovering the city’s investment income on the funds used by the program. It was approved.

Vehicle acquisitions The city’s purchasing department recommended that council approved the purchases of five new plow trucks from Winslow Gerotamy Motors, Peterborough, and one low floor Specialized Transit Bus from Crestline Coach, Ltd., Saskatoon plus nine pick-up trucks from Checkpoint Chrysler, St. Catherines for $1,632,194.80. Dealerships in the city were invited to submit proposals. The city is part of the Provincial Broader Public Sector (BPS) and is eligible to receive vehicle discounts through this consortium. The program provides the city with the lowest possible price based on the province’s negotiated rates where they have issued tenders.

Someone very special has died and a gathering is planned. It used to be called a funeral service. Now it is commonly called a Celebration of Life Service – it is very important to truly celebrate every life lived. I think of our Dad's 91-year-old life. We had much to celebrate: he was a unique parent and grandparent, fisherman, farmer, storyteller, cook, writer, musician and inventor. At the visitation, everyone had years of comical stories to tell and we just soaked it all in like a big sponge. The funeral home rang with laughter. This continued into the funeral the next day. But then, the celebration was over. Extended family and friends returned to their daily routines, and all we had was each other. For a while we felt rather numb on the inside; it didn't seem real. Was it just a dream? But as time went on, our loss began to unfold and became all too painfully real. Waves of grief washed over us and the only way to cope was to ride it out. We cried until we had no more tears. Over the next week or so we clung together as a family. We had gaping, jagged holes in our hearts. It was now that we needed hugs and kind words and the support of our friends. I realize our society is more comfortable with celebrating than grieving, but loss must be acknowledged. While you cannot take away the pain of loss, you can provide much-needed comfort and support – starting by letting people know you care. Coping with death is more than a sprint: it is a marathon, and we need lots of support along the journey.

BOBCAYgEOn - Bobcaygeon Helps Food Bank has started a

pilot program to supply school lunches to clients’ children. Dubbed the ‘Kid Zone lunch program,’ it was launched Feb. 4. Food bank president Sue McGill said clients can come once every three weeks for school lunch ingredients (and 50 school lunch ideas) and the

Food Bank will supply each child with at least five good lunches. Children between the ages of about 3 and 15 are also given a free backpack when their parents sign them up. “We’ve been wanting to do this for quite some time,” McGill said. She noted the importance of children having a good breakfast, lunch and snacks during the day to stay alert in school. She added for parents on fixed and low-incomes it also gives them “a little more budget space.” McGill said the board would be reviewing the trial program before the end of summer. It has been made possible under the rural kids grant program through the Ontario Association of Food Banks, the Realtors Care Foundation and The Grocery Foundation. The Food Bank is open Tuesdays and Fridays between 2 and 4 p.m. at the Anglican Church in Bobcaygeon (entrance off of Park St.)* Bobcaygeon Cares is holding its curling bonspiel at the moment. It started Wednesday, Feb. 19 and the final is slated for Saturday, Feb. 22 at 1:30 p.m. Proceeds are going to the horticultural society, Bobcaygeon Helps Food Bank and Community Care.

United Waystill needs money

As the United Way for the City of Kawartha Lakes’ 2013-2014 campaign winds

down, executive director Penny Barton-Dyke says: “we still need money.” The campaign ends in late March and UW is expected to announce its results in early April. So far, Penny says “right now we’re on track with last year’s campaign.” This year’s goal is $500,000 and they are looking for 10 new donors of $5,000 each before the end or March. Following last week’s Federal Budget, Penny emphasizes “we’re still a country in recession” and notes the impact of auto industry cuts to our area. She says they have seen couples that once had two, well-paid, full-time jobs reduced to part-time and piecemeal work at minimum wage with no benefits. She said that is where the United Way steps in, to fund agencies and services that people in our community need. They include: A Place Called Home; Big Brothers and Big Sisters of Kawartha Lakes-Haliburton; The Boys and Girls Clubs of Kawartha Lakes; The Canadian Mental Health Association Kawartha Lakes branch; The Canadian National Institute for the Blind; Canadian Red Cross; Community Care City of Kawartha Lakes; Community Living Kawartha Lakes; The John Howard Society; The Learning Disabilities Association of Peterborough-City of Kawartha Lakes; Lifeline Telecare Lindsay; The Ontario Early Years Centre Haliburton Victoria Brock and St. John Ambulance. The local United Way is a leader in measuring the impact of where the money goes. “We know what $25, $250, $2,500

or $25,000 will do,” Penny says “and how many lives that is going to change.” Check out the United Way’s website and there are testimonials of how people have been helped. For example, APCH said its funding helped “Rob overcome addiction, find stable housing and acquire full custody of his son.”

• It has started a Day of Caring program for employees to do work at local not-for-profit agencies

• It is involved in the Safe Communities program, best known for its “wear the gear” campaign that donates free bicycle helmets and personal flotation devices.

• It doesn’t want to fund member agencies forever. It wants to see them succeed with UW’s help.

• Is doing leadership development work.

BARBER COnTInUES BATTLE BOBCAYgEOn – More than two years after an alleged assault by two Peterborough County police officers at a RIDE stop, a Bobcaygeon businessman’s case is continuing. Local barber Stephen Clarke will go before a Toronto judge Mar. 7 to argue pre-hearing motions in the case. In a statement of claim in a $1.25 million civil lawsuit, Clarke says he thought he had come upon an accident scene on Dec. 3, 2011, not a RIDE stop, and his failure to immediately stop resulted in Const. Jason Katz swearing and yelling at him, choking him, striking him in the face three times with his elbow and breaking his glasses. He said Const. Mike Davidson forcefully pulled him out of his car and threw him on the ground where both officers roughly handcuffed, dragged and frisked him before throwing him into a cruiser. He filed a statement of claim in Toronto Superior Court in late November against the two constables, Sgt. Brad Rathbun, the Attorney General of Ontario and Crown Attorney Jim Hughes. A statement of defense has yet to be filed and none of the allegations have been proven in court. At the time, Clarke was charged with failing to identify himself under the Highway Traffic Act and assault with intent to resist arrest but says he never had a chance to identify himself and never resisted arrest nor assaulted a police officer. The Mar. 7 hearing concerns a motion by the defendants - to have some named parties in the civil suit dropped and parts of Clarke’s claims removed as “irrelevant, immaterial, scandalous, embarrassing, argumentative or containing the pleading of evidence, opinion or unsupported legal conclusion.” A Ministry of the Attorney General spokesman confirmed that on Mar. 7, Ontario’s motion to strike the statement of claim is scheduled to be heard at the Superior Court of Justice in Toronto. Brendan Crawley said a statement of defence is not required until after the motion to strike is decided and “as this matter is subject to litigation, it would be inappropriate to comment further.” The case is continuing.

After a one-year break, the Driven to Quit Challenge returns in 2014 to give people the opportunity to win a brand-new Dodge Avenger or Dodge Journey, or one of seven $1,000 cash prizes. All contest entrants have to do is stay tobacco-free for the month of March with the help of a ‘buddy,’ who is also eligible to win a cash prize of $100. The challenge is organized by the Canadian Cancer Society. During the last challenge in 2012, nearly 680 people entered the contest from the health unit’s region, which includes the City of Kawartha Lakes. A series of four Monday workshops at St James Anglican Church in Fenelon Falls will give young parents the confidence they need to prepare nutritious food simply and give them better control over their children’s nutrition. “Commercial baby food can’t compete with all the ways home-made food is better for baby,” says Diane Engelstad, coordinator of the workshops. “With home-made food, parents know exactly what their child is eating and in what quantities; they can introduce a variety of textures gradually, and they can offer variations of the same food the family is eating. COmmUnITY CARES It can be one of the most satisfying personal undertakings that anyone experiences, and it has tremendous value for local residents. Every year, Community Care City of Kawartha Lakes relies upon the expertise and heart of close to 800 volunteers, who give time and talent to almost every program and service that the agency offers. The value of volunteers is priceless, especially to the clients who are helped to remain living independently and healthily. The agency is fortunate to have so many volunteers, but such a large contingent also means challenges. At this time of year, many Community Care volunteers are elsewhere for the winter months, perhaps enjoying warmer conditions in more temperate locales. Their good fortune leaves a void in the agency’s volunteer corps, however, and there remain clients who continue to need support. For example, the agency’s Adult Day Program in Bobcaygeon requires a volunteer to drive clients to the program’s location, as the long-time regular drivers are on vacation. The Adult Day Program provides much-appreciated social, physical and recreational activities for clients with special needs. The program is offered several times a week in four different CKL communities, including three times a week at Trinity-Providence United Church, Bobcaygeon. The service gives clients a great social opportunity and gives caregivers a few hours’ respite from looking after a family member or friend. The program is co-ordinated by experienced staff and volunteers who ensure that clients receive high quality support. If anyone has a bit of time and is interested in information about volunteering to drive clients to

BOBCAYgEOn - A workshop to help residents screen themselves or others for possible signs of Alzheimer’s or Dementia was just one idea that emerged at Kawartha North Family Health Team’s (KNFHTs) focus group in the town Feb. 12. Another question was whether the hamlet’s two nights a week walk-in clinic would be expanded to five and talk of the possible formation of a walking group. The team also held a focus group in Fenelon Falls Feb. 13 and has finished receiving questionnaires and surveys. Consultant Liza Hancock will present the findings to the team for future decision-making. Another idea that emerged from the forum was having volunteer drivers drive patients’ own cars to medical appointments rather than volunteer cars and drivers. One participant wanted to know the plan to recruit doctors to the KNFHT, saying Bobcaygeon is underserviced. “What’s wrong with us?” he asked.* See “Off the Top” p. 3

LIndSAY - Former NDP MPP Don Abel became the Haliburton-Kawartha Lakes-Brock provincial riding candidate Feb. 16. Abel is a longtime political activist and retired licensing officer for the City of Kawartha Lakes. He represented the former riding of Wentworth North from 1990 to 1995 and served as government whip and government caucus personnel committee chairperson. After being approached by the party about possibly running, Abel said he never gave it a second thought. “The NDP is a viable alternative to the questionable governance of the Liberals and Conservatives. Since 1980, provincial NDP governments have run balanced budgets for exactly 50% of their years in government compared to the Conservatives with 37% and the Liberals balancing their budgets only 27% of their time in government. So obviously the NDP are definitely not the poor fiscal managers that some would claim. In fact they have actually proven to be quite proficient.”

CHAmBER CHAngES Welcome to Heather Humphrey, the Bobcaygeon chamber’s new office assistant. Born in, and a long-time resident of Fenelon Falls, Heather is married to Jim Humphrey and mother to two married children and two grandchildren. She was previously employed by the Canadian Imperial Bank of Commerce. Her duties include carrying out vehicle registration and licensing and driver’s license renewals as Service Ontario customer relations representative and handling all Ontario Health Care business. Best wishes to Sheri Bates in her new position as receptionist at the Retirement Suites of Kawartha Lakes on West Street. Visitors to the chamber will be “wowed” by the crisp appearance of the business office. Thanks to Craig MacPherson (Caygeon Cove Resort), John Bailey (Three Islands Motel), Brian Wilson (Aecon), Emily Wilson (Retirement Suites of Kawartha Lakes) and office manager Ruth-anne Wilson, there is a light oak wood laminate floor - and to the three Wilsons – Brian, Ruth-anne and Emily – for painting the walls in Wedgewood blue and green and medium yellow. Chamber director Joe Pollard’s much-appreciated work included placing chamber trophies and memorabilia on the walls and shelves. They will be joined by displays related to the Canada-U.S. Walleye Tournament, Cruisefest and an as-yet unspecified third event. A public area makeover is coming, with financing via a pampered chef fundraiser on Feb. 25 at the municipal building.
