Dear Engineers,My Greetings to You!
This is my first letter as Chairman of Madurai Local centre.I extend my warm Deepawali Greeting to one and all. I extend my thanks to the all the outgoing committee Members of Madurai
Local centre who have elected me as Chairman for the session2018-20. I
convey my congratulation and appreciation to all the New committee members of Madurai
Local centre for having elected to the committee. I also extend my congratulation to the New
Tamilnadu State centre Chairman Mr.R.Ramdoss and his new committee and the New
President of IEI Mr.T.M.Gunaraja. I request all the committee and corporate Members of
Madurai Local centre to offer their full cooperation and support to give facelift to the activities
of Madurai Local centre to achieve to be a best Centre again.
My first aim is to increase our Membership strength and to create visibility to our centre at
all level such as in the Public, Government/Private organization including in the
Educational/Industrial field. But this will not be possible without your support and Cooperation.
Hence I once again request your guidance and support. Let us all contact the Engineers working in various Engineering Colleges, Universities,
departments such as Electricity Board, PWD, TWAD, Highways and request them to become our
Members. By this we can improve our strength easily. I request all the members to take it as a
challenge to see that more new members enrolled.

WORK OF A STRUCTURAL ENGINEERSTRUCTURAL ENGINEERING
HOW A STRUCTURAL ENGINEER ORGANIZES AND EXECUTES HIS WORK
(A)Functional Design
According to common usage, Structural Engineering is ordinarily thought of as that part or
branch of Civil Engineering which has to do with the design of buildings, bridges, bins, towers,
dams, and other types of civil engineering structures. In a more general sense, however,
structural Engineering covers a much wider range, and structural engineers are employed in
each of the several branches of engineering, even though the work which they do may be
identified by some other name. For example, the designer of the structural framework for a ship
may be called a naval architect. In Mechanical or Electrical Engineering, the structural engineer
may be known as a machine designer; and the designer of airplane structures may be referred
to as an aeronautical engineer. Other illustrations could be given, but these will serve to show
that the structural engineer plays a very necessary and important part in all the specialized
phases of engineering practice.Although the material on structural analysis presented in the preceding chapters deals
primarily with civil engineering structures, the principles involved in the determination of forces
or loads, as well as stresses, are the same for all types of structures. The principles involved in the
stress analysis of a bridge, for example, are identical with those used for analyzing the stresses
in the framework of a ship or an airplane. Once these principles are mastered, therefore, they
may be applied with equal validity to the stress analysis and design of any type of engineering
structure. It might, be added also that the analysis of stresses in any given structure is entirely
independent of the type of material used in its construction, The stress analysis of a bridge, for
example, would be the same whether it were built of steel, wood, or some aluminum alloy.Other examples of civil engineering structures not mentioned already would include docks,
piers, wharves, standpipes, pipe lines, and pressure vessels. In addition to designing structures
such as these, the structural engineer is usually called upon to design a considerable amount of
incidental construction such as pavement slabs for highways and airports, concrete floors,
roofs, and foundations.
The purpose in designing and building any kind of structure is to provide a satisfactory means
for accomplishing some desirable objective or combination of objectives. Once these
objectives have been determined, the over-all problem of design resolves itself into two rather
well-defined but interrelated parts: the functional design and the structural design. Each of
these, in turn, may be further subdivided into several separate but inter-related operations, as
follows:
1. Analyzing and determining the amount and arrangement of space required for the structure
to perform satisfactorily the service or services for which it is planned.2. Analyzing and determining the amount, location, and arrangement of operating utilities,
special equipment, machinery, or other features incident to the proper functioning of the
structure.

3. Making a preliminary layout of the structure based on the preceding studies of its functional
requirements.
1. Analyzing and determining the magnitude and distribution of loads* and other forces to
which the proposed structure may be subjected; and selecting from these the most critical load
combinations that it will be required to support or withstand.2. Developing and outlining an appropriate arrangement of structural elements or framework
capable of satisfactorily supporting the loads and other forces to which it will be subjected,
including its own weight; and which, at the same time, will not interfere with its functional
requirements.3. Analyzing and determining the critical stresses or combination of stresses, for each member
of the structure, which result from the application of various combinations of loads or forces to
which they will be subjected.4. Selecting the proper size, proportions, and shape of each member and its connecting details,
such that it will safely and economically satisfy all the stress requirements imposed by the most
severe combinations of load it will be required to transmit or resist, including its own weight.5. Preparing a final layout of the structure, and making the finished design drawings, with all
pertinent or controlling dimensions, for all members, parts, and connections which will be
required for its fabrication and construction.(* The term "load" usually refers to an externally applied force, while the term "force" has a more
general meaning which can refer to either external or internal forces.)
The functional design, as already indicated, consists of analyzing and determining the amount
and the arrangement of space required to accomplish the several objectives for which the
structure is to serve. It also consists of selecting, arranging, and otherwise providing for any
special equipment, auxiliary requirements, or utilities that may be needed for the structure to
perform its service functions satisfactorily. This work results in a preliminary layout of the
structure which determines, in large measure, the type of structures to be used and also, in
general, the type or types of material best adapted to its construction. Such a preliminary layout
then determines the general size, shape, and arrangement of the various parts of the structure
and establishes the approximate dimensions to be used for the structural design.The structural design for almost any kind of an engineering structure, such as a building or a
bridge, may be divided into the five separate but interrelated parts as outlined above. From the
standpoint of procedure, however, these five parts involved in structural design resolve
themselves into two principal operations: the structural analysis and the design of the various
parts or members of the structure. The structural analysis includes the work indicated in the first
three parts, and the design of the various parts or members includes the work indicated by the
last two parts as outlined above.It might be added that the design of the various parts or members of a structure, in a limited
sense, is also referred to sometimes as "structural design." In this restricted sense, however, the
term "structural design" is used to describe that part of the work which is concerned with the
actual selection of the proper sizes, shapes, details, and detailed dimensions of the various
component parts or members of the framework which are required to support and withstand the
various combinations of loads and other forces to which the structure is subjected, including its
own weight.

The material presented in the preceding chapters, however, is primarily concerned with
structural analysis; that is, determining the loads and other forces to which the various parts of
the structure will be subjected, developing a suitable framework to support or resist these forces,
and analyzing the external reactions and internal stresses produced by them in the various parts
or members of the structure.

Jakkula and Prof. Stephenson of Texas _1953 Van No strand edition. This book contains
valuable informations and few articles will be extracted from it for the benefit of students and

A lecture meeting on, “Periyar Dam- Problems and Solutions”, was organized and
conducted at the Silver Jubilee Hall of the Institution of Engineers (India) Madurai Local Centre.
Er.S.Suthanthira Amalraj, Former Executive Engineer, TNPWD was the Chief Guest.
Er.K.Vijayakumar, Chairman, Er.J.Samuel, Hon. secretary and Dr.P.Rajamani, Vice President of
Institution of Engineers (India) were on the dais along with the chief guest. After invocation,
Er.K.Vijayakumar, Chairman welcomed the chief guest. Er.M.Savari Raj, Committee Member
(Elect) introduced the chief guest. Er.T.Krishnasamy, Former Chief Engineer, PWD honoured the
chief guest with a shawl. While delivering the lecture the chief guest explained the background history of the
project, the difficulties encountered in conveying the materials, arranging labours from the
mainland to work spot, which was an un inhabited place and 9km away from Tehekkady. He
also explained the procedures and difficulties encountered by the British Engineers in securing
the land for water-spread area from the Maharaja of Trivancor. He also explained in detail the various modern techniques adopted in modernizing the
dam structure for increasing the strength of the dam. This enabled the Hon'ble Supreme Court
to raise the storage level from +136.00 feet to + 142.00 feet.He suggested the following solution for the existing problems. 1) Keeping the FRL at +145.00 feet instead of the exiting +152.00 feet2) Provide a second tunnel at +104.00 feet with a drawal capacity of 5000 cuscuses to prevent
surplus to periyar river. This quantity should be stored in a separate storage reservoir in the
eastern side with a capacity of one TMC. This quantity is meant for vaigai ayacut and to be
released in Vaigai river so as to have a minimum flows in the river during dry season for
environmental protection. The FRL should be maintained at +142.00 feet till such time of
completion of the second tunnel and the storage reservoir.

The 38th Annual General Meeting of the Institution of Engineers (India), Madurai Local Centre was
held on 31 October 2018 at 11.00AM at Madurai Local Centre Office 'Silver Jubilee Hall',

625007.The meeting was presided by Mr.K.Vijayakumar, Chairman, Madurai Local Centre.

Local Centre, Mr.J.Samuel, MIE, Hon. Secretary, Mr.R.Narayanasamy, MIE, Jt. Hon. Secretary and
Hon. Secretary, Elect were on the dais. The meeting was attended by sixty corporate members.

2. The Annual report for the year ending 31.10.2018, was presented by Er.J.Samuel, Hon. Secretary
and the same was approved.3. The Audited Statement of Account for the year ending 31-03-2018 was presented by Mr.J.Samuel,
Hon. Secretary and was approved.4. The proposal for appointing Mr.M.Jayasingh, Charted Accountant for the year 2018-2019 at a fee
of Rs.20,000/-presented by Mr.J.Samuel, Hon. Secretary, was approved.5. The Chairman declared the election results, as received from the Convener, Board Scrutineers for
Elections, for the session 2018-19 & 2019-20 to the Madurai Local Centre Committee from various
divisions and invited the new elected office bearers to assume the office. Thiru.S.Rajagopal, FIE., was
installed as Chairman for the Session 2018-2020 by Mr.K.Vijayakumar, FIE., and
Mr.R.Narayanasamy, MIE was installed as Hon. Secretary by Mr.R.Ponbodi, FIE.,. The elected
committee members are Mr.S.Gurusamy,FIE.,(CV), Prof.P.Rajayogan, FIE.,(CV), Mr.M.Savariraj,
MIE.,(CV), Mr.G.Krishnamoorthy, FIE.,(EN), Dr.P.Udhayakumar, FIE.,(MC), Mr.L.Sakthivel,FIE., (MC)
and Mr.J.Vairamuthu, AMIE.,(PR).
a) The Chairman and Past Chairman distributed the Prizes to the Committee Members who have
attended maximum number of Committee meetings and the corporate members who have attended
maximum number of lecture meetings.
The out going office bearers and the Board of Scrutineers conducted the election were honoured by the
Chairman and Past Chairman. On behalf of the outgoing office bearers Mr.K.Vijayakumar thanked
the Board of Scrutineers, Committee Members, Special Invitees, Corporate Members, Committee
Members of TN State Centre and the Council Members, SDG &IEI Head quarters officers and the office
staff of MLC for their support extended to their team during his tenure.
While offering felicitation to the new office bearers, Mr.K.Chakrapany, FIE., Past Chairman described
the way in which the centre was developed and requested the new office bearers to maintain the centre
and to develop further and offered his blessings to the new office bearers. Mr.V.Sathappan, FIE.,
Founder Hon. Secretary and Past Chairman and Mr.A.Durairaj, FIE., Past Chairman congratulated the
new office bearers and offered their felicitation and assured to extend their continuous support.
The new Chairman Mr.S.Rajagopal, FIE., and Mr.R.Narayanasamy, MIE., Hon. Secretary thanked the
Committee Members for having elected as Chairman and Hon. Secretary. The Chairman ,on his
speech, emphasized to increase our Membership strength and to create visibility to our centre at all
level like in the Public, Government /Private Organization including Educational/Industrial field. He
requested all the committee/corporate members of the Madurai Local Centre to offer their full
cooperation and support to give facelift to the activities of Madurai Local Centre to achieve the Best
Centre award again.Mr.R.Narayanasamy, Hon. Secretary delivered vote of thanks and meeting was adjourned after
National Anthem.
