Regional gas supplyRegional gas supply���� Natural gas for all countries of the region is supplied from Russia by pipelines;�Joint gas network of the three Baltic Countries is isolated as well as gas network of Finland;�There are three UGS in the region: Incukalns, Gadchinskoe and Nevskoe;���� IUGS, which is among the largest in Europe with its active gas volume of 2.3 BCM, has an important role in the gas supply of Baltic Countries and NW Russia; ���� Natural gas in summer is injected into IUGS, and in winter used for customers in Latvia,which in winter receives gas only from this storage, and also Estonia, NW Russia and Lithuania.

What changes to expect and how to cope What changes to expect and how to cope with the increasing gas demandwith the increasing gas demand ??

���� In looking for a solution, JSC “ Latvijas Gaze” asked JSC “Giprospecgaz” to carry out a feasibility study;�In 2004 the feasibility study “The prognosis of development of gas transmission system in Latvia considering expansion of IUGS, optimization of gas fl ow in the territory of Latvia and service development regarding gas supply to Estonia, Lithuania, Finland and West Russia” was completed;�Based on results of the study JSC “ Latvijas Gaze”prepared extensive modernization program of the whole gas supply system for time period until year 2010

Conclusions of the feasibility studyConclusions of the feasibility studyIn order to meet the changing demands of

consumers, the capacity of the underground gas storages in the region have to be increased.

It is advised to increase Incukalns UGS capacity due to �the existing structure in place with the potential fo r further increase; �increase of gas consumption in the region; �seasonal unevenness of gas consumption;�limited options for development of other storage sites in the region.

Main suggestions of the study� Active storage volume of IUGS can be increased to 2.6 BCM and then further to 3.2 BCM;� gas from IUGS can be delivered toFinnish customers by pipeline Viresi

Tallinn, and Tallinn-Helsinki (111 km, including 63 km submarine pipeline), which has to be built;� the diameter of this pipeline shall be700 mm with submarine part 500 mm,and two compressor stations, one inLatvia and one in Estonia, and onereception terminal in Finland shall be

built;� the total estimated annual volumefor Finland in 2015 may reach 750 Miom3;� to deliver annual gas volumes of 200 Mio m 3 for Lithuania the looping togas pipeline Iecava-Liepaja shall be built

(diameter 500 mm, length 75 km);� 600 Mio m 3 for Estonia will be supplied by pipeline Viresi-Tallinn.

CONCLUSIONSCONCLUSIONSTo provide customers with reliable and secure gas s upply, the market situation has been analyzed for the region, including Latvia, Lithuania, Estonia, Finland and NW Russia for the time period until the year 2020, and the following main conclusions have been drawn:�need for natural gas in the region will increase an d seasonal unevenness of gas consumption will remain;�in order to meet increasing demand for gas, storage volume of Incukalns UGS has to be expanded;�in order to ensure reliable gas supply for Finnish customers and to meet their increasing demands, the underground gas storage is advised to be used;�due to the lack of possibilities to develop seasona l underground gas storage in Finland and limited options for development of othe r storages in the region it is advised to use Incukalns UGS in Latvia, which alre ady is utilized for customers in Latvia, Estonia, NW Russia and Lithuania;�for gas supply from Incukalns UGS a new submarine g as pipeline and other facilities shall be built;�in Latvia there are other potential underground gas storage sites with total active capacity of 50 BCM, which can be used for increasin g the security of supply for the whole of Europe
