Strategic tasks: Proactive disaster preparedness and climate monitoring
Food and water security
Suitable proactive response actions to sea-level rise in vulnerable areas
Protection and sustainable development of forest, increasing carbon removals and biodiversity conservation
GHG emission reduction to protect the global climate system
Increase the lead of Government in climate change response
Community capacity development to cope with climate change

National Green Growth Strategy (Decision No.1393/QD-TTg dated 25 September 2012)
Overall objectives of the Strategy: green growth, as a mean to achieve the low carbon economy and to
enrich natural capital, will become the principal direction in sustainable economic development;
reduction of GHG emissions and increased capability to absorb GHG are gradually becoming compulsory and important indicators in social-economic development.

Viet Nam’s NDC includes a mitigation and an adaptation component
Implementation period: 2021-2030
Mitigation contribution: • No support: by 2030, reduce GHG
emissions by 8% compared to BAU
• International support: by 2030, reduce GHG emissions by 25% compared to BAU

4th largest portfolio of CDM projects worldwide (254 projects)

NAMAs
Development of pilots NAMA in solid waste, steel, chemical fertilizer, cement, wind power and biogas for rural areas
Policies to facilitate NAMA development are given special attention

B. Mitigation actions in Viet Nam
Developing a domestic carbon market
The Viet Nam Partnership for Market Readiness Project (VNPMR)
Improve quality and efficiency of state management works on NAMAs, credited NAMA through revision and supplementation and issue a number of policies and management tools related to carbon market;
Develop market-based instruments, database system on GHG emissions and the roadmap to join the carbon market in the field of solid waste;
Pilot credited NAMAs, develop reporting systems for GHG emissions and the roadmap to join the carbon market in steel production in Vietnam;
Raise awareness and provide knowledge for management agencies from central to local authorities in management, control and supervision of the activities related to carbon markets and organizations and individuals involved in carbon market.

C. Upcoming activities
Issuing Decree on roadmap and measures for GHG emission reductions in Viet Nam (2018) – Development of the Decree is to reflect the political commitment of
Viet Nam to the world community;
– The Decree will clearly define the responsibilities and functions of the ministries, provinces and localities in mitigating GHG emissions;
– The Decree is the foundation for other legal documents at relevant levels to mitigate GHG emissions in Viet Nam;
– The Decree will be the basis for the future Law on Climate Change;
Developing MRV systems for national, sector and province levels (2019)
Developing a domestic carbon market (2021)
