    Introduction

    /here is an emerging movement worldwide to give the youth a

    direct role in shaping policies and programs. &oung people have

    tremendous creativity and energy that can be tapped to promote

    development and help ensure that they achieve their fullest potential. /he

    hilippines is way ahead of this movement. +t has already institutionali*ed

    the angguniang 1abataan 213, a youth governance mechanism created

     by law, with its own budget and a national agency as secretariat. hilippine

    law has already set the stage for the youth to learn leadership s#ills and

    create programs and policies that will benefit the (ilipino people. /he law

    also encourages mentors to teach the youth how to spea# and be heard in

    the world of adults.

     !ith the youth sector comprising roughly a third of the

    population, there has never been a better time to invest in young people

    than now. /he hilippines has been ma#ing this investment for more than

    two decades now from its first forays into youth participation through the

    1abataang 4arangay of the 5678s, and up to its current form, now #nown

    as the angguniang 1abataan. /he angguniang 1abataan is the

    9uintessential example of child participation in local governance. +t is a

    testament to the hilippine 'overnment%s recognition of the potential of

    children and youth to contribute to national development. /hough it has

     been touted as a landmar# institution that promotes the engagement of

    the youth in governance, this study reveals a system fraught with deeply-

    entrenched problems. /he study underscores the need for greater support

    from adults, especially from barangay leaders who serve as role models for

    the youth. /he future of good governance rests on the shoulders of the

     youth. +t is imperative that young people themselves actively ta#e part in

    their own development and the development of their communities. /he

    angguniang 1abataan is a venue for young people to reach out and

    engage their fellow youth in effecting positive change in society. +n fact,

    the study stresses the importance of strengthening the 1atipunan ng

    1abataan, or the village youth assembly, which is the mass base of young

    people in each barangay from which the 1 is elected. /he 1 is a

    challenge to (ilipino youth to step up and sei*e the opportunity to lead and

     be heard. 4ut it is an even greater challenge to us adults, to guide and to

    listen. +ndeed, these young people are the next generation of the nation%s

    leaders, and we, as adults, have a responsibility to ensure that they are

    e9uipped with the #nowledge, attitude and s#ills to ta#e on this role. /he

    leaders of today should create an enabling environment for positive youth

    /he angguniang 1abataan or $ocal &outh "evelopment Council

    2$&"C3 is the governing body of the youth assembly of every

     barangay. /he 1atipunan ng 1abataan is an assembly of youths in

    every barangay whose primary obective is to enhance the social,

    political, economic, cultural, intellectual, moral, spiritual, and physical

    development of the youth in the country. /he creation of this body is

     by virtue of the 56;7 Constitution as also elucidated in R. A. 75

    /he hilippines has always placed paramount importance on the

    significant role of the youth in nation building. +n 5;78, hilippines

    @ational ero Bose Ri*al , in his message to the (ilipino youth

    called the youth the hope of the (atherland and exhorted them to

     brea# free from the shac#les that their hearts and minds so that they

    may soar to the heavens and attain their aspiration 2!ilson 566;3.

    owever, the angguniang 1abataan, which was envisioned as

    a venue to develop the next generation of leaders, received criticisms

    for its alleged flaws and failure to respond to the needs of the sector

    it represents.

    +t is believed that the level of satisfaction on the performance

    of angguniang 1abataan ?fficials can be seen in a dedicative

    systematic and proper implementation of the programs as the basic

    services needed by the body politics. +n addition, researchers want to

    find out the level of the angguniang 1abataan officials in rendering

    public service, as promised during their hot campaign.

    /he angguniang 1abataan is the lowest system of governing

     body concerning for the youth. +t was established so that the youth

     will have an opportunity to become a leader of our country and so

    that they can practice leadership to their subordinates.

    +t also initiates policies, programs and proects for the

    development of the youth in their respected political territories as

    stated in Chapter ++.

    /he main focus of this study is to determine the impact of

     youth participation in the local government process in Antipolo City  as

     well as the youth%s satisfaction on the angguniang 1abataan ?fficials

    participation in the +mplementation of nderta#ing "evelopment and

    eace and ?rder roects in 4rgy. an Ro9ue, Antipolo City.

    /he conceptual framewor# is featuring the interaction of the

    component parts in the three rectangular figures and the frame box as

    they interrelate in the study.

    /he outer rectangle in cloc#wise form shows that the services

    are in continuous process of development and is not static. +n order

    to succeed a higher level of ade9uacy, efficiency and atisfaction it

    must inevitably underta#e a process of development. /he constant

    shifting needs of the angguniang 1abataan =lectorate and their

    expectations of the angguniang 1abataan ?fficials ma#e the latter

    move in never ending cycle and process of planning, implementing

    and evaluating.

    /he researcher highly recommends this study as essential reading

    for the youth and political leaders ali#e, as it already provides us with what

     we need to #now in order to address the problems facing the 1 ystem.

    /he study is significant to the following:

     &outh, this study is significant to them in #nowing the total

    level of their satisfaction in todays angguniang 1abataan proects, it

    is also important to them in #nowing the roects, main functions, and

    powers of the angguniang 1abataan in the locality.

     &outh $eaders, this research wor# will be helpful to them, to

    #now their level of articipation on the duties that they were

    assigned by law, through youth%s evaluation and be made aware into

    it so as to rectify the same for the benefit of the youth in the locality.

     barangay, it is also helpful to determine the system of the

    angguniang 1abataan in barangay, further, this study will serve as a

    parameter on what proect of angguniang 1abataan needs the additional

    cooperation of local officials.

    angguniang 1abataan ?fficials, and the study may serve as a

    guideline for them to be informed whether the angguniang

    1abataan or &outh Council must be abolished or not. +t may also

    serve as a guide for them in legislating laws for the development of

    nderta#ing roects and eace and ?rder proects for the youth. As

     well as other proects that youth will lin# themselves into it to avoid

    themselves indulging to unnecessary activities.

    Community, this study will help the entire population of the

    hilippines to be more aware in today%s condition of angguniang

    1abataan. /his study is very important simply because it is the

    personal right to #now all the events happening in the 'overnment.

    /he constitution cited about that the right of the people to

    information on matters of public concerns shall be recogni*ed. Access

    to official records and documents and papers pertaining to official

    acts, transactions, or decisions, as well as to government research

    date used as basis for policy development, shall be afforded to the

    citi*ens, subect to the limitation as may be provided by law. +t is

    important because they will also #now the importance and function

    of the angguniang 1abataan ?fficials in the locality.

    'overnment nit to voice out their concerns, these youth leaders can

    change into noteworthy members of the community and the country.

    4ut the most important thing the government must do is listen to

    them because they mostly rely on government. And also, the

    angguniang 1abataan are not being maximi*ed, resulting in proects

    that are largely limited to sports, infrastructure development and

    1abataan has great potential to become a true venue for youth

    leadership positions. /hese are compounded by the internal problems of

    the @&C, namely the lac# of teamwor#, a non-strategic approach to

    program implementation, and the capability to handle a multitude of

    tas#s. /he @&C has become more of a planning and monitoring body

    than an implementer of programs.

    /hese concerns reveal the disillusionment, indifference and

    apathy of the youth sector towards the government and youth-

    directed government programs. /he low levels of youth participation

    in the 1 and government-related programs, and the popular view that

    the government is self-serving, manifest these concerns.

    /his lac# of faith in the 1 could be borne out of the 1 officials% lac# 

    of understanding of their duties and responsibilities and the 1

    structure. /hey are also unable to navigate through the bureaucracy, create

    a development plan and budget, and encourage other youth to participate.

      ?ther studies recommend changing the age brac#et, currently at 5H

    to 57 years old, because of the youth%s political immaturity. At this

    age, the youth are also more concerned about studies rather than

    civic duties.

    children%s rights and young people%s participation.

    P "egree and 9uality of support, supervision, and assistance from

    city government officials and organi*ations are extremely important to the

    success of the 1. Clear local and city policies on youth participation and

    procedures have tremendous effect on the youth. oor awareness and

    understanding of legal framewor#s affects elections and the release of

    funds, among other things, that can cause 1 councils to function poorly.

    +ndividual situations and roles of 1 members, such as school and wor#,

    also affect their performance.

    /hese findings led to the conclusion that the potentials of the 1 are

    not being maximi*ed, resulting in proects and programs largely limited to

    sports and infrastructure development, and environmental protection.

    /he research also includes case studies that highlight principles of

    good practices among youth organi*ations. !hile negative perceptions,

     wea#nesses or ambiguities in policies and the ineffectiveness or non-

    implementation of these policies weigh down the 1, it still has great

    potential to become a true venue for youth participation in governance.

    study. ?f the 5E reports, only three showed legislative acts as

    accomplishments. ?f the three, only one submitted a copy of the

    resolution passed.

     youth parliament to engage in legislative action was showcased during the

    proects should have a 58-percent 258O3 share of the total funds: 'reen

    4rigade, livelihood programs, capacity building, and anti-drug abuse

    campaigns.

    /he review of accomplishment reports shows 1 councils had spent

    their funds mostly on sports-related, environmental, and infrastructure

    proects. /hey also focused on beauty pageants, talent shows, dances,

    social gatherings, music band contests and the li#e.

    problems of the youth, such as education, health, livelihood, and vices,

     were lac#ing.

    /he survey showed the tedious process of obtaining funds. 1

    councils found it difficult to get the approval of the barangay captains in

    releasing their budget.

    of the youth in the barangay.

    ?ne glaring finding in the study is that 1 councils do not

    submit reports, or these reports fail to reach the @&C. /here was no

    standard format used in the reports as 1 councils do not get

    guidelines on preparing them. ?f the F8 reports readily accessible at

    the @&C, the study only used 5E. /he rest merely contained photos of

    1 proects.

    had both positive and negative effects on them. 4elow are some of the

    positive effects that were mentioned:

    could be internally or externally motivated to run as 1 officer, and this

    affects how they view their responsibilities

     b. 1 members said they learned important s#ills and values, and
