JAMMU, JUNE 11: The Jammu and Kashmir Gov- ernment has evacuated about 1,20,868 JK resi- dents, stranded in other parts of the country due to COVID lockdown, via Lakhanpur and through special trains and buses till date amid strict observance of all necessary guidelines and Standard Operating Procedures. As per the official data re- ceived in this regard, the ad- ministrations of Jammu and Kashmir districts have received 50 special trains at Jammu and Udhampur railway stations from differ- ent states and UTs, so far, with about 39,413 stranded passengers while about 81,455 persons have been evacuated by the govern- ment through Lakhanpur till date. Therefore, a total of about 1,20,868 J&K residents stranded outside UT have been brought back to the UT by the Jammu and Kashmir government by 50 special trains and a fleet of buses through Lakhanpur after strictly observing all necessary preventive mea- sures regarding the Virus. As per the detailed break up about the figures, about 1117 stranded passengers have entered through Lakhanpur from June 10 to June 11 mornings while 860 passengers have reached to- day in the 29th Delhi COVID special train at Jammu. So far, 29 trains have reached Jammu with a total of 23,717 stranded pas- sengers belonging to differ- ent districts while 15,696 passengers have reached Udhampur in 21 special trains, so far. As per the official com- muniqué, of 81,455 re- turnees evacuated through Lakhanpur till June 11, 2020 (morning) included 22542 from Punjab; 22841 from Himachal Pradesh, 25 from Andhra Pradesh, 7507 from Delhi, 1464 from Gu- jarat, 3802 from Rajasthan, 4775 from Haryana, 162 from Chattisgarh, 3834 from Uttarakhand, 1143 from Maharashtra, 5137 from Uttar Pradesh, 70 from Odisha, 272 from As- sam and 1321 from Madhya Pradesh, 92 from Dehradun, 1576 from Chandigarh, 698 from Te- lengana, 126 from Kar- nataka, 23 from Tamilnadu, 52 from Chennai, 383 from Bihar, 193 from West Ben- gal, 140 from Jharkhand, 3 from Nepal. Apart from this the expe- ditious completion of devel- opmental activities in the snow bound areas like Dachhan, Marwah and Warwan have been ensured on priority basis as these ar- eas have shorter working season. Although there were var- ious constraints and bottle- necks in restarting these de- velopmental projects like timely movement of labour and materials but with the prompt and timely facilita- tion of DDC all the activities were resumed in the district and are ongoing in full swing. 140 permitted development works get pace in Kishtwar DODA, JUNE 11: National Highways and Infrastruc- ture Development Corporation (NHIDCL), has started blacktopping work on two major stretches of highway in the limits of Doda district. As per the officials of the NHIDCL the blacktopping work has been started in the district from Assar towards Khaleni & Thathri towards Pul-Doda on war footing for hassle free plying of traffic. The officials informed that blacktopping work has been completed on 13 KM length from Assar to Khaleni and 5 KM from Thathri towards Pul Doda. Choudhary, today convened an offi- cers meeting to ensure speedy prepa- ration of proposals and projects under recently announced Pradhan Mantri Aatma Nirbhar Bharat Scheme. It was informed that under the scheme, the Government of India has announced Rs.1 lakh crore financing facility for funding Agriculture Infra- structure Projects at farm-gate and aggregation points (Primary Agricul- tural Cooperative Societies, Farmers Producers Organisations, Agricul- ture entrepreneurs, Start-ups, etc). The Principal Secretary observed that lack of adequate cold chain and Post Harvest Management Infra- structure in the vicinity of farm-gate is causing gaps in value chains. While focus has been on short term crop loans, the investment in long term agriculture infrastructure has been neglected, he added. The Principal Secretary directed all HoDs to identify infrastructure re- quirements in terms of equipments, machinery, structure like cold chains, cold storages, transportation infra- structure etc. which could be covered under this scheme for funding. Choudhary informed that follow- ing the vision of Prime Minister of In- dia, “Vocal for Local with Global out- reach”, the Government of India has also announced launch of Rs.10,000 crore scheme for formalization of Mi- cro Food Enterprises (MFE) to help 2 Lakh MFEs. The goal is to provide technical upgradation to unorga- nized MFE units to attain FSSAI food standards, build brands and market- ing, he added. It was informed that under the scheme, the existing Micro Food En- terprises, Farmer Producer Organi- sations, Self Help Groups and Coop- eratives are to be supported. The cluster based approach (e.g. Mango in UP, Kesar in J&K, Bamboo shoots in North-East, Chilli in Andhra Pradesh, Tapioca in Tamil Nadu etc.) will be given priority. The expected outcome is improved health and safety standard, integration with retail markets, improved income of farm- ers, reaching untapped export mar- kets in view of improved health con- sciousness. Accordingly, Principal Secretary directed that identification of various types of MFEs in Agriculture, Horti- culture, Dairy and Poultry sectors to be covered with identified infrastruc- ture support to make them achieve the goal under this scheme. It was also decided that the Fish- eries Department will support in re- moval of critical gaps in Fisheries value chain through private sector. Cage Culture, Seaweed farming, Or- namental Fisheries as well as new fishing vessels, traceability, labora- tory network etc. will be key activi- ties. Choudhary directed Animal/Sheep Husbandry Depart- ment to immediately frame proposal to ensure 100% vaccination of cattle, buffalo, sheep, goat and pig popula- tion (total 53 crore animals) for Foot and Mouth Diseases (FMD) and for brucellosis. Animal Husbandry De- partment was also directed to get prepared proposals from private en- trepreneurs to support private in- vestment in Dairy Processing, value addition and cattle feed infrastruc- ture. The Principal Secretary directed the Agriculture Production Depart- ment to prepare scheme for infra- structure development related to In- tegrated beekeeping Development Centres, Collection, Marketing and Storage Centres, Post Harvest and value addition facilities etc. Choudhary informed that under “TOP to TOTAL” scheme Operation Green has been extended to all Fruits and Vegetables. This is an extremely beneficial scheme launched by GoI for J&K. Under this scheme, 50% subsidy on transportation of Agri/Horti produce will be allowed. Similarly, 50% sub- sidy will be available for storage in- cluding cold storages. This will bene- fit the farmers as they would now find it attractive to keep their perishable produce in cold storages at half costs, he added. The Principal Secretary asked the officers to get the scheme popular- ized and spread awareness about the same in the farmer’s community. He also elaborated fourimportant points which a

student should consider be-fore starting any start-up.For the students who wantto go for a job for now, Mr.Prasad suggested that ifthey want to begin anystart-up, they should notfeel restricted by their jobsbut instead take their jobsas an opportunity for learn-ing about business andalongside on the parallelfront start working on theirstart-up.

Mr. Prasad also elabo-rated three ways of starting astart-up. Principal Secretary, AgricultureProduction Department, Navin K.Choudhary, today convened an offi-cers meeting to ensure speedy prepa-ration of proposals and projects underrecently announced Pradhan MantriAatma Nirbhar Bharat Scheme.

It was informed that under thescheme, the Government of India hasannounced Rs.1 lakh crore financingfacility for funding Agriculture Infra-structure Projects at farm-gate andaggregation points (Primary Agricul-tural Cooperative Societies, FarmersProducers Organisations, Agricul-ture entrepreneurs, Start-ups, etc).

The Principal Secretary observedthat lack of adequate cold chain andPost Harvest Management Infra-structure in the vicinity of farm-gate iscausing gaps in value chains. Whilefocus has been on short term croploans, the investment in long termagriculture infrastructure has beenneglected, he added.

The Principal Secretary directed allHoDs to identify infrastructure re-quirements in terms of equipments,machinery, structure like cold chains,cold storages, transportation infra-structure etc. which could be coveredunder this scheme for funding.

Choudhary informed that follow-ing the vision of Prime Minister of In-dia, “Vocal for Local with Global out-reach”, the Government of India has

also announced launch of Rs.10,000crore scheme for formalization of Mi-cro Food Enterprises (MFE) to help 2Lakh MFEs. The goal is to providetechnical upgradation to unorga-nized MFE units to attain FSSAI foodstandards, build brands and market-ing, he added.

It was informed that under thescheme, the existing Micro Food En-terprises, Farmer Producer Organi-sations, Self Help Groups and Coop-eratives are to be supported. Thecluster based approach (e.g. Mangoin UP, Kesar in J&K, Bamboo shootsin North-East, Chilli in AndhraPradesh, Tapioca in Tamil Nadu etc.)will be given priority. The expectedoutcome is improved health andsafety standard, integration with retailmarkets, improved income of farm-ers, reaching untapped export mar-kets in view of improved health con-sciousness.

Accordingly, Principal Secretarydirected that identification of varioustypes of MFEs in Agriculture, Horti-culture, Dairy and Poultry sectors tobe covered with identified infrastruc-ture support to make them achieve

the goal under this scheme.It was also decided that the Fish-

eries Department will support in re-moval of critical gaps in Fisheriesvalue chain through private sector.Cage Culture, Seaweed farming, Or-namental Fisheries as well as newfishing vessels, traceability, labora-tory network etc. will be key activi-ties.

Choudhary directedAnimal/Sheep Husbandry Depart-ment to immediately frame proposalto ensure 100% vaccination of cattle,buffalo, sheep, goat and pig popula-tion (total 53 crore animals) for Footand Mouth Diseases (FMD) and forbrucellosis. Animal Husbandry De-partment was also directed to getprepared proposals from private en-trepreneurs to support private in-vestment in Dairy Processing, valueaddition and cattle feed infrastruc-ture.

The Principal Secretary directedthe Agriculture Production Depart-ment to prepare scheme for infra-structure development related to In-tegrated beekeeping DevelopmentCentres, Collection, Marketing and

Storage Centres, Post Harvest andvalue addition facilities etc.

Choudhary informed that under“TOP to TOTAL” scheme OperationGreen has been extended to all Fruitsand Vegetables.

This is an extremely beneficialscheme launched by GoI for J&K.Under this scheme, 50% subsidy ontransportation of Agri/Horti producewill be allowed. Similarly, 50% sub-sidy will be available for storage in-cluding cold storages. This will bene-fit the farmers as they would now findit attractive to keep their perishableproduce in cold storages at half costs,he added.

The Principal Secretary asked theofficers to get the scheme popular-ized and spread awareness about thesame in the farmer’s community.
