Higher Council for education training and research
An independent advisory institution forgood governance, sustained development
and participative democracy
The Higher Council
The Moroccan Law N° 1.14.100 , 16 May 2014 stipulates the missions of the Council

The Higher Council has two main missions:
§Views, strategic orientations and studies§Issuing Views on public policies and nationaloptions related to education, vocationaltraining, and research§Evaluation:§Contributing to the assessment of publicpolicies and programs in the fields ofeducation, vocational training, and scientificresearch

The process of issuying strategic views, orientations and reports
§On its own initiative within the scope of itsmissions. §On request /referral of :üThe king: reform, evaluation …. üThe gouvernement or parlement : proposalsof laws, programmes, projects related to education, training and research…

§The scope of its work and production:
üAll issues related to: education, university trainning, vocational training,and research

§Preparing studies and conducting research either on its owninitiative or upon the government’s request
§ Carrying out global, sectorial, or thematic evaluations of thepolicies and public programs, and publishing their findings;
§ Presenting proposals to the government what wouldcontribute to the improvement of the quality of the system of education, vocational training and scientific research;
§Encourage the policies of enhancing and consolidating thestructures of research, and motivating researchers

§In 2014, the Council undertook an evaluationof 13 years of reform of educational system from 2000 to 2013§ On the basis of that evaluation the Council has elaborated /üThe Strategic Vision 2015-2030 based on three pilars :

In addition to the Chairman, appointed by the King, theCouncil has 94 members
Experts and specialists
20 Experts and specialistsappointed by the King from among persons with anestablished expertise in the fields of education, vocationaltraining and scientific research
20 Members appointed as ex-officiorepresenting the government, academic and scientificinstitutions, parliament and educational and vocationaltraining institutions
54 Membersrepresenting unions, educational and administrative executives,students’ parents and guardians, teachers, high school anduniversity students, local Council members, civil society,contractors, and bodies most representative of privateeducation and training.
