The central government was never serious in itsprovision of healthcare services, which is indicated bythe minimal budget allocation towards healthcare. Sincethe enforced UU No. 36/2009 on healthcare, healthcarehas only been allocated on average 2% of APBN.However, the government is mandated to allocate 5% ofthe budget to healthcare.
In 2013, the government only allocated Rp 17.5 trillion ofthe budget, meaning that just 1.52% of centralgovernment expenditure or Rp 1,154.3 trillion wasallocated.
Only Rp 6.7 trillion was allocated for the Jamkesmasbudget, meaning that there was a decrease of Rp 755million in 2013 compared to 2012, when Rp 7.5 trillionwas allocated.
