submissions• State appropriations cuts impacting ORP, graduate programs, and

R&D Support• “Facilities & Administrative (F&A) costs are incurred for common or joint

university objectives and, therefore, cannot be identified readily and specifically with a particular sponsored project, an instructional activity, or any other institutional activity “ (OMB Circular A-21, Cost Principles for Educational Institutions). • F&A is also referred to as Indirect Cost Recovery (ICR)

• ICR can be used at the discretion of the institution• Federal government does not require reporting of the use of ICR

• ICR is recovered as a portion of grant expenditures• The majority of grants are on a cost reimbursement basis

• ICR rates are negotiated with the Federal Government • The negotiated Federal Rate is used as a basis for all grants. However,

state, private foundation, and private industry grants may have alternative rates set by their own policies.
