IEC 62368 Updates and Impacts
The new list of harmonized standards was published in the EU Official Journal (OJ) on June 15th, which for
EN 62368-1:2014 now also establishes the December 20th, 2020 date as the date that superseded
standards (EN 60065 & 60950-1) cease to give ‘presumption of conformity’ with the essential requirements
of the EU LVD.
Recent EU Activity on EN 62368-1 2nd Edition
▪ Proposed Amendment (prAB:2018) to EN 62368-1:2014 containing Annex ZZA for LVD, Annex Zy for
RED, and the deletion of text in clause 4.1.1 has failed a preliminary Enquiry Vote.
▪ A subsequent formal voting process is winding up for the same proposal (either keep or remove 4.1.1
from EN 62368-1:2014 as well as inclusion of the revised Annexes: ZZA and Zy).
▪ However, recent word is that even more voting may take place, such as separating each topic.
▪ Bottom line - It is unclear presently how these topics will be addressed in EN 62368-1 2nd & 3rd Ed. at this
time.
EN 62368-1 2nd Edition sub clause 4.1.1
• The FDIS voting period is active. If a positive
verdict is reached, the International Standard
(IEC) will be approved and processed. Most likely
in the September 2018 timeframe, if not sooner.
• CENELEC normally has a parallel voting/approval
process. However, there appears to be some
delay. Eventually EN 62368-1 3rd Ed. will be
circulated and voted on, with publication most
likely later into 2019.
• CSA/UL 62368-1 3rd Ed., likely will be published
Q2 or Q3 2019. Other national versions likely will
follow in 2019. (The EU DOW and UL Effective
Date for 3rd Ed. likely will be in the 2022 time
frame)
• The next edition of the ‘rationale document’ ~ IEC
TR 62368-2 should be published around the same
time as IEC 62368-1 3rd Ed. and will be current
with the latest edition.
Update on 62368-1 3rd Edition
Announced EU Formal Transition Date
Date of Withdrawal (DOW) - Legacy Standards (60065/60950-1) &
Date of Cessation of presumption of conformity of superseded
standard = December 20th, 2020• Official Journal (OJ) of the EU (latest): June 2018
UL EFFECTIVE DATE
• US (UL) Effective Date – New Products: December 20th, 2020
• Soft Transition: No formal Industry File Review of existing certifications
Implications of changes
European Union
• After the Date of cessation of presumption of conformity of superseded standard- December 20th, 2020 - New products should be evaluated to EN 62368-1: 2014 only.
• Products that are placed on the EU market after this date will require the use of EN 62368-1: 2014. Using EN 60950-1 or EN 60065 will not be an option for Harmonized Standards.
EN 62368-1 CE Marking
• New products - must be assessed to UL 62368-1 2nd Ed. from December 20th, 2020 onwards
• Existing reports to legacy Standards may be revised for admin. or minor technical updates
UL/CSA 62368-1
• New products – in general, should be assessed to IEC 62368-1 2nd Ed. from December 20th, 2020 onwards, however:
• Not all IEC Member Countries have adopted 62368-1 yet; dual certification (62368-1+60950-1 or 60065) may be required to sell into different markets.
• Existing reports to legacy Standards may be revised per IECEE Rules:
• no guarantee that NCB’s will accept for issuing a CB Cert. after the transition date. (The real value is whether Customers will still want the “outdated” Standards
