    1. NATURE OF GRANTS

    Fulbright grants consist of:

    Monetary awards as a contribution to tuition fees and living costs for

    one academic year (unless otherwise specified) Sickness and accident benefit coverage

    J-1visa sponsorshipand administration

    Substantial pre-departure support, including a Finalists Workshop(March) and a 3-day Orientation Programme (July)

    Once on-the-ground in the US, further support is offered by theInstituteof International Education (IIE), includingadditional programmeopportunities.

    Duration of Grants: Fulbright grants are awarded for a minimum of six to amaximum of twelve months beginning during the academic year 2013-2014.(12 month grants are awarded to Fulbright grantees that are required to arrive

    during the summer for an introductory course). Grants must be taken upduring the 2013-2014 academic year. No deferrals are allowed.

    Duration of Degrees: The length of your degree programme may exceed theavailable funding and sponsorship limits of your Fulbright grant. Therequirements for completing academic work toward a degree vary dependingupon the degree desired, the candidates academic background and theregulations of the individual US institution to which the candidate is admitted. Itis usually not possible to obtain a degree in one academic year. Although theminimum time required for a Masters degree is one academic year, a studentshould expect to spend from at least one summer session to an additionalacademic year to complete the academic requirements. For the Doctoraldegree, at least two to three academic years are required beyond the Mastersdegree period.

    A grant may be revoked, terminated, or suspended. Grounds for revocation ortermination include, but are not limited to: (1) violation of any law of the UnitedStates or the home country; (2) any act likely to give offense to the UnitedStates; (3) failure to observe satisfactory academic or professional standards;(4) physical or mental incapacitation; (5) engaging in any unauthorizedincome-producing activity; (6) failure to comply with the grants terms andconditions; (7) material misrepresentation made by any grantee in theapplication form or grant document; (8) conduct which may have the effect ofbringing the U.S. Department of State or the Fulbright Programme into

    disrepute; and (9) violation of the policies of the J. William Fulbright ForeignScholarship Board (FSB).

    A grant may be suspended if (1) the grantee ceases to carry out the project oracademic programme during the grant period or (2) the grantee leaves theUnited States for more than two weeks without authorisation of the FulbrightCommission.

    2. ELIGIBILITY REQUIREMENTSPotential applicants should ensure that they meet the following minimumeligibility criteria before applying:

    Citizenship

    Eligible Citizenship:

    UK citizen (resident anywhere except the United States), or Irishcitizen normally resident in Northern Ireland or elsewhere in the UK

    Ineligible :US citizens / dual US-UK nationals and holders of US immigrant visas(green cards), or applicants for same, are not eligible to apply;

    Applicants with extensive previous experience in the United States(e.g. currently studying at or recently graduated from a US academicinstitution, resident in the US currently or for five or more years in theprevious six years);

    Individuals who received a Fulbright Award within the last five years.

    Academic Excellence

    Applicants must hold or expect to obtain a minimum 2:1 honoursundergraduate degree or the equivalent prior to your anticipatedenrolment with a US university.

    Specific Course of Study or Research in the US

    Anyone regardless of age that intends to enroll on a US Masters orPhD degree programme or conduct independent research (minimum6 months) as part of an UK or European PhD programme is eligible toapply to the Fulbright Student Programme

    Successful candidates must apply to and secure admission to a UScollege (whether in a Masters or PhD Programme or research as part

    of an UK/EU PhD) before commencing an award. Applications to USinstitutions should be submitted by the US institutions deadlines.Candidates called for interview will be expected to provide an updateon the status of their applications to US institutions. Candidatesshould reference the institutions they are applying to in theStudy Research Objective essay and in Question 41 of the onlineapplication.

    The awards are for a minimum of 6 months and maximum of 12

    months post-graduate study or research in the US and Fulbrightfunding is for ONE academic year only (unless otherwisespecified).Awards must be taken up in the 2013/2014 academic yeare.g. grants to commence from August 2013 until August 2014.Deferrals are not permitted.

    In the Study Research Objective essay, applicants should outlinewhat programme of study or research they intend to complete in theUS, which institutions in the US they are applying to / intend to

    research at, why they need to go to the US and how the period in theUS will enhance their knowledge, skills and understanding in the

    discipline and future career / research. Medical sciencesapplicants: Please note that no clinical programme of study (e.g.patient contact) is permitted on Fulbright grants. The U.S. Departmentof State has designated the Educational Commission for ForeignMedical Graduates (ECFMG) as the sole agency authorized tosponsor alien physicians for internship, residency and specializedclinical training in the United States.

    Leadership & Understanding of Fulbright:The Fulbright Awards Programme is looking not only for academic excellencebut also:

    demonstrable leadership qualities and ambassadorial skills withevidence of cultural sensitivity and a genuine desire to learn moreabout the United States and share with American citizens aspects ofBritish culture

    experience and interest in a range of extracurricular and communityactivities

    a desire to further the Fulbright Programme and give back to yourhome country upon returning.

    Applicants who meet the above requirements should ensure that theymeet the criteria for the individual award category in which they will

    apply.

    Fulbright Scholars enter the United States on an Exchange Visitor (J- 1) visa,authorised under a U.S. Department of State programme. Fulbright Scholarsare therefore subject to the two-year home-country residency requirementassociated with the J-1 visa. Candidates will not be eligible for a US

    residency or work visa until they have fulfilled the two-year homeresidency requirement of the J-1 visa.

    3. COMPLETING AND SUBMITTINGTHE APPLICATION

    OVERVIEW OF THE PROCESS

    There are six steps to the Fulbright Visiting Student Application onceyou have created an account and logged on (see p.9 - 25). Furtherinformation on each of these steps is presented later in this document.

    1. Read the INSTRUCTIONS for completing the application carefully and in

    its entirety so that you understand the requirements.

    2. Complete the APPLICATION FORM (p.1 3, 8 10 of the onlineapplication)

    3. Upload DOCUMENTS: study/research objectives (p.4 online), personalstatement (p.5 online), curriculum vitae (p.6 online), transcript (p.7online), writing sample for creative writing (p.11 online if applicable).

    4. Nominate yourREFERENCES

    5. APPLICATION INSPECTOR to make sure that all the requiredquestions are answered and that your application form is complete andready to be submitted online. Once the system has verified that yourapplication is complete you will be able to click Print/Preview to create aPDF of your entire application. Please ensure that each section appearscorrectly and no information is cut-off. Please print out two copies, onefor your records, and one to submit to the US-UK Fulbright Commission.

    6. SUBMIT APPLICATION: The final step! Submit your application form

    securely online and submit the requiredhard copy by post to:Fulbright Awards Programme, US-UK Fulbright Commission, BatterseaPower Station, 188 Kirtling Street, London, SW8 5BN, United Kingdom.

    A completed application comprises:

    The Fulbright Student Programme Application Form with allsections completed and requested supplemental documentation

    (study/research objective, personal statement, curriculum vitae,transcript(s), and copy of passport.

    3 references: submitted online ONLY by the referees.

    4. SELECTION PROCESSOVERVIEW OF THE PROCESS

    15th November 2012: Deadline for Applications (see p.1, above)

    November December 2012: Initial screening and review ofapplications are done by the US-UK Fulbright Commission and reviewpanels. You should not expect to hear from the Commission during thistime and staff are unable to comment on the process or an individual

    If short-listed, successful candidates must be available for interview inLondon, Edinburgh, Cardiff or Belfast, Monday 28th January Friday15th February 2013 inclusive.

    Telephone / Skype interviews are not permitted. It is theresponsibility of the applicant to be available for interview at thedate and time allocated and to cover the associated costs.

    February 2013: After the interviews, the recommendations of theinterview panels will be considered by the Fulbright Commission beforebeing referred to Council for International Exchange of Scholars, the USDepartment of State and the J. William Fulbright Foreign ScholarshipBoard (FSB) in Washington, DC. Final approval of all grantees is madeby the FSB.

    Late February : Notification, finalists invited to Fulbright FinalistsWorkshop

    Mid-March: Fulbright Finalists Workshop in London

    March-May: Fulbright and J1 visa paperwork

    Week of 8-12 July: Fulbright Pre-Departure Orientation

    From mid-July 2013 to 30 April 2014: Independent departures, YourFulbright Exchange begins

    Fulbright Awards are subject to successful candidates:

    Receiving and accepting an admission offer/affiliation letter from arecognised institution in the US

    Confirming they have sufficient funds to complete theirprogrammes/course of study. Candidates must ensure they have

    enough funding to cover all the costs of study in the US not covered bythe Fulbright Award (e.g. accommodation, supplemental insurance andtravel). Students should be applying directly to US colleges foradmission and financial aid at the same time or prior to applying for aFulbright award. Requests for financial aid are usually a separateprocess from the admission process and may have an earlier closingdate. Check the US Colleges website for course and admission details.

    Completing a medical history and examination form

    Attending a pre-departure orientation in London (Week of 8-12 July)

    Obtaining a J-1 Visa which the Commission arranges on behalf of

    successful candidates.

    Complying with the J-1 Visa 2-year home rule. i.e. candidates will notbe eligible for a US residency or work visa until they have fulfilled thetwo-year home residency requirement of the J-1 visa

    5. ONLINE APPLICATION FORM

    INSTRUCTIONSApplications are completed online but must be printed and signed, along withseveral supplemental forms, and posted to the Fulbright Commission (arrivalmust be on or before 15 November 2012 - see p. 1, above).

    From the www.fulbright.org.uk website, when you click the Apply Now button,you will be redirected to theEmbark/IIE online application sitewhere you willneed to register as a new user.

    Your email address will be your user ID. It is very important that you keep youruser ID and password in a safe place. The Commission cannot retrieve lostuser IDs or passwords. It is also advisable for you to bookmark the URL fortheEmbark/IIE online application sitefor future reference to avoid having tocome back through the Fulbright website. You will be able to log in and out ofyour application account and will not be required to complete the application inone sitting.

    Note for Repeat Applicants: To re-enter the Fulbright application process youwill have to set up a new account with a different email address thanpreviously used.

    The online application is facilitated byIIEand is used by FulbrightCommissions worldwide. Each Commission sets its own policies, proceduresand country-specific instructions for using the online application system,therefore you must follow the instructions below in order to prepare forreview by the US-UK Fulbright Commission.

    Avoid using all capital letters when answering Questions, e.g. name,address, etc. It is better to use upper and lower case, e.g. Ron Smith.

    You can copy and paste information into all text boxes.

    In the text boxes, you must limit your responses to the space provided.Information that exceeds the space provided will not display or print. If whatyou have typed or copied exceeds the size of the box, you must edit it. It isa good idea to preview each page of your application to make sure that allyour data displays.

    You can review each page of the application in its PDF format by clickingon the Preview button on the upper right-hand corner. Closing out of thePDF view will bring you back to your application.

    You will create essays on pages 4, 5 and 6. On the essay pages, textentered that exceeds the space provided will display and print. However, itis recommended that you try to keep your essays to one page whenpossible.

    You have several ways in which you can create your essays.o You can compose your essay on-line. Please note, there is a 40-minute

    time out function. In other words, you will need to either complete youressay in 40 minutes or periodically save your essay. You will not be able

    to customize the formatting of your essay.o You can copy and paste text from another document and edit online.

    Again, you will have a 40-minute time-out function. You will not be ableto customize the formatting.

    o You can upload text from another document. This is the only optionwhere you will be able to have special formatting, e.g. bold, underline,headers, double spacing, etc. While you cannot edit an uploadeddocument on-line, you can delete your upload, make your corrections inyour document off-line, and upload again.

    Pages 4 (research study objective) and 5 (personal statement) contain aheader that displays on the PDF view. Therefore, you must leave a 1inch (4cm) margin at the top of every page of your essays to allowspace for the header that will appear on the print version of yourapplication.

    You should preview all of your essays to make sure the formatting iscorrect before submitting your application by clicking the preview button in

    upper right-hand corner of the screen. When you preview an essay, youmust use the Back browser button to return to your essay. Closing

    out of the HTML preview (i.e. clicking the X in the upper right-hand corner)will exit you from your application.

    Some questions are required. In other words, you will not be able tocomplete and submit your application until all required questions arecompleted. When you click on the Application Inspectorbutton on theHome page, your application will be checked for completeness. You will beprompted to enter any missing information on required questions.

    Often specific instructions for completing a question will be provided in theapplication. Please read all instructions carefully. In addition, please reviewthe following important information. It is very important that the followingquestions are answered correctly

    PRELIMINARY QUESTIONS INSTRUCTIONS These appearimmediately after you submit details to create your onlineaccount. Please amend before submission if you haveanswered incorrectly - in particular for EU non-UK citizens youmust ensure United Kingdom is listed in Q1.

    It is very important that your name is exactly as it appears (or willappear) on your passport. You must use upper and lower case whenentering your name, e.g. Ron Smith. Also, do not use diacritical

    Question 11. Application Cycle

    UK applicants are applying for the 2013-2014 cycle.

    Question 11. Degree Objective

    Your choice should reflect the following definitions:o Masters - should be used for applicants who intend to pursue full-

    time study for a Master's degree granted by a U.S. institution.o Doctorate - should be used for applicants who intend to pursue

    full-time study for a doctoral degree granted by a U.S. institution.o Non-Degree - should be used for applicants who will pursue

    coursework at degree-granting accredited educational institutions,but whose work will not lead to a degree granted by a U.S.institution. An applicant must engage in a full-time prescribedcourse of study.

    o Visiting Student Researcher should be used for applicants whowill pursue research projects at a degree-granting accreditededucation institution while currently enrolled in an UK / EuropeanMasters / Doctorate programme. An applicant will be required toengage in an independent full-time research project under thesupervision of a research advisor at their U.S. host institution.

    From the choices, select the field of study most appropriate to your study

    objective. You can briefly elaborate on the exact nature of your objectivein the text box that follows.

    Please list all post-A level institutions attended in reverse order (puttingthe most recently attended first). Please list all post-A level institutionsattended even those from which you did not achieve a degree. Do notinclude education up to and including A-levels.

    If a scholarship or sponsor funded your degree, please indicate so bywriting the words funded by followed by the name of the source offunding, in brackets, after the name of the institution, e.g. NottinghamUniversity (funded by LEA).

    Question 21. Current Position or Occupation

    Please select from the drop down menu the position title which bestdescribes the activity in which you are currently (or were most recently)involved. There is an option for Student if you are still in HigherEducation.

    Question 24.Examination Results

    Please note results from standardised tests are not required forcompletion of your Fulbright application. If you have not obtained anyresults you can leave this section blank.

    If you have already taken a GRE or GMAT you may include these

    scores in this section and submit a copy of your results (computer print-outs will suffice) to the Commission along with your other applicationmaterials. It is not compulsory at this stage.

    Question 25. Travel

    Please fill this out to the best of your ability. Please do not includepersonal travel that did not exceed 30 days.

    SECTION 5 RECOMMENDATIONS

    Three letters of References must be submitted ONLINE by your referees. Allreferences should be submitted by academics under whom you have studiedor pursued research or by someone who has supervised you in work related toyour proposed field of study. Letters of reference should not be written bypersons related to you either by blood or marriage or by personal friends. Theletters should be written in English. If they are not, an original Englishtranslation must be provided.

    It is the responsibility of the applicant to:

    Registerall three of their referees in this section of the onlineapplication as early as possible in the application process (in addition toanswering Question 37)

    Ensure all three referees receive an email notification and link to theonline reference formBeware: this email can often go into Spam
