Editorial - This had better be a short editorial this time, there are so many things happening, all competing for space in the Newsletter. So, a quick list: - there are the Parish and District Council elections on 5th May, forms to be in by 4th April, (see page 8) There is the Annual Village Meeting on 4th May, come and find out how your money is spent, (see page 4). Then there is the Garden Fete in July, (see page 5) Preparations are already well in hand. The next Newsletter Deadline is Saturday 21st May 2011 The Weekly Draw by Brian Fisher The purpose of the draw is to generate funds for various volun- tary organisations in the village. We are looking to recruit new members and if anyone wishes to join the draw (£1 per week) they should contact Mick Gilman (272617), Brian Fisher (272099), Peter Hughes (273941) or the Sports Club for more information. The weekly draw runs in 10-week cycles and is made in the Sports Club at 1.15pm every Sunday.. Tony and Liz Taylor, keen amateur growers with a wealth of expertise (and a greenhouse each!) dis- cussed the various types of orchid suitable for the non-specialist, with a great deal of useful information on their care and cultiva- tion. They also brought some of their plants, including several of the more difficult species with flowers so tiny that their intricate structure could only be appreciated with a magnifying glass. An audience of around 50 attended, many of whom confessed to having tried and failed to keep orchids indoors. Some brought their own orchids, in varying states of health, and Liz advised on the best way to ensure that they would flourish in future. Those of us who have been wary of even trying to grow these spectacular plants found encouragement and hope that we might succeed. The meeting on March 8 th featured Stuart Dixon speaking on “The Garden at Hebbs Farm”. Stuart and his wife bought the near derelict 18C farmhouse in Stoke Bardolph near the River Trent as a family home 20 years ago and set about restoring the house and creating a garden in place of the bramble scrub that sur- rounded it. The prospective garden contained two venerable apple trees in good health, but everything else had to be cleared to make way for new planting. Stuart wanted a traditional English country garden that did not require a great deal of regular main- tenance, as his lectures frequently take him away from home. As a result the borders are packed with over 1000 types of hardy perennial and 150 old fashioned roses, including many climbers. Close planting and mulching excludes weeds and knowledgeable selection of plants ensures a succession of colour and perfume through most of the year. We were treated to a slide show that showed us close up views of favourite flowers and the broad sweep of the extensive summer boarders. His enthusiasm, wit and ability to impart useful gardening tips as he gave us a grand tour made for a thoroughly entertaining and most informative talk. The Society meets on the second Tuesday of each month at 7:30 in Carlton Scroop Village Hall. Our next meeting is on April 12 th : the speaker is Stephanie Lee talking on “Plant Passions” featur- ing her favourites including roses and clematis. Visitors (£2, in- cluding refreshments) and new members (£12 annual member- ship) are most welcome. Just come along or call David Fidler on 01400 272630 for further information. Parish Council News A Reminder that Parish Council elections take place on Thurs- day 5th May. There is still time to stand for election but nomina- tion papers must be with the Returning Officer by Monday 4th April. For more information contact the Clerk on 272389 . Even if you are not standing PLEASE DON’T FORGET TO VOTE for the candidates of your choice. No Parking Signs – By the time this Newsletter is published “No Parking” signs should have been erected on the Village Hall Green, and we have Craig Renard to thank for organising them There is parking available on the Playing Field and we hope that people will make use of this alternative when the few spaces at the Village Hall are occupied. The worn part of the Green is to be re-seeded and will hopefully be a great improvement when com- pleted. THE FULBECK THE FULBECK NEWSLETTER NEWSLETTER April - May 2011 Volume 91 Edited by A.J. Notices Dog Fouling - Once again the issue of DOG FOUL-ING around the Village including the Churchyard, Play-ing Field, and Main Road footpaths have become a great problem, it is getting out of hand. Recently, when the Playing Field was being mown the Mowers picked up a lot of Dog Mess and had to be cleaned, not a pleasant job you must admit! Please carry a bag and pooperscoop when walking your dogs and pick up and dispose of their mess in a bin, don't throw the bag in the hedge bottom as some people are doing, it will not dis-integrate there. Anyone seen to leave their dog's faeces a fine of £75 up to £1000 will be enforced. The Dog Warden regularly patrols, you have been warned.

Women’s World Day Of Prayer . - Approximately 40 ladies, (gentlemen were welcome) from the surrounding cliff villages attended the Women's World Day of Prayer, which this year was held in our church in Ful-beck. This year's service was prepared by the Christian Women of Chile and the theme was 'How Many Loaves Have You?” Millions of women across the world met on this day, 4th March, to worship using the same service. A collection at these services goes to the Women's World Day of Prayer Movement and will be distributed to various charities in England, Wales, Northern Ireland, and around the World. Refreshments were served after the service when the ladies were able to mingle and chat with friends. Next year's Women's World Day of Prayer will be prepared by the Christian Women of Ma-laysia and the theme will be 'Let Justice Prevail', the venue yet to be decided. We must say a sincere Thank you to those ladies who provided cakes and biscuits and also to everyone who helped. Thank you.

Table Top Sale . - The Table Top Sale held in the Vil-lage Hall on Saturday 12th March, brought in a total profit of £87.21 for the Village Hall fund. Thank you to Peter Hughes, and Vic Rice who helped set up the Ta-bles, and to Colette Hughes for serving the coffee/tea and biscuits. The Event was well attended and most stalls did a good trade. Just a reminder that the Car Boot Sales begin again on Saturday, 9th April in the Playing Field, setting up time is from 7am, sales start at 8.30am. B Gilman.

Letters to the Editor. Dear Editor

Parish Expenditure you pay through your Council Tax

Each year the Parish Council prepares a budget of its expenditure for the year and this sum is recovered as part of your Council Tax bill. The precept, as it is known, has been held at the current level of £5100 since 2007 and is equivalent to £23.13 for a Band D property. Parish expenditure includes financial support for the Church to assist with the maintenance of the church yard and clock; and also for the Village Hall and Playing Field Committee to help with its running costs. The Sports Club has re-cently approached the Parish Council for similar financial support and the Parish Council considers it appropriate to seek the views of residents on this request and also on parish expenditure generally. The Annual Parish Meeting which will be held on Wednesday 4th May provides an ideal opportunity for residents to voice their views and this topic will form an important part of the agenda. The Parish Council needs to know:-

Are you satisfied with the way the Parish precept is spent? Do you feel that residents should provide financial support for the Sports Club? Do you approve of the present payments to the Church and the Village Hall and Playing Field Committee? Would you support an increase in the Precept to provide financial support for village activities and amenities?

Please consider these issues and attend the Parish Meeting on Wednesday 4th May to give your views. Gary Greenhalgh, Chairman Parish Council. Dear Editor A607 Fulbeck - Speed Limit Update As you are probably aware, we are now at Stage 3 of the Formal Complaint procedure and we un-derstand that Mr David O'Connor, Executive Director , Performance & Governance, Chief Execu-tive's Office, L.C.C., is reviewing the matter and will give a response by 21st March 2011. In the meantime, Mr Stephen Phillips QC MP has raised the question in the House as to why LCC ig-nored government guidelines when setting their spee d limit policy for rural villages in Lin-colnshire. He requested a meeting with the Ministe r, LCC and campaigners to discuss the matter further. This is being arranged at the House of Co mmons in the next 2/3 weeks with Mr Mike Penning MP, Parliamentary Under-Secretary of State for Transport, Mr Stephen Phillips QC MP, LCC and ourselves. Also, BBC Radio Lincolnshire di d a piece on this last week during their evening news. We will keep you informed of any developments Yours sincerely Iris & David Morison 01400 279100. Dear Editor Is Fulbeck really such an unfriendly village? Is Fulbeck really such an unfriendly village? Is Fulbeck really such an unfriendly village? Is Fulbeck really such an unfriendly village? - I was sad to hear recently from two quite separate sources, that Fulbeck people are cliquey, unfriendly and do not make newcomers welcome. I admit that it is not easy when we have no common meeting place i.e. village school, post office or store, and not everyone wishes to go to the pub or to church. There are, however, other things to get involved in and you can learn more by coming to the Annual Parish Meeting in the Village Hall on Wednesday 4th May. I would like to hear other villager’s views, particularly if you are fairly new to the village, and if appropriate, solutions to this rather delicate problem. Please send your thoughts to “Letters to the Editor” to be included in the next edition of the Newsletter. Barbara Robinson

Election Special - The most important day in the next couple of months is, of course, Election Day (Thursday 5th May). That is when you can make your choice for both District and Parish Councillors. It is expected that there will be sufficient candidates standing for the Parish Council to give you a good choice, and for the first time for over 20 years there is a District Council candidate who lives in Fulbeck, in High Street to be precise. Don’t waste this rare opportunity to settle our councillors for the next four years!

P. Martin-Mayhew - It is amazing what goes on in this area .One of our very long running arguments has been the Gypsy site in Stragglethorpe Lane. Unfortunately no planning applications were sought, along with the fact it fronted on to a virtual rat run for traffic cutting through the countryside. I am afraid this was not enough to refuse planning permission for a change of use to a Gypsy site. The very latest decision after an Injunction had been served and suspended until an outcome from the enquiry was known, was that the Planning Inspector allowed the appeal by the Gypsies and gave permission for a change of use from a rural field to a Gypsy Travellers Site. Hopefully the Bulby Lane parking problems will come to an end. Stake your claim to your space folks; after all, it was constructed for you. A belated very big ‘Thanks’ should go to an officer called Mike Smith who came to Fulbeck after talks had gone on in SKDC as to who should take responsibility for the repairs of the wall in Brant Rd. A visitor to the Craft Centre got in touch over the ap-pearance of several rats at the rear of a property adjacent to the Village Hall. I will ask a Health Inspector to take a look but I am going to take a look myself. I walked around Fulbeck the other week and noticed a couple of street signs needed replacing. That job is now being processed but will take a little time because of manufac-turer’s delays. Sometime ago it was indicated that the Waste Site would be putting in an Education Centre. I have emailed to see how this project is progressing. I personally be-lieve it would be of help to our young ones regarding re-cycling in the future. I have just been interviewed on local radio with regard to getting the speed limit reduced to 30 from 40mph. Our MP was not available so they asked me my opinion on the matter. I whole heartedly agreed to fight for a change in this matter. I thought I would mention that I will be standing for Dis-trict Councillor again this busy election year and hope to advise and help with your problems If I can for the com-ing four years. Bob Sampson - Robert (Bob) Sampson (273873) is proposing to stand for election as your District Councillor. We rarely have this opportunity to vote for a District Councillor, so please use your vote to choose your Coun-cillor, together with voting for your Parish Councillors on Thursday 5th May. Bob qualified as an architect in the 1970s, and worked in Private Practice in commercial architecture for 30 years. In 1997 he diversified into Risk Management for Archi-tects monitoring professional indemnity and risk within architectural practices throughout the U.K. During his ca-reer he has been involved in various charities, including Chairman of the Kensington and Chelsea Abbeyfield Homes, and assisted the Guy's Hospital Evelina Trust, (Ronald McDonald House) providing hostel accommoda-tion for parents with children in hospital. Bob and his wife, Ann, moved to Fulbeck in 1996, and both enjoy participating in local and village events. They have two sons and two grandchildren, who often visit the village. Bob retired in 2010, but is kept busy by his vari-ous interests, which include golf, bowls, and as a volun-teer for British Waterways Board on the locks of the River Trent. By standing as a candidate, he hopes to provide a ser-vice to our community, and a refreshingly new approach to this role, should he be elected. Bob Sampson — phone - 273873.
