Richards To Serve As Consultant With U. S. Transportation Office
Hoy A. Richards, associate research economist in the Texas Transportation Institute at Texas A&M, will serve this summer as a consultant to the U. S. Office of Transportation in Washington, D. C.
Richards is to report Monday for an eight-week stint with a task force responsible to coordinate the consolidation of existing federal agencies into the framework of the newly formed Department of Transportation headed by Alan S. Boyd.
“More specifically,” Richards pointed out, “I will be working on a project to develop, prepare, coordinate, transmit and revise transportation investment, standards and criteria.”
Richards will be on leave of absence from A&M. He is to return to this TTI post in August.
A native of Oklahoma, Richards earned M.S. and B.S. degrees at A&M, and has done ad
ditional graduate work. He is a member of the American Transportation Research Forum, the American Society of Traffic and Transportation, and Delta Nu Alpha Transportation Fraternity.

Dr. Pejovich Joins Economics Faculty
Dr. Svetozar Pejovich, who will join the Economics Department faculty this summer, has been honored by the University of Dallas.
Pejovich was voted most outstanding professor of the year by the class of 1967. He also received an award for contributions to the entire student body.
Dr. M. L. Greenhut, A&M Economics Department head, said Dr. Pejovich will be an associate professor and coordinator of graduate programs in the department.
A twin-engine aircraft from the National Center for Atmospheric Research will become a common sight in Bryan-College Station and surrounding skies this month.
The Beech “Queenair” piloted by NCAR officials will be an air- bourne laboratory conducting studies of convection clouds within 75 miles of Texas A&M, announced Dr. Horace R. Byers, Geosciences Dean.
Several A&M Meteorology Department professors and technicians will be involved in daily flights to determine area cloud structure.
“Study of the cloud regime has never been done in this area,” noted Byers, who conducted similar aerial research in Florida, Arizona, Ohio and Missouri while at the University of Chicago.

He said one of the principal questions to be answered is whether precipitation originates from the sub-freezing portions of clouds.
“THE THEORY is that rain comes from the sub-freezing areas,” the dean added, “but we think not and want to find out. Information of this soz't will affect the whole area if weather modification is undertaken.”
Blocking of A&M’s 3 and 10 centimeter ground radar by intervening clouds also will be studied along with measurement of liquid water amounts and drop sizes in clouds. Byers said the plane is equipped for making standard temperature and humidity measurements.
Research supervised by Dr. Byers will be conducted by Meteorology Department Head Dr. Vance E. Moyer and associate professors Dr. Robert A. Clark and Dr. George Huebner.

air will operate out of Easter- wood Field. Twenty flights of three to five-hour duration will be supervised by J. William Bullock and Edward N. Brown, chief of the NCAR flight operations group.
THE AIRCRAFT will operate to 24,000 feet in an area primarily east of College Station to avoid traffic lanes. The Federal Aviation Agency has authorized requests for specific altitude and area blocks, Byers noted, for sampling and measurements flights.
The unpressurized plane will carry a pilot, copilot, meteorologist and technician on each flight. They will use oxygen above 10,000 feet. A beacon aboard ship will, allow A&M weather radar to track the plane at all times, though it may be in the “shadow” of a cloud.
“The craft also will have radio communications with the radar room in Goodwin Hall,” Byers went on.

An “out-of-state” job opportunity listing in Texas A&M’s Placement Office will send Bill Hubbschmitt and his family a good deal farther than Texas’ boundaries on a teaching assignment.
The education graduate student and Academic Year Institute participant will leave New York in mid-July for a two-year teaching post at an American school in Ghana.
Hubbschmitt, of Stanwood. Wash., located the teacher opening through placement services directed by Wendell R. Horsley.
“The job is really an accident,” Hubbschmitt explained. “I went by the Placement Office to check on new teaching positions around home. In the out-of-state file, I found listings in Ghana and Warsaw, Poland.”
THE 33-YEAR-OLD school teacher said he invested $2 in a call to International School Serv
ices in New York, a hiring service for overseas companies, and found it lucrative enough to, discuss with his wife, Ronita.
They will be located at Tema, Ghana, a new seaport city on the west coast of Africa. Hubbschmitt will teach in a new brick school provided by Kaiser for dependents of its employees. Bill and Ronita will place their three school-age children — Mike 14, Melissa 10, and Marci 8 -— in the non-graded, 12-month school. Mickey is a one-year-old.
“Ronita likes the moving and travel arrangements,” Bill noted. “We’ll be 15 miles from Accra and will have a four-week vacation in which the company will fly us to Europe.”
Hubbschmitt, who taught eight years at Stanwood, said the school system is provided by Kaiser so dependent children won’t be penalized educationally and they can learn something of Ghanese culture.
