CARPENTERSVILLE — The average District 300 property owner can expect an increase in property taxes next year, but district officials said it isn’t because of the pending three-year contract with teachers.

Rather, the $20 million increase to the district’s property-tax levy is tied to declining state funding, increasing gov-ernment mandates and rising student enrollment, district spokeswoman Allison Strupeck said.

“The board members are all residents of the district, and they understand the chal-lenge of taxes rising,” Strupeck said. “The board members cut more than $14 million from the district’s operating budget in recent years because they are committed to making local tax dollars stretch as far as possible while still providing a quality school system.”

The shorthanded board approved the levy this week, with member Karen Roeckner casting the lone “no” vote. Member Joe Stevens was absent.

The $182 million levy request is bal-looned to capture revenue from any con-struction that may occur during the year. Officials anticipate taxes will yield $169 million because home values are projected to decline 8 percent.

It’s projected that the owner of a home assessed last year at $200,000 will pay the school district about $144 more in prop-erty taxes next year.

At the D-300 board meeting, dis-trict residents Bob Crawford and Joe Dobbelaere cited public unions and a need to ratchet back benefit increases, the same as private-sector employees have endured in the economic downturn.

“When the private citizens endure hard times, I don’t feel it’s fair at all that the private citizen whose income is going down and has to work harder and more hours per week with less vacation, has to pay more for public citizens and public employees,” Dobbelaere said in a recording of the meeting.

District officials said the levy increase is not tied directly to a tentative deal the board and its teachers union reached last week. Neither side is disclosing the details of the deal until it is ratified. Both sides are expected to vote on it next week.

Strupeck said the board has no plans “to seek revenue beyond the normal, annual levy process.”

That means the district likely will not seek a referendum asking residents to raise property taxes above what is permitted under Illinois’ tax cap law.

ALGONQUIN – The Meijer shopping center in Algonquin is used to seeing busy shoppers rush through the store, cross-ing off shopping lists during the holiday season. But on Wednesday, one group of shoppers took some time to buy presents for children in need.

Armed with a $2,000 gift card from Meijer, Buck Vander Leest of the McHenry County Marine Corps Reserve spent Wednesday morning picking out gifts for Toys for Tots, an organization that pro-vides toys for area children in need.

Along with his wife and daughter, Vander Leest pushed several carts up and down aisles, picking up footballs, Nerf guns, LEGOs and other toys for McHenry County children.

“It’s very rewarding,” said Vander Leest, who served in the Marine Corps in the late 1950s and was stationed in Japan. “There’s definitely a need for this in our area.”

The toys bought Wednesday go to the local Salvation Army, which Vander Leest said. “Their donations have been down. I wanted to make sure this batch went to them.”

Meijer and the Marine Corps have a long-standing relationship of providing gifts for Toys for Tots.

Kathi Phillips, retail administrative assistant at Meijer, said the company takes pride in providing toys for children in need.

“When economic times are as bad as they are, a lot of organizations are cutting

back [donating to charity],” Phillips said. “Fortunately, Meijer is not. We’re still in a position where we can help the commu-nity that we serve.”

Phillips has shopped alongside Vander Leest since his first trip six years ago and said the annual ritual is one of her favorite days of the year.

“The thought of giving a kid a pres-ent to open on Christmas who otherwise wouldn’t have something, it’s very heart-warming,” she said.

Vander Leest’s wife, Romaine, said she enjoys helping her husband in the cause.

“Buck [injured] his shoulder, so I’ve helped out a lot more this year,” she said. “We’re slowing down, but we’ll continue doing this as long as we can.”

Watching Vander Leest unload toys from his cart at the checkout, Phillips reflected on his passion for giving to oth-ers.

“The holidays bring out a lot of good in people,” she said.

HUNTLEY — The Village Board on Thursday put in place what it called a “maintenance budget” for 2013 — much along the lines of the current budget — except for money to extend Kreutzer Road west of Route 47.

Trustees unanimously approved the $25.8 million budget. It includes a bal-anced, $9.16 million operating budget that keeps intact funding for services such police, public works and administration.

“It’s a maintenance budget, other than continuing our work on major capital proj-ects, like Kreutzer and another payment to the tollway,” Village Manager Dave Johnson said.

On paper, trustees endorsed a bud-get that has a $5.8 million deficit. But it neglects reserve money not yet authorized

to cover the Kreutzer Road extension, and the village’s second payment to the Illinois Tollway Authority for the $69 million interchange project.

The $5 million Kreutzer Road project has been on the village’s radar for years and represents the only significant infrastruc-ture project in the village’s budget. The road will be extended west of Route 47 and connect to Main Street.

The village is relying on $1.5 million from McHenry County to finance the extension, which is expected to out for construction bids in January.

Huntley’s most active and largest por-tion of the budget — the operating fund — is balanced and factors in about $610,00 more in revenue than in 2012.

Building activity this year encouraged officials to plan for $450,000 in permit revenue — nearly $150,000 more than what was figured for 2012. Construction of

the 128-unit Deer Path Supportive Living Center led building activity in Huntley this year and helped boost 2012 permit revenue to $750,000 — far above the approximately $300,000 that was anticipated.

Centegra Health System plans to break ground on its new Huntley hospital and Ryland Homes’ ongoing project to trans-form part of the Talamore subdivision into an active-adult community should drive permit revenue in 2013, budget documents show.

In other business, trustees unanimously approved a four-year agreement with vil-lage police that will run from Jan. 1 to Dec. 31, 2016.

The deal includes incremental raises for officers’ addtional experience, starting with 2 percent in 2013 and ending with 2.8 percent in 2016. The 20 union members, including patrol officers and detectives, ratified the agreement Dec. 5.

How does one prepare for the “fiscal cliff”?First of all you'll need to understand what

initially led the Federal Reserve to issue the “fiscal cliff” warning. The reasoning is some 1.2 trillion in spending cuts are scheduled to begin in 2013 while simultaneously, the Bush-era tax cuts, including the reduction in capital gains and dividend taxes, are set to expire. This combination of spending cuts and higher taxes could take some $600 billion out of the economy, leading to a pos-sible recession. And in the eyes of the fed, it could be something much worse.

However, there is no need for panic. Regardless of its political infighting, Congress is likely to reduce the “cliff” to a smaller bump. But as an investor you may need to be prepared for two significant events: market volatility, at least in the short term, and higher taxes, probably for the foreseeable future.

You may need to re-balance your portfo-lio to ensure it still reflects your target mix of investments based on your long-term goals and your risk tolerance.

A broadly diversified portfolio can help you navigate “bumps,” “cliffs” and other rugged investment terrain. However, keep in mind that while diversification can reduce the impact of market volatility, it can not guarantee profits or protect against all losses.

Consider upgrading investment quality because higher quality investments are better positioned to withstand the tempests of vola-tile financial markets. Consequently, when investing in stocks look for companies with solid track records, strong management and competitive products. And when purchasing bonds, seek those that earn the highest grades from the independent rating agencies.

How might it affect taxes?Regarding taxes, even if taxes on income,

capital gains and dividends do rise, they will most likely be much lower than they have been at various points in the past. However, it may be wise to consider a vari-ety of steps such as taking advantage of tax deferred vehicles.

This could be accomplished by contrib-uting as much as possible to your tradi-tional IRA, 401k, or other employer spon-sored retirement plan. Also, you can con-tribute to any education savings accounts you have such as a 529 plan.

Converting your traditional IRA to a Roth IRA provides tax-free earnings , provided you don't start taking with-drawals until you are 59 and you've had your account for at least five years. But you should be aware that this conversion is taxable and may not be appropriate if you don't have money readily available in other accounts to pay the taxes.

Consider municipal bonds if you are in one of the upper tax brackets, which pay interest that's free of federal taxes and possibly state and local taxes as well.

Most importantly, don't abandon your long-term plans due to short-term uncer-tainty. Certainly avoid making unwarrant-ed and extreme changes to your portfolio. By staying focused on your goals, and making well-thought-out moves at the right time can help prevent your financial goals from going “over a cliff.”

Huntley student football players give giftsHUNTLEY — Students from the Huntley

High School football program this week donated more than 200 gifts to area chil-dren whose families use the Grafton Food Pantry.

The student athletes visited the pantry Sunday to wrap, prepare and deliver the gifts to infants, children and teenagers. The

gifts included toys, hats, scarves, sweat-shirts and 50 Red Raiders football jerseys.

The pantry merged with the Faith Community Church pantry this fall and serves about 400 low-income families a month in the Huntley area.

MARENGO — The Riley Township Clerk’s Office will be open from 8 a.m. to 8:30 a.m. Monday to accept the filing of candidate petitions or certificates for the Consolidated Election on April 9.

The clerk’s office also will be open from 5:30 to 6 p.m. Dec. 19 and 20, with the last time slot to file from 4:45 to 5 p.m. Dec. 26.

The offices of supervisor, road commissioner, clerk, assessor and four trustee posts will be decided in the election.

Two counties officially split last week from the 16th Judicial Circuit, making Kane County the sole county in the circuit.

Although the three counties are no longer part of one circuit, any noticeable changes have been minor.

Kane, DeKalb and Kendall counties used to make up the 16th Judicial Circuit. Last week, DeKalb and Kendall counties formed the 23rd Judicial Circuit. Doug Naughton, Kane

County Court administrator, said the split has been anticipated for more than two years. He said so far, the split hasn’t resulted in any drastic changes.

The only difference he has noticed is in transferring prisoners between Kane, Kendall and DeKalb counties. He said the split has made the transfer process more formal.

He said one political difference people might notice is that when circuit judges run for retention during election seasons, they no longer will need to campaign in Kendall and DeKalb counties.

The three counties had been working together to lay the groundwork to allow cam-eras in courtrooms. Naughton said he expects that process to speed up in Kane County now that the split occurred. He said the final guide-lines may differ from the rules established in Kendall and DeKalb counties because the two circuits likely will move forward indepen-dently.

Naughton said the split is the result of enor-mous growth in Kendall County in the past 10 years. From 2003 to 2007, Kendall County was the third fastest-growing county in the United

States, and Kane County did not have the resources to address Kendall County’s needs, which is part of the reason the circuits split.

DeKalb and Kane broke off from DuPage County in the 1960s, and brought Kendall with them into the 16th circuit.

State’s Attorney Joe McMahon said he has seen little change since the split.

“The split really has not had an impact on this office,” he said.

McMahon said he plans to meet regularly with state’s attorneys in DuPage, DeKalb and Kendall counties.

Marengo aims for $50,000 more in taxesBy STEPHEN Di [email protected]

MARENGO — City officials approved a $50,000 increase to its property-tax levy, but fear they won’t see the additional money because of significantly declining home values.

By 5-2, the City Council on Monday approved an increase to the $1.24 million in property taxes feeding city coffers this year.

But city may never see the additional money because property values are expected to decline. A similar situation

happened last year, when the council raised its levy but ultimately received $34,000 less in property taxes than in 2010.

“We are justifying the increase based upon the fact that we lost money,” City Manager Gary Boden said. “I hope we break even.”

Homes values in Marengo’s four town-ships appear to be well below the average used in the county multiplier to make property assessments uniform in McHenry County, Boden said.

But if the levy is realized — which Boden said is unlikely — the owner a home

assessed at $150,000 will pay the city about $18 more in property taxes.

Declining property tax revenue hinders the city’s ability to restore steep cuts made four years ago, when the city shrank its staff to 30 employees from about 50.

In other news, Marengo voters will be asked for a second time on the April 9 bal-lot whether they want the city to bargain for cheaper electrical rates for residents and small businesses. Some neighboring communities, such as Huntley, endorsed the voluntary program during the March primaries. But it failed in Marengo by seven votes.

HUNTLEY — Candidates for Huntley Village Board can start filing petitions Monday to be placed on the April 9 bal-lot.

The filing period at Huntley Village Hall, 10987 Main St., runs Monday through Dec. 26 from 8 a.m. to 5 p.m. The village office is closed Dec. 24 and Dec. 25 for the Christmas holiday.

The election will decide seats for vil-lage president and three trustees.

has opened its search to fill the void left by former board President Michael Skala.

President Don Drzal said the board will select someone who lives within the district boundaries to finish Skala’s term, which ends in March.

Skala resigned to start serving on the McHenry County Board.

lived in the district for at least a year, be at least 18 years old and be a registered county voter.

Beat holiday boredom at winter break campsDO IT

It’s almost winter break, and that means the kids will be underfoot for an extended period of time. Rather than let them sit around the house, why not send them to tumble with the tigers and wander through a winter wonderland?

Brookfield Zoo, as well as several park districts, will hold annual winter camps at the end of the month for kids with energy and time on their hands.

The Brookfield Zoo’s Flurries of Fun winter camp kicks off just before Christmas with fun for youth of all ages. Each day of camp focuses on animals from different parts of the world and how they adapt in the winter to their environments. Kids at the camp will be separated based on their age into smaller, more inter-active groups that best fit their knowledge level.

“It’s summertime fun during the winter at the zoo,” said Jill Damato, the zoo’s manager of Nature Start programs.

Everything in the camp revolves around animals, from art projects to inquisitive science questions. Daily activities include hiking, visiting with animals and plenty of indoor activities such as games and crafts. One of the highlights of the camp is the kids being able to interact with the animals.

“We’ll definitely make a point that the kids have a chance to connect with the animals,” Damato said. “There will be some special activity where they’re cre-ating an enrichment item like adding something new to their exhibit or adding a structure to put their treats into… They get to see the animal get the items and how they react to what they did.”

WHAT YOU NEEDThe zoo provides the animals and fun, but campers

must bring a few things with them.Since each day will be full of activities and walking,

clothing can be crucial to having fun. “It’s the kind of camp where we’re going to be doing

a lot of moving around,” Damato said. “Be prepared to be on the move with comfy shoes and clothing.”

She also recommends bringing a hat, gloves and winter jacket, even if it’s not extremely cold outside. Participants will spend prolonged periods of time out-side, and the weather could change.

Gym shoes are also a must — the Brookfield Zoo covers 216 acres — and kids will take treks to see some of the animals.

There will be plenty of snacks and hot chocolate at camp, but kids must bring a sack lunch with them each day.

WHERE TO GOn Brookfield Zoo’s Flurries of Fun is three days of fun in the snow with the zoo’s animals. There are three sessions that run from 9 a.m. to 3 p.m. daily from Dec. 19 to 21, Dec. 26 to 28 and Jan. 2 to 4. Participants can come for all three days of a session, or choose which days they want to come. The cost is $175 for members or $250 for nonmembers for three days, or $70 for members or $90 for nonmembers per day. Brookfield Zoo is located at 8400 West 31st St., Brookfield. The brass quintet is a genre that’s only been around since the 1940s and 1950s. (People) think of fanfares and loud exciting playing. We want to take it down as a sit-down concert cham-ber ensemble, so we can compete with string quartets. We’re really proud of the (new CD).

How did ‘Chicago Moves’ come about?

Cedille (Records) had all those pieces written for us, except for ‘Copperwave.’ It’s a fun process. Trying to find com-posers that all five agree upon … can be hard at times. We’re really happy with the people we’ve worked with. Building that relationship with composers, so they get to know us as they write the piece (and) fit what our individual players are about. In our concerts, we do a lot of talking about why we love this music and to break down that wall — things to listen for. … You’re deal-ing with an audience that’s maybe not

fluent in new music. (We) don’t have Beethoven and Bach and Brahms writ-ing for us. We have Sampson, Cheetham

(and) Brian Baxter, a Geneva High School alum.

When did the music bug bite?Sixth grade at Thompson Middle

School. I really got involved through middle and high school, and started coming downtown weekends for the Chicago Youth Symphony Orchestras. I (first) played the flute. I didn’t like that so much. I tried out all the brass instru-ments. (The tuba and I) hit it off. It opened up a lot of opportunities. Most bands have a lot of trumpets, flutes, saxophones, but are usually in need of tubas.

When did you decide on a music career?

It had to be in sophomore year of high school, when the Chicago Youth

Symphony had a concert at Orchestra Hall in Chicago. Walking out on the stage to play and looking up at all the lights, I thought, ‘This is pretty cool. I can do this.’ Then I knew that’s what I wanted to do.

You teach at the college level, and offer training at high schools in St. Charles and Downers Grove and other venues.

I had a lot of great teachers and coaches when I was young. They gave me opportunities and put me on the right path. I feel fortunate to now, in a sense, give back and teach and coach … to get the young excited about music. (To) take them through how to be committed to something is some-thing I really enjoy.
