Minutes of the Faculty Senate Meeting on 15 March 2016 The Faculty Senate met for a regular meeting on Tuesday 15 March 2016 at 5 P.M. in Wells Fargo Auditorium (Beatty Center 115). Agenda 1. Speaker of the Faculty McNerney The Speaker thanked those who responded to the survey that he posted as a follow- up on January's special meeting of the Senate. He said that, given the limited time left in the academic year, he has decided to share the results of the survey in a written form with the individuals and ofQices from whom the survey respondents would like to hear responses and to request responses directed to him, which he can then share and make part of the record at the regular April meeting of the Senate. The Speaker announced the creation of two ad hoc committees related to and growing out of faculty concern about the charges and procedures of the Faculty Grievance Committee and the Faculty Hearing Committee. He noted that the Faculty Welfare Committee, for one, has been discussing concerns for the past few years about these committees and this year has endorsed a closer study of the committee charges and procedures. The speaker also explained the work of the two ad hoc committees is complicated by the fact that portions of these committees’ charges lie in the faculty by-laws and portions lie in the administrative section of the Faculty/ Administration Manual (F/AM), and both, at times, refer to an appendix which is no longer present in the F/AM. He reported that one of the ad hoc committees will look speciQically at the grievance process and the charge of the Grievance Committee currently in the by-laws and the administrative sections of the F/AM; the other committee will focus on the same matters relating to the Hearing Committee. Letters of invitation to serve on these committees are forthcoming, and the committees are to begin preliminary work this semester and to complete their work in the fall. The Speaker reported that the College is participating in National Survey on Student Engagement (NSSE), a survey taken by Qirst year students and graduating seniors. The Qirst year the College participated in the survey was when current graduating seniors were freshmen. Students may participate through a portal in MyCharleston. The Speaker asked faculty to reinforce and support student participation in this nationally-normed survey since it provides a useful measure of student engagement at the beginning and end of their time at the College. As of now, he said, there appears to be only about 15% eligible student participation, but our goal is at 40% and the survey is set to close at the end of March. 1

TheSpeakerthankedthosewhorespondedtothesurveythathepostedasafollow-uponJanuary'sspecialmeetingoftheSenate.Hesaidthat,giventhelimitedtimeleftintheacademicyear,hehasdecidedtosharetheresultsofthesurveyinawrittenformwiththeindividualsandofQicesfromwhomthesurveyrespondentswouldliketohearresponsesandtorequestresponsesdirectedtohim,whichhecanthenshareandmakepartoftherecordattheregularAprilmeetingoftheSenate.

TheSpeakerannouncedthecreationoftwoadhoccommitteesrelatedtoandgrowingoutoffacultyconcernaboutthechargesandproceduresoftheFacultyGrievanceCommitteeandtheFacultyHearingCommittee.HenotedthattheFacultyWelfareCommittee,forone,hasbeendiscussingconcernsforthepastfewyearsaboutthesecommitteesandthisyearhasendorsedacloserstudyofthecommitteechargesandprocedures.Thespeakeralsoexplainedtheworkofthetwoadhoccommitteesiscomplicatedbythefactthatportionsofthesecommittees’chargeslieinthefacultyby-lawsandportionslieintheadministrativesectionoftheFaculty/AdministrationManual(F/AM),andboth,attimes,refertoanappendixwhichisnolongerpresentintheF/AM.HereportedthatoneoftheadhoccommitteeswilllookspeciQicallyatthegrievanceprocessandthechargeoftheGrievanceCommitteecurrentlyintheby-lawsandtheadministrativesectionsoftheF/AM;theothercommitteewillfocusonthesamemattersrelatingtotheHearingCommittee.Lettersofinvitationtoserveonthesecommitteesareforthcoming,andthecommitteesaretobeginpreliminaryworkthissemesterandtocompletetheirworkinthefall.

TheSpeakeralsoreportedthattheresultsfromourmostrecentparticipationintheChronicleofHigherEducation's"GreatPlacestoWorkSurvey"willsoonbeshared.Onarelatednote,theSpeakersaidthat,giventhatFrancisMarionUniversityhasscoredhigheronthe"GreatPlaces"survey,particularlyinsharedgovernance,hehasbeentryingtoarrangeameetingbetweenhimselfandfacultygovernanceleadershiptohearwhattheymighthavetosayabouttheirsuccessinthatarea.

TheSpeakernotedthatsixfaculty/trusteespairswillbeparticipatinginthefallinthefaculty/trusteeshadowingprogramestablishedbyformerSpeakerLynnCherry.Overthesevensemestersthattheprogramhasbeeninplace,hesaid,17differenttrusteeshaveshadowed38differentfaculty.Heendorsedtheprogram.

Finally,theSpeakerofferedanapology.HereportedthathehadbeentoldthathisreportingontheStaffAdvisoryCommitteetothePresident'sspiritdayinitiativewasinterpretedasindicatinghislackofsupport."Nothing,"hesaid,"couldbefurtherfromthetruth,andIapologize,"headded,"toanyonewholeftwithsuchaperception."ThecampusandtheauditoriuminwhichtheSenatewasatthattimemeeting,heasserted,"arepackedwithpeoplewhocareagreatdealabouttheireffortsandtheportionsoftheirlivesthattheygivetothisinstitution,"evenwhileourmoralemayslipfromtimetotime.HeclosedbynotingthatonbothspiritFridaysthusfarhe"proudlywore[his]maroon,and...willlikedosoevery[SpirtDay]movingforward."Hesuggestedthatallintheaudiencemightconsiderdoingthesame.

TheProvostpointedoutthat,eventhoughtheSenatedoesnotveryoftenspeakoftheCHE,thisbodyapprovesallnewdegreeprogramsattheCollegeandrequiresnumerousreportsbeQiledbytheCollege.TheCHE,henoted,hasmanynewcommissionersandisatpresentsearchingforanewdirector.Theyhave,hereported,recentlyproposednewlegislationthatwouldgivethemexpandedpowers,includingpowerstounilaterallycloseacademicprogramsthattheybelievearetoosmall,notcosteffective,ornotinthebestinterestofthestate.TheProvostpromisedmoreinformationonthisasitbecomesavailableandonanyotherhighereducationlegislationthatmaybebroughtbeforethestatelegislature

Tenure,Promotion,Third-YearReview,Sabbatical,andPost-TenureReview

TheProvostreportedthattherewere36tenureandpromotion(T&P)casesand24third-yearreviews,plusanumberofpost-tenureandsabbaticalrequestreviews,allofwhichwillbediscussed,theProvostsaid,inhisAprilSenatereport.Heexpressedgreatappreciationoftheworkofallwhoareinvolvedinthetimeconsumingbutcriticallyimportantandvaluableworkoffacultyevaluationandpromotion.

GreatCollegesSurvey

TheProvostnotedthatthesurveywasconductedlastSpring.HereportedthattheresultswillbereviewedwiththeStaffAdvisoryCommitteetothePresidentonMarch23andtheFacultyAdvisoryCommitteetothePresidentonApril6.

AcademicAffairsBudgetDevelopmentfor2016-2017

TheProvostthankedthemembersoftheFacultyBudgetCommitteefortheirsigniQicantinvestmentoftimeworkingondevelopingnextyear'sbudgetinadifQiculttime,aswellastheDeansandunitheadsfortheirhelpwithmaterialsusedbytheBudgetCommitteeandhimself.HesaidthattheBudgetCommittee'sreportontheagendaforthemeetingwillbecomprehensiveandinformative.

PolicyDevelopmentandImplementation

TheProvostpointedoutthataspartofourpreparationsforthereafQirmationofouraccreditation,AcademicAffairshasinitiatedareviewofourmemorandaofunderstandinggoverningourfourjointMAprogramswiththeCitadel,whichhavenotbeenupdatedsincetheiroriginalsigning(atleastoneisaquartercenturyold).Thesedocumentsarebeingscrutinizedtoensurethattheyarenotinaccurateandfaroutofsyncwithpractice.

HeadvisedSenatorsthatpolicycleanupwillbeongoingandthatinformationonpoliciescanbefoundatpolicy.cofc.edu.

Morerecentdevelopmentsinpolicyincludethedevelopmentofthenewcomprehensiveintellectualpropertypolicy,manyyearsinthemakingandanotherpolicythatSACSCOCdemands,onwhichtheProvostofferedtotakequestionsinhisQ&Afollowingthereportandpromisedresponsestoanyonewhomayhavewrittenhimaboutthem.HealsosaidthatheshouldsoonbeabletosharewithSenators(viaemail)advanceddraftsofthenewcoursenumberingandsyllabuspolicies.

PlannedReviewofUndergraduateandGraduateGradingSystems

TheProvostpointedoutaPostandCourierstorypublishedtheverydayoftheSenatemeetingonaproposaltochangegradingscalesforpublichighschoolsinSouthCarolinafromaseven-pointtoaten-pointscale,whichwouldhavefavorableimplicationsforSCstudentathletesapplyingforNCAAscholarshipeligibility.HeaddedthatonMarch2,hearticulatedtotheCHEtheCollege'sfeedbackontheproposal,opposingitonprincipledandpracticalgrounds.HesaidthattheCollegeandSouthCarolinahighereducationmoregenerallyneedtostayinvolvedinthediscussion.

OntheCollege'sgradepolicy,theProvostpointedoutthattenyearsagotheCollegemovedfromagradesysteminwhichonlyletterandplusgradeswereawardedtoasysteminwhichminusgradescouldbeawardedaswell.ThechangefollowedmuchstudyoftheissuebytheCommitteeonAcademicStandards,Admissions,andFinancialAidandreportedtotheSenateonMarch13,2001.AconcernexpressedatthetimewasthattheminusgradeswouldleadtolowerGPAsandhavenegativeimpactsonGPA-basedscholarshiprecipients,whichwascounteredbyaviewpointthattheletterandplus-onlysystemwasimbalancedandprovidedinsufQicientspeciQicityforendofcourseevaluationofstudentwork.In2006,aftermanyyearsofdiscussion,thesystemwecurrentlyhavewasinitiated.Overthesummer,hesaid,hewouldliketoleadanadhoccommitteetoreviewthelastdecadeofdataontheperformanceoftheundergraduategradingsystem,includingcomparisontosystemsusedatotherSCuniversitiesandatpeerandaspirantinstitutions.Thecommittee

willalsoinvestigatecomparisonstoourgraduategradingsystem,whichdiffersformourundergraduategradingsystem,whichashenoted,"isalittleweird."

CommentsonToday’sAgenda

TheProvostcongratulatedandthankednewly-namedInterimQualityEnhancementPlanDirectorToddLeVasseurforhisservice.

HealsosaidthatheisverygratefultoseveralcommitteesofthefacultyandFacultySenateforworkingonarevisedmajorGPApolicy,onwhichaninterimreportwassoontobeofferedatthemeeting.Henotedthattherehavebeensomechallengeswiththepolicy,andhestatedthathehassomereservationsaboutourreadinesstoadoptamajorGPApolicy,andhesaidthathewantedtogivefairwarningthathewillexpressthoseconcerns.Headdedthatitmightbeagoodideatodelaythepolicyforamonthwhilewehavemoreconversationaboutit.

TheProvostclosedwithsayingthatthecampusishostingacceptedstudentsweekendattheendoftheweek.Hethankedthoseinvolvedindevelopingandputtingontheprogramandaskedfacultywhomightbeoncampustoworkduringtheweekendtobe"extremelynice"toprospectivestudents.

Questions/Discussion

JoeKelly,Senator-SchoolofHumanitiesandSocialSciences(SHSS),inquiredabouttheintellectualpropertypolicy.Hereadasentencefromthepolicyrelatingtodistanceeducation:

ForclariQicationpurposes,theCollege/UniversityshallretainrightstoclassesandcourseworkdevelopedattheCollege/University,includingthesyllabus,whicharesoftware,digitalmaterialinanymedia,videotapedorrecordedusinganyothermediaorusedfordistanceeducation,whentheCollege/UniversityhaspaidastipendtothefacultymemberforsuchdevelopmentorrecordingoritwasdevelopedwithsubstantialuseofCollegeresourcesorfacilities.[Policy9.1.13,p.5]

Ifaprofessorvideo-recordslecturesforadistanceeducationclassonhisorhercomputerandpoststhemonOAKS,SenatorKellyasked,andsubsequentlyleavestheCollege,doethecollegeowntheprofessor'simageandlectures,withtheabilitytousetheminperpetuity?

TheProvostsaidtheCollegedoesnotownsuchmaterial.Headdedthat,asconcernsdistanceeducation,inthecontextofintellectualproperty,theCollegehasnottriedto"plownewground."

HesaidthatwereanindividualpaidspeciQicallytodevelopanewcourseinawork-for-hirearrangementanditwasestablishedupfrontthattheCollegeownedthecourseforever,thatwouldbeadifferentstory.Butinthetypicalcaseofdevelopingadistanceeducationcourseordevelopingcoursematerialswithelectronictechnologytools,theCollegeis"notassertingapropertyinterestinperpetuity."

KellyShaver,Senator—ManagementandMarketing,saidthattheappendixattachedtothepolicydoesnotidentifythenameoftheindividualwhoissupposedtoreceivedisclosures,andheaskedwhoshouldreceivethem.

ProvostMcGeerepliedthat,unlessotherwiseinstructedbyasupervisor,facultyshouldsubmitdisclosureformstotheGeneralCounsel.

C. FacultyBudgetCommittee-Chair,JuliaEichelbergerReportForthcomingCommitteeDocumentsFolder

SenatorEichelbergerreportedonbehalfofthecommittee:CalvinBlackwell,DougFriedman,herself,CourtneyMurren,TomRoss,MarthaStackel,WilliamVeal

SenatorEichelbergersummedupthecurrentbudgetchallenges(presentationslide2),notingthatmuchofthisisfamiliarinformationtoSenators.Onhowthemakeupofnextyear’sstudentbodywillaffectrevenues,sheaddedthatthisyear'sgraduatingclasshasahigherpercentageofout-of-statetuition-payingstudents.Thustheirdeparturewillnotbeoffsetbytheincomingclass.

Onthepublicdiscussions(Feb24&Mar2)oftheAcademicAffairsbudget,SenatorEichelbergernotedachangefromlastyear'sprocess:unitheads,insteadofaskingforadditionstothebudget,wereaskedtodiscusshowtheywouldreducethebudgetiftheyhadtodoso.

Theupshotofthediscussionswasarecognition,shepointedout,thatconsideringtheupcomingexpenses,includingtheneedtoreplenishourreserve,andtheuncertainrevenuepicture,cutstooperatingbudgetsinAcademicAffairswillnotsufQice.(Seegraphonslide4).

CommentsheardinthehearingoncuttingbudgetsinAcademicAffairs(slide5)includeobservationsthatlittlecanbesavedinthecutting;cuttingoperatingbudgetsmayaffecttheforeigninstructionalbudgetinoneunit;professionaldevelopment,facultyandstudentresearchcanalsotakeahitwithoperationalbudgetcuts;cuttinginstructionalprogramsmaynothaveaneffectforsometime;losinglinesduetoretirementcanmeansacriQicesinupdatingresearchandpedagogyinthedepartmentaffected;andteachingiscentralbutnottheonlyworkfacultydotofulQillourinstitutionalmission.Somedeans,additionally,askediftheycouldgiveupsummerschoolrevenuesinsteadofmakingoperationalandinstructionalbudgetcuts.Note:SenatorEichelbergermadeacorrectiontotheslideshownandhandoutsgivenatthemeeting:inrelationtoaneliminatedprogram,"ExerciseScience"shouldhaveread"AthleticTraining."

SenatorEichlebergeralsosharedagraphonfull-andpart-timestaffincreases2009-13(slide8)andtheCollege'srecurringbudgetallocationsfrom2001-2topresent,breakingoutallocationsbyunit.ShethankedSamJones,AssociateVicePresidentforBudgetingandPayrollServices,forprovidingthelatterandotherdataandinformationforthecommittee.

TheAthleticsdivision'sallocationsarefeaturedinslide10,theuppertableshowingshowingallocationssince2007-08.Thelowertable,sheexplained,breaksdownhistoricexpendituresbytheunitwithinformationprovidedbyAthleticsinresponsetothecommittee'srequest.Finally,shepresentedaslide(11)showingpercentagebudgetincreasesbyunitsince2006,notingthatsomehaverisenmoresteeplythanothers.

TheBudgetCommittee'srecommendations(slides12-14),shereported,are:

- TransparencyandpublicaccountabilityforunitsoutsideAcademicAffairs. AcademicAffairs,shenoted,hasworkedworkedtransparentlyandisrigorously"soulsearching"aboutinstructionalandoperatingbudgetcuts.Thecommitteewouldliketoseethesametransparencyfromunitsacrosscampus.

- Prioritizetheacademicmissioninsteadofdecreasingsupportforit. This,SenatorEichelbergersaid,iswhatwehavetosellandiswhatstudentscomefor,andsoshouldbeprioritized.

- Considerreallocatingfundingtogetmoremoneytoacademicprogramsandavoidcutsbeingcontemplated. SenatorEichelbergersaidthecommitteesuggeststhatreallocationsmightbemadefromotherpartsofthebudgetandotherpartsoftheuniversalstudentfeeinordertogetmoremoneytoacademicprogramssothatwecanavoidlosinglines. Sheexplainedthatrelativelysmallshort-termsavingswillcomefromcuttingvisitingpositionsthatmakeveryimportantcontributions,andweshouldtrytoretainasmanyofthesefacultyaswecan. Coveringlostpositionswith“surpluslabor”(availableadjuncts)isalsoproblematic,shesaid.Adjunctfaculty,inmostcases,areonlyexpectedtoteachandnotpaid,inaddition,todootherthingscriticaltoourmission(advising,service,research).

- Healthyacademicdepartmentsneedlong-rangeplanning. Thecommittee,shesaid,wouldliketourgetheProvostandthePresidenttoprotectdepartmentswithcurrentvacanciessothattheyarenotforever

depletediftheyneedmorepositionstocarryouttheirmissionsandservestudents.

- WeneedpubliclystatedrationaleforreallocationswithinAcademicAffairsandacrosscampus. Thecommitteerecognizestheneedforreallocationsbutthatthedecisionprocessandrationaleforreallocationsneedtobesharedandunderstood.

- Otherformsofreallocation,includingdifferentialteachingloads,shouldbedonecarefully.

ThecommitteereafQirms,shesaid,principleslastyear’scommitteeexpressedinmemossenttothenInterimProvostMcGee:

- Principlesforprioritizinglinestoprotect,inthesamewaythatthepreviousmodeofbudgetdevelopmentinthecommitteeoperatedonasetofprinciplestodeterminelinestobeadded.

- Principlesforschool-basedfees,whichwouldprovideameansofoffsettingcostsinschoolswithhigherinstructionalcosts.

Shenotedthattheseprinciplesarelaidoutinthehandoutshecirculated.

SheclosedbyreportingthattheProvosthaspromisedtocontinuehisconsultationswiththeFacultyBudgetCommitteeashegetstothepointoftalkingaboutcutstopositionsandpointingoutthat,todate,thecommitteehasnotbeeninvolvedindiscussionsofpositioncuts.Shereportedthatschoolsanddivisionswereaskedto"forcerank"positionswithinschoolsanddivisionsandthecommitteeexpectsthatthoserankingswillguidetheProvost'sdecisions.ShepromisedthattheBudgetCommitteewillkeepfacultyinformedonthesematters.

AndrewBergtrom,IT,inrelationtothecommittee'scallforincreasedbudgettransparency,pointedoutthatthereisa"TransparencySpending"website(transparency.cofc.edu)thatcanprovideinsightinacademicandnonacademicdepartmentspending,includingPcardreports.Bergstromaskedhowmanyintheroomhaveseenthesite.

TheSpeakerrepliedthatasaformerdepartmentchair,hehasneverheardofitandthankedMr.Bergstromforpointingitout.

AlexKasman,Senator-SchoolofScienceandMathematics(SSM),askedaboutthegraphshowingincreasesinexpendituresindifferentdivisions(slide11).ItdoesnotincludethePresident'sofQice,hepointedout.

SenatorEichelbergernotedthatthedataforallocationstothePresident'sofQiceareavailableinslide9.ToconsiderthoseQiguresinthesamewayasthegraphonslide11does,thePresident'sofQicewasallocatedabout$2.8millionin2006andin2015about$3.5million,anadditionofabout$700,000.

SenatorKasmannotedthatincomparisontobudgetincreasesinotherunitsfrom2006topresent,theincreasesinthePresidentsofQice(bypercentage)havebeenamongthesmallest.

TheProvostpointedoutthatbudgetrequeststothestatelegislatureofteninvolvetryingtodivinewhattheprioritiesareofthelegislatorsofanygivenyear,andwhatappearstohavebeencompellingoverthepastfewyearsareprogramsthatappealtochambersofcommerceandbusinessgroupsinthestate(suchasComputerScience).Headdedthatnewmoneycominginoneareamayalsofreefundsforuseelsewhere.Thus,wedonotturndowntargetedfunds,andifthereseemstobeagoodchanceofgettingthem,weaskforthem.

LarryKrasnoff,Senator-Philosophy,notingthatwehaveheardmuchtalkovertheyearsaboutschool-basedfeesaskedifweareclosetoimplementingthese.

TheProvostaddedthatmodelshavebeendevelopedbySSMandSBthatwouldusefeestosupportspeciQicprogramsandreturnsomefeeincometothegeneralledgeroftheschools.Ifthefeesbasedoncurrentmodelswereadopted,theProvostsaid,theycouldgenerateandreturntotheE&Gbudgetabout$400,000inyearoneand$800,000annuallythereafterfor"generalsupportoftheinstitution."

TheProvostrepliedintheafQirmativeandaddedthathehasbeenthinkingaboutthereportagooddealinthecurrentcontext.Theworkhadmuchmerit.Itsuggestedthatweneedtoconsiderstudentcredithourproductivityandlookattheunitofthedepartmentandtheprogram,ratherthanuseaonesizeQitsallsolutionattheleveloftheindividualfacultymember.Yet,whilethereweremanygoodideasinthereport,executionhasbeenincomplete.

SenatorFisherarguedthatthetitlechangeasproposedwouldintroduceaninterpretationproblemforstudents,whowillalreadynaturallyassociatesustainabilitywiththeenvironment.Studentsmayassumethattolearnaboutsustainabilitytoisgotoaparticularplace,"asopposedtotheBusinessSchoolorthePhysicalSciencesoreventheArts."

SenatorFisherarguedthatsustainabilityneedstobeseennotonlyasinterdisciplinarybutas"integrative."Itcanserveasa"platformtobringallthedisciplinestogetherasawholisticframework,"allowingproblemsolvingfromasystem-wideperspective.

ProfessorLeVasseurreiteratedthattheminorisinterdisciplinary.Inorderforaclasstocountforcreditintheminor,itmusthaveatleastone-thirdofitscontentrelatedtosustainabilityorEnvironmentalStudies.TheintroductorycoursealsohasanamechangeintheproposaltoreQlectthenewemphasisonsustainability,andithasaQinalunitcalled"WhatisSustainability?"HeaddedthatSenatorFisher'sPoliticalSciencecourseinSustainabilityQitstheminor.Theminor'sname,ProfessorLeVasseurasserted,capturesthefocusonsustainabilityincontextsotherthanEnvironmentalScience,buttheminorisbuiltonthecorestrengthoftheninehoursofNaturalSciences.OthercoursesthatstudentsmighttakeincludeEcoreneurship;EnvironmentalEconomics;Nature,Technology,andSociety;EnvironmentalEthics;Sustainability;EnvironmentalPolicy;evenaspecialtopicscourseintherelationshipbetweenthepsychologyofsocialchangeinrelationtosustainability,suchasJenWrightisteaching.

Theemphasisonsustainabilityassuch,healsonoted,isreQlectedintheminor'sstudentlearningoutcomes.

TheSpeaker,atthispoint,remindedtheSenatethatthemotionontheQloorwastoremove"and"fromtheproposednewtitlefortheminorandcalledforfurtherdiscussion.

HectorQirko,Senator-SociologyandAnthropology,askedProfessorLeVasseur,askedhowmanyofthenumerousschoolshelistedearlierhadan"and"intheirprogramtitles.

Withinthe45schoolshefound,ProfessorLeVasseursaid,titlesareeitherEnvironmentalSustainabilityStudiesorSustainabilityandEnvironmentalStudies.

"So,"SenatorQirkofollowed,"youwouldn'tworryabouttaking'and'out?"

ProfessorLevasseurrepliedthathedoesnotthinkthenameimpliesthatEnvironmentalStudiesandsustainabilityareseparatebut,rather,"whatwe'vebeendoing,ourstrengths,whereweseeourselvesmovingtowards,"and,heasserted,givenbudgetrealitiesthereisuncertaintyregardinghowmuchtheprogramcanbebuiltmovingforward.

SenatorFisheraskedProfessorLeVasseurwhathisvisionfortheprogramis.

TheSpeakerinterjected,indicatingthatheneedstoensurethereisaquorum,andheaskedSenatorstoshowhandsinordertoverifyhiscount.

BethMeyer-Bernstein,Senator-SSM,askedProfessorLeVasseuriftherewasdiscussionofhavingaseparateminorinSustainability,insteadofputtingittogetherwithEnvironmentalStudies.Sheagreedthatthenameasproposedmayproducealackofclarity.Aseparate,interdisciplinaryminorinSustainabilitywouldaddressthis.

SimonLewis,ProfessorofEnglish,expressedconcernaboutsanctionsleviedonProfessorRobertDillon(beingshiftedfromhislabandreassignedtoother,non-teachingduties)forhisallegedinsubordination.HepointedoutthatProfessorDillon'scase"escalatedveryrapidly,"tothepointofapossiblesuspensionthiscomingAugust.ProfessorLewisstatedthatatnopointbeforetheassignmentofotherdutieswasProfessorDillongivenahearing.Whileaninvestigativehearingisnowunderway,thishasonlycomeafterthereassignment.Norwasanombudspersoncalledin,nordoesthereappear,ProfessorLewissaid,tohavebeeneffortsmadeatmediation.ProfessorLewisreadintotherecordtheAAUP'sresponsetothecase:

“Ingeneral,theAAUPviews‘alternativeassignmentsinlieuofteaching’tobeasuspensionand,further,suspensionstobeamajorsanctionthatcanonlybeimposedafteranadjudicativehearingbeforeanelectedfacultybodyinwhichtheadministrationhastheburdenofprooftoestablishthatcauseforthesanctionexists.Assuch,thetreatmentofyourcolleagueappearstofallshortofAAUP-supportedproceduralstandards.”

ProfessorLewisconnectedProfessorDillon'scasewiththeSpeaker'sdiscussionearlyinthemeetingabouttheneedtolookintothegrievanceandhearingsystems,andheaddedthat,tohismind,theombudspersonsystemattheCollegeisbroken.Thehearingsystem,heasserted,isstackedagainstfacultyandisineffective.
