EUROCONTROL Specifications - Background
• EUROCONTROL Regulatory and Advisory Framework (ERAF)
• ERAF defines EUROCONTROL Specifications
• Detailed voluntary technical/operational specifications
• Useable as a means of compliance to regulatory material
• May be developed as stand-alone documents in support of EUROCONTROL States and Stakeholders
• Defined in context of the interoperability Regulation
• Designed to complement & harmonise with EU and ICAO

Why has EUROCONTROL developed those Specifications?
• Following specific requests by Stakeholders• Identified in the ADQ Final Report to Commission• ICB#21 supported five Community Specifications• EUROCONTROL right of initiative to launch developments• Delayed IR adoption (2 years) - CS Mandates not practicable
• Commission recognizes their role for a harmonised approach
• Commission supported these developments.

The Key Benefits
• Based on ICAO SARPs• Enables satisfaction of the provisions of 73/2010• Provides a consolidated basis• Avoids States having to ‘start from scratch’• Establishes a baseline through a consistent approach• Links DQR and DAL through the IAIP
