• The type of standards needed varies according to maturity of technology, nature of technology and industry sector
• Standards should be considered in emerging technology strategies, technology roadmapping and procurement

The international and European standards bodies
ISO(International Organization for Standardization)164 National Standards Body members globally
IEC(International Electrotechnical Commission)
80 members (National Committees)and 80 affiliates globally
ITU(International Telecommunications Union)Agency of the UN. Members are national
governments and industry (UK member)
CEN
(European Committee for Standardization)
CENELEC(European Committee for Electrotechnical
Standardization)
CEN & CENELEC have 34 member countries (EU ×28, EFTA ×3, FYROM, Turkey, Serbia).24 countries including the UK have common
members of both CEN and CENELEC.
ETSI (European Telecommunications Standards Institute)
Industry, government and NSB members

National, European and international standards
Int’l Standards (ISO, IEC)
Regional Standards (EN)
National Standards, e.g. British Standards (BS)
Sponsored standards – BSI PAS
Private and Consortia Standards
Corporate Technical Specifications
Professional Codes, Guidance, Best Practice
BSI as NSB manages BS, EN & ISO, IEC standards.
All EN and most international standards are “adopted” as British Standards
Private & professional standards, codes and guidance
PAS route to national and international standards
95% of national standards published in the UK, year on year, are international and European
Categories of standards
27/06/2019
Specificationsets out detailed requirements, to be satisfied by a product, material, process, service or system, and the procedures for checking conformity tothese requirements
Code of practice
gives recommendations for accepted good practice and which brings together the results of practical experience and acquired knowledge
Guidegives broad and general information about a subject, with background information where appropriate
Test methodsets out detailed procedure for performing an activity e.g. measuring a quantity, testing a product, determining a characteristic and sets out a way of determining and presenting the results
TerminologyProvides a set of terms and definitions to help harmonize the use of language in a particular subject or discipline.

A UK CAV Standards Strategy
Findings:• Barriers to CAV development where standards could help such as:
public acceptance, lack of common approaches, guidance• Some urgent priority areas for standardization• Uncertainty regarding data governance, ownership and sharing• Lack of standards and opportunities for UK lead role
Recommendations:• BSI should establish a CAV steering group to advise on priority areas• Ability to harness UK’s expertise and experience in CAV R&D projects,
trials and demonstrators in shaping future of standards• BSI to collaborate with industry and government to identify priority
areas for participation and cooperation on global standards.
CAV standards programme – aims

• Accelerate and support the development of CAVs in the UK
• Support the UK as a global Centre of Excellence
• Shape the development of international standards to drive exports and overseas investment

• Pre-standards work and scopes – prioritisation workshops, consensus-building, early-stage technical drafts, potential recommendation for CEN/ISO Standardization
• BSI PAS (Publicly Available Specification) – fast track standardization project. UK-led and joint international projects
• Standards roadmaps – further development to build upon existing strategy
• Research reports – domain research; requirements gathering; standards ‘watch’.

PAS 1880 Guidelines for developing and assessing control systems for automated vehicles
This PAS provides guidance on the development and assessment of control systems for use in automated vehicles (AVs). To support manufactures and developers of AVs including at component level.
PAS 1881 Assuring safety for automated vehicle trials and testing –specification
This PAS will set out minimum requirements for automated vehicle trials and testing to help organizations developing safety cases to demonstrate robust risk assessment, safety testing, training, monitoring through operational vehicle testing.
Testing and V&V
• Vehicle behaviour and failure modes specifications
• Real world, test-track and virtual design V&V
• Functional safety guidelines in L3+ vehicles
• Assessment and approval of CAV systems

CAV – UK Standards Strategy. Priority areasResearch by BSI and TSC identified priorities for standards to support CAV development. These included:
Testing (Verification and
Validation)
V2V/V2I/V2X
Communications
Data
CAV infrastructure
Security
Human Factors/HMI
CAV Design (Safety)
Communications – support applications of V2V/V2I/I2V
Road management – enable resilience and integrated CAV networks
Cyber security – whole CAV system –address potential attack surfaces
Data management – diagnostic and analytics requirements, privacy, localization
Verifying CAV technologies – security of the supply chain – guidelines

The regulatory framework for motor vehicles is a more complex system, compared with the regulation applicable to other sectors.
• Regulation is the law and must complied with.
• Standards are voluntary but support regulation.
• EU Regulations: this report provides an assessment on how the regulation applicable for automotive sector is supported by standards.
• UNECE WP.29
• Law Commission consultation:
• Both testing and monitoring of vehicles
• User in charge and safety assurance framework for ADS.
