Helga Zepp-LaRouche: The New Silk Road Becomesthe World Silk Road

The following speech was delivered by Helga Zepp-LaRouche, founder and chairwoman of the Schiller Institute,on July 29 at the "Think 20" Forum in Beijing. The Forum was organized by three Chinese think-tanks: the Instituteof World Economics and Politics (IWEP) at the Chinese Academy of Social Sciences (CASS), the ShanghaiInstitute for International Studies (SIIS), and the Chongyang Institute for Financial Studies at Renmin University ofChina (RDCY), with the participation of 500 think-tank experts, politicians, and representatives of internationalorganizations from 25 countries, with a view to formulating suggestions to the heads of state and government of theG20 member countries. Mrs. Zepp-LaRouche spoke on the first panel of the two-day conference dedicated to"Global Governance: System Improving and Capacity Building."

TRANSCRIPT:

Since the G20 represents the most powerfulcombination of industrial and emerging countries onthe planet, there is presently no other agency whichcan address the existential challenges facingcivilization and implement solutions to them in time.The populations of most countries have the veryreal experience of being engulfed in terrifying crises— a terrorist threat out of control internationally; themigration of millions of people attempting to escapewar, hunger and death; the resulting refugee crisisthat is shaking the foundations of the EU; the rise ofanti- establishment parties in many countries; theBrexit as a warning shot of the potentialdisintegration of the EU; the increasing gapbetween the wealthy and ever more layers of society who are losing their well-earned status as middle class or areliving in poverty; the experience of the impact of "unorthodox monetary measures" on life savings and expectationsfor the future; the limits of social acceptability of bailout and bail-in measures; and the growing fear that the worldhas entered a new cold war and a nuclear rearmament spiral. In short, a growing loss of confidence in theestablishment of at least the transatlantic sector.

The refusal of the upcoming G20 summit to acknowledge that situation; an effort to hide the failures of the dominantpolicies, in particular since 2008, behind public relations rhetoric; and failure to take the chance of the upcomingsummit to present real solutions to these crises, will not have effects in the realm of virtuality, but in terms of realhistory and the lives and happiness of billions of people.

There are immediate solutions at hand, but they require the willingness of leading institutions to revise the axioms ofcurrent policies and return to policies that have not only proven to be effective in previous situations, but alsorepresent a new paradigm, that can lay the basis for the next one hundred years of the human species and beyond.

In order to give hope for a better future for all of mankind, a hope which has been lost in many parts of the world, theG20 summit must come forward with a vision that offers a remedy, a pathway to overcome those crises mentioned,the establishment of a higher level of reason to realize the common aims of humanity.

1. The only "practical" expression of that vision—and that is not a contradiction in terms—is the perspective of theNew Silk Road put on the table and implemented for three years now by the Chinese government. As of now, over70 countries are participating in various aspects, and infrastructure and development projects of it. What Chinacalls "win-win" collaboration in such joint projects is not only the only efficient way to overcome geopoliticalconfrontation, the root cause of two World Wars in the 20th century and of the underlying danger of a third, globalwar today, which, given the existence of thermonuclear weapons, would be a war of annihilation. The "win-win"perspective is also coherent with the principles of the Peace of Westphalia, according to which any successful orderof peace must be based on the "interest of the other."

The New Silk Road concept must therefore be extended to all regions of the world as a concrete offer to overcome

underdevelopment, as a "World Silk Road." If the G20 member states were to issue such a promise, with thesolemn commitment to overcome hunger and poverty, and provide clean water for everyone within a few years,something which is technologically eminently feasible,— it would cause a revolution of hope and optimism in theworld.

2. In order to eliminate both the reasons for mass migration from South-west Asia and Africa and the environmentfor recruitment of terrorists, there must be a comprehensive industrial development perspective for both, which notonly rebuilds the war-torn regions, but also puts on the table an integrated plan of infrastructure, industry,agriculture and education, to transform those parts of the world into areas of high productivity of labor power andcapacities.

In general, the projects of the World Silk Road must be defined so as to have the optimal impact on the cognitivepowers of the populations of the respective countries, to facilitate the best possible increase in productivity of theworld economy. The focus therefore must not only be on innovation, but on qualitative breakthroughs in theunderstanding of qualitatively new physical principles of our universe.

Examples of this are crash programs for the development of thermonuclear fusion power, which will provide energyand raw material security for mankind, as well as the development of new water resources through the peaceful useof nuclear energy for the desalination of large quantities of ocean water, the ionization of moisture in theatmosphere, and other technologically innovative forms.

International cooperation in space research, travel and colonization defines the pathway for the next necessarybreakthroughs in science and technology. It also represents the future-oriented platform for a peace order for the21st century. And most importantly, it marks the transformation of the human species toward greater consciousnessof its own identity as the only creative species known in the universe so far.

3. An uncontrolled collapse of the financial system of the trans-Atlantic sector would threaten to throw many parts ofthe world into chaos with unpredictable consequences. The consequent"unorthodox monetary instruments," such as quantitative easing, negative interest rates and helicopter money havein large part produced the opposite of the intended effect.

The fact that the reintroduction of the FDR Glass-Steagall banking separation law has been adopted in the electionplatform of both the Democratic and Republican parties in the United States, and the fact that there is a growingdiscussion in several European countries on reducing the future risk of the financial system by introducing Glass-Steagall criteria in Europe as well, create a very favorable precondition for agreeing upon a global Glass-SteagallAct at the upcoming G20 summit.

President Putin and China Set the New Agenda11 August 2016

LPAC—Following the Aug. 9 St. Petersburg meeting between Russian President Vladimir Putin and TurkishPresident Recep Tayyip Erdogan, high level delegations from both countries are meeting today in a trilateral(foreign, defence and security ministers) working meeting to set a collaborative course for ending the Syrian war.Russia and Turkey plan to expand bilateral trade to $100 billion per year, a three-fold increase over previous peaks.The North-South Corridor project will now engage Russia, Azerbaijan, Turkey and Iran, and will fold into China’sOne Belt, One Road project.

The Russia-Turkey partnership will bring greater stability to the entire Caspian Sea, Balkan, Caucasus region,extending the zone of Eurasian security and prosperity further west.

Lyndon LaRouche emphasized on Wednesday that these developments must not be seen as discrete actions. Theyare part of a new global dynamic, being led by Russia’s Putin and by the Chinese. In the coming weeks, Putin willbe hosting the Vladivostok Eastern Economic Forum, which will now be attended by both Japanese Prime MinisterAbe and by South Korean President Park. Following the G-20 summit, hosted by China, India will be hosting theannual BRICS leaders summit, which takes place in early October. China’s Foreign Minister Wang Yi is in India thisweek, to further advance those crucial bilateral relations, and Indian Prime Minister Modi spoke by videoconference with Russian President Putin on Wednesday, commemorating the opening of the first of five Russian-

built nuclear power plants under construction in India, and arranging a bilateral meeting on the sidelines of the G-20.

LaRouche cited Putin’s leadership as defining a new direction for global progress.

“This is a global process being steered by Putin and China. They have effectively taken charge of a new direction inpolicy, replacing rivalry with collaboration.”

LaRouche noted that this process was fully under way in the middle of 2015, when Putin attended the Chinesecelebrations of the 70th anniversary of the end of the Second World War in Asia. It is now blossoming and leavingbehind the pathetic old geopolitical games of Barack Obama, the British and NATO.

The developments in St. Petersburg this week will have a powerful impact in Germany, which is facing economicdoom unless the policies of Merkel and Schaeuble are immediately abandoned. Look for dramatic shifts inGermany, which are now urgent. A number of recent studies, published since the fraudulent so-called ECB/EU bank“stress tests” have concluded that Deutsche Bank is doomed, is already a “dead bank walking,” and only the kindof reorganization that has been promoted by Lyndon and Helga LaRouche, for weeks, now can save the Germaneconomy from ruin. LaRouche has warned repeatedly that the collapse of Deutsche Bank and the destruction of theGerman economy must be avoided at all costs, because such a collapse will greatly increase the danger of worldwar.11 August 2016

The push for Glass Steagall in both party platforms, and the fact that a number ofCongressional progressive Democrats and the AFL-CIO have denounced the coup d’etat against Dilma Rouseff inBrazil, in an open letter to John Kerry, are indications that the United States is also ripe for a revolution in policy.

The Schiller Institute has now produced the proceedings of the historic June 2016 Berlin conference, which spelledout the imminent danger of world war but provided the pathway to a new future of peace and prosperity. That report,which defines the policy guidelines for the next American presidency and for a new governing coalition in Germany,is already circulating and is a blueprint for the kind of new policy paradigm that Putin and the Chinese are driving.

China Escalates Mobilization For Belt and Road Initiative;Xi States: ’Progress Has Been Greater Then Expected’19 August 2016

EIRNS — A series of conferences in Asia this week indicates an escalation by the Chinese Government on the SilkRoad Economic Belt and the 21st Century Maritime Silk Road, on the eve of the Hangzhou G20 Summit at thebeginning of September. A major symposium was held in Beijing on August 17, attended by President Xi Jinping,Vice Premier Zhang Gaoli, National Development and Reform Commission head Xu Shaoshi, Foreign MinisterWang Yi, the Communist Party chiefs of Fujian, Xinjiang, Guangdong and Shaanxi Provinces, and experts fromthinktanks.

In his speech at the symposium, Xi noted that more than 100 countries and international organizations haveparticipated in the Belt and Road Initiative. China has signed agreements with more than 30 countries along theroutes to jointly build the Belt and Road, and more than 20 countries have teamed up with China in industrialcooperation.

"The progress and results of the Belt and Road Initiative have been greater than expected," Xi said.

"The establishment of the Belt and Road represents a turning point aimed at developing transnationalinterconnection, improving trade and investment cooperation, and advancing cooperation in international capacityand equipment manufacturing in order to rebalance and stabilize the world economy. And against the backdrop ofa sluggish global economy, the initiative will help stabilize the world economy through industrial capacitycooperation between China and countries along the routes, to advance their industrialization and modernization,as well as improve their infrastructure," Xi said.

Xi also addressed the financial implications of the New Silk Road, saying that he wanted to "promote new thinkingin finance" and "set up a long-term, stable, sustainable, and crisis-free financial system working on behalf of theBelt and Road."

Cornell University Professor Liu Peng commented,

"Developing the Belt and Road requires a major source of long-term infrastructural investment, which reaps areturn only at a gradual pace. Therefore we have to develop new ideas regarding finance, and broaden the streamof Belt and Road funding, leveraging more funding to the Belt and Road."

Hong Pingfan, the director of the Development Policy and Analysis Division in the UN Department of Economic andSocial Affairs, told Xinhua,

"Now, even eight years after the outbreak of the global economic and financial crisis, the world economy has stillnot been able to reduce the growth problems, but China’s Belt and Road Initiative is conducive to efforts to revivethe global economy."

"The Belt and Road runs through the continents of Asia, Europe and Africa," Hong said, "

connecting the vibrant East Asia economic circle at one end and developed European economic circle at theother, and encompassing countries with huge potential for economic development. There are some 60 countriesalong the Belt and Road, accounting for 60% of the world population, 30% of the world gross product, 40% ofworld trade, and more than 50% of the population which are under the extreme poverty line. This represents a bigchallenge, but also a huge potential for development. The Chinese initiative can not only increase trade andinvestment in the countries along the Belt and Road, which is conducive to economic growth in these nations, butalso help these countries expand their trade with other countries far away from the Belt and Road."

In addition to this major Beijing symposium, Li Zhaoxing, the former Chinese Foreign Minister, addressed a SilkRoad conference in Singapore, and People’s Daily held a major conference on the topic with representatives of theinternational media. Xinhua has also begun a caravan of 10 buses of journalists who will take a 12-nation tourthrough the Belt and Road countries, covering Central Asia, the Middle East, and Europe.

Russia, China, and India Could Shapethe Eurasian landmass

EIRNS—An article by Alexander Korolev, a Junior Research Fellow at the Center for Comprehensive European andInternational Studies (CCEIS) at the Higher School of Economics, Moscow, had a special op-ed in Russia Direct,reprinted in Russia Beyond The Headlines, today. It said the recent efforts by Russia to make inroads into theASEAN open up the possibility of Russia, China, and India coming together to shape the future of greater Eurasia.Korolev’s op-ed concludes,

"It is vital to note that Russia has every intention to become a true Asia-Pacific nation, it seeks to reevaluate pastapproaches and its current resources. ... How integrated Russia will be into the Asia-Pacific economic region willdepend on how productive Russia’s dialogue is with the main decision-makers."

The "main decision-makers" are ostensibly China and India.

Korolev wrote that Russia’s lack of economic presence in greater Eurasia stems not only from

"the presence of U.S. influence in the region, relatively weak level of infrastructural development in Russia’s easternterritories, and Russia’s limited export potential to the countries in the region," but also from the Euro-centric outlookof Russian elites.

"The elites did not wish to see that the socio-economic rise of Asia made land beyond the Urals much more relevantin world politics."

However, he suggested that the situation is ripe for Russian participation:

"Following the 2015 announcement of cooperation in integrating the two projects of the Eurasian Economic Union(EAEU) and the Silk Road Economic Belt, Russia’s political elite was able to strengthen relations with partners inSoutheast Asia. The May 2016 Russia-ASEAN summit, which was held in Sochi, marked the emergence of astrategic partnership between sides that resulted in the cooperation agreement between the Eurasian EconomicUnion, the Shanghai Cooperation Organization (SCO) and ASEAN. ... The promotion of these flagship initiatives isa symbol of Russia’s turn to the East. It sets the stage for a greater Eurasia with new economic and geo-strategicgoals, in which Russia, along with China, India and Iran must play a leading role. This format is universal andserves the interests of all major parties,"

Korolev wrote.

CRC—With this announcement, Canada is now set to become the first North American member of the multilateralbank.

That decision was announced on the second day of Prime Minister Justin Trudeau’s week-long first official visit toChina.

On day one, Prime Minister Trudeau at an event hosted by the China Entrepreneur Club is quoted by Xinhua Newsas saying: “My government believes very much in the importance of investing in infrastructure; that is one of thereasons why we are looking very favorably at the possibility of joining the AIIB.”

In the dialogue session of that same event, PM Trudeau said: “Any economic strategy that ignores China or treatthat valuable relationship as anything less than critical and important is not just short-sighted, it is irresponsible.”

“We know that a stronger and deeper relationship with China is essential if we are to achieve our own objectives tocreate Canadian jobs, to strengthen the middle class, and grow the Canadian economy.”

China’s Global Times of September 1st reports that during President Xi Jinping’s meeting with PM Trudeau onWednesday, he called for ‘more high-level visits between China and Canada and said that both sides shouldenhance dialogue and cooperation in various fields with existing bilateral mechanisms.

Premier Li Keqiang on Wednesday also said that China and Canada have agreed to launch a feasibility study on aChina-Canada free-trade area as early as possible. He admitted to historical differences between the two countries,but maintained that mutual interests outweigh the differences, Xinhua reported.

LPAC— On Sunday, Sept. 4, Chinese President Xi Jinping kicked off the G-20 heads of state summit in Hangzhou,China. The opening ceremony included a stirring performance of the Ode to Joy, which set the inspiring tone for theentire summit. President Xi, in his opening remarks, reiterated his call from the previous day at the B-20 businessleaders forum, that the entire global financial system must be overhauled to reverse the current global crisis, andthat the G-20 must take the lead in bringing about the needed changes, driven by innovation and cooperationamong nations.

President Xi’s B-20 speech on Saturday was a strong echo of the policies developed over decades by Lyndon andHelga LaRouche, including her most recent call for the G-20 meeting to move to fully realize the World Landbridge.

The significance of the performance of the Ode to Joy, poem by Friedrich Schiller and music by Ludwig vonBeethoven, was a further indication of Xi’s commitment to the principles of scientific and technological progress and“win win” cooperation among all of the nations of the world.

Chinese President Xi Jinping delivers a keynote speech on the opening ceremony of the Business 20 (B20) summit.

The G-20 meeting was preceded by an informal meeting of the heads of state of the BRICS nations, where furtherpreparations were made for the Oct. 15-16 BRICS summit, hosted by Indian Prime Minister Modi in Goa. TheBRICS and G-20 events began immediately after the conclusion of the East Economic Forum in Vladivostok,Russia, hosted by President Vladimir Putin, where the same agenda of Eurasian development and a spirit ofcooperation among leading nations of the world was promoted. The two guests of honor at the Vladivostok forumwere Japan’s Prime Minister Abe and South Korea’s President Park, thus broadening the alliance for cooperation.

In stark contrast, US President Barack Obama used the occasion of his bilateral meeting with President Xi to pressall of the areas of conflict dividing the United States and China, including the illegal ruling by the Permanent Court ofArbitration on the South China Sea, the allegations that China is dumping steel on the world market, and otherfrictions. Obama showed up in Hangzhou to attempt to revive the dead—his Trans-Pacific Partnership swindle—aswell as to provoke conflict. Obama could not even resist the opportunity to throw cold water on the efforts by his ownSecretary of State, John Kerry, to finalize a deal with Russia for joint military operations against the Islamic Stateand Al Qaeda.

The G-20 summit will continue through Monday, followed by another Asian economic summit in Laos, Sept. 6-9,followed by a meeting of the 10+1—the ten ASEAN nations with China.

China Intention Succeeds at the G206 September 2016

LPAC—The Chinese intention for the September 4-5 G20 was spelled out in detail over the past months — to unitethe world behind fundamental principles, acknowledging the mounting dysfunction of the existing global economicand financial structure and institutions, and create a new paradigm based on innovation, with a new financialarchitecture capable of directing credit into growth and development in every part of the world.

This intention has been achieved, despite wild lies and misrepresentations in the West, and especially by ahumiliated and isolated Barack Obama.

The institutions representing nearly the entire world outside of Europe and the U.S., have united behind this vision,a vision both coherent with, and indeed nearly identical with that presented by Lyndon and Helga LaRouche overthe past half century. Both the BRICS—representing directly and indirectly most of the nations of Asia, Africa andIbero-America—and the G77, now representing 134 developing nations, released official statements fully endorsingand identifying themselves with this emerging revolution in world history.

Combined with the similarly historic Eastern Economic Forum in Vladivostok on September 2-3, and the ASEANSummit and East Asian Summit to be held in Laos over the next three days, these events characterize a newmomentum in the history of mankind towards ending geopolitics — i.e., British imperial divisions of the world intowarring nations, religions, races, and ethnicities — and creating a new system based on the common aims ofmankind.

In his press conference at the conclusion of the G20 on Monday, President Xi Jinping said:

"We can no longer rely on fiscal and monetary policy alone" to deal with the crisis. "We envision an all-dimensional, multi-tiered and wide-ranging approach to innovation which is driven by innovation in science andtechnology, but goes beyond it to cover development philosophy, institutional mechanisms and business models,so that the benefits of innovation will be shared by all," Xi said.

The war-mongering Obama blathered about human rights, climate change, and the comatose TPP free tradeagreement, even as the western world descends into permanent war, economic disintegration, and socialdegeneration. But the rest of the world was uplifted by the G20 vision of mankind’s creativity as a basis for creatinga world of progress for all — including the U.S. and Europe, were they to end their failed imperial mindset.

Xi said that the G20 now sees itself as an instrument that can provide a "new path of economic development" for theworld, based on a push for scientific and technological innovation.

The leaders of the BRICS nations, who will hold their annual Summit in India in October, met in preparation on thesidelines of the G20. Their communique stated:

"Cognizant of global growth challenges..., the Leaders underlined the importance of establishment of a just andequitable international order based on international law. The Leaders congratulated and supported Chinese G20Presidency for 2016 and expressed full confidence in the successful outcomes of the Hangzhou Summit. Theyappreciated the emphasis by the Chinese Presidency on the development agenda. They encouraged G20members to strengthen macroeconomic cooperation, promote innovation, robust and sustainable trade andinvestment growth. They stressed the importance to foster an innovative, invigorated, interconnected and inclusiveworld economy to usher in a new era of global growth and sustainable development. They expressed expectationthat with the Hangzhou Summit, the G20 will embark on a new journey for a strong, sustainable, balanced andinclusive economic growth."

Similarly, the G77, headed this year by Thailand’s Prime Minister Prayut Chan-ocha, was invited to the G20, wherehe said that the proper agenda for the developing nations was precisely that put forth by Xi Jinping at the G20 —innovation, development, and inclusiveness. He added that

"Thailand is ready to serve as a bridge linking the Group of 20’s major industrialized economies and thedeveloping economies in the Group of 77."

The agenda for the new paradigm is now in place. The dying British Empire and its satraps will do everything intheir dwindling power to crush it. Now, however, the citizens of the western nations have in sight the model and thestructure with which to restore their nations’ historic roles in nation building, and to create at last a truly globalRenaissance. That is our task.

EIRNS—In a statement issued Sept. 16, Schiller Institute founder Helga Zepp-LaRouche appealed to theupcoming United Nations General Assembly to act now to implement "A New Paradigm for the Common Aims ofMankind!" Her full statement appears below:

It is crucial that the General Assembly of the United Nations now convening in New York, build on the progress thatthe G20 Summit has achieved under China’s leadership. The course has been set toward a new financialarchitecture, and the opportunity is greater than ever that all nations can participate in the building of the New SilkRoad on the basis of win-win cooperation, and that the productivity of the world economy will rise on the basis ofinnovation, while poverty and the consequences of war are overcome. The main problem, however, is that the Westcontinues to cling to the status quo of a unipolar world and the neo-liberal financial system, although both of thoseobjectives have long been unachievable. The rise of Asia signifies that one nation cannot set the rules, but thatsolutions must be found through dialogue and negotiation. The neo-liberal system is in the throes of an existentialcrisis.

The first twin of globalization—the policy of regime-change and alleged humanitarian interventions—has cost thelives of millions of people, brought untold suffering to millions more, destroyed entire regions, created the breedinggrounds for the spread of terrorism, and set off huge waves of refugees. The wars against Iraq and Afghanistanalone, according to the study of Professor Neta Crawford of Brown University, have cost five trillion dollars, and forwhat result?

The second twin of globalization—the system of maximum profit for the TBTF banks which are supposedly too bigto be allowed to fail,—has led to an unbearable gap between rich and poor. And if certain banks have to pay the fullsum of their fines for criminal methods, they must declare bankruptcy because their capital base is insufficient.Hence, a new meltdown threatens, with even more catastrophic consequences than the collapse of LehmanBrothers in 2008, now that central bank instruments are exhausted and no longer effective.

In that context, two reports released in Great Britain offer an extraordinary opportunity to re-assess and correct thecurrent policy. After the Chilcot Report, which laid the blame on Tony Blair for the illegal Iraq war which was built onlies, a commission of the British Parliament has levelled no less scathing charges against former Prime MinisterDavid Cameron for the war in Libya. That war was carried out on erroneous assumptions, and led to political andeconomic collapse, inter-militia and inter-tribal warfare, humanitarian and migrant crises, widespread human rightsviolations, the spread of Qaddafi regime weapons across the region, and the growth of ISIL in North Africa.

On the role of the United States, the report states that the United States was instrumental in extending the terms ofResolution 1973 beyond the imposition of a no-fly zone to include the authorization of all necessary measures toprotect civilians. In practice, this led to the imposition of a ‘no-drive zone’ and the assumed authority to attack theentire Libyan Government command and communications network.

That same overall review of the current policy should, of course, include the implications of the 28 pages of theofficial Joint Congressional Inquiry Report, which deal with the circumstances of the attacks of September 11, 2001,as well as the JASTA bill, both of which necessitate a completely new investigation.

In light of the horrendous suffering this failed policy has caused—the millions of dead and injured, the traumatizedchildren and soldiers (including in the nations waging war), the destruction of cities, villages, infrastructure andirreplaceable cultural wealth—it is not only appropriate, but a moral obligation for the countries that took part inthese wars in the different “coalitions of the willing,” to examine the political process in their parliaments, and to fullyparticipate in the reconstruction of the regions that have been devastated. This will not bring the dead back to life,but the admission of guilt and a genuine change of policy towards development would give the people living theretoday hope for a future.

The status quo cannot be maintained. As a result of both twins of globalization, there has been an enormous loss oftrust among the population in the trans-Atlantic world. Right-wing populist and right-extremist parties are massivelygaining strength. The conditions of the 1930s threaten to reappear in a new form; the European Union is crumbling;and the refugee crisis will not be solved by securing the external EU borders, but only relocated and removed from

the news. The U.S. economy is collapsing, while the society is more than ever torn and overtaken by violence.Either this process will lead to an escalation of the confrontation with Russia and China and the extermination ofmankind in a great war, or the leading politicians in the West will have the moral integrity to correct the errors of thepast.

The Solution

To come back to the positive proposition in the beginning of this appeal, the course has been set toward a way outof this crisis of civilization since the G20 summit. Not only has China presented a new level of cooperation basednot on geopolitics, but rather on a policy in the mutual interest of all, it has also pledged to industrialize Africa andother low-income countries, an approach that could both solve the refugee crisis and eliminate the terroristenvironment. Clearly, the extension of the New Silk Road to the Middle East and Africa both requires and will bringabout growth rates of 7 to 10% a year.

And just as promptly, the Club of Rome stepped in with a new report under the cynical title in the Germantranslation of “One Percent Is Enough.” Following its recommendations would result in population reduction, afascist policy for which the Club of Rome is infamous. The UN recently stressed that Africa needs a growth rate ofat least 7-8%. When one of the authors of the Club of Rome report, the Norwegian Jorgen Randers, comes out withthe absurd statement, “My daughter is the most dangerous animal in the world, because she consumes 30 timesmore energy than a girl in a developing country,” it serves to show on what image of man the Club of Rome basesits argument, i.e. man as a beast.

But man, in contrast to all other creatures, is able to use his creative potential to continually discover new insightsinto the laws of the universe; this is called scientific progress. The unlimited process of perfecting the human mindhas a correspondence in the laws of the physical universe, which develops to ever higher energy-flux densities. Weare not in a closed system on the Earth, as the Club of Rome and similar organizations claim; rather, our planet is anintegral part of the Solar System, the Galaxy, and the Universe, about which space research is discovering moreand more. This research yields many advantages for Earth itself, and it is therefore fantastic that China announcedat the G20 summit that it would share with developing countries the most advanced research results of their spaceand lunar exploration projects.

Mankind has arrived at a crossroads. If we continue to walk the well-trodden paths with a policy of more of thesame, the world threatens to come apart. If, on the contrary, we can agree on the common aims of mankind—aneconomic and financial order that serves the well-being of all mankind, and makes possible a decent life for everyperson on this Earth through the securing of raw materials and energy through higher technologies such asthermonuclear fusion, the exploration of space to safeguard our planet, and a renaissance of Classical cultures,—then we will be able to usher in a new, better era in the history of our species.

The General Assembly of the United Nations is the fitting place for the new paradigm of our one mankind, based onthat which comes before all the differences among nations, to be established and celebrated.

China Engages UN Institutions in the Belt and Road,while Obama Tries to Provoke a War with Russia

LPAC—China yesterday signed its first agreement with an international institution, the UN Development Program(UNDP), to cooperate in promoting and implementing the Belt and Road Initiative (BRI), on the sidelines of the UNGeneral Assembly. Helen Clark, the Administrator of the UNDP, said: "The Belt and Road Initiative represents apowerful platform for economic growth and regional co-operation, involving more than 4 billion people, many ofwhom live in developing countries. It can serve as an important catalyst and accelerator for the sustainabledevelopment goals." Clearly, China’s concept of "sustainable development" is winning the day at the UN.

But it has not won the United States, as evidenced yesterday in a raving display of psychosis by President Obamain his UNGA speech. While the audience sat quitely, without applause, Obama ignored the new paradigm that hascome into being under China’s direction over the past weeks, and instead claimed that his leadership, and his warsof aggression (described as "protecting the vulnerable"), and his sponsorship of color revolutions (described asdefending human rights and democracy, as in Ukraine and the Mideast), had created a world "less violent and moreprosperous than ever before." Twice he attacked Russia, describing it as an imperial power "attempting to recoverlost glory through force." It is surprising that the assembled world leaders did not act to have him removed, either tojail or an insane asylum.

Obama’s Chairman of the Joint Chiefs of Staff, Gen. Joe Dunford, meanwhile, has come very close to admitting thatthe US bombed the Syrian Army intentionally last Saturday - and that they may do it again. "Maybe before we startgoing on a path of ’what went wrong,’ let’s do an investigation and actually ensure that something did go wrong," hetold reporters traveling with him. "It may be that ... when you do the investigation, the facts would tell you that wewould have done what we did again."

The second attrocity in Syria this week — the destruction of a UN/Red Crescent aid convoy — was immediatelyblamed on Russia by State Department officials, whose spokesman said the US would "reasses future prospects forcooperation with Russia." This is the intent of the war party in the White House and the Pentagon — to prevent anyUS-Russia cooperation.

But the evidence on the aid convoy attack is quite different. The Russian Ministry of Defense declared that therehad been no Russian or Syrian air deployments in the area, but that al Nusra had launched an offensive aimed inthat direction. In fact, the trucks were destroyed by a fire sparked by artillary shelling, not by bombs, the video of thescene shows.

Will Obama succeed in launching a war with Russia, and by extension with China? It can be stopped. Yesterday, arally and a press conference by the families of 9/11 victims rallied at the White House to demand Obama not carryout his intention to veto the JASTA bill, which will allow the victims to sue the Saudis for their role in the 9/11 attackon America. And, the Senate leaders confirmed that they have the votes and the will to override Obama’s promisedveto.

In the aftermath of the British Chilcot Commission report, indicting George Bush and Tony Blair for their war ofaggression in Iraq that launched the current Hell on Earth, and the Parliamentary report that indicted Cameron andObama for the war of aggression on Libya, which extended that Hell and created the refugee disaster now tearingEurope apart, why have the US people and their representatives not moved to impeach and imprison the mass killerin the White House? If the Congress shows the same courage they did in unanimously passing the JASTA bill toalso hold hearings into Obama’s complicity with the Saudis and the British in supporting terrorists, and would passGlass Steagall (over Obama’s certain veto), then the global dark age now facing mankind can be replaced with thenew paradigm of peace through development which is now spreading out from China and Russia.

Helga Zepp-LaRouche: Faced with Global Financial Crashand the War Danger, Europe Needs Lyndon LaRouche’s

EIRNS—The perfect storm is brewing, warns chairwoman of the Civil Rights Solidarity Movement party (BüSo)Helga Zepp-LaRouche in an Oct. 8 article for the German weekly Neue Solidarität under the headline "Is It OneMinute After Midnight?" She warns, "The sword of Damocles of an imminent collapse of the trans-Atlantic financialsystem is hanging over the world, while the closely related strategic confrontation between the U.S. and Russiacould shift at any moment from the now-ongoing Cold War into a direct military confrontation. There is a way out,but it requires dumping geopolitics immediately, and thinking in terms of a completely new paradigm."

Zepp-LaRouche then reviews the escalation of the conflict between Washington and Moscow over Syria, as well asthe impossible attempts of the United States and Europe, together with the IMF, to somehow save the currentfinancial system, while in private everyone knows that it is hopelessly bankrupt, with the situation of Deutsche Bankbeing only the elephant in the room.

To avoid the threatening meltdown of that system, "which would lead to chaos worldwide and bring the war dangerto a boiling point," there is only one workable solution, Zepp-LaRouche continues, and that is the "immediateinternationally coordinated implementation of the Four Laws which Lyndon LaRouche proposed" back in June2014. The first is the re-establishment of Glass-Steagall banking separation, as enacted by Franklin Roosevelt in1933, which would mean "the cancellation of the vast majority of unpayable debts and outstanding derivativescontracts."

Second, every country should introduce national banking in the tradition of Alexander Hamilton, to replace thecurrent policy of credit creation by independent central banks to the benefit of gamblers. Third comes the creation ofan international credit system dedicated to "raising the productivity of the real economy and the living standard ofthe populations of all nations, which can be done by promoting scientific and technological progress and a real risein the energy-flux density of the production process."

And fourth, we need a science driver for the economy, to be achieved "through a crash program for harnessing andusing fusion energy technology as well as international cooperation on space research."

Not surprisingly, Zepp-LaRouche notes, the impulse for reorganizing the financial system in this way "is not comingfrom the United States or Europe," but the closest approximation to LaRouche’s proposals "was presented by Chinaat the recent G20 summit in Hangzhou," in the form of "a new global financial architecture and the reform of theworld economy on the basis of innovation and growth." It is to be expected, according to Zepp-LaRouche, that theseproposals will translate into new initiatives at the BRICS annual summit in Goa, India, on Oct.15-16, and that theimportance of the banking facilities created by China and the BRICS (AIIB, New Development Bank, Silk Road andMaritime Silk Road Fund, Contingency Reserve Arrangement) will increase.

Just as the LaRouche PAC in the United States is fully mobilized to get Congress to pass Glass-Steagall now,before the election, building on the momentum that led to the overriding of President Obama’s veto of JASTA, alsoin Europe, Zepp-LaRouche concludes, "we must force the Parliaments through a broad-based mobilization of thepopulation, to end the casino economy with the adoption of banking separation such as Glass-Steagall," and "toreshape economic policy according to LaRouche’s Four Laws, and rebuild—together with China, Russia, andhopefully an America reorganized under Glass-Steagall—the countries that have been destroyed by senseless,barbaric wars."

The Four New Laws to Save the U.S.A. Now!

NOT AN OPTION: AN IMMEDIATE NECESSITYBy Lyndon LaRouche

The following statement is for immediate action by all associates in all regions of the National Caucus of LabourCommittees and its associated practice. The priority is assigned to all means and measures of public action,nationally and internationally, without reservation. That priority is existential for the policies of our republic, and forthe general information of, and by all relevant circles world-wide, beginning this date of June 8, 2014.

1. THE FACT OF THE MATTERThe economy of the United States of America, and also that of the trans-Atlantic political-economic regions of theplanet: are, now, under the immediate, mortal danger of a general, physical-economic, chain-reaction breakdown-crisis of that region of this planet as a whole. The name for that direct breakdown-crisis throughout those indicatedregions of the planet, is the presently ongoing introduction of a general “Bail-in” action under the several, or moregovernments of that region: the effect on those regions, will be comparable to the physical-economic collapse of thepost-“World War I” general collapse of the economy of the German Weimar Republic: but, this time, hitting, first, theentirety of the nation-state economies of the trans-Atlantic region, rather than some defeated economies withinEurope. A chain-reaction collapse, to this effect, is already accelerating with an effect on the money-systems of thenations of that region. The present acceleration of a “Bail-in” policy throughout the trans-Atlantic region, asunderway now, means mass-death suddenly hitting the populations of all nations within that trans-Atlantic region:whether directly, or by “overflow.”

The effects of this already prepared action by the monetarist interests of that so-designated region, will, unlessstopped virtually now, will produce, in effect, an accelerating rate of genocide throughout that indicated portion ofthe planet immediately, but, also, with catastrophic “side effects” of comparable significance in the Eurasianregions.

The Available Remedies

The only location for the immediately necessary action which could prevent such an immediate genocide throughoutthe trans-Atlantic sector of the planet, requires the U.S. Government’s now immediate decision to institute fourspecific, cardinal measures: measures which must be fully consistent with the specific intent of theoriginal U.S. Federal Constitution , as had been specified by U.S. Treasury Secretary Alexander Hamilton whilehe remained in office: (1) immediate re-enactment of the Glass-Steagall law instituted by U.S. President Franklin D.Roosevelt, without modification, as to principle of action. (2) A return to a system of top-down, and thoroughlydefined as National Banking.

The actually tested, successful model to be authorized is that which had been instituted, under the direction of thepolicies of national banking which had been actually, successfully installed under President Abraham Lincoln’ssuperseding authority of a currency created by the Presidency of the United States (e.g. “Greenbacks”), asconducted as a national banking-and-credit-system placed under the supervision of the Office of the TreasurySecretary of the United States.

For the present circumstances, all other banking and currency policies, are to be superseded, or, simply,discontinued: as follows. Banks qualifying for operations under this provision, shall be assessed for their provencompetence to operate as under the national authority for creating and composing the elements of this essentialpractice, which had been assigned, as by tradition, to the original office of Secretary of the U.S. Treasury underAlexander Hamilton. This means that the individual states of the United States are under national standards ofpractice, and, not any among the separate states of our nation.

(3) The purpose of the use of a Federal Credit-system, is to generate high-productivity trends in improvements ofemployment, with the accompanying intention, to increase the physical-economic productivity, and the standard ofliving of the persons and households of the United States. The creation of credit for the now urgently neededincrease of the relative quality and quantity of productive employment, must be assured, this time, once more, aswas done successfully under President Franklin D. Roosevelt, or by like standards of Federal practice used to

create a general economic recovery of the nation, per capita, and for rate of net effects in productivity, and byreliance on the essential human principle, which distinguishes the human personality from the systemiccharacteristics of the lower forms of life: the net rate of increase of the energy-flux density of effective practice. Thismeans intrinsically, a thoroughly scientific, rather than a merely mathematical one, and by the related increase ofthe effective energy-flux density per capita, and for the human population when considered as each and all as awhole. The ceaseless increase of the physical-productivity of employment, accompanied by its benefits for thegeneral welfare, are a principle of Federal law which must be a paramount standard of achievement of the nationand the individual. (4) “Adopt a Fusion-Driver ‘Crash Program.’” The essential distinction of man from all lower forms of life, hence, inpractice, is that it presents the means for the perfection of the specifically affirmative aims and needs of humanindividual and social life. Therefore: the subject of man in the process of creation, as an affirmative identification ofan affirmative statement of an absolute state of nature, is a permitted form of expression. Principles of nature areeither only affirmation, or they could not be affirmatively stated among civilized human minds.

Given the circumstances of the United States, in particular, since the assassinations of President John F. Kennedy,and his brother, Robert, the rapid increase required for even any recovery of the U.S. economy, since that time,requires nothing less than measures taken and executed by President Franklin D. Roosevelt during his actual termin office. The victims of the evil brought upon the United States and its population since the strange death ofPresident Harding, under Presidents Calvin Coolidge and Herbert Hoover (like the terrible effects of the Bush-Cheney and Barack Obama administrations, presently) require remedies comparable to those of President FranklinRoosevelt while he were in office.

This means emergency relief measures, including sensible temporary recovery measures, required to stem the tideof death left by the Coolidge-Hoover regimes: measures required to preserve the dignity of what were otherwisethe unemployed, while building up the most powerful economic and warfare capabilities assembled under thePresident Franklin Roosevelt Presidency for as long as he remained alive in office. This meant the mustering of thepower of nuclear power, then, and means thermonuclear fusion now. Without that intent and its accomplishment,the population of the United States in particular, faces, now, immediately, the most monstrous disaster in its historyto date. In principle, without a Presidency suited to remove and dump the worst effects felt presently, those createdpresently by the Bush-Cheney and Obama Presidencies, the United States were soon finished, beginning with themass-death of the U.S. population under the Obama Administration’s recent and now accelerated policies ofpractice.

There are certain policies which are most notably required, on that account, now, as follows:

Vernadsky on Man & Creation

V.I. Vernadsky’s systemic principle of human nature, is a universal principle, which is uniquely specific to thecrucial factor of the existence of the human species. For example: “time” and “space” do not actually exist as a setof metrical principles of the Solar system; their only admissible employment is for purposes of communication isessentially nominal presumption. Since competent science for today can be expressed only in terms of the uniquecharacteristic of the human species’ role within the known aspects of the universe, the human principle is the onlytrue principle known to us for practice: the notions of space and time are merely useful imageries:

Or, similarly, later, the modern physical-scientific standard implicit in the argument of Bernhard Riemann, the actualminimum (echoing the principle of Brunelleschi), of Max Planck, the actual maximum of the present maximum, thatof Albert Einstein; and, the relatively latest, consequent implications of the definition of human life by VladimirIvanovich Vernadsky. These values are, each relative absolutes of measurement of man’s role within theknowledge of the universe.

This set of facts pertains to the inherent fraud of the merely mathematicians and the modernist “musical

performers” since the standard of the relevant paragon for music, Johannes Brahms (prior to the degenerates, suchas the merely mathematicians, such as David Hilbert and the true model for every modern Satan, such as BertrandRussell, or Tony Blair).

The knowable measure, in principle, of the difference between man and all among the lower forms of life, is foundin what has been usefully regarded as the naturally upward evolution of the human species, in contrast to all otherknown categories of living species. The standard of measurement of these compared relationships, is that mankindis enabled to evolve upward, and that categorically, by those voluntarily noëtic powers of the human individual will.

Except when mankind appears in a morally and physically degenerate state of behavior, such as within thecultures of the tyrants Zeus, the Roman Empire, and the British empire, presently: all actually sane cultures ofmankind, have appeared, this far, in a certain fact of evolutionary progress from the quality of an inferior, to asuperior species. This, when considered in terms of efficient effects, corresponds, within the domain of a livinghuman practice of chemistry, to a form of systemic advances, even now leaps, in the chemical energy-flux densityof society’s increase of the effective energy-flux-density of scientific and comparable expressions of leaps inprogress of the species itself: in short, a universal physical principle of human progress.

The healthy human culture, such as that of Christianity, if they warrant this affirmation of such a devotion, forexample, represents a society which is increasing the powers of its productive abilities for progress, to an everhigher level of per-capita existence. The contrary cases, “the so-called zero-growth” scourges, such as the currentBritish empire are, systemically, a true model consistent with the tyrannies of a Zeus, or, a Roman Empire, or aBritish (better said) “brutish” empire, such as the types, for us in the United States, of the Bush-Cheney andObama administrations, whose characteristic has been, concordant with that of such frankly Satanic models asthat of Rome and the British empire presently, a shrinking human population of the planet, a population beingdegraded presently in respect to its intellectual and physical productivity, as under those U.S. Presidencies, mostrecently.

Chemistry: The Yardstick of History

We call it “chemistry.” Mankind’s progress, as measured rather simply as a species, is expressed typically in therising power of the principle of human life, over the abilities of animal life generally, and relatively absolutesuperiority over the powers of non-living processes to achieve within mankind’s wilful intervention to that intendedeffect. Progress exists so only under a continuing, progressive increase of the productive and related powers of thehuman species. That progress defines the absolute distinction of the human species from all others presentlyknown to us. A government of people based on a policy of “zero-population growth and per capita standard ofhuman life” is a moral, and practical abomination.

Man is mankind’s only true measure of the history of our Solar system, and what reposes within it. That is thesame thing, as the most honoured meaning and endless achievement of the human species, now within nearbySolar space, heading upward to mastery over the Sun and its Solar system, the one discovered (uniquely, as amatter of fact), by Johannes Kepler.

A Fusion economy, is the presently urgent next step, and standard, for man’s gains of power within the Solarsystem, and, later, beyond.
