Outstanding Administrator of the Year Luis Eladio Torres – Principal, PS 55 Mr. Torres had been able to call upon his childhood experiences growing up in The Bronx and his experiences as a Naval Petty Officer in Desert Storm, to connect with his school’s community and lead his students to reach higher expectations. He also has higher expectations for himself as a school administrator and leader. For example, he had raised $250,000 from the Office of Strategic Partnerships for a new school library; a new playground was funded through a grant from the Bronx Borough President’s Office and Out2Play; a relationship had been es-tablished with Steiner Sports so that students who had exhibited good behavior and attendance received framed posters of sports figures with a special message and funding was also acquired to hire a mental health coordinator and two new counselors.

Outstanding Administrator of the Year Sharon Weissbrot – Principal, MS 326 M Before Ms. Weissbrot became the Principal of MS 326 in July, 2006, the school was on the School Under Registration Review (SURR) list and was also rated an “F” on the NYCDoE Report Card. Under her leadership, the school eventually received an “A” and was removed from the SURR list in 2010. Her “success mantra” is that “all students can learn” and she applauds the positive attributes in everyone through collaboration, support and shared decision making.

Outstanding Administrator of the Year Wylie Burgan – Assistant Principal – High School for Math, Science & Engi- neering at The City College of New York For the past three years, Mr. Burgan had repeatedly demonstrated his commitment to helping all students to succeed at HSMSE. He has expanded the Academic Intervention Program by including grade

advisors, guidance counselors, a Saturday Skills Academy and a Credit Recovery Program. He also coordinates the “Harlem Is” after-school program with students on Poetry and the Written Word, Visual Arts, Dance and Videography; the Annual Talent Shows and the Academic Awards ceremonies. The entire HSMSE community has been inspired by Mr. Burgan’s pres-ence, contributions and personal and professional integrity.

Outstanding Teacher of the Year Sonia Burrowes-White – PS 15 Colleagues’ Comments: “She is a role model for both students and teachers. She thinks outside of the box and her creative thoughts keep the students engaged and eager to learn more. She is the prime example of those teachers remembered by students throughout their lives.”

Outstanding Teacher of the Year Lui Yi – International School for Liberal Arts Supervisor’s Comments: “His poise and confi-dence have served as a support mechanism and motivating factor for our entire student population and faculty. He represents what teachers should only strive to be in a society of service to young people who need intelligent role models.”

Outstanding Teacher of the Year Sylvia Rosenberg (nee Finkel) – JHS 139 (retired) Former Supervisors’ Comments: “This

lesson is worthy of demonstrating both to the teachers of this school and to the JHS mathematics teachers in the District. The motivation was real. It encouraged the pupils to think about going to college. By helping to raise the sights of the class, many of whom don’t think of college in relation to themselves, you fulfilled one of the major aims of the school.”

Keynote Speaker Santiago Taveras

Deputy Chancellor, Division of Community Engagement

Deputy Chancellor Santiago (Santi) Taveras is a proud product of New York City public schools. The second oldest of four children, Santi was born and raised in the South Bronx. Santi moved to the Dominican Republic when he was 3 years old, where he lived for 7 years, before returning to New York City where he entered public school as an English Language Learner. Santi’s own life experience and his more than 20 years of service to public school children in New York City have driven him to become a passionate leader and student advocate. Throughout his career, he has observed that students will rise to meet the high expectations set for them by educators. He believes that the keys to academic success are maintaining a rigorous curriculum, engaging students in setting high standards, and nurturing the social and emotional needs of diverse learners. Santi began his career as a teacher at Central Park East I Elementary School and Central Park East Secondary School. In his role as Local Instructional Su-perintendent in Region 9, he supported and supervised schools and coordinated summer school for all High Schools in the region. In 2006 he joined the Office of Accountability to develop and implement the Quality Review process for the Department’s 1,400 plus schools. He eventually became the Execu-tive Director of School Quality and also served as the Senior Supervising Superintendent of all boroughs. In 2009, Mr. Taveras became the Deputy Chancel-lor of Teaching and Learning. Over the course of his career, Santi has been recognized for his ability to lead while establishing a cohesive and supportive work environment. He served as a founding assistant director of East Side Community High School and the founding principal at Banana Kelly High School and The Academy for Careers in Sports. He also assisted in developing the new schools for the South Bronx Campus. After graduating from John F. Kennedy High School in the Bronx, Santi received his Bachelor of Science Degree in Education from The City College of New York. He was awarded the Mimi Ticktin award for excellence in student teaching. He holds a Masters Degree in Education from the City College of New York and a Masters in Supervision and Administration from Bank Street College. Other honors include the Harriet Tubman Award, an ASPIRA Aspi-rante Award and a CAHN Fellowship for distinguished NYC principals. Santi was especially proud to be selected as a “Principal of the Year” by the Bronx HS Parent Association of Presidents. Santi is an avid sports fan who often attends baseball games with his wife, Alexandra, and three children, Ernesto, Santiago, and Luna. His brothers and sisters include an accomplished recording artist, a pilot, and a dedicated New York City Pre-Kindergarten teacher. Santi credits his mother, who demon-strated the importance of education when she earned her associates degree after raising a family, as his primary source of inspiration.

Distinguished Educator of the Year Dr. Guillermo Linares ’75, Former City Council Member and Commissioner of the Mayor’s Office of Immigrant Affairs Guillermo Linares, Ed.D has the historic distinction of being the first Dominican American elected to public office in the United States. He served from 1992 to 2001 in the New York City Council, where he advocated for quality education, vital health services, affordable housing and immigrant rights. For more than 35 years, Dr. Linares has remained committed to improving public education and championing immigrant

issues. His advocacy started in Washington Heights, where he worked as a school teacher. Witnessing the need for active in- volvement, he ran for membership of the local school board and served there for three terms. In the 1980s, Dr. Linares and

others were responsible for the building of desperately-needed public schools for the growing immigrant community in Washington Heights. With other activists and leaders, Dr. Linares helped to establish the Community Association of Progressive Dominicans, the Puerto Rican/ Latino Education Round Table and the Parents Coalition for Education in New York City. Dr. Linares was also instrumental in the founding of the Dominican Studies Institute at City College, the Audubon Partnership for Economic Development and the Center for Latin American and Latino Studies at the CUNY Graduate Center. Dr. Linares’ work has garnered him city-wide and national respect. In 1998, the Black and Latino Legislative Caucus of the NYC Council elected then Council Member Linares as its Co-President. Dr. Linares was tapped in 1995 to serve in a national capacity as a member of the White House Initiative for Educational Excellence for Hispanic Americans. President William Clinton appointed him in 1999 as chair of this Initiative. Dr. Linares served for six years as a board member of the National Council of La Raza. He was co-convener of Encuentro 2000 and Beyond, a national La-tino leadership group. As Commissioner of the Mayor’s Office of Immigrant Affairs (2004-2008), Dr. Linares worked to strengthen bridges between city government and immigrant communities resulting in greater access to City services and information and establishing new citywide policies on language access and immigrant heritage. He shares the experiences and aspirations of immigrant New Yorkers, having left his native Dominican Republic and ar-rived in the Bronx in 1966. Then, Commissioner Linares drove a taxi for long hours to support his family and at the same, pursued a higher education so that he could advance. Dr. Linares received a Bachelor of Arts and Master’s of Science degree from City College and a professional diploma in administration and supervision from Fordham University. He recently achieved his doctorate in education from Teachers College, Columbia University. Dr. Linares is married to a public school principal, has two children and a granddaughter. His family has been critical to his accomplishments as a community activist, an elected official and academic.

Distinguished Partner in Education Josh Weston ’50, Philanthropist & Former Chair, CEO and COO of Automatic Data Processing, Inc Josh S. Weston graduated from CCNY magna cum laude in 1950 with a degree in economics and went on to earn an M.A. degree from the University of New Zealand as a Fulbright Scholar. In 1970, Mr. Weston joined Automatic Data Processing, where he rose to serve as Chief Executive Officer from 1982 to 1996. He retired as Chairman in 1998 and was named honorary chairman. Under his leadership, ADP had an unmatched 164 consecutive quarters of double-digit EPS growth, and is just one of six U.S. companies with a triple-A credit rating.

Mr. Weston's commitments to CCNY and public service have been equally phenomenal. In addition to serving on The City College 21st Century Foundation, he and his wife, Judy, established the Josh and Judy Weston Scholarship Program in Public Service. The program enables students who would otherwise not be able to spare the time from their jobs, to contribute to their

communities through service. Mr. Weston has volunteered leadership to various causes and sits on numerous boards. These include the United Nations Association, Channel Thirteen, the International Rescue Committee, the New Jersey Symphony Orchestra, the New Jersey Performing Arts Center and the Liberty Science Center. He also has served as Board Chairman of Boys Town Jerusalem for 14 years. Mr. Weston will receive The City College President's Medal for Distinguished Service.
