Overview

The Edmonton Chamber of Commerce is nearing the end of the current contract to publish its monthly members’ magazine and is investigating the possibility of converting the publication to a digital magazine. Plus the Chamber is requesting other quotes for retaining its current hard copy publication. Should the conversion to digital occur there is the possibility of publishing a hard copy quarterly.

Fusion Publishing Inc has a broad experience in publishing both hard copy and digital magazines. The company currently publishes three in-house titles:

Discussion

The current Chamber publication has a long history and a developed advertising revenue stream which generally covers the cost of publishing. The possibility exists that with the greatly reduced costs as a result of converting to digital a lowered ad rate might attract greater numbers of advertisers and create a profit centre

This success will only come if the publication meets the needs of its potential readership. Editorial direction and quality of presentation will be the primary criteria in that success. Fusion as an award winning publisher can provide the quality presentation but the editorial focus will no doubt have to be provided by the Chamber.

Structure

The Chamber already has a developed structure with an editor-in-chief to provide Fusion will editorial direction and have final sign-off authority on each issue prior to publication. Fusion would have the responsibility to provide all the resources required to successfully produce the publication. This would include: writing, editing, proofing, design, graphic/photo sourcing, printing, distribution, advertising sales and revenue administration.

To encourage Fusion to maximize revenues when the publication has reached profitability that profit would be shared equally between the Chamber and Fusion.

s many as 6,600businesses in the Ed-monton region could

be changing hands over the next fi ve years, suggest the results of a Leger Marketing survey com-missioned by the Edmonton Chamber of Commerce. This massive shift in business owner-ship comes as no surprise, with the fi rst of the baby boomers having turned 65 in 2010, cross-ing that threshold into what many consider to be offi cial retirement age.

A total of 313 members of the Edmonton Chamber responded to an online questionnaire bet ween November 9 and November 19, 2011, asking what their most likely succession scenario would be over the next five years. Besides the 15 per cent indicating their business would change hands, 40 per cent said their business would continue under the current ownership and two per cent indicated the business would wind down.

Of those indicating the business would be changing hands, six per cent said their business would be transferred to a family member and nine per cent said it would be sold to a non-family member.

“If you make an assumption that this survey is truly representative of businesses in the region – and there are over 44,000 established businesses in the Edmonton region – then you’re looking at some 6,600 businesses that will change hands in the next fi ve years,” said Rick Hersack, chief economist at the Edmonton Chamber of Commerce, applying figures from Statistics Canada’s Business Patterns database.

It’s a signifi cant number, he indicates, and even more significant when you consider the tax implications of those ownership transfers.

taxes on the assets of the business. If the business is sold to a third party, that third party is not faced with capital gains taxes,” he explained.

It’s the reason the chamber is lobbying Ottawa to make some changes. Given that small business is such an important economic driver, it only makes sense that tax policies be engineered to facilitate ownership transfers, particularly among family members, rather than having a negative financial impact, indicates the chamber’s policy position on the subject.

Because of that tax implication, there’s a real concern that family businesses will either not stay in the family or that the tax burden will be so high that it could in fact jeopardize the continuation of that business, said Hersack.

T he E d monton C ha mb er o f C om merce i s recommending that the federal government undertake a comprehensive review of the tax provisions affecting estate and succession planning in the next 24 months to determine whether the existing tax regime appropriately considers transfers of family-owned businesses.

Costing Estimates

The least costly publication would be a digital magazine e-mailed to the Chamber’s members. The publication would arrive in an e-mail to the member’s in-box with the cover of the magazine imbedded in the body of the e-mail. The recipient would simply click on the cover and the pages would turn just like a hard copy. A breakdown of the estimated costs for a 20 page publication without any advertising would be as follows:

Writing, editing, proofing 500 words per page @ $1.20 per word - $12,000Layout and design, photo sourcing @ $110 per page - $2,200E-mail distribution and list maintenance 26,000 members @ $100 cpm - $2600Coding provided to include the digital magazine on the web site at no cost.Total estimated cost for a 20 page distributed digital magazine $16,800

To produce and mail a hard copy edition the additional estimated costs would be as follows:

Printing/binding 24 pages, full colour publication on 70 LB gloss stock, 26,000 copies $12,500Labelling and mailing @ $0.85 for 26,000 copies $22,100Total additional costs $ 34,600.

Advertising Sales

Fusion has a team of experienced advertising sales people, although none are based in Edmonton. However, in this digital age the sales function tends to require less in-person meetings and significantly more e-mail and telephone communication. Considering the Chamber publication has a long history a prospect list presumably is readily available for the team to work from.

Fusion would charge 40% of net advertising revenue to cover sales commissions, billing and collection. The advertising rate would be established at the CPM norm within the industry.
